INSTRUCTIONS TO CANDIDATES FOR NATIONALADMISSION TEST - 2007 FOR LL.B PROGRAMME1. Candidates shall report to the Test centre at least half-an hour before thecommencement of the Test and take their seats 15 minutes before thecommencement of the Test.2. Candidates shall fill-up Side I of the given Answer sheet very carefully. Answersheet will be supplied 10 minutes before the commencement of the Test.3. The Test will be objective in nature and for each question four answerswill be given of which ONLY one answer will be correct or most appropriate.4. The Answer Sheet will be machine scored and therefore requires specificprocedure to be followed as given below:a) The answers shall be marked only by pencil and that too only by an HBone. Answers marked by pen shall be treated as wrong answer.b) Each question will be followed by answers marked by (A), (B), (C) & (D).Select the correct or the most appropriate answer. FROM THE DESK OF THE VICE-CHANCELLOR

The West Bengal National University of Juridical Sciences (NUJS) strives to offer holistic legaleducation in order to prepare its graduates for the diverse worlds of litigation, law andcorporate firms, and law teaching and research. It seeks to equip students with the knowledge,skills and values to promote the ends of justice through the instrument of law.

NUJS students are exceptionally trained in the theory and practice of law. They have wonlaurels the world over in the fields of mooting and debating, have publications in peerreviewed national and international journals, and have received appreciation for their outreachand legal aid activities. The internship system that has been devised ensures that each studentexperiences the real world of law by interning with law firms, companies, senior advocates,NGOs etc.

All this explains why the Campus Recruitment Committee has received in the case of its firsttwo batches of graduates such an enthusiastic and positive response from leading law andcorporate firms. Nearly all students who sat for campus recruitment in the past two yearsfound good placements. A few students joined the Bar and others enrolled in premieruniversities in the US and UK for higher studies with scholarships. One student of the 2006graduating batch has received the prestigious Rhodes scholarship.

In the past two years we have increased the intake of LL.M. students and strengthened theLL.M. teaching and research programme. Two scholarships have also been instituted toencourage good students to join the LL.M. programme.

I want to say a few more words about the university. NUJS is committed to building aunique environment in which to learn about law and the relationship between law andsociety. We are in the process of creating a law school with a difference with the aim ofoffering balanced and quality legal education. The central elements of the distinctive visionthat informs legal education in NUJS are the following.

First, we are trying to create a democratic culture in the university with active studentinvolvement. We believe that an educational institution can mature and grow only in an

environment that supports collective thinking and treats good arguments, irrespective of theirsource, with respect. Consequently, the student body is playing a crucial role in shaping theacademic ethos of the university. Besides, it organizes through the Student Juridical Associationa range of extra-curricular activities related to sports, theatre, music, quiz etc.

Second, we are encouraging critical thinking and knowledge so that the NUJSstudent go beyond learning the law by rote to develop a deeper understandingof the place and function of law in society. A number of conferences, symposia,and workshops are conducted towards this end. Most significantly, students areactively encouraged to participate in them. Students regularly bring out theirown journal the Indian Juridical Review. Last year one of our students publisha full-length book even before he had graduated, without doubt a uniqueachievement.

Third, we are equipping our students to help the nation meet the challenges of globalizationby teaching cutting edge subjects such as cyber law, WTO law, water law, environmentallaw, sports law etc. Optional or seminar courses are offered from the third year itself so thatstudents can do a range of courses dealing with contemporary developments in national andinternational law.

Fourth, NUJS has identified some areas of the law in which to develop special expertise,albeit without compromising in any way the high teaching standards in other subjects. Threeareas we wish to focus on at present are the criminal justice system, economic and businesslaws (including WTO law), and human rights law.

Fifth, we seek to sensitize our students to issues of social justice, in particular to the concernsof the marginal and disadvantaged sections of our society. We want the NUJS graduate tobe at all time conscious of his or her larger responsibility towards society.

We have an excellent faculty, with a good balance of experienced and young faculty members,and above all, outstanding students who can compete with the best in the world. We alsohave the self-belief that NUJS is in the process of becoming the premier law university inthe country. We invite you to join our journey towards creating and sustaining a center ofexcellence for legal studies. The standards set for you at NUJS are already high. Those whojoin NUJS will be expected to sustain, if not improve upon, those standards. Together wecan endeavor to make NUJS not only the top law university in the country but also a lawuniversity that provides complete legal education.

ABOUT NUJS

The West Bengal National University of Juridical Sciences was established under the WBNUJSAct, 1999 (West Bengal Act IX of 1999) adopted by the West Bengal Legislature in July, 1999.The University was notified under Clause (f) of Section 2 of the UGC Act, 1956 in August2004 and has been granted permanent affiliation by the Bar Council of India in July 2005.

ObjectivesThe objectives of the University inter alia are to:- advance and disseminate learning and knowledge of law and legal processes and their

role in national developmentpromote legal knowledge and to make law and legal process efficient instruments ofsocial developmentdevelop in the student and research scholar a sense of responsibility to serve society inthe field of law by developing skills in regard to advocacy, legal service, legislation, lawreforms and the likepromote inter-disciplinary study of law in relation to management, technology, internationalcooperation and development.

The City of KolkataNUJS is located in the city of Kolkata, the first capital of the British Empire, and is amongthe four major metropolises of India. Tradition, culture and age mark this city of joy. Thecity is reputed for its heritage and architecture-indeed, the entire city is redolent with history.It boasts of an active theatre movement running over a century. Its people are well knownfor their love of books, music and food. A subtle blend of tradition and modernity distinguishesthe city. The old Kolkata thrives alongside the growing expanses of new townships, includingSalt Lake City, where the NUJS campus is situated. Kolkata is also destined to be a major IThub and promoter of e-learning.

The CampusThe University is located on a prime land at the Salt Lake City, overseeing the EasternMetropolitan Bypass. The 4.83 acre Campus consists of an academic and three residentialblocks - two seven storied halls of residence for girls and boys apiece and a double storiedstaff accommodation cum guest house.The academic block is a four storied majestic structure-a beautiful edifice in stone. Itcomprises of 105 rooms in all with lift facility along with an auditorium and a computerlaboratory. It is an inward looking building octagonal in shape and rounded by widespreadverandahs that open up to the vast central courtyard with an artificial water body on oneside. The building has nearly everything a modern University ought to have - a host of classrooms, seminar halls, a vast library with a sprawling reading room and medical facilities. Theacademic complex has been named after Dr. B R Ambedkar.The University insists that all students reside in the University Halls of Residence situatedin the Campus. Girls and Boys hostel can accommodate 204 and 300 students respectivelyin single as well as double occupancy basis. Each of the hostels has a state of the art kitchen,lift facilities and spacious recreation rooms. The hostels provide reasonably good amenitiesto the students and an atmosphere conducive to serious study, wholesome relaxation andall round development.

LibraryThe University Central Library occupies a central location commanding a spectacular viewof the quadrangle and hostels. The reading room is spread over 758 sq. metres of floorspace, providing 400 seats. As of 2006 the Library has a collection of more than 10000books and more than 5000 volumes of bound periodicals as well a sizeable collection ofelectronic materials in CD-ROMs and legal databases providing online access via majorlegal platforms including SCC, Grand Jurix, and Manupatra online.As an integral component of the academic programs, the Library supports the University'steaching and research. From the humble initiatives on 1 June, 2000, there has been rapidgrowth in the collection at par with the giant strides the university took in the six years ofits existence. Currently the library subscribes to 124 journals including top-notch internationalpublications - Journal of World Trade, American Journal of International Law, InternationalLegal Materials, Economist & Time to name a few.The library archives hold the complete set of All England Law Reports from 1558 to date,All India Reports 1920 onwards, Fleet Street Reports, US Supreme Court Reports and otherequally noteworthy collections. It has also been enriched by donations from renownedpersonalities and organizations, the most significant being the invaluable manuscripts and

commentary on the Constitution of India of LateJustice Durgadas Basu.

Durgadas Basu's Manuscript on Three issues of the student journal IndianCommentary on the Constitution of India

Juridical Review have been published. Whilethe inaugural issue was devoted to `Water

Resources Law' , the subsequent issues were on `Intellectual Property Law ' and ` ContemporaryConstitutional Issues'. Each issue has been received with encouraging recognition.

IAN FacilityBoth the hostels are connected via a Local Area Network (LAN) designed by the students.Connectivity to 24x7 Internet facilities through ADSL is also provided, and managed entirelyby the Cyber Committee, a student body with very little outside help. At present, 142 studentshave subscribed to this nominally charged service. The facility is in great demand, upgradationof the Internet service through Leased Line is also in the pipeline.

Sports FacilityThe University has been permitted to use the highly advanced sporting facilities of the SportsAuthority of India (SAI), Kolkata for all outdoor sporting events including football andcricket. SAI is located at a mere five minute walking distance from the University. University

also offers on campus facility of playingvolleyball, carom and table tennis.Study Loan, ScholarshipsNUJS seeks to ensure that no studentis compelled to discontinue study dueto financial constraints. The Universityhas arranged that students mayapproach any Bank of their choice andcomplete loan formalities on mutuallyagreeable terms. The Indian Bank,which is celebrating its centenary in2006, has announced a special studyloan package whereby any student ofNUJS can avail loan facility withoutcollateral or other formalities at a softerrate of interest.Proceeds of the Scholarship Fund ofthe University, built up with generous

donations from institutions and individuals, and are given to students on need basis. Shri.Gopal Subramanian, the eminent jurist, has instituted two merit scholarships for LL.M.students. Scholars in the first year are chosen on the basis of their rank at the LL.M. AdmissionTest, and in the second, the award is based on academic performance in the first year.

Medical FacilityThe University has a medicalunit, where a doctor isavailable for routineconsultation. He also visits thehostels regularly and isresponsible for preventive andemergency health care. Twostate of the art hospitals,Apollo and AMRI, locatedwithin a distance of 1 kilometrefrom the campus, providesecured services at any time ofneed.

Banking FacilityCorporation Bank, a publicsector undertaking, has itsbranch inside the campus tooffer doorstep-bankingfacilities. It provides access to ATM and other banking facilities inside the campus.

Canteen FacilityA canteen functions from inside the academic block, where items of light refreshment areavailable at a moderate price.

Programmes on OfferB.A./B.Sc. LL.B. (HONS.) DEGREE PROGRAMME

This programme attracts school leaving bright young aspirants to the field of law. The fiveyear undergraduate programme is divided into ten semesters and enrolls 125 students everyyear. The students represent almost all the States of India and a few join from foreigncountries. This programme offers advanced legal education with an emphasis on criticalthinking and self-enquiry on the one hand and acquisition of practical skills and knowledgeon the other. The eventual goal is to train the next generation of leaders in the academia,bar, judiciary, and non-governmental organizations worldwide.

Programme StructureThe students of NUJS are exposed to a goodblend of both pure law courses as well associal science courses, so that they candevelop a comprehensive understanding ofthe legal process.A rigorous system of evaluation has been putin place. Other than having to give the endsemester examination, the students are towrite projects (or short papers) on each andevery course of study, so that they find anopportunity to demonstrate their creativity,enterprise and writing skills. Classpresentations and seminar presentations arealso a regular feature of their coursework.

From sixth semester onwards, students startworking on their optional seminar courses. Interested faculty and other senior faculty

advisors work hard throughout the year to helpstudents identify and refine their study objectives,then develop an appropriate sequence of optionalcourses and other work related to it.

Apart from end-semester examinations and projects,there are subject viva and project viva for compulsorycourses. For some of the courses, there is a mid-semester examination as well. Optional courses haveend-semester examination and project submission,presentation and viva.

As per the Bar Council of India regulations, students not having secured 75% attendanceare not allowed to sit for the end-semester examination. On the other hand, a student, byvirtue of having attendance 95% and above can get the maximum 5 marks stipulated forthis category in any course.

LL.M. ProgrammeThe LL.M. degree programme is of two year duration. This post graduate programme isinterested in attracting students who either wish to join the academia or seeks to acquireadvanced research skills before joining the legal profession. The students therefore comefrom a wide variety of backgrounds with divergent legal interests and career plans. Oursenior faculty members work closely with the students to help them in realising their fullacademic potential. We also actively involve students in our ongoing efforts to improve andenhance the programme. Together, we work to make each student's experience in the NUJSa rich and fulfilling one that broadens his or her intellectual horizons.

The LL.M. programme comprises of a range of compulsory and optional courses and adissertation to be completed within a time frame of four semesters. In the first semester,the students are expected to complete three compulsory courses. In each of the next twosemesters, they have to complete three optional courses respectively. These courses areidentified by the Post Graduate Council (PGC) of the University in consultation with itsFaculty Council. Students are allowed to make their suggestions regarding choices/preferencesof any course or courses to the PGC which is given due consideration. A dissertation is tobe written in the final semester on an approved topic. The students are expected to makepresentation on their dissertation one month in advance to their submission and also takeup independent teaching assignments on certain courses.

M.Phil. ProgrammeThe M.Phil. Degree Programme is specifically designed for aspiring legal academics, thatis, students who wish to pursue sustained independent study and research and are planningcareers in law teaching.

PGC constitutes an Advisory Committee of three members for each M.Phil. student. Eachstudent works under the supervision of a Faculty member (Faculty Advisor) who is identifiedaccording to his/her specialization in the field of law in consonance with the student's topicfor the dissertation. A work-plan is then chalked out by the Faculty Advisor, indicating theteaching, research, seminars and other assignments to be undertaken by the M.Phil. student.This work-plan is then executed by the student with prior approval from both the FacultyCouncil and the PGC. The candidate then becomes eligible for receipt of the degree subjectto fulfillment of the prescribed requirements of the programme within a maximum periodof three years.

Ph.D. and the LL.D. ProgrammesThe Ph.D. and LL.D. degrees are two of the most advanced law degrees. The candidates tothese degrees are expected to produce a thesis that will constitute a substantial and valuablecontribution to legal scholarship. The students would be expected to incorporate the insightsof other disciplines into their work, drawing on the expertise and assistance not only availableat NUJS but also from other leading universities of the world. The doctoral programme callfor intense individual efforts requiring sustained discipline and self-direction. Since thedoctoral programme is designed to train law teachers, having the opportunity to practiceones teaching skills is critical. The candidate would therefore be given teaching assignmentsin addition to making presentations before the faculty community.

REQUIREMENTS FOR PH.D. PROGRAMME

Initially the candidate has only a provisional registration with the University. For eachcandidate an Advisory Committee (AC) is formed by the Vice-Chancellor, which constitutesa Principal Guide and two other senior faculty members of the University. However, thereare provisions of inducting one or two experts from outside. The Principal Guide becomesthe chairperson of the AC. It is the prerogative of the AC to review the research proposaland suggest any changes it feels suitable and also help design a work-plan for the candidate.The research proposal and the work-plan are to be duly ratified by the Vice-Chancellor andthe Academic Council. After six months from the date of registration the candidate is toqualify in a Comprehensive Examination (CE) conducted by the Advisory Committee.

On the basis of the report from the AC, the Registrar, with the approval of the Vice-Chancellor,confirms the candidate's admission in the Ph.D. programme. All the prescribed requirementsfor the programme should be completed within a maximum period of five years from thedate of admission.

REQUIREMENTS FOR LL.D. PROGRAMME

For every registered LL.D. candidate the Vice-Chancellor constitutes an Advisory Committeewith a Principal Guide (a faculty member having specialization in the student's area ofresearch), two senior faculty members and one or more experts from outside. The PrincipalGuide usually holds the status of a Chairperson within the Advisory Committee.The Advisory Committee reviews the research proposal submitted by the candidate andsuggests changes, if any, in the nature and scope of the research in consultation with thecandidate concerned. The Advisory Committee then designs a work-plan where it stipulatesthe number of teaching assignments to be taken up, number of seminars to be conducted,the quantum of resource material that the candidate should be acquainted with and otherspecific academic activities that she should be involved with. The work-plan and the researchproposal will finally be approved by the Vice-Chancellor.

Six months after the date of registration of the candidate, the Advisory Committee makesan evaluation of the progress made in the area of research before confirming his candidaturein the LL.D. Degree programme. Subject to the report of the Advisory Committee, theRegistrar, with the approval of the Vice-Chancellor, confirms the candidate's admission inthe LL.D. programme. A candidate admitted to the LL.D. programme is to complete all theprescribed requirements within a maximum period of seven years from the year of registration.

RECRUITMENT

The first two batches of NUJS have graduated in 2005 and 2006 respectively. In 2005, outof eighty-four on-campus job offers, sixty-three were accepted. A few students have joinedlitigation and a few others have gone abroad for higher studies with scholarships. Together,in a batch of ninety-three students, twenty-one students were placed in Companies, twenty-one in Law firms, thirteen joined Civil Society Organisations, while eighteen joined the Bar,two opted for Judge Clerkships and ten students went abroad for Higher Studies.In 2006 from a batch of sixty six students, sixty five students sat for campus recruitment.As many as thirty-six students were placed with twelve Corporate Law firms, three studentswere placed in Litigation Law Firms, seventeen students have been absorbed by eightCompanies, four students decided to work with senior lawyers of Supreme Court while sixstudents opted for higher studies abroad. Moot Court SocietySince the very beginning, students of NUJS have shown consistency in their excellence inNational as well as International Moot Court competitions. Besides winning severalcompetitions, and a few being the First Indian team to do so, Moot Court Society of theuniversity has organized two NUJS National Moot Court Competitions in 2004 and 2005on Corporate Social Responsibility. Some of the notable achievements include:- 10TH WILLEM C. VIS. INTERNATIONAL COMMERCIAL ARBITRATION

MOOT, VIENNA, 2003The NUJS team is the first one from India, in the history of the competition, to haveemerged champions, apart from being the second Asian University to achieve this feat.The team emerged victorious defeating 128 Law Schools, which included institutions likeHarvard, Monash, Copenhagen, Cologne and Humboldt, to name just a few, from morethan 44 countries in the world and is also the first ever Law School to achieve thisdistinction in their first year of participation at the said competition.

- THE COMMONWEALTHMOOT COURT COMPETITION, MELBOURNE, 2003The team from NUJS, which was selected to represent South Asia by emerging asChampions in the South Asian Region Selection Round, defeated well-known law schoolsacross the Commonwealth of countries and emerged as runners-up. This is the bestperformance by India and the region of South Asia in the history of the CommonwealthMoot Court Competition.

VIS [EAST], INTERNATIONAL COMMERCIAL ARBITRATIONMOOT, HONG KONG, 2004 & 2005At the inaugural edition of this competition, the NUJS team representing India awardedthe Neil Kaplan Best Oralist Award, the 2nd Best Speaker Award. They were also therecipients of the Fali Nariman Respondent Memorial Award. In 2005, NUJS were thechampions.THE COMMONWEALTH MOOT COURT COMPETITION, LONDON, 2005NUJS team emerged champions at the South Asian Regional Round of the Commonwealthand was semi-finalists in the international round. Best speaker at both National andInternational rounds.STETSON INTERNATIONAL ENVIRONMENT MOOT COURT COMPETITION,FLORIDA, 2005An NUJS team-member was declared 8 th best oralist at the international round, and theteam came 2in Northern National Rounds.THE ELSA WTO MOOT COURT COMPETITION, GENEVA, 2006This was the first time NUJS has sent a team to the ELSA WTO Moot Court Competition.The NUJS team was adjudged the winner at the Southwest Asia Regional Round withBest Overall Written Submissions. Life Outside the ClassroomLife at NUJS provides a student exposure to a whole range of activities, outside the contoursof `academic' activities. The University encourages students to participate and excel in allkinds of extra curricular activities ranging from debates to sports and quizzes to music. NUJSteams have won prestigious inter-University festivals all over the country, which also includeddancing, writing and painting. All these form an integral part of the all-round education onereceives at NUJS. The Student Juridical Association (SJA) is the organisation of students topromote these co-curricular and extra-curricular activities. There are several specialisedsocieties run by students with common interest, with occasional inputs from the FacultyAdvisors. Some of the activities the students involve themselves in and have excelled are:QUIZZINGThe NUJS team emerged as one of the most respected teams in the quizzing circuit in Kolkataand has won all major competitions in the past, not only in Kolkata but also outside. Thelong list of achievements includes outstanding performances in Quizzes and at BITS, Pilani;IIT, Kharagpur; St. Xavier 's College, Mumbai and Kolkata; NLSIU, Bangalore; NALSAR,Hyderabad; Presidency College, Kolkata, to name a few.DRAMAThe Drama Club of the NUJS has staged plays in some of the most prominent platforms inthe country and has won both critical and popular acclaim. Our students have won awardsat theatre festivals like Pratyancha, IIMC, Springfest, IIT, Kharagpur and NLS Fest. TheNUJS Drama Club was also invited to perform at prestigious forums like the Black CoffeeTheatre Festival. The Club, in association with the Legal Aid Society, has also contributedgreatly in spreading awareness by staging a variety of street plays on 'Employment Rightsof HIV+ Persons' and 'Right to education of HIV+ Children in Legal Aid camps and alsoduring outreach training programmes that the University organizes for various Governmentofficials.Besides the Cultural Committee of the University has started organizing the NUJS annualfest OUTLAWED since 2005, where many teams from other colleges and universitiesparticipated. NUJS also has a SPICMACAY chapter, and has hosted famous performers likePt. Shiv Kumar Sharma and Smt. Girija Devi.COMMUNITY OUTREACHThe Legal Aid Society of NUJS provides an opportunity to the students to get involved in thepractical side of legal education, in terms of counselling, advising, formation of opinion anddrafting, so that they can apply the skills and knowledge acquired in the classroom. This six-year old society has in a short span of time earned praise from Calcutta High Court as wellas State Legal Services Authority. Few notable contributions made by the clinic include,a. Holding several Legal Awareness Camps in the districts of Murshidabad, Nadia,

24-Parganas (South), 24-Parganas (North) and Medinipur in collaboration with NGOsand Government bodies including Panchayats

b. Providing free legal aid, on all working days, like legal advice and drafting of petition, etc.c. Para-Legal Services and Training in order to forge relationships with NGOs, to facilitate

exchange of information.d. Holding Mahila Paribarik Lok Adalat, in association with the State Women's Commission

and Legal Services Authority of West Bengal, being the first of its kind to be held outsidethe premises of a Court.

KESHAB CHANDRA BASU ENDOWMENT ON LAW & ECONOMICSProfessor Kaushik Basu, Professor of Economicsin Cornell University, USA, and son of LateKeshab Chandra Basu has established anendowment of Rs. 3 lakhs to promote the studyof Law and Economics. Mr K C Basu was a brilliantand distinguished lawyer, and was the unopposedmayor of Calcutta Corporation in 1960, memberof Legislative Assembly in 1962 and Speaker ofthe Assembly from 1962-67. Professor AmartyaSen delivered the first lecture on `Law, Economicsand Social Justice ' in December, 2003. Subsequentlectures were given by Prof. Pranab Bardhan on` Legal and other Institutions and Economic

Development' in December, 2004 and Mr. N R Narayana Murthy on `A Framework forReforms in Higher Education in India' in August, 2006.SHRI GOPAL SUBRAMANIUM ENDOWMENT FUNDShri Gopal Subramanium, eminent Jurist donated Rs. 10 Lakhs in September 2002 as thefirst phase of creating an endowment Chair. DR. DURGA DAS BASU MEMORIAL ENDOWMENT FUNDDr. Saradindu Basu, has created an endowment ofRs. 9 lakhs to institute an annual lecture in thename of his illustrious father, late Dr. DurgadasBasu. Acharya Dr. Durgadas Basu, one ofindependent India's foremost jurists, was a teacher,lawyer, a high court judge as also a member of LawCommission of India. He was a Padmabhushan,National Research Professor, recipient of honoriscausa from six universities. He was a prolific writerwho made invaluable contributions to constitutionalresearch through his famous Commentary on theIndian Constitution that has reached its silver jubileerecently. Mr. Fall S Nariman, among the mosteminent jurists of contemporary India delivered the

inaugural lecture on `The Silences in Constitutional Law' in October, 2005.PROF. N R MADHAVA MENON MEDIA LAW ENDOWMENTThe founding Vice-Chancellor of the University made a donation of Rs. 3 Lakhs to createan endowment to the University for the purpose of promotion of scholarship in Media Law.A gold medal in Media Law has been instituted out of the proceeds of the endowment.

NATIONAL ADMISSION TEST (NAT)

Admission to the B.A./B.Sc. LL.B. (Hons.) and LL.M. Programme is granted on the basisof National Admission Test which will be organized by the University on January 28, 2007.The examination centres will be Kolkata, Delhi, Chennai, Mumbai, Bangalore, Guwahati,Bhubaneshwar, Gandhinagar, Siliguri and Jamshedpur. It is the University 's prerogativeto add or remove any one of these centres. Selection for LL.B programme will be made onthe basis of the National Admission Test result. In case of LL.M., short-listed candidateson the basis of the National Admission Test will have to appear for group discussion/interview.Subsequently the final selection will be made.The admission test for both the programmes would be held for two hours. Candidates forB.A./B.Sc. LL.B. (Hons.) programme would be tested for General Knowledge, GeneralEnglish, Mathematics, Elementary Science, Analytical Reasoning and Aptitude for LegalStudies. For the LL.M. programme, subjects will be Jurisprudence and Constitutional Law.The examination would be conducted in the English language. Results of the NAT will bedeclared by 15 March 2007 and shall be on display in the University as well as posted in theUniversity website

The B.A./B.Sc. LL.B. (Hons.) Degree ProgrammeELIGIBILITY CRITERIA

The candidate must have qualified in the Higher Secondary Examination or an equivalentone (i.e. 10+2) with not less than an aggregate of 50% marks in all the core subjects withEnglish put together and he/she must also have secured a minimum of 35% marks ineach of the subjects. Candidates shall be permitted to take the National Admission Testin the same year in which they will be appearing for their (10+2) examination but theywill be given provisional admission so long an undertaking is given that confirmationwould follow only with the fulfilment of the eligibility criteria.The age of the candidate can be maximum 21 years as on December 31, 2007 (i.e. notborn before 01.01.87). The candidates of SC/ST categories will be given a relaxation ofone year.Candidates are expected to have a certain degree of proficiency in the English languageand also in the practice of operating computers. Selected candidates, not trained in theuse of computers, are advised to acquire the skill prior to their admission to the Universitywhich will be in the month of May.Foreign Nationals seeking admission should satisfy the prescribed academic qualification.They shall be exempted from answering all other sections except English in the NATand the rule concerning the age limit will not apply in their case. The candidate shouldhave studied English Language as one of the compulsory subjects in 10 + 2 or any otherequivalent Higher Secondary School Examination.

TOTAL NUMBER AND ALLOCATION OF SEATS ACROSS CATEGORIESNumber of seats available for B.A./B.Sc. LL.B. (Hons.) Degree Programme, shall be 125 outof which 15 seats will be reserved for Scheduled Caste students, 8 seats for Scheduled Tribestudents, 18 for NRI Sponsored students, 4 for Foreign Nationals and 2 seats will be reservedfor Physically Challenged students. However, in case of non-availability of Foreign Nationalsthese 4 seats will be offered to general category students.Note : Applicants belonging to Foreign Nationals, NRI Sponsored, SC/ST and PhysicallyChallenged Categories must obtain the minimum percentage of marks in the NationalAdmission Test as may be decided by the University.

The LL.M. Degree ProgrammeFor the admission to the LL.M. degree programme, a candidate should have secured a LL.B.degree from a recognized University, having obtained not less than 50% marks in theaggregate. Candidates in the final year of their LL.B. Course can also apply but their admissionwould be confirmed only after they submit their LL.B. results with the required 50% marksin the aggregate.Annual intake in LL.M. programme is 10 students; out of which 2 seats are reserved forForeign Nationals. BHUPINDER SINGH CHIMNI, VICE-CHANCELLOR - He taught international law in theSchool of International Studies, Jawaharlal Nehru University, New Delhi for nearly two decades.He has been a Visiting Professor at the International Center for Comparative Law and Politics,Tokyo University, a Fulbright Visiting Scholar at Harvard Law School, Visiting Fellow at MaxPlanck Institute for Comparative and Public International Law, Heidelberg, a Visiting Scholarat York University, Canada and a Visiting Fellow, Centre for Research in the Arts, Social Sciencesand Humanities (CRASSH), University of Cambridge. He has published/edited four books andfour dozen articles on a range of subjects of international law in national and international

journals. He has given talks at several universities abroad including Harvard, Oxford, Cambridge, McGill andTokyo Universities. He has also participated in numerous conferences abroad. He is one of the General Editorsof the Asian Yearbook of International Law. He is also on the international advisory board of a number ofinternational journals. He has supervised five PhD thesis and nearly two dozen M Phil dissertations. He was aMember of the Expert Committee on Trade and Environment set up by the Ministry of Commerce. He was alsoa member of the Academic Advisory Committee of the Office of the United Nations High Commissioner forRefugees between 1996 and 2000. In 1999 he delivered the first Barbara Harrell Bond Lecture at Refugee StudiesCentre, Oxford University. In March 2006 he delivered the prestigious Grotius Lecture at the Centennial AmericanSociety of International Law meeting in Washington, USA. His most recent publications include `AlternativeVisions of Just World Order: Six Tales from India', Harvard International Law Journal, Vol 46 (2005) and `TheWorld Trade Organisation, Democracy and Development: A View from the South', Journal of World Trade, vol.40 (2006). His areas of research interest are international legal theory, international trade law and internationalrefugee law.

ANIRBAN CHAKRABORTY - He has passed LL.B from Calcutta University in 2001 and LL.M.from NUJS in 2006. Subsequent to his LL.B, he joined the Calcutta High Court Bar and practicedin Constitutional and Civil matters. Title of his LL.M. dissertation is `The working of the JuvenileJustice Act 2000 with special reference to State of West Bengal ' . He teaches one compulsorypaper, Legal Methods and co-teaches one Clinic course and offers optional courses on InternationalCommercial Arbitration and Law of Carriage to the LL.B students. He has been awarded aTuition Merit Scholarship to pursue LL.M. in Case University (U.S.A.).

ANIRBAN MAZUMDER - He has graduated from the University of Calcutta and obtained LL.B.degree from the University of Burdwan. He has completed Post Graduation in Business Lawfrom NLSIU, Bangalore, and obtained M.Phil. degree from NUJS. He has done research onLegal Regime Regulating Internet Crime and Legal Framework Governing Electronic Commerce.He had been a Visiting Scholar at Touro Law School, New York University, Cardiff Universityand Tel Aviv University. ANUPAMA GHOSAL - She has been the university topper and gold medalist for her graduationin Political Science and Masters Degree programme in International Relations from JadavpurUniversity in 1999 and 2001 respectively. She is at present pursuing her research at the sameinstitution. She had been associated with a number of colleges in Calcutta University as wellas Kalyani Mahavidyalaya (College) prior to her joining NUJS in 2005. ARUN PRAKASH MUKHERJEE - He did his graduation in Economics, MA in Political Scienceand Ph.D. in History from Calcutta University. In his distinguished career, he has been Governorof Mizoram, Advisor to Union Home Minister, Vigilance Commissioner, West Bengal Government,Director General of Police, West Bengal, Special Secretary, Union Home Ministry, AdditionalDirector and Director, CBI, head of the Interpol in India, leader of the Indian delegation to theInterpol General Assembly in 1989 and many other equally elevated positions. Post-retirement,he is associated with a number of NGOs, specialized on a variety of areas including welfare ofthe de-notified tribes (Lodhas and Kheria Sabars). Apart from publications in newspapers and

professional journals, his book on Crime and Public Disorder in colonial Bengal (1860 - 1912) was publishedin 1995. Presently he is a member of Administrative Reforms Commission of India. He offers an optional courseon Economic Offences to LL.B. students.

ARUP KUMAR PODDAR - He has completed B.Sc., LL.B. and LL.M. from University of NorthBengal. Environmental Law was his specialisation in LL.M. and the title of his dissertation was`Role & Perception of United Nations and Indian Response towards Environmental Protection ' .He has submitted his Ph.D. thesis in the same institution on `Conservation of Natural Resourcesand International Law Regime with special reference to Indian Position ' . Before joining NUJShe was practicing as an advocate in Siliguri Court and subsequently in Calcutta High Courtand then teaching in Midnapore Law College. In NUJS he has been involved in preparing aManual on Environmental Protection, supported by Ministry of Environment & Forests,Government of India in collaboration with W.B. Pollution Control Board. He has submitted a study report on`Impact Assessment of State Commission and District Fora' supported by Ministry of Consumer Affairs, Governmentof India. He teaches two compulsory courses, Environmental Law and Agricultural Law and two optional courses,Water Law and Conflict of Laws (Private International Law) to LL.B. students.

BIRENDRA KUMAR PANDEY-He has graduated in Mining from Indian School of Mines,Dhanbad. Thereafter, he obtained First Class Mine (Coal) Managers Certificate of Competencyfrom Board of Mining Examination. He worked with coal mining sector for about 40 years invarious capacities including the Mine Manager to Chief General Manager. He has vast experienceof underground and opencast mechanised mining, dealing planning, operation, marketing,Human Resource Management and Finance Management etc. He also managed multilateralloan agreements with international financial institutions, bilateral projects agreements withother developed countries for underground and opencast mechanisation projects. He also dealt

with 3 international arbitrations. After retirement from Coal India Ltd., he worked with ICICI Bank, WINFRAdivision, as technical consultant. He has been a visiting faculty with the university for the last three years, offeringan optional subject, Mining and Petroleum Laws, to LL.B. students. He is a life member of Mining Geological andMetallurgical Institute of India.

BIKRAMJIT DE - He has completed his graduation in History at Presidency College, Kolkata.He has completed an MA in Politics [International Studies] at the School of International Studies,JNU, New Delhi. He was an ICHR Junior Research Fellow at the Centre for Historical Studies,Jawaharlal Nehru University, New Delhi where he completed an M.Phil. in Modern IndianHistory. He was a Commonwealth Scholar at Wolfson College, Oxford, where he completed aD.Phil. in Modern History. He is the recipient of several awards such as the RadhakrishnanMemorial Bequest Fund, Charles Wallace [India] Trust Grant, Beit Fund Board of ManagementJunior Members ' Grant, Oxford University Chest and Wolfson College Field Trip Grants. Hehas delivered a chaired lecture and has published articles in edited volumes, journals and newspapers. His mostrecent publication is entitled `Imperial Governance and the Challenges of War: Management of Foodsupplies inBengal, 1943-44 ' , in Studies in History, 22(1), n.s. (2006). He teaches Indian Legal and Constitutional History,a compulsory course and Advanced Constitutional History of India, an optional course to LL.B. students.

She has been a visiting faculty at IBMR, Pune, and the Army Instituteof Management Calcutta for Business Laws. She is the Co-author ofManual of MaharashtraLaws, Vol.1-19 and The Bombay Stamp Act. She has been associated with various projects for

Ministry of Finance and Tea Board of India. She is the Secretary of Commonwealth Legal Education Association(CLEA) India chapter. DHRUBA NARAYAN BANERJEE - He began his professional career as a member of the WBJudicial Service and served as Magistrate and Civil Judge. Later he became Secretary of theWB Legislative Assembly and then moved to the executive wing and worked as Administrator,Calcutta Municipal Corporation. Subsequently he was the Chairman, Central Valuation Board,West Bengal. He has the rare distinction of having served in all the three organs of the governmentlegislature, executive and judiciary. After retirement, he has been a visiting Professor, SardarPatel University, Gujarat for ten years and joined the University in 2002. He has authored eightbooks including those on the Kolkata Municipal Corporation Act, West Bengal Municipal Act,Building Bye-laws, Principles and Practice of Valuation and Promoter's Law in India. He has addressed andchaired many International Conferences abroad. He offers an optional course on Law of Valuation for LL.B.students.

DURGADAS BANERJEA - He joined Judiciary in 1959 and served it in various capacities suchas, Presidency Magistrate, Calcutta, Sub-Divisional Judicial Magistrate, Burdwan, AssistantSessions Judge, Howrah, Chief Judicial Magistrate, 24 Parganas (undivided) and District andSessions Judge, Midnapore (undivided). The last position he held in Judiciary was that ofRegistrar, High Court, Calcutta, now designated as Registrar-General. This Judge turned Teacherbegan his academic career , in SVP National Police Academy, Hyderabad, where he taughtCriminal, Administrative and Constitutional Law, for five and half years. Later he taught inLBS National Academy of Administration, Mussoorie for more than fifteen years where he was

a Professor and the Co-ordinator, Faculty of Law. As a Fellow of UNDP, he studied `Quality assurance in HigherEducation' in Heriot Walt University, Scotland. He was the leading author of three books on Law, and Chief Editorof two publications, Judicial Activism and Criminal Justice and Supreme Court of India. He was the Chief Co-ordinator of an project titled `Use of Forensic Science in Criminal Investigation and Trial', sponsored by the Bureauof Police Research and Development, Government of India,. He performed the key role in managing the researchprojects on the status of Criminal Justice in 26 different States/Union Territories of India and also in editing 23issues of the Criminal Justice Series (all published in the form of books). He has also guided many researchoriented studies,and developed enormous teaching material. He organised a large number of training programmesfor the senior public servants. He taught Criminal Justice to LL.M. and LL.B. students. He is also associated withthe teaching of Administrative Law, Human Rights, Professional Ethics and Professional Development and ClinicalLegal Education.

JASMINE JOSEPH - She did her Graduation in Law from the Mahatma Gandhi University andPost Graduation from the Cochin University of Science and Technology, Kerala. She is presently pursuing her Ph.D. in ` Anti Terrorism Laws andIts Impact on Human Rights in India ' from University of North Bengal. She has actively participatedin a joint Research Project by British Council, University of Warwick (UK), NLSIU, Bangalore andUniversity of North Bengal in ` Human Rights OutReach ' Projects focusing on Prisoners Rightsand Prison Conditions. Before joining NUJS she has taught in Department of Law, University ofNorth Bengal and S K Acharya Institute of Law, Kalyani University. She teaches two compulsory

Courses, Criminal Law-I (Indian Penal Code), and Law of Direct Taxation and offers two Optional Courses on Criminologyand Victimology and Military Law to LL.B. students.

LOVELY DASGUPTA - She has completed her graduation from Law Department, Universityof Jammu. Subsequently she joined the Bar, and practiced as a Junior Advocate in the CalcuttaHigh Court. Kolkata. Before joining NUJS in 2001, he has worked as an Associate in Environment Policy Cell, National Instituteof Public Finance and Policy, New Delhi, and taught in few colleges of University of Delhi. His areas of interest areDevelopment Economics, Environmental Economics, Law and Economics and WTO Studies. He teaches two compulsorycourses on Economics and offers one optional course on Law and Economics to LL.B. students. He is a life member ofIndian Society for Ecological Economics.

NIHARENDU KONAR - After graduation in Law from Calcutta University he joined the bar.Later he joined West Bengal Civil Service (Judicial) and served the State Law Commission,Departments of Law as well as Judicial, Government of West Bengal, Administrator-Generaland Official Trustee of West Bengal and also as Chief Law Officer of Calcutta MunicipalCorporation. He has also served as a Judge in various Courts including the District Court andthe City Civil Court in Calcutta. After his retirement in from Govt. service as Special Secretaryto the Judicial Department of the Government of West Bengal, he worked as the Judge of FamilyCourt in Calcutta and later became the Legal Advisor to Calcutta Municipal Corporation. Hehas also functioned as the Chairman of the Appeal Committee, Board of Secondary Education, West Bengal andOmbudsman of United Bank of India, Headquarters in Calcutta. He has joined the University in 2001. He co-teaches several compulsory courses in Civil, Criminal Laws like the ones on Interpretation of Statutes, ProfessionalEthics and Professional Development and offers an optional course on Juvenile Justice for LL.B. students. RUCHIRA GOSWAMI - She graduated in Sociology from Presidency College, Kolkata andcompleted post graduation in Sociology from Calcutta University. She has a M.Sc. RUKMINI SEN - She did her graduation in Sociology from Presidency College, and stood first.She has completed her post graduation in Sociology from Jawaharlal Nehru University, NewDelhi. She will be submitting her Ph.D. thesis on `Gendered Construction on Culture ofSilence/Insignificant Articulation' by the end of 2006 to the University of Calcutta. She is theGuest Faculty in the M.Phil. course at the Women 's Studies Centre, Calcutta University. Shehas served as a resource person for many civil society organisations and other institutions inthe city involved with women's rights and rights of persons with disability.
