That this committee requests the manager to determine the ownership of the boundary wall between the linear canal park and Shandon Gardens, Phibsboro, Dublin, 7 and proceeds to take the wall in charge and carry out repair works as soon as possible.

The wall fronts onto the linear park beside the Royal Canal.  The access opening, wall and railing to the park from Shandon Gardens were damaged almost 2 years ago. Residents consider it a hazard.

That the Manager arranges for Tolka Valley Park to be secured better to ensure that cars cannot gain entrance and cause damage to the Park. Can the Manager arrange for a task force to meet in order to discuss anti-social issues in the vicinity similar to the Safety Forum initiative which was set up for the Ratoath Drive area in recent years?

That this Area Committee commends the work of the Organisers and Volunteers of the recent Finglas Festival and calls on the Manager to arrange for the Finglas Festival Committee to give a presentation at the earliest opportunity to the NWAC. Can the Area Office discuss the possibility of Dublin City Council becoming more involved and providing support on a scale of the successful Halloween Festival.

26. Motion in the name of Councillor Noeleen Reilly

That this area committee supports the setting up of a subcommittee of the DNW area committee or the DNW Joint policing committee to look at Main Street Ballymun.

The Sub group would be set up for a period of 3 months or as required and would consist of a representative from DCC, Ballymun4Business, The Gardaí and the Drug Task force.

The purpose of the group would be to come up with a strategy to tackle anti social behaviour on Main Street and provide supports to any vulnerable person in need of help.

27. Motion in the name of Councillor Noeleen Reilly

That the Manager arranges for the DCC owned land at the front of Parkview Green to be maintained. The management company have been struggling to get the Grass Cut and the Stones removed from here, some of which have been used by anti social elements.

28. Motion in the name of Councillor Norma Sammon

That Dublin City Council carries out a full investigation and assessment of Griffith Park and the surrounding area to ascertain whether CCTV cameras can be installed and operated to prevent and deter ongoing vandalism in and around the Park which has escalated in recent months.

That the Council take the laneway to the rear of 1-11 DeCourcy Square in charge and establish a permanent extinguishment of right of way, with the full cooperation of the residents.

Residents are in agreement that the laneway is unsafe with no public lights or proper surface. There are also significant problems with illegal dumping, graffiti and anti social behaviour.

30. Motion in the name of Councillor Andrew Montague

Will the Chief Executive work with the residents of 451-459 Collins Avenue to remove the Van that is permanently parked outside their homes to advertise golf products. This van blocks their turning circle making it very difficult for the owners to get in or out.

That the residents in Hollywell be provided with a way to turn off the alarm in the depot in Poppintree Park. When the alarm goes off at the weekend it can ring for days, and the residents have no phone number to ring or no way to turn it off.

That this committee requests that the Manager to draw up a plan which identifies suitable sites across the Dublin North West area for the provision of a significant number of senior citizen complexes in order to facilitate the Financial Contribution Scheme and that the Manager report back by the end of September in this regard.

NWA/127/16 Cabra Area Office Report, Fergus Synnott, Administrative Officer.

ORDER: Congratulations was extended to the Cabra Office on the handling of the flash flood on Tuesday 7th June. An alternative location other than Bannow Road to be agreed for the storage of sandbags, Christ the King Church on Faussagh Road was suggested. The Cabra Office will work with Irish Water in relation to the houses which were flooded. A number of issues were discussed in relation to Faussagh Avenue Improvement Works.

That the NWAC asks the manager to support Rathbourne residents in relation to the supplying of and watering of planters and hanging baskets to improve the public domain. (this has been refused on request by residents).

That the North West Area Committee agrees to the removal of the bin outside 66 Beneavin Road where dumping is ongoing from nearby residents. The bin is not near a school, shop or park but is beside a bus stop which is not hugely busy. The residents wish to have it.

ORDER: Noted. A number of issues were discussed. The Discretionary Fund is flexible and other projects can be considered. The funding of gates at Dalymount Park was discussed. A breakdown of spending on Halloween Festivals for Ballymun and Finglas will be circulated after the events. The fire damaged play equipment in Griffith Park will be replaced by the Parks Department, subject to budget.

That this area committee will immediately contact the Minister for Housing, Planning & Local Government to voice our condemnation of charges for recycled waste and call on them to reverse the statutory instrument that will begin the process of charging for recycled waste.

Our communities are plagued by fly tipping as it is.

In 2015 it cost Dublin City Council €670,000 on illegal dumping, this will only increase with the introduction of this new charge.

That this area committee supports a multi-denominational Primary Gaelscoil in north Dublin and writes to the Minister for Education and Skills expressing our support. There are at least 733 children interested in multi-denominational Gaelscoil in north Dublin. The highest number ever recorded for a Gaelscoil application. But those 733 children are to be ignored unless we speak up.

That this Area committee writes to the Minister for Transport and Sport to confirm his intention for a Quality Bus Corridor on the Swords Road. Vital Infrastructure projects at Larkhill and the Thatch road are being delayed on the basis that this may proceed. The previous Minister indicated that the Metro North had taken precedence, but gave no definite answer on what will happen on the Swords Road in the near future.

Owing to the events that took place in the Griffith Park, Drumcondra last week (an arson attack in the playground) and the subsequent closing of the playground, that the Council install CCTV cameras in the park to deter any future vandalism.

Cabra Area Office Report

MAIN DEVELOPMENTS

Ballyboggan Road floodingThe road at the junction with the new flyover has been subject to flooding during heavy rain. We understand that this may be connected to the completion of the bridge works. The Roads Department has asked the contractor to inspect the affected gully and the Cabra Office are awaiting their report. Blackhorse Avenue – Section 2, Road Improvement Scheme starting 15 th June Works commenced mid-June and will take approximately thirteen months. Broombridge – Irish Rail night worksIrish Rail acting on behalf of Transport Infrastructure Ireland (TII), were carrying out works at night on the week of 20th June. Following a complaint by Cllr Emma Murphy on behalf of a resident, DCC Noise Control Unit investigated. Irish Rail held the belief that this work was covered by the main SSUV contract. It has now been established that this is not the case and that any future out of hours work will be subject to notification to this section and to the local residents.

LUAS UpdateThe contractor and TII have invited residents of St Attracta’s Road to a meeting in Christ the King Hall on Monday 18th July to provide an update on works and to answer any questions arising.

We are still awaiting a report as to how the Liam Whelan Bridge is to be finished.

Pelletstown DevelopmentDCC have been in discussion with residents for an extended period regarding the incomplete development at Pelletstown and, in particular, the Rathborne Village element. A meeting is being arranged with relevant DCC managers to examine how the matter can be progressed. Castlethorn will be invited to attend. By meeting with Castlethorn we aim to identify any barriers we can assist in removing, and to ensure a coherent DCC response to facilitate the taking-in-charge at the earliest opportunity.

Protim Site – Tolka Industrial EstateDCC Derelicts Section wrote to the liquidator but has not received a reply to their letter about the condition of this site to date.   Derelict Sites will arrange to have the site re-inspected with a view to possibly recommending that a Notice of Intention to enter the site on the Derelict Sites Register be served.

Ratoath Road FlyoverThe railings was repaired by Irish Rail on week of 4th July.

Shandon Gardens WallDCC are investigating the ownership of this wall with a view to it being repaired and maintained. DCC maintains the canal bank under licence from Waterways Ireland and we have invited them to meet with Parks Dept and the Area Managers to examine the issue.

Local Economic & Community Plan (LECP) 2016-2021The LECP 2016-21 was recently approved by the City Council. It is made up of two documents:

a) A 6 year strategy document setting out the 12 high-level goals for the lifetime of the Plan; and

b) An Action Plan for 2016, to be updated annually. Nine of the actions are specific to the NWA.

COMMUNITY & SOCIAL DEVELOPMENT

Cabra, Phibsborough, Glasnevin, Pelletstown.Area enhancement is greatly assisted by the great number of active voluntary groups such as:

o The Faussagh Avenue Environmental Project has started work; o Ongoing works by the Phibsborough Tidy Towns Committee; o New groups forming on St. Attracta Road and Pinehurst Estate, Navan Road etc.

The Men’s Shed in Phibsborough is continuing to develop.

The Iona Residents Association is working on the concept of a Heritage Sign, outlining the great heritage/history of the locality.

Summer projects have commenced and will continue until the end of August.

Two houses in the Cabra which have been boarded up are 125 Carnlough Road and 53 St. Attracta Road. There are ongoing legal issues with these tenancies and these houses cannot be re-let until these issues are resolved. The Area Housing Manager is liaising with Dublin City Council’s Law Department in relation to these matters.

Saint Finbarrs Court.The Finglas Area Office is continuing with the plans to convert the bedsits into one bedroom units. Discussions have been held with the residents in Block 2 with a view to relocating them to facilitate these works.

There has been an increase in anti-social behaviour with youths gathering in the court yard of the 1st block in St. Finbarrs Court. Staff in the Finglas Area Office has met with the Local Gardai to discuss what measures need to be taken to alleviate this problem. Dublin City Council is looking at improved lighting and an upgrade of the CCTV.

CCTV Cabra Existing CCTV systems in the Senior Citizen complexes are being examined. Repairs have been carried out on a camera in Dunard Court and a new camera is to be installed at St. Finbarr’s Court to help to alleviate anti-social behaviour.

Choice Based Letting SchemeThe closing date for the two dwellings that were advertised under this scheme was the 8th July. 40 applications were received for 33 Finglaswood Road and 24 applications were received for 21 Hazelcroft Park.

Applications are being processed at present and an offer will be made to the applicant who is highest on the Housing List, subject to confirmation that their housing circumstances have not changed since they applied for social housing support. Their application will also be examined on estate management grounds before an allocation is finally made in accordance with Section 14(1) and 15(2) of the Housing (Miscellaneous Provisions) Act, 1997.This process will take a number of weeks to finalise and letters will be issued to those applicants that have not been successful.

An RiascPhase 1 of the An Riasc development, which consisted of 6 units (4x4-beds & 2x3-Beds), has been allocated and the new tenants are in situ.

Rapid Housing   Update The closing date for the Design and Build of 40 Rapid Delivery Homes at St. Helena’s Drive was the 9th of June 2016.

The tender documents have been assessed, but there are still some clarifications needed. Architects will meet some of the tenderers to discuss the issues before a tender can be awarded.

Local Economic & Community Plan (LECP) 2016-2021The LECP 2016-21 was recently approved by the City Council. It is made up of two documents:

a) A 6 year strategy document setting out the 12 high-level goals for the lifetime of the Plan; and

b) An Action Plan for 2016, to be updated annually. Nine of the actions are specific to the NWA.

COMMUNITY & SOCIAL DEVELOPMENT

Finglas Festival 2016Dublin City Council Community and Social Development team worked closely with the Finglas Festival Committee. The main festival included three days of events, which ran from 1st July to the 3rd July. Events included an open day at the Finglas Fire Station, music, children’s entertainment and “Agnes Fest”.

The Area Office organised a number of events to run during the Festival programme. These include the following:

Author Paul Howard in conversation with Samantha Libreri took place on Monday 4th July at 7.45p.m. in the Finglas Youth Resource Centre. The event was in aid of the Finglas Suicide Support Network.

Finglas Volunteer Night took place on Wednesday 6th July at 7:30pm in Erin’s Isle GAA Club. The night was held to celebrate the effort that local volunteers make to their communities. Over two hundred people attended the event. A great night was had by all.

Opera in the Open took place on Wednesday 13th July at 12:45pm in Finglas Civic Centre. This event was organised in conjunction with Opera Ireland.

Environmental EnhancementsThe two Gateway workers that are assigned to the Finglas Area Office are currently working on two environmental projects in the Finglas Area. They are assisting the Finglas Suicide Support Network with their environmental enhancements at the Prospect Hill allotments. They are also carrying out environmental work in Merville Court and Deanstown Court Senior Citizens complexes.

Social Inclusion Week Social Inclusion Week will take place from 26th September to 2nd October. There are a number of events scheduled for Social Inclusion Week in Finglas. These will include Thai Chi taster sessions, chair aerobics, table quiz, and a pool competition. The full calendar of events will be available in September.

Positive Ageing Week The Finglas Positive Ageing Week Committee are currently finalising their calendar of events. Positive Ageing Week will be held from 1st October to 8th October. The Senior Ball will be held on Wednesday 5th October in Erin’s Isle. The calendar will be available in September.

With reference to the proposed grant of a licence of the premises at No. 5 and part No. 6 Cardiffsbridge Road, Finglas, Dublin 11.

By way of Agreement dated 25th November 2010 the premises at No. 5 and part No. 6 Cardiffsbridge Road, Finglas, Dublin 11 was let by Dublin City Council to The Fingal Centre Limited for a term of 5 years from 9th September 2010 subject to the payment of a licence fee of €1,000 per month and for use as a community facility. Following a severe reduction in their funding the Board of The Fingal Centre Limited sought a reduction in this fee and following an examination of the matter including an examination of their financial accounts it was decided to abate this fee to €500 per month from 8th March 2013.

The current Licence expired on the 8th September 2015 and it is proposed to grant a further licence under their new name i.e. Fingal ICTU Centre for the Unemployed Limited subject to the following terms and conditions:

1. That the premises, which is more particularly delineated on Map Index No. PD2007-0235, shall be used solely as a community facility.

2. That the proposed licence shall be for five years commencing on the 9 th September 2015.

3. That the licence fee shall be the open market rent of €20,500 per annum. However so long as the premises shall be used as a community facility the Council shall abate the licence fee to €6,000 per annum. That this abated fee shall be subject to review at the end of the 2nd year by Dublin City Council, and Fingal ICTU Centre for the Unemployed Limited shall be obliged to submit Certified Annual accounts to Dublin City Council in this regard.

4. That access to the toilets at No. 6 Cardiffsbridge Road for use by the local market users on Sundays shall be retained.

5. That the licence can be terminated by either party on giving the other one month notice in writing.

6. That the licensee shall be responsible for all rates, taxes and other outgoings.

7. That the licensee shall keep its part of the premises in good condition and repair during the term of the licence.

10. Nothing herein is intended to create or shall be taken as creating a relationship of Landlord and Tenant between the Licensor and the Licensee and for the avoidance of doubt the licensee shall be required to sign a Deed of Renunciation.

11. The licence shall be subject to any other terms and conditions as deemed appropriate by the Law Agent in agreements of this type.

CONSTRUCTION OF TOLKA VALLEY PARK SPORTS CHANGING BUILDING REPORT FOR INFORMATION PURPOSES ONLY

Works PeriodDublin City Council Parks and Landscape Services wish to advise the North West Area Committee of their intention to commence with the construction of the new Tolka Valley Park sports changing building on the 2nd August 2016. Works are expected to be completed by the 27th January 2017.

LocationThe new Tolka Valley Sports Changing Building is to be located within the park near the junction with St.Helena's Road, Finglas South, Dublin 11. Access to the new Sports Building will be via the existing pathways, and a new pedestrian entrance in the fence onto Tolka Valley Road, adjacent to the pedestrian road crossing. A new tarmac pedestrian path will link to the new pavilion enclosure. The building will have 24 hour CCTV monitoring.

Working timesThe facilities will be available from 8am to 6pm Monday to Friday and 9am to 1pm Saturday.

Building ContractorThe contractors for the project are Tolmac Construction Ltd, a Dublin based company established in 1978. Tolmac have successfully completed a number of projects for Dublin City Council Park's Department, including recent projects in Herbert Park and Harold’s Cross Park. The company operates a quality management system that is accredited by and certified to ISO 9001:2008.

Health and SafetyTolmac are accredited A-Grade on the most recent Safe-T-Cert audit in March 2016. The Health and Safety of both the public and those involved with the construction project will be of paramount importance for the duration of the project. On appointment, the contractor will prepare the construction stage health and safety plan for the building project. Following discussions with the design team, Dublin City Council's Parks and Landscape Services and Roads Department, the contractor will prepare a detailed site setup plan before works commence. This will indicate the site hoarding, access to site, parking for construction personnel, traffic management, and site accommodation etc.

Regular site audits will be carried out by the contractor's external safety consultant to ensure the high standards of health and safety are maintained for the duration of the project on the site.

Public Access to the ParkSafe public access to the park will be maintained for the duration of the building project.

Security of the siteThe contractor will ensure that the site is secured and monitored at all times including night time to prevent unauthorised access.

Environmental ControlThe contractor will take all necessary measures to minimise the effect of building activities to the environment. All plant and equipment used will be of good quality and fitted with noise suppression where possible. Re-fueling procedures will be in place to avoid any spillages. Where operations are dusty or during extreme dry weather the area will be regularly wetted down to control dust. Good house-keeping procedures will be maintained on the site and rubbish will be placed regularly in skips supplied by licensed recycling companies. Public roads, pavements and surrounding parks will be kept clean and tidy on a regular basis.

In conjunction with Waste Management Services (WMS) eight locations have been selected in the Finglas South area as being suitable for the installation of litter bins on a trial basis. These will be placed primarily at bus stops in areas with a good level of footfall. These locations will be monitored for dumping and the inappropriate disposal of household waste.

As part of the drive to generate efficiencies in the provision of bins around the North West Area, Waste Management Services have been engaged in technical dialogue with companies working in the smart technology field. Working in conjunction with Larkin Engineering, it is planned to select approximately twenty litter bins around the NWA, collate data on the current servicing of those bins, and then after six weeks replace them with new bins equipped with sensors. WMS will then collect information using a smart phone app on which bins need to be serviced on any given day. The trial will commence in the upcoming months.

WMS are currently trialling ten dog fouling bins around the city. Two bins are currently installed in the NWA, at the entrance to Griffith Park on Botanic Avenue and at the entrance to Shandon Park in Phibsborough. To date there have been no reported instances with the bins. Ten additional bins from a different supplier will be put in place shortly across the city. This trial, if successful, will see the installation of bins citywide, providing facilities for the appropriate disposal of dog fouling.

Finglas Festival 2016There was fun for all the family at the recent Finglas Festival which ran from Friday 1st July to Sunday 3rd July, centred around the Drogheda and Poppintree Malls in Finglas Village. Musical entertainment was provided along with attractions for children, including bouncy castles and fairground rides. Highlights of the festival included the Agnes Fest, where participants dressed up as characters from the popular Mrs. Brown television show, and the 1916 exhibition in the Festival Office.

Decorative Signage has been purchased for installation in the Whitehall Area and this will be fitted in the upcoming weeks. Barriers and Kissing Gates have been recently installed on Berryfield Road and at Kippure Park to combat motor cycles being driven at speed down steps and through pedestrian walkways. Temporary gating has also been provided at Dalymount Lane to aid the progress of the Dalymount Project and reduce the instance of anti social behaviour at the location. Work has also commenced on repairs to the wall and the planting of creepers at the junction of the Navan Road and Cabra Road.

Further enhancements are planned throughout the area during the remainder of 2016.

North West Area City Neighbourhoods EntriesCommunities within the NWA submitted a total of 88 entries for the annual City Neighbourhoods competition. Staff from the Public Domain team has been involved in judging the entries over the last number of weeks and can confirm that the work done within the area has been consistent with the high standards attained in previous years.

Of particular note have been the entries from new resident’s groups, including those in Ballymun, who have done excellent work in enhancing their areas in the last number of months.

Bottle Bank LiteratureA plaque containing the work of local writer, John Smullen was unveiled by Paul Howard, author of the Ross O’Carroll Kelly series of books and columnist with the Irish Times, at a community gathering on Monday 4th July. John is a member of the active St Helena’s Creative Writers Group. The event, at the bottle bank adjacent to the Fire Station on Mellowes Road, was well attended by members of the community from Finglas. The piece of work is titled ‘Glass Warfare’ and it is planned to examine whether other bottle bank sites around the NWA are suitable to host the plaque.

Sports & Wellbeing Partnership Report

Summer Camps will be running throughout the first two weeks of August, in Cabra Parkside Community Sports Complex catering for young people aged between 5 and 14 years. There will be a wide range of exciting activities and day trips.

North West Multi-Sports Programme is a weekly initiative that takes place each Wednesday in Finglas Sports & Fitness Centre for young people aged 10-13. The Programme is co-ordinated through the local Sports Officers and participating youth projects include Cabra Youth Service, Finglas Youth Service & Finglas Youth Resource Centre, catering for forty young people in total. It is hoped that these sessions will build on the relationships between the two areas (Cabra and Finglas) in recent months. The programme runs until August 3rd.

Summer Camps/Programmes - DCC Sports Officers will be linking with a number of projects and schemes in the area to help provide an increased range of exciting activities as follows:

Ballymun Regional Youth Service, Poppintree Youth Project, Rivermount Summer Project, Finglas Travellers Summer Project, West Finglas Tenants Summer Project and St. Canice’s Summer Project, catering for approximately 300 young people in total.

Summer Programme Activities: Athletics, Relay races, Dodgeball, Tug of War, Rounders, Outdoor Adventure Activities, Horse Riding, Soccer and Fun and Games.

A 4-week ‘Introduction to Rock Climbing Programme’ with young people from Finglas Youth Resource Group commenced on July 14th in Awesome Walls and continues until August 4th.

Power Boat Trips: Dublin City Council will provide scenic and fun filled tours of Dublin Bay from Dun Laoghaire to Dalkey Island during July and August for the Cabra Community. Each trip is tailor made to suit the needs of the group, young people, disability groups or older adults. The session allows participants to view seals, swim and learn about geography and history during the trip. It is a unique opportunity which is a highlight with groups every year.

‘Go for Life’ takes place each Monday from 1-2pm in Cabra Parkside Community Sports Complex.

Aimed at older adults aged 55+ years, this programme involves participants taking part in three throwing games (Lobbers, Flisks and Skittles). It is gentle exercise for adults in a fun and social setting.

Walking Football takes place every Tuesday from 11-12pm in the hall in Cabra Parkside. The session involves a small sided football game in which participants are not allowed to run. The programme is aimed at men aged 55+ years. This programme is run by the local DCC Sports Officer in partnership with the FAI and the Community Development Partnership. There is also a walking football programme in Poppintree Community Sports Centre every Friday from 1pm – 3pm (new members welcome).

Outdoor education sessions in partnership with Ballyfermot Adventure Centre, Dublin City Council will be providing a wide range of activities to young people from Cabra. The sessions may include activities such as mountain biking, hill walking, kayaking, rock climbing, etc. The sessions are very well run and allow participants to enjoy the outdoors whilst also learning a new skill, being physically active and socialising with their peers in a safe and fun environment.

Sea Snorkelling Sessions will be organised for young people who took part in the introductory pool sessions earlier this year. The sea sessions will take place in Howth or off Dalkey Island. The programme is run by the local DCC Sports Officer in partnership with the local youth service (Cabra) on Friday’s and caters for young people aged 10+

Transition Programme: A partnership initiative between DCC Sports Officer and the School Completion Officer, which targets young people at risk. The main aim of the Transition Programme is to support young people moving from primary to secondary education through a tailored Summer Programme which engages them in physical and learning opportunities.

Women’s Self Defence & Women’s Fitness Classes have been organised each Tuesday and Wednesday respectively in Poppintree Community Sports Centre. DCC Sports Officers in the Ballymun area are currently engaging with some of the homeless and vulnerable families currently living in the Travelodge/temporary accommodation. A lot of the family units consist of single mothers. Family trips to the National Aquatic Centre will also be provided.

The local DCC Sports Officer is currently running a 6 week multi-sports programme with Le Cheile Centre in Glasnevin (St. Michael’s House). Activities include chair aerobics, badminton and modified games.

Ballymun Men’s Group meets every Friday from 12pm – 2pm in Poppintree Community Sports Centre for table tennis and pool.

Our Cricket Development Officer will be liaising with DCC Sports Officers in the area to organise the running of cricket programs for the coming months. He will also be present at any Family/Sports days that have been arranged in the area during the July/August period.

Poppintree Cricket Club is now up and running and are playing friendly matches on a regular basis throughout July and August. All matches are played at the away grounds for the moment.

Football Development Officers will be focusing all their attention on promotion and recruitment for this year’s Project Futsal during the summer period. It is hoped to

have 20 – 25 students on this year’s course. The course will commence on 12th September 2016 and will run for a full academic year until June 2017.

The local Boxing Officer has arranged for young people in the area to be brought along to Ballybough Community Centre every day over the coming weeks for boxing training/taster sessions. This will also encompass a visit to Croke Park to view the Olympic Medal Exhibition.

The Street Olympics will be held in Irishtown stadium on Thursday 28th July from 11- 4pm. This is a DCC flagship event and is aimed at 10-14 year olds from across the city to come together to take part in various sporting events such as track and field, rowing, fencing etc to celebrate the upcoming Rio Olympics.

Feasibility report on Webcasting of North West Area Committee Meetings

To webcast Area Committee meetings from the Council chamber in Ballymun, it would be necessary to link cameras to the microphone system so that when the microphone is activated, the camera would automatically move to and zoom in on the speaker. The systems are available in either a wired or wireless solution. The outline price for a wireless solution is €36,000 to €38,000, while a wired solution would be approx. €19,000. The suitability of the microphones for this purpose has not yet been assessed. The need to replace the microphones is being looked at currently due to ongoing issues with the quality of the sound in the Chamber.

The webcasting element of these systems is provided by Public-i. The existing contract with Public-i provides for meetings availability on the DCC public website for 12 months at which point they are archived on Public-i servers. The annual running costs, which cover 30 hours of hosted content, a staff member to monitor the system during its operation, an additional licence fee and a service level agreement for the equipment is likely to be in the region of €10,000.

An assessment of the wi-fi capacity in the chamber would have to be carried out as it is likely that a dedicated broadband connection would be required. An additional small cost would accrue to the installation and operation of this.

Under the Social Housing Strategy 2015-2017 the target for delivery set by the Department of Housing, Planning and Local Government was 3,347 units.

In 2015 the Council delivered 1,689 units, 50% of the Programme. This is broken down as follows:

To date in 2016 a total of 887 units have been delivered, giving a total over the two years of 2,576 units, which is 77% of the programme. The figure for 2016 is broken down as follows:

DEPOT CONSOLDATION PROJECT - BALLYMUN

OVERVIEW

Dublin City Council has an extensive depot network across the City to support essential city operations. The network evolved over a number of years and although some changes have been made, it was felt that a review of the existing depot network should be carried out with a view to improving the working conditions of the operational staff while also using advances in transport and technology to achieve a major rationalisation with resulting operational efficiencies and savings.

There were 37 Depots in scope overall, 31 of which are owned and 6 leased. They cater for approximately 1,400 Staff and 616 Vehicles.

In the context of Ballymun and North side operations, 18 depots are in scope. The goal of this project is to consolidate 18 depots in 1 location (see Appendix A) to create a more integrated operational environment.

The following areas were outside the scope of the project: Parks - there is a separate proposal to reorganise this structure. Fire Brigade, with the exception of the Stanley Street site which is in scope It is not proposed to relocate the Joinery Workshop (Ballyfermot) or Bow Lane &

O’Rahilly Parade (Waste Management Depots)

The proposal is to develop a consolidated depot in Ballymun incorporating Waste Management, Housing, Public Lighting, Traffic, Water, Drainage and Roads Maintenance operations. The consolidated depot will operate on a shared basis with shared stores, staff and welfare facilities, parking, workshops, fleet management and office accommodation. The consolidation of operations into a greatly reduced number of locations will facilitate the release of Council owned lands for more appropriate uses.

The project also examines the opportunity to provide community gain at the locations selected.

Benefits of Consolidation

Purpose built facility with the appropriate facilities for staff. Conditions in a number of depots are poor and require upgrading and investment.

Explored OptionsA workshop was arranged in November 2014 with a wider group of stakeholders, attendees included local inspectors from each of the operational areas. The workshop was held in Ballyogan, Dun Laoghaire’s operations centre, so that Dublin City Council staff could experience firsthand a consolidated model, view the facilities and speak to some of the staff there. They then identified benefits and concerns in relation to a consolidated model and brainstormed how this model could be adapted to DCC’s operations. There was consensus that all Northside operations could be consolidated in an area around Ballymun. It was also agreed that City wide services e.g. Public Lighting and Traffic could operate from that location. There is a separate proposal for southside depots.

Identified potential sites for consideration Development Department identified a couple of sites in Ballymun which might be suitable. The site on St Margaret’s Road was chosen for the reasons outlined below.

St. Margaret’s Road, Ballymun

Site Selection Currently a vacant site in Ballymun which is an integral part of the Ballymun

Regeneration Masterplan. Sufficient size and capacity for consolidation of operations Excellent accessibility, adjacent to the M50 Dublin City Council own the land The Old St. Margaret’s Road is now closed, therefore increasing size of site

Approach When this site was suggested some preliminary work was carried out to determine

the feasibility of using this site from an operational point of view. Preliminary discussions took place with the area office. During discussions it was

requested that we examine the possibility of having a civic amenity site co-located with the depot.

A topographical survey was carried out by Survey and Mapping. An outline design to demonstrate that the site can accommodate the requirements of

these depots was drawn up by City Architects. An assessment, that the site is feasible in principle for the proposed use was carried

out by our Planning & Property Development Dept. In discussion with staff, concerns were raised about electromagnetic fields (EMF’s)

from the ESB substation near the site so testing was carried out which found that levels were well within the limits allowed in international standards.

Proposed Facilities

This facility will comprise of:

Office accommodation to include shared meeting rooms and training room Facilities support, including the management of CCTV security systems and the

Building Management System (BMS) & IT infrastructure. Staff facilities to include Canteen Facilities, Washing Facilities, Drying room,

Lockers, Washing machines and dryers, Staff Parking, Parking of Fleet including multi storey car park Indoor & Outdoor Storage Waste separation areas including an area for a compactor, Workshop space Fleet maintenance bays (garage), Fleet Washing Bays / Area, Salt Barn (capacity for 2,200 tonnes of salt).

There will be over 600 staff associated with this depot, however, not all staff report to depot. It is estimated that of the 600 staff, 150 will require office accommodation / are depot based during the day.

Civic Amenity Site The design of a civic amenity site also forms part of the proposal. This will be completely separate to the depot as members of the public will be gaining access on foot and by car. However, as part of the design consideration will be given to joint waste disposal arrangements.

The site lies within the administrative boundary of Fingal County Council and is subject to the provisions of the Fingal County Development Plan.

The site is zoned ‘GE’ (General Employment), the objective of which is to provide opportunities for general enterprise and employment. The land use zoning is intended to “facilitate opportunities for compatible industry and general employment uses, logistics and warehousing activity in a good quality physical environment. General Employment areas should be highly accessible, well designed, permeable and legible”.

A planning application for the Operations Depot will be made to Fingal County Council and therefore, the design proposal must have regard to the zoning and other relevant provisions of the Fingal County Development Plan. This will be done after the tendering process is complete and the contract has been awarded.

Ballymun Masterplan & Local Area Plan Issues PaperThe lands also form part of the area covered by the Ballymun Masterplan 1998 and 2007, prepared by Ballymun Regeneration Limited (BRL). It is an objective of the Fingal County Development Plan to facilitate the implementation of the Masterplan.

BRL has been wound-down and the functions of the agency have been transferred into Dublin City Council. The City Council is in the process of preparing a Local Area Plan (LAP) for the Ballymun Area and, as part of this exercise, has reviewed the progress in implementing the aims and objectives of the Ballymun Masterplan.

The recently produced Issues Paper for the Ballymun LAP supports the use of these lands for economic, employment uses and identifies the continuing need for the augmentation and provision of new roads to improve permeability and facilitate the formation of development sites. The proposed use of the lands and the construction of the St Margaret’s Link Road, which forms part of the works proposed in this project, are consistent with these identified needs.

Boundary treatment/public realm/landscapingLandscape design will be integral to the project and is needed to create an appropriate setting for the buildings in their present context and also to improve the site boundary.

Traffic and Transportation ImpactAn assessment on the road network in the area (including capacities) will be required. Any impact and necessary mitigation can be identified through the preparation of a Traffic Impact Assessment which may form part of a future planning application.

Sustainability The project will aim to be an example of best practice in terms of sustainability and aim to minimise energy consumption. The heating system should seek to maximise use of renewable energy sources in the interests of sustainability.

Funding of Project

Quantity surveyors have estimated the cost of the Ballymun depot at €25 million, this was based on the outline design by City Architects. It is anticipated that the funding will largely come from the release of capital through disposal of sites, however the funding model will need to be reviewed with Council in the context of all depots, and not just those relocating to Ballymun.

A tender was issued to create a multiparty framework for an Integrated Design Team. We are nearing the end of Stage 1 of this process and working towards stage 2 where a number of applicants will be invited to tender.

Once appointed, the design team will work in conjunction with a DCC Project Manager. It is expected that there will be a large amount of consultation between internal staff and the design team.

Unions have been briefed on the plans to consolidate. Multiple meetings were held with staff in operational areas to discuss the project, get feedback and identify concerns.

1. Community Update

Ballymun Beo Festival: Working throughout the week of Beo with Axis, Setanta, schools and various groups to support the hosting of four major concerts and a ceili for school children. The events were a good success this year and a review of the festival has taken place.

Preparation for Summer Projects: Liaising on ongoing basis with the five voluntary summer projects, the Crosscare representative and the five non-voluntary summer projects in relation to project programmes, summer students, extra supports etc.

Ballymun 50th Birthday Bash: A number of meetings with Axis in relation to proposed Family Day to take place on the Ballymun Plaza on Saturday the 23rd July from 2pm-6pm. This Family Day will involve arts and crafts activities, local music acts and lots more.

Environmental Works: Ongoing liaison with various groups including: Oak Park Residents, St Pappins Road, Lorcan Grove, Magenta Crescent, Belclare Park, Belclare Grove, Coultry Drive, Doon Court, Carrig Road, Prospect Square.

Linking with GAP environmental project worker around the greening of the area: Five proposed sites are as follows: completed works in areas: Belclare Park, Belclare Grove. Areas to be completed include Graigue Court, Shangan, Coultry Drive, Gateway Crescent.

Social inclusion: Ongoing meetings taking place with Ballymun Mens Sheds in relation to their new premises and additional supports. A Men Shed Network for Dublin meeting took place on Wed the 7th July in the Wood Quay Venue. This was organised by community team members in association with the Irish Mens Shed Association and had over 50 in attendance.

Meetings with De Paul in relation to the new residents of the Rapid Build Housing Units in Poppintree and also in relation to linking the Homeless families resident in the Travel Lodge into various local summer projects.

Ongoing linking with Active Living Group, Badig, U3A, Sillogue Crafts Group, Positive Ageing Week Committee.

Linked with Marewood Court and Sillogue Neighbourhood Centre to host a dance and social evening on Tuesday the 28th June.

General: A Committee meeting with Santry Community Centre took place as well as a number of meetings with the Ballymun Festival Steering Committee in relation to the Otherworld Festival.

2. Housing/Estate Management Updates

C.C.T.V The C.C.T.V system is working well at present. The system continues to monitor areas where anti social behaviour is reported, and public areas for illegal dumping.

Choice Based LettingsTwo properties in Ballygall Parade were offered and accepted under the Choice Based Letting scheme. The new tenants will be moving into the units in the coming days.

Cleansing/Waste Management Waste Management and the Area Office are continuing to combat illegal dumping at open spaces. These measures include using the C.C.T.V system to monitor and identify those responsible. The area office has targeted illegal dumping around Belclare, Termon and Knowth Court and a number of tenants have been called in and warned about their behaviour.

Public DomainComplaints re Public Domain issues can now be logged by calling to the public counter in the Ballymun Office or by phoning 222 5610. Issues which can be reported include illegal dumping, graffiti, broken footpaths and open spaces.

Johnstown ParkFollowing complaints of anti social behaviour and damage to trees in the park, Dublin City Council met with the Gardai and residents to put in place a plan for dealing with this anti social behaviour.

PyritePyrite remediation has started on Carton Road and two families have moved to allow works to begin. Works will commence in the middle of July and are expected to take three months. The families have been temporarily accommodated locally. The remaining units have been tendered and works on the rest of the Carton estate is expected to start around the middle of September.

Shangan AvenueLocal residents are working well to keep the Shangan and Whiteacre area clean after the previous clean up by Dublin City Council. Some resident are coming together to fix up all the tree pits on Shangan Avenue. Dublin City Council will supply any materials needed along with any help required. Shangan Drive residents have been busy cleaning the area by cleaning all parking bays and removing all weeds and debris from footpaths and lane ways.

CoultryMost areas in Coultry now have active residents involved in keeping the area in good shape. Dublin City Council has been supplying equipment and planting materials required. Coultry Drive and Coultry Way have been particularly active with on street planting and painting. Woodhazel and Longdale Terrace residents have been active clearing all debris and weeds from parking bays and footpaths. We hope to start a program of fixing and planting the tree pits in these areas shortly. All the tree pits in Forestwood Avenue have been cleared of weeds and are currently getting new sand installed. This will be finished in the coming weeks. The walk through at the end of Sallowood beside Aldi is getting cleared of all ivy and over grown trees, which should reduce the possibility of illegal dumping in the area. Magenta CrescentAll the planters have been delivered by Dublin City Council and the residents have been busy with planting and cleaning in the area. Works are at an advanced stage with the pedestrian crossing. According to the contractor, the poles are installed and the footpath on both side have been dished. Over the next two weeks the road will be resurfaced and the electricity will be connected. There will also be new road marking done at this area.

Poppintree / Courts Nearly all the Courts have active residents getting involved in cleaning, planting and painting in their own areas. Dublin City Council has been busy supplying paint and plants along with equipment and any other supports necessary. Most Courts have kissing gates installed now and the remaining Courts will have them by the end of the summer. This has greatly reduced the number of motor bikes and antisocial behaviour in these areas. The Parks Section is still monitoring the pond in Poppintree for pollution as there seems to be an ongoing problem with diesel getting into the pond. Gates will be fitted to all the open stairways in Barnwell and Poppintree Crescent by the end of the summer. Belclare residents are active with cleaning their areas in conjunction with Dublin City Council particularly around Belclare Park, Belclare Grove, and Belclare Crescent.

3. Ballymun Economic Development/Town Civic Alliance

1. Economic Strategy The Economic sub-committee met on 14th June 2016 to review progress to date and

review the economic objectives. A revised set of economic objectives were agreed which will be appended to the economic plan

Safer BallymunThe last meeting of the Safer Ballymun Community Safety Forum took place on Tuesday June 14th. Among the issues discussed on the night were the anti-social behaviour in the area and also the ongoing problem of illegal dumping. The next meeting is scheduled for Tuesday August 9th.

Drumcondra Glasnevin Community ForumThe last meeting of the Drumcondra-Glasnevin Community Forum took place on Wednesday June 29th. Among the issues discussed on the night were the fire in the playground in Griffith Park and the ongoing anti-social behaviour there, and the Traffic Survey of the area that took place recently. There are plans for a public display in Drumcondra Library on the findings of the survey and residents will be notified of the details of this very shortly.

Report on the Ballymun Social Regeneration Fund

Social Regeneration is one of the keys to the successful regeneration of Ballymun as it has long been recognised that changes to bricks and mortar alone will not bring about real social change. To this end the DOECLG has provided significant funding to Ballymun. In the current year this funding is €1.7m, having been significantly higher in previous years. It is hoped that this level of funding will remain in place in 2017, but the Department has indicated that funding will cease post 2017.

The Social Regeneration objectives for Ballymun are set out in Sustaining Regeneration, A social plan for Ballymun, which sets out objectives under seven themes;Placemaking, Education, Lifelong learning and Training, Community Safety, Health and Wellbeing, Child Development and Family Support, Arts and Culture, and Recreation and Sport.

Each project is funded in order to meet identified needs and gaps in service provision in the Ballymun area and is linked to the Sustaining Regeneration Strategy. Most programmes operate in accordance with agreed SLA’s, with less than ten percent of funding being in respect of contributions where no SLA is in place (Dublin County Board, Sports Internal Programme, Internal Administration budget, DIT music programme, Safer Ballymun and Innovate Dublin). Aisling provides programmes to meet the needs of the most marginalised children in Ballymun. The social regeneration budget funds two specific programmes, a teen transition programme, which is aimed at ensuring that the most vulnerable children successfully make the transition from Primary to Secondary education, and an after schools programme for 100 vulnerable children, along with a four week summer project for these children and 50 of their siblings.

Axis is an arts centre and a resource for the community and its city. It identifies artistic excellence in, and provides opportunity for, artistic experience of an international standard in Ballymun, and responds to and facilitates the pivotal role of culture and the arts in the community. Its work with many community, national & international partners has facilitated the development of the quality of arts engagement and practice locally while placing Ballymun as a cultural and artistic destination city wide and nationally. Axis holds the community at the heart of all that it does and is a change agent for communities, where art makes a difference to people’s lives. In 2015 over 22,000 people attended theatre events alone. Axis hosted over 6 exhibitions, is deeply committed to the Irish language, provides access to participation, education and development in all areas of the arts and is a key cultural partner to the LiFT Youth Arts Festival and the Otherworld Festival. In 2015 Axis offered mentorships to over 20 emerging artists and has given residencies to at least 12 artists/organisations, programmed events citywide on behalf of Dublin City Council’s arts office for the Bealtaine festival and piloted several other projects. It is a major local employer with 35 – 40 staff. The building hosts a range of community development organisations, GAP, DePaul Ireland, Ballymun Welfare Rights, Local Drugs Task Force, Ballymun Communications, Young Ballymun, Rehab Integration Services all hold office space in Axis, all offering a range of services to the wider community. The café is open Monday – Friday 9am to 5pm and by special arrangement for Dinner Theatre and other events. Axis also runs the café in the Ballymun civic centre and has a crèche with 43 places between full and part time care. The conference centre facilitates a broad range of meeting and training requirements in addition to special events such as community gatherings, artist gatherings, storytelling sessions, film screenings, seminars and workshops. The arts spaces (Dance Studio, Art Room, Underground Studios) facilitate a wide range of individual and group classes run by Axis and other teachers as well as rehearsals and artist studio development time. Public funding accounts for approximately 50% of turnover.

Ballymun Alcohol Community Outreach provides quality systemic treatment for problem drinkers and their families within a community setting in Ballymun. Their services include Community Awareness, Education and Harm Reduction Programmes, Counselling /Treatment and Rehabilitation/Prevention, Concerned Person’s and Family Programmes.

Ballymun Community Law Centre supports the people of Ballymun to realise the human right of access to justice, through responding to the unmet legal needs of Ballymun residents through the provision of information, advice, advocacy, representation and mediation, providing opportunities to participate in legal education and training, working closely with partners to maximise impact and Influencing policy and bringing about reform. Three programmes are funded, legal services, legal education and mediation.

Ballymun Regional Youth Resource – Easy Street - target group are young people aged 10 – 25 deemed at risk. The programme offers a variety of interventions using a variety of approaches which range from street based informal work, street education, street based community projects, and centre based group work, one to one mentor work/support, crisis drop in slots, and sports as a tool. The model is flexible and under constant review to ensure its ongoing effectiveness with the specific target group.

BRYTE : the BRYTE programme, which is provided in Trinity Comprehensive, the only second level school in Ballymun, offers a range of therapeutic interventions to the whole school. We provide staff support, staff training, organisational consultancy, student counselling, group work and clinical psychological interventions to students. The programme is fully funded through the Social Regeneration Fund.

DCU in the Community: provides flexible educational opportunities to local residents in order to increase participation and promote equality in third level education. The university outreach centre promotes sustainable community development and serves as a bridge to the resources of Dublin City University. DCU in the Community acts as a volunteering hub for DCU staff and students wishing to get involved with work in the local community of Ballymun, but also in wider North Dublin, nationally and internationally. DCU in the Community, through NORDUBCO also offers services in Silloge Neighbourhood Centre, including the Neighbourhood engagement programme (based in Silloge Neighbourhood Centre) which consists of Community Outreach. This programme engages with residents in positive actions in their area, informing them of all the facilities available. Community Programmes actively involve residents in events within the centre, linking them into DCC community events, deliver courses within the Sillogue Neighbourhood Centre and liaising with other agencies to deliver programmes within the centre. They also organise a number of key community events throughout the year.

DePaul Ireland: Ballymun Case Management Team. This team, which is now located in the Social Innovation Hub, provides a case management service to the homeless families in the Travelodge Hotel, apartments and more recently to the families in the Rapid Build Housing in Poppintree. They provide a range of services including visiting support, information and referral to other services, such as keyworking, advocacy, crisis intervention, move on support to other housing, referrals to GP, Librium detox and residential detox and problem drinker outreach programme referral service. They participate in the Community Alcohol Strategy implementation.

Global Action Plan: GAP provides three programmes within Ballymun. The Education Programme aims to empower young people to become active citizens in their locality, whilst caring for the social and environmental landscape of their community. It is comprised of various programmes and workshops. The Community Garden Programme provides support to the Muck and Magic and Virgin Mary Community Gardens, Green Fingers Youth Garden

Club and Greening Your Neighbourhood Workshops. The Community Environmental Programme consists of the Green Living and Community Action Programme, support for Tidy Towns, and participation in public events.

Rediscovery Centre Ballymun: The Rediscovery Centre is a social enterprise dedicated to providing community employment and training via innovative reuse enterprises which use waste and unwanted materials as a resource and raw material for new product design. Programmes include Rediscover Fashion, Rediscover Furniture, Rediscover Cycling and Rediscover Paint. The company was set up to support the sustainability objectives (social, economic and environmental) of the Ballymun Masterplan and in direct response to identified local needs. Built upon the three principles of sustainability, the main objects of the company are (i) the protection of the natural environment, particularly through the promotion of re-use of materials, recycling, resource recovery and efficient means of waste disposal; (ii) the advancement of public education about environmental matters related to reuse of materials, recycling, resource recovery and efficient means of waste disposal; (iii) the promotion of research to further the science of waste management; (iv) the advancement of community development including urban regeneration; and (v) the promotion of civic responsibility in the community. In 2014 the Rediscovery Centre signed a partnership agreement with the DOECLG and Dublin City Council with respect to a European LIFE+ project which seeks to create a centre for excellence in education for sustainability, establishing Ballymun as a national eco-destination and an exemplar in Europe. The project is a key object of the current (2016) Service Level Agreement with Dublin City Council which seeks to encourage capacity building, inspire sustainable living and generate jobs thereby aiding the development of a more equitable and sustainable community.

St Margaret’s Traveller’s Association: Three services are funded. A Community Development Worker, who builds the capacity of the on-site residents group, assists residents to resolve day to day issues, advocating on their behalf, assists in the development and maintenance of a Traveller Men’s Group, and promotes the inclusion of Travellers in the Ballymun community. There are also Homework Clubs and Women’s Development, which provides opportunities for Traveller Women to participate in a range of training modules, special events and cultural activities. Sports Across Ireland: Funding for sports camps.

DIT Music Programme: Delivers a music programme in association with all the primary schools in Ballymun and three second level schools, Trinity Comprehensive Ballymun, Scoil Mobhi and St. Aidans. This programme runs from Junior Infants to Leaving Certificate and its various strands are; choir, violin, pre instrumental music, recorder, wind and brass tuition. The programme is free of charge to all its participants, and has 500 participants annually. Instrumental lessons are delivered on a weekly basis with daily pre-school ensemble rehearsals.

Dublin County Board: Contribution towards employment costs of GAA Sports Development Officer.

Innovate Dublin: Incubate for Growth Programme, will provide 10 entrepreneurs/social entrepreneurs with a dedicated desk space and a unique ecosystem of resources, inspiration, and collaboration opportunities, all designed to accelerate their business offering, for the period June – December 2016. It builds on the supports provided by the DSP, the LEO and the DNWAP and creates a pipeline of support from unemployment to self employment and from the Hub to Enterprise Centres and beyond.

Internal Budget: This budget is used to pay contributions towards new initiatives and needs such as funding for the assessment of the STRIVE programme, an interagency programme aimed at prolific offenders.

Safer Ballymun: This budget is used to fund actions arising from issues raised at Safer Ballymun fora, it also contributes to the cost of the Otherworld Festival at Halloween, which has proven very effective in reducing anti-social behaviour at this time.

Sports Internal Programme: This budget funds major community sports events in Ballymun such as the Mun Fun Run, sports days and events.

Purpose of Proposal• The casual trading bye laws are being revisited in 2016• To amend the bye laws to include Ballymun plaza as a designated trading area• Regulate the existing market by the issuing of casual trading licenses

Why it’s a good idea• Casual trading can fill a retail gap• It will allow casual trading for one off events• It will help improve quality of trader mix / keep the market consistent• Will add value to the proposed revamp of the plaza• Easier to access now with the resurfaced car-park
