1. INTRODUCTION:

1.1 So far every Central Police Forces (CPFs) has been managing its own welfare activities with as own recourses and the aspect of rehabilitation/resettlement of retired and disabled CPF personnel, Next of kins of personnel has not received the desired priority. The funding of welfare activity and its management has not acquired the requisite impels due to the absence of a regular welfare organization.

1.2 Moreover, the need to have a dedicated welfare organization for CPF personnel has been engaging the attention of the Ministry for some time. Moreso, uniform schemes of welfare do not exist for the ex-CPF personnel. After going through the present scenario and deployment pattern of the Central Police Forces and taking into consideration of view of all forces the element WELFARE AND REHABILITATION BOARD (WARB) for providing the best services to ex-personnel of CPF at their door step WARB is framed as under:-

2. O BJECTIVES OF WARB, CPFs

(a) Development of a system of monitoring of the welfare & resettlement activity, including its growth vis-à-vis funds provided from all sources and budgeting for such requirements.

(b) Devising formal guidelines for error free compilation and concurrent updation of data-base of beneficiaries and making implementation feasible through appropriate support in office automation.

(c) Development of specific beneficiary oriented strategies in areas like i) Funds negotiation on behalf of NOKs/ retired CPFs at most

convenient and financially prudent terms with banks and financial institutions for specified needs of beneficiaries (grounds on which WARB shall act as a mediator to be defined).

ii) Arranging counseling (in house/professional) in self-employment and alternative employment to retirees as also to the NOKs of deceased Force personnel.

iii) Formulating specific employment strategies for widows of CPF personnel making the supreme sacrifice of dying in action.

(c) To work as the principal advisory body to the Ministry in matters of welfare programmes for NOKs/retired soldiers.

(d) To arrange vocational trainings for empowerment of retired personnel and NOKs of deceased Force personnel.

(e) Dovetailing the benefits of various welfare bodies through experience sharing as also by sharing of facilities, wherever mutually agreeable.

(g) Establishment of a net-worked system of quick availability of information to the NOKs or retired CPF personnel regarding the relief applications disposal and for quick exchange of information between the CWOs, SWOs & DWO’s.

3. Central Welfare And Rehabilitation Board

3.1 STRUCTURE OF WARB, CPFs

3.2 Tenure i) The tenure of the chairman would normally be two years.

ii) The Vice Chairman would be the ADG of the same force with a tenure of two years, conterminous with the Chairman.

3.3 VenueAccommodation for Central Office of Welfare And Rehabilitation Board would

be allocated adjacent to the Head Quarter of Central Police Canteen.

4. WELFARE AND REHABILITATION BOARD (WARB) HQr

A fully dedicated Board Head Quarter of CPFs will be established at CRPF HQr consisting following staff from the CPFs on attachment basis.

Thrust area of Board office:-

1) To formulate policies for re-settlement and rehabilitations of Ex-CPF personnel, widow/NOKs of CPF personnel laying down their lives in various operations.

2) To formulate policies for rehabilitation training for disabled CPF personnel and widows of deceased CPF personnel.

3) To formulate polices on welfare activities. 4) Creation of CPOs fund for rehabilitation of CPF personnel.5) To raise resources for augmentation of funds for various re-

settlement/welfare Schemes.6) To monitor the welfare of families of serving and Ex-CPF personnel

and widows and assisting them in representing their cases with the local administration etc.

7) Dissemination of information to the general public regarding CPMF personnel and their condition of service.

8) Providing assistance for settlement of land other disputes.9) To obtain grants from Central Govt. for welfare of widows and

disabled CPF personnel. 10) Correspondence related to Ex-CPMF Association and its timely

disposals. 11) To assist ex-CPF personnel in settling of co-operative societies for

their self-employment. 12) Assist families of serving CPF personnel in regard to their welfare

during their absence away on duty.13) To assist in granting financial relief to ex-CPF personnel and their

dependents from various welfare schemes run by CPFs.14) To Provide assistance to Ex-CPF personnel, their families and their

NOK in settlement of financial problems such as pension and other retirement benefits/dues, grants from Central/State Governments.

15) Subject related to NGOs about welfare of CPF personnel.16) To devise a system for medical treatment in CPF/Civil Hospital for

ex-CPF personnel for insurance or otherwise. 17) To maintain liaison with Central/State Government Education

Deptt/Tech Educational Institutions to provide seats to the wards of serving/Ex-CPF personnel according to the employability within CPF.

18) To approach Govt./Non-Govt. organizations i.e. Khadi Gram Udyog, National Textiles etc. for imparting self employment training to the widow and disabled CPF personnel.

19) Reservation of Petroleum Product and Gas agencies of CPF personnel and NOKs of personnel killed in action.

20) To explore possibility of reservation of seats in various Degreee courses.

21) To coordinate with Director General Employment and Trg. In the Ministry of Labour and Employment for organizing self-employment training programme for widows and CPMF personnel.

22) To approach State Govts. Technical Education Ministry/Deptt for reservation of seats and imparting technical training to the widows/disabled of CPF personnel.

23) To approach PSUs/NGOs for providing job opportunities to the disabled CPF personnel and widows of those killed in various operational duties.

24) To coordinate with State Revenue authorities in connection with scheme

25) Computerization of personnel data of killed/disabled and retired personnel related to WARB.

26) Maintaining data of all pending/closed grievances being received in R&W Directorate from PMO, DOP&PW, PG, VIP/VVIP and Ex-CPF personnel.

27) Timely disposal of representation/legal notices received from Ex-CPMF personnel/NOKs of deceased personnel and pensioners.

28) Timely submission of month wise details of pending/current statement of pending cases to all CPOs as well as to MHA.

5. Nomination/Designation of CWO/SWO/DWO

Central Welfare Officer (CWO)

6. Central Welfare And Rehabilitation Board Office

The IsG (HQr or Administration) of the CPFs are designated as Central Welfare officers for a particular Force. They shall, in their capacity as the Nodal Officer for the CPF, coordinate with the State Welfare Officers (SWOs) and District Welfare Officers (DWOs) for force specific inputs and also provide information

on welfare related programmes, implementation progress etc. to the Apex Board i.e. CENWARB.

7. Responsibilities of Central Welfare Officer (CWO) of WARB CPFs

i) CWO shall be bridge between the WARB CPFs and SWO/DWO.ii) Maintain upto date district wise status of killed/disabled personnel and

widows/dependents of CPFs in the states and this data will also be provided to SWOs/DWOs.

iii) Monitoring and forwarding of Prime Minister Scholarship cases of wards of ex-CPF personnel.

iv) CWO may keep up-to-date welfare measures of the force concern and the same will also provide to all SWO/DWO from time to time.

v) Ensure timely submission of reports and returns to WARB, if any.vi) Create additional welfare measures for widows/disabled and retired

personnel of CPFs with the consent of WARB CPFs.

8. State Welfare And Rehabilitation Board Office

8.1 The existence of a formal set-up of WARB in each of the State HQrs or near State HQrs should be necessary, keeping in view the fact that the activities will have to be coordinated in accordance with place of final residence of retired personnel/NOKs. DIsG of the CPF which is numerically having maximum deployment in a particular State be designated as the State Welfare Officer (SWO). The list of SWOs is attached as Annexure-B. 8.2 Staffing of the SWOs office and the CWOs office should be done from amongst the existing strength, till such time that a SIU study is conducted and suggestions on staff component is received.

9. Responsibilities of State Welfare Officer (SWO) of WARB

Co-ordinate with the work of District Welfare Officers in the State.

i) Monitoring of District-wise welfare activities of ex-personnel of CPFs and its reporting to WARB CPFs.

ii) Promoting measures for the welfare and resettlement of ex-personnel of CPFs and for their families.

iii) Administering the District Welfare Officers (DWO) in the State in accordance with the instructions prescribed by the WARB CPFs.

iv) Maintain Liaison with Ministries of the State, State undertaking and enterprises and banks to seek vacancies for widows and other dependents of Ex-personnel of CPFs especially for those who killed in action.

v) Keep up-to-date welfare measures of all CPFs for guidance of ex-personnel of CPF.

vi) Carry out any duties assigned by WARB CPFs.

vii) Submit the consolidated demand of expenditure of offices of DWOs of the State every year.

viii) Maintain upto date district wise status of killed/disabled personnel and widows/dependents of CPFs in the states with the support of CWO.

ix) Ensure timely submission of reports and returns to CWO/WARB, if any.x) Seek and monitor employment opportunities for widows/disabled personnel

in the private sector in the state.xi) Create additional welfare measures for widows/disabled and retired personnel

of CPFs with the consent of WARB/CWO.xii) May nominate for creation of DWO in a particular district as per requirement

of the area through CWO for approval of WARB CPFs.

10. District Welfare And Rehabilitation Board Office

10.1 The District Welfare Officers would be more than one in each District, depending upon the number of battalions deployed by a CPF or the population residing in the particulars area of state. The DIG/ADIG/COs designated as DWOs of the CPFs offices located in the districts of the states.

10.2 While separate staff for DWOs is not recommended as the existing staff working for welfare purpose may be utilized. However, in case of need DWOs be authorized to engage one persons, who could be retired of CPF personnel or NOKs having the requisite qualifications, on payment of honorarium as per rates authorized by the Government with the approval of concern CWO.

11. Responsibilities of District Welfare Officer (DWO) of WARB

i) Maintain upto date status of killed/disabled personnel and widows/dependents of CPFs in the district with the support of CWO.

ii) Timely registration of cases received and initiation of welfare action. iii) Periodic reporting to SWOs and CWOs in the format of reporting

decided by R&W Directorate of MHA. iv) Field level coordination for programmes and projects implementation. v) Liaison with District authorities with regard to assistance required for

retired CPF personnel/NOKs. vi) Specific initiative in areas like monitoring of pension disbursement,

receipt of retirement benefits to the NOKs, availability of medical facilities, setting up of alternative employment schemes, vocational training for retired personnel/NOKs

vii) Liaison with District authorities with regard to assistance required for retired CPF personnel/NOKs.

viii) Organizing welfare activities in the district and its reporting to CWO.ix) Monitoring the welfare of the families of ex-personnel of CPFs and

assisting them in representing their cases with the local administration or the department authorities/WARB CPFs.

x) Maintain an up-to-date register of widows of personnel killed in action, dependents and those disabled in action with a view to ensure their welfare. Also maintain an up-to-date record of personnel retired from the CPFs with the help of CWO.

xi) Assistance provided to ex-personnel of CPFs (AR, BSF, CRPF, CISF, ITBP, SSB) who after retirement from these forces.

xii) Keep up-to-date welfare measures of all CPFs for guidance of ex-personnel of CPF.

xiii) Monitoring and forwarding of Prime Minister Scholarship cases of wards of ex-CPF personnel.

xiv) Periodic reporting to SWOs and CWOs in the format of reporting decided by WARB CPFs.

xv) Field level coordination for programmes and projects implementation. xvi) Settlement of financial problems such as pension and other

retirement/release benefits/dues to widows/ex-personnel and grants and assistance in kind to ex-personnel beneficiaries and dependents from the Central/State Govts or other Organisations.

xvii) Specific initiative in area like monitoring of pension disbursement, receipt of retirement benefits to the NOKs, availability of medical facilities, setting up of alternative employment schemes, vocational training for retired personnel/NOKs.

xviii) Provide information to the general public regarding the Central Police Forces in the country and constantly endeavouring to promote and maintain a feeling of goodwill between civilians and service personnel and ex-personnel of CPFs.

xix) Ensure timely submission of reports and returns to CWO/SWO/WARB CPFs, if any.

xx) Assist widows/dependents of CPF personnel and retired personnel of CPFs in planning and funding of Self-employment ventures.

xxi) Create additional welfare measures for widows/disabled and retired personnel of CPFs with the consent of WARB/CWO.

xxii) Recommending cases of widows/disabled personnel of CPFs and their families for financial assistance from forces concern and from Civil charitable funds if eligible.

xxiii) Maintaining close liaison with the (PAO) Pension Disbursing authorities/agencies to ensure prompt and correct payment of pension and reliefs to widows/dependents and ex-pensioners of CPFs.

xxiv) Providing assistance for settlement of land and other disputes to ex-CPF personnel and their dependents.

xxv) Assist families of serving personnel staying separately during their absence away on duty.

xxvi) Promote and maintain welfare measures in the District for ex-personnel such as old age pensioners' homes, vocational and other training facilities etc.

xxvii) Mobilise assistance for medical treatment in Govt. Hospital/CPF Composite Hospitals and Unit Hospitals.

xxviii) Maintain liaison with other welfare organisations such as the Indian Red Cross Society, etc to enhance additional sources of welfare and concessions for widows and ex-personnel and their families/dependents in the Districts.

xxix) To represent WARB/Ministry of Home Affairs (Govt. of India) in Court Cases under their jurisdiction in which theseorganisations have been made respondent.

xxx) Maintain close and effective liaison for the purpose of resettlement of widows of CPF personnel who killed in action through employment with Local Central/State/Private industrial Organisation.

xxxi) Provide all resettlement assistance to widows of personnel killed in action, dependents and disabled as well as to those who died/disabled while in service due to attributable reasons.

12. Grant

To undertake welfare activities and to provide basic wherewith all like Computer to all the welfare offices, specific funds will be provided from the Welfare Grant.

13. WARB Website

A website may be created immediately for the Welfare And Rehabilitation Board which will provide all data and information related to the activities of the Board. The details of pensionery benefits and welfare activities will be available on this website.
