BRIAN GUTHRIE
As Executive Director of Texas Teacher Retirement System, Brian Guthrie
oversees the pension plan and related benefits for TRS.
Guthrie has an extensive background in state government, legislative
relations, budgeting, and finance. He has a master’s degree in public
affairs from the LBJ School of Public Affairs, UT-Austin, and bachelor’s degrees in
economics and history from Franklin and Marshall College, Lancaster, PA.
Prior to TRS, Guthrie was with the Texas Governor’s Office of Budget, Planning and Policy.

retired in 2002 and joined TRTA. She
quickly became involved by serving as a

Minutes
General Session: President June Cooper called the meeting to order at 9:30.
Greetings were given by President Cooper. There were 39 members and guests present.
Invocation was given by Jim Leggitt followed by the pledges to the flags by Robert Cooper.
President Cooper introduced the guests; Maridell Fryar, TRTA Past President and Charley Zeni,
AMBA District Manager.
The program was presented by Maridell Fryar. Her program was based on six important points
for local units; 1) Membership, 2) Elections, 3) Legislation, 4) Active Teacher Annuities,
5) The Foundation, 6) The Future.
Charley Zeni gave a brief presentation on AMBA.
Leadership Sessions were then participated by all present followed by a brief description of each
session by the respective leaders.
Lunch was served followed by District 17 Awards.
Award recipients: Mel Gierhart and Richard Roberts for their work with legislation, Peggy Clark and
Johnette Knudson for their service to Dist. 17., Terri Navrkal for putting together the newsletter and
Lulu Pendleton for her work as Treasurer.
Business Meeting was then called to order.
The minutes were presented with one correction and approved as corrected.
Treasurer Pendleton gave an update on the budget with a balance of $5678.90 as of May 5, 2016.
There was no old business.
New business: It was brought up that District 17 needs to be able to send flowers or a card to
Executive Committee members and other Dist. Chairpersons when they or a family member is ill
or in the hospital. It was decided by general consent that sending a card would be the appropriate
thing to do.
President Cooper then brought up the idea of members of the District TRTA maybe purchasing a red
collared tee shirt with District 17 TRTA printed on the shirt, Each person wanting a shirt would
purchase their own shirt. Terri Navrkal will look into pricing and styles for those wanting to purchasing
a tee shirt.
Maridell Fryar then presided over officer installation. Door prizes were then presented by Richard Umstot and Dennis Hargrove.
The meeting adjourned at 1:20pm.

Our District Plans To... ♥ Promote and provide retirement education information to active school personnel and retirees.
♥ Plan activities for presentation of retirement education information.
♥ Keep active school personnel informed of scheduled dates of TRS retirement meetings.
♥ Create a working relationship with superintendents and principals.
♥ Place copies of The Voice in campus teacher’s lounges.
♥ Bring greetings at district-wide school personnel meetings.
♥ Keep in touch by local unit members adopting local schools.
♥ Distribute TRTA information at school events and retirement seminars.
♥ Keep flyers, cards, TRTA materials and etc. handy for one on one support.
DISTRICT 17-1ST VP/MEMBERSHIP ~ Brenda Massey
The membership drive conducted by the local units should be as simple and
straight-forward as possible. The treasurer and 1st VP/Membership
Chairman must work together to accomplish the task. The basic
responsibility for the membership chairman and membership committee is to
RETAIN current members, REGAIN former members and to RECRUIT new
members. The basic responsibility of the treasurer is to handle the dues,
make deposits, and send membership dues to TRTA office. Although these
are the basic duties of each position, there are times when an overlap of
duties does occur, making a close working partnership essential. See the
TRTA 1st VP Resource Guide (Pgs. 5-8) online at www.trta.org for monthly duties.
DISTRICT 17-2ND VP/PR ~ Dennis Hargrove
Now is the time to start your book drives. Collect new and gently used books to get into
the hands of children throughout District 17. I will be sending letters and forms to all
units in the next week or so. Remember, we had a 100% participation award last year,
let's do it again this year. If there are any questions, local units may call me. Thank you all
for working for the children of Texas.

During this current TRTA year, the organization continues to provide a strong list of
benefits for our members. The state, district, and local committees have sought to
make our members aware of and seek support of numerous opportunities to save
money and get good services. Monthly "GEMS" have been circulated highlighting
certain good bargains and values. We will continue to encourage our local chairs and
members to provide feedback for evaluation purposes and to make suggestions for possible additional
benefit programs. Our organization is large enough to draw a good number of goods and services at
good prices to us. But, like a number of things in life, the best way to have good benefit opportunities is
to use them, or risk losing them. This is why feedback through our organization is good for us in many
ways.

The goal of the Informative & Protective Services Committee is to provide
information and strategies whereby members can protect themselves from scams,
fraud, recalls, natural disasters, criminal activity and potential accidents. Much of the
information comes from the State Committee Chair. However there are many websites
members can use to gain information on these things. You can go to

Mindful Eating
To be mindful is to be intentional in how we accept and react to each moment of our
lives without judgement. Mindfulness is a practice of self-discipline in many ways,
grounding us in the present moment and preventing us from worrying about the
future or dwelling in the past. To practice mindfulness requires simply being aware of the moment,
including how we feel, our surroundings, and our physical sensations. Continue that awareness
moment by moment. If we lose the awareness, we don’t judge ourselves! Simply return to being aware.
We can practice mindfulness in many parts of our lives, including as a support to our nutrition
intake! According to Cheryl Wasserman of the Center for Mindful Eating, the practice of mindful eating
is “is a way of eating that can create a whole new relationship with food. It provides us with an
opportunity to pay close attention to the wisdom of our bodies as opposed to the judgmental, harsh and
simultaneously demanding, insatiable voice in our head. It grants us space to calm ourselves as we
prepare a meal and again before we begin to eat so we can be totally present for the experience. When
we are aware of the process of eating, we might notice that we are satisfied with much less food”

What to put in a newsletter? Ten helpful things to keep in mind: 1. A newsletter is essential to a successful organization. 2. A newsletter informs, announces, reminds, and communicates. 3. A newsletter is needed to COMMUNICATE with the active, inactive, and absent members. 4. The design of a newsletter is accomplished in advance and is given serious thought. 5. First impressions are critical in a printed document. 6. If the document does not impress a reader at first glance, the reader ignores the document. 7. The most economical method is to post the newsletter on your local unit website. 8. The best source of information is from your officers and committee chairs. 9. Everyone has the potential to be creative, even those who claim they are not. 10. A fun fact… The most productive day of the workweek is Tuesday.

DISTRICT 17-TEXAS RETIRED TEACHERS FOUNDATION LIAISON ~ Madolyn Noble
Annual donations from TRTA members to the current “A Helping Hand” program to
assist fellow retirees in need have been generous, but will not be enough to fund
the increase in the number of retirees needing assistance. To ensure that
adequate resources are available in the future to fund “A Helping Hand,” TRTF is
creating the “Lehr-Pritchard Endowment Fund,” with earnings from the endowment
being dedicated to the program. TRTF is asking all members of TRTA to consider
making a one-time donation of $30 to the endowment fund to aid in the long-term

♥ TRS-Care Health Insurance will be a major topic when the 85th Texas Legislative
Session convenes on January 10, 2017. TRS-Care is projected to have a shortfall of
least $1.2 billion dollars for the 2017-2018 fiscal year.
♥ Needless to say, we are facing challenges in the coming months to secure
funding that will help preserve TRS-Care.
♥ As TRTA and LSPRTA members we must be diligent in maintaining our TRS-Care and being mindful
of the deficit we are facing. We must also push for an annuity raise, and help with the repealing of the
WEP (Windfall Elimination Provision) and the GPO (Government Pension Offset).
♥ There are over 240,000 people in TRS-Care but a little over 81,000 TRTA members. Imagine the
clout that 240,000 people could have as we work with our elected officials.
♥ Keep informed via the Inside Line!!
DISTRICT 17-COMMUNITY VOLUNTEER SERVICES CHAIRMAN ~ Janice Sokora
“There is Value in Volunteering”
Altruism appears to be the key motivation which leads to volunteerism. TRTA members
are outstanding examples of those who are interested in the welfare of others. These
volunteers contribute many hours to helping others and to improving their communities.
TRTA volunteers want to “give back” to the communities in which they live. The rewards
received from this kind of motivation demonstrate a very desirable intrinsic value in volunteering.
In 2015, TRTA members contributed 5,581,882 hours of community volunteer service valued at
$137,649,210. Thus, There is Value in Volunteering!

A great way to learn from other local units! Gather three to five officers, committee chairmen, or other members and make arrangements to visit another unit in your district or around the state. Then go and enjoy. New ideas that are learned may be used to enrich your own unit.
