Regulations for admission to such Post Doctoral Medical Degree course
2016
1. Jurisdiction of the University
Admission to different Post Doctoral Medical Courses in institutions affiliated to “The West Bengal University of
Health Sciences” has already been conducted. Result has been published. In view of communication from Ministry of
Health and Family Welfare (Department. of Health and Family Welfare ), Nirman Bhavan, New Delhi, 110011 vide
its Notification No. U.12012/20/2016-ME-1 dated 15th June.2016, for starting Super Specialty Course in M.Ch.
Surgical Gastroenterology with one permitted seat at Institute of Post Graduate Medical Education and Research, 244,
Acharya Jagadish Chandra Bose Road, Kolkata-700020, from this Academic Session 2016, selection process among
the intending candidates who passed out / appearing at MS ( Surgery) 2016 / passed out DNB Surgery, will
be taken up as per schedule enclosed. The selection will be made based on written test followed by
Interview. This is in conformity with the clause 2.9 of the information Booklet published in WBPDMAT-
2016 vide memo no COE/UHS/ 350/2016 date: 22 04..2016 for holding further test. The seat is for “
Open Category candidate”
2. Eligibility criteria for M.Ch. Surgical Gastroenterology
2.1 Citizens of India who have obtained the requisite Post Graduate Medical degree ( MS from
colleges affiliated by the Medical Council of India and DNB in broad disciplines (preferably
from teaching institute recognized by National Board of Examinations.) Admission to the Post Doctoral Medical Degree Courses will not be formally completed unless the candidate with PG degree has got himself/ herself registered either with a State Medical Council or with the Medical Council of India.
2.3 A candidate who is likely to obtain the requisite Post Graduate Medical degree qualification
prior to the date of first counseling may appear at WBPDMAT-2016. S/he will not be
eligible for admission unless s/he produces the proof of passing the said examination from a
MCI-recognized institution / DNB recognized institution prior to first counseling. (Date,
time and venue of first counseling will be notified in the University Website).
Further , Open category candidate is to complete three calendar years of training during
pursuing MS course on or before 30.07.2016.
2.4. As there is one seat, the seat is allotted to Open Category candidate.. Open Category candidate, if
selected has to sign a bond for rendering service for t h r e e y e a r s a f t e r c o mp l e t i o n o f
training in Post Doctoral Course a s notified by Government of West Bengal vide its memo no.
HF/O/MERT/923/ME/MISC-78-13 dated 10.06.2014 failing which such candidate will liable to
recompense Government of West Bengal a penal amount of Rs ten lakhs for each defaulting years.
Copy of such notification is annexed..
2.6 If selected candidate who has been pursuing any course other than PG Degree course has to obtain certificate of completion prior to first counseling or he/she has to submit resignation letter duly accepted by the appropriate authority prior to the date of first counseling. She / he is to submit such document of resignation. Such open category candidate must complete 3 years Calendar years of P.G. training from the date of M.S/DNB admission and pass on or before 30.7.2016
2.8 Leaving the allotted seat after end of counseling process which culminates losing of opportunity of other candidate next to him/her in the merit list will attract the provision of penalty.

3. Schedule and Method of Submission of application. See “Appendix-I” and “Appendix-III “of this document respectively.
4. Selection process
4.1 Applicant will be provisionally allowed to appear in the special WBPDMAT-2016.
(Written test) provided he/she has submitted online and offline application in the prescribed form strictly following direction in Appendix-I within the last date and has fulfilled the eligibility criteria outlined above. 4.2. The question papers [ Multiple Choice Questions ( MCQs)] for the Admission Tests shall be
set in English . 4.3. The question paper (MCQs) for the written test for M. Ch. (3 years) Course shall be
of 100 marks for 100 MCQs. Filling up forms for MCh discipline/ disciplines depends upon entry point eligibility of MS/DNB disciplines as stated above in clause 2.9.
4.4 Question paper for such M.Ch course will be in Basic Sciences ( Multiple Choice Questions)
which will be set from the following disciplines : 1. Anatomy (14 no MCQs) 2. Physiology (14 no
MCQs) 3. Biochemistry (15 no MCQs ) 4. Pathology (15 no MCQs) 5. Pharmacology (14 no MCQs )
6. Microbiology (14 no MCQs )7. Research Methodology (14 no MCQs)
Questions will be set with Basic Sciences one attuned to Surgery. Distribution of marks are given in
the bracket after each subject.
The total time allowed for written test is 80 minutes.
4.5 Total marks for the Written Test will be of 100 marks for 100 MCQs. A candidate will be
awarded one (1) mark for every correct answer. More than one response to any question will
be regarded as incorrect answer. 4.6 There is no negative marking for incorrect answer or no answer.
4.7. A provisional eligibility list of the qualified candidates in the alphabetical order to appear for the interview will be published in the University website as per clause 4.8.2
4.8.1 Qualifying minimum marks for empanelment for interview will be 50 marks (50%) in the written test.
4.8.2 Among the empanelled candidates based on merit list, five times of the available seats will be called for interview for the discipline. 4.8.3 The qualified candidates in the written test will have to appear in the interview board . No T.A/ D.A is admissible for appearing at the written test and interview. Absence in interview will disqualify a candidate even s/he gets eligible marks in the written test.
4.9 Qualifying marks for empanelment in the final merit list will be a minimum of 100 marks
(50%), both in written test and separately. C ndidates have to pass interview for which pass
marks is 50 ( 50% out of 100 marks) .
4.10 In the event of more than one candidate securing the same marks in the WBPDMAT-2016
(written and interview), the rank shall be determined according to the following principles:
i) The relative position of such candidates in the merit list will be determined on the basis of
the marks obtained in the written test of 100 marks; candidate obtaining higher marks in the
written test will be placed in the higher rank.
ii) If the marks obtained in written test by both of them is same, the relative position of
candidates will be determined on the basis of the number of incorrect answers, i.e., the candidate
with lesser number of incorrect answers will be placed in higher position in merit. iii) If the ranks of the candidates cannot be determined by application of the above principles, the candidate older by age will be in the higher rank than the candidate younger by age.
5. Merit Position of Candidates Qualifying in the WBPDMAT-2016: The individual merit position will be published in the discipline on the basis of total marks obtained in the written test and interview taken together. Seats will be allotted on the basis of Merit- cum-Choice through Counselling.(Off-line).
5.1. The roll numbers of the qualified candidates will be arranged in the merit list in order of decreasing marks.
6. Interview and counseling for selection of candidates for admission
6.1. The provisional panel of names of candidates qualified in the written test as well as the date, time and venue of interview will be available at the www.wbuhsexams.in (This website has direct link with main University Website: www.wbuhs.ac.in ). No information will be sent to individual candidate in this regard.
6.2. Candidates selected for admission through process of counselling must get themselves admitted by the specified date mentioned in the offer letter.
6.3. The candidate appearing at interview and subsequent counseling will have to bring the following documents in original along with attested copies of all relevant documents: (i) WBPDMAT-2016 Admit Card (ii) MS/DNB certificate/ Provisional passing certificate* (iii) Registration Certificate issued by MCI/ State Medical Council with inclusion of PG Degree (iv) School leaving certificate as proof of age (v) Eligibility (Sponsorship) certificate from Health and Family Welfare Department,
Government of West Bengal for getting sponsorship for in-service doctors (vi) Course completion certificate from appropriate authority as relevant (vii) Identity proof (any one of the following):- Election Photo Identity Card (EPIC)
/Permanent Account Number (PAN) Card/ Passport. Candidates without original documents shall not be allowed to appear in the interview. *At the time of interview, candidates whose result for PG courses are not yet published. should bring an authentic document in respect his/her passing out Exit Examination (2013-16). But at the time of first counseling he/she must fulfill the requirement as stated in clause 2.3 before appearing for counseling.
7. BOND: 7.1 Candidate selected for a Post Doctoral seat will be required to sign a bond for completion of
tenure of the course, failing which he/she will be required to pay penalty for the default (i.e. non completion of the course) as specified in the relevant Government Order.
7.2 All students will execute and submit the bond as mentioned at 7.1 in the office of the respective Head of the Institute immediately after second counselling or before 15.09.2016 (whichever is later).
7.3 If a candidate resigns the selection/residency after second counselling, he/she will have to pay the penalty as per 7.1.
8. Process for filling vacant seats
Candidates to be called for counselling depending upon eligibility in all respects including
merit out of written test and interview.
9. Deposition of fees
Fee for appearing at the WBPDMAT-2016 is Rs 5000 for discipline
Fess can be deposited through on-line method. The amount is non-refundable. The online deposition
can be done through net banking or credit/debit card system through an online interface, the link for which
will be made available in website of WBUHS in due course. The transaction id thus received should be
used by the candidate to complete the procedure of online application. If the payment is successful the
candidate will be immediately reverted back to the link for filling up of application.
Please do not deposit fee in more than one mode or more than once in one mode.
10. Other important information
10.1 Candidate will have to submit photocopy of EPIC/PAN Card /Passport with the
application form. Other testimonials are not required with application form.
10.2 The allotment of centre will be done by the WBUHS and will be final and binding. The
centre once allotted shall not be changed.
10.3 There is no provision for rechecking/ re-evaluation of the answer sheets and no query in this
regard will be entertained.
10.4 Candidates are required to visit the university website regularly for latest information. 10.5 Candidate will have to submit scanned signature and photograph in the appropriate place of the online form ( Current photograph snapped after publication of booklet) at the time of filling on line application form which are to be used for future tasks like generation of Admit card, attendance sheet , offer letter of admission etc. 10.6 Mere getting a place in the merit list will not qualify a candidate if all other relevant conditions are not fulfilled.

APPENDIX-II
GENERAL RULES AND PROCEDURAL DIRECTIVES
1. Applicants should go through and strictly follow the instructions given in the Information Booklet as
published in www.wbuhs.ac.in / www.wbuhsexams.in in April 2016 and refer to schedule while
applying for different Post Doctoral courses. Application must be complete in all respect.
2. The print-copy of the application along with particular details of payment as applicable as per
provision of clause 9 above in favour of The West Bengal University of Health Sciences is to be
submitted either by hand or by Speed / Registered post to the office of the “Controller of
Examinations, The West Bengal University of Health Sciences, DD-36, Sector-I, Salt Lake, Kolkata-700064”, so that it reaches the office of the WBUHS as per schedule ( Condition applies as stated in Annexure-I). The candidate will mention name of the examination (WBPDMAT-2016) on the back of the envelop.
3. No other document except a photocopy of EPIC/PAN card/ Passport is to be submitted with application form.
4. Submission of incorrect or false statements / documents or suppression of material information in the application form will be considered as sufficient ground for cancellation of the candidature or the admission of the candidates to a Post Doctoral medical course whenever detected, i.e. during the process of admission or even at any stage during pursuing the course and thereafter.
5. The selection / admission of a candidate shall stand cancelled if he / she is found guilty of copying from any material whatsoever or of taking the help of any electronic media / devices during the examination, or of assisting others or of being assisted by others in any manner whatsoever in writing out the answers during the examination. In this context, decision of the Centre-in-charge will be final and binding.
6. Candidate can download his/her admit card from the University website on and from 24.7.2016 onwards.
7. The qualified candidates whose names will be published in the Provisional Merit List will have to submit all the attested copies of supporting documents along with originals for verification of their eligibility to the course during interview as mentioned in paragraph 6.3
8. The date, time and venue of interview will be notified in the notice-board of the WBUHS and will also be available in the website <www.wbuhs.ac.in or www.wbuhsexams.in>. No communication in this regard will be made to the candidates personally.
9. Candidates selected for admission after interview must obtain the offer letter on the last day of counseling for the concerned discipline.
10. The candidate, after admission, should report to the head of the institution within 3 working days. Failure to report will render the seat vacant.
11. If a candidate does not report to the allotted institution, his / her admission to the course will be cancelled.
12. No travel allowance is admissible for appearing in the admission, examination or for attending interview.
13. No personal communication will be made to the candidates, unless it is considered absolutely necessary by the University authority.

Appendix-III Steps for filling up On-line Application Form
First step – Registration – Candidates will fill up basic details in the form. Identification number will be generated.
User Name and pass word will also be generated on screen.
Second step – Log in with user name and password and then change his or her pass word. User name and password
must be kept confidential and ready for use.
Third step – Fill On-line application form. Be careful in selecting/writing option/s and put the appropriate data. Mere
appearing at the examination will not give right for selection if the requirements in the Information Booklet is not
matched/ tallied. Inputs submitted if found incorrect through omission or commission will be viewed seriously and the
process of selection will be rejected at any time even after admission.
Fourth Step – (a) Using Identification number, if a candidate opts for the online payment, then generation of payment
receipt (via Bill desk) will be available after successful transaction. The online transaction charge will be extra as
applicable.
(b) Off line generation e-challan is also available for the candidate as an alternative option. After payment in any
branch of United Bank of India throughout the country with the print copy of the e-challan the candidate has to view
payment status and get Transaction ID. Payment made by 4.00 pm will be updated on the next day by 10.00 am. For
off-line payment Rs. 40/- will be paid for bank charges.
Fifth step - After confirmation of payment (online instant and offline after 8 pm on the day of payment) candidate
will be able to upload his/her photo and signature.
Sixth step – Take 2 copy prints out of the form. Keep one copy for himself or herself and in the other copy, paste
similar photo of appropriate size as mentioned earlier, sign it and then submit to the University by hand or speed post
within time frame as stated in the Information Booklet.

Seat Matrix will be displayed before written examinations.
Note: New course(s), if permitted by the Govt. of India and Letter of Permission received before last date of
application, if any,such course(s) shall be added to the list above. Updated information will be available in
University website accordingly.

INSTRUCTIONS TO CANDIDATES ANSWERING THROUGH
Optical Mark Recognition
(OMR) FOR WEST BENGAL POST DOCTORAL MEDICAL ADMISSION TEST-2016 (
Special) Before writing anything on OMR Sheet, please read very carefully the instruction from beginning to end.
For two sets of questions booklets, follow similar steps.
The OMR answer sheet contains
(a) Identification information on the left hand side.
(b) Answer sheet on the right hand side.

Follow the steps carefully :
Step 1 : Enter the 9 digit Roll Number in the boxes provided against “Roll Number” in the OMR sheet; one
digit in each box by blackening the corresponding circles below.
Step 2 : Put your full signature in the box provided.
Step 3 : Use serial nos. 1 to 100 in the right hand side of the OMR Sheet.
Step 4 : Check the “Question Booklet Series” on your Question Booklet It may be any of the alphabets –
A/B/C/D/E
Step 5 : Enter the alphabet in the corresponding box against “Question Booklet Series” in the OMR Sheet (on
the right hand side)
Step 6 : Blacken the corresponding round containing the same alphabet adjacent to the box.
Step 7 : Against each question serial number there are four rounds containing alphabets a/b/c/d.
Answer by blackening the rounds containing the alphabet corresponding to the answer of your choice either of
a/b/c/d in the Question Booklet. Blacken the round completely only by the blue or black ball point pen
supplied by the University. ( Candidates will be provided OMR sheets with a provision for 200 MCQS. But s/he must start from serial
no1 1and continues up to serial number 100, One cannot start from serial 6 and ends on 105 or from any other
serial. )

Do not put any pen/pencil/other mark anywhere except in places as detailed above.

and your OMR Sheets in the boxes provided.
(5) After completion of examination the candidate should return two question booklets duly inserted
in the envelop and the OMR Sheet separately to the Invigilator/Hall-in-Charge.
