A minute’s silence was held for Sean Curley Sweeney and his son Tyler Joyce who died in a tragic accident in Ashington Estate.

NWA/74/16 Minutes of the North West Area Committee Meeting held on Tuesday 15th

March 2016.

NWA/77/164 Cabra Area Office Report, Fergus Synnott, Administrative Officer.

ORDER: Noted. Fergus Synnott will report to the next North West Area Committee on discussions with Irish Rail in relation to the Ashington tragedy.

NWA/78/16 Motion in the name of Councillor Anthony Connaghan

That the Manager investigates the possibility of providing a pedestrian route from the Ashington Estate across the railway tracks and Royal Canal to the Finglas side of the canal adjacent Royal Canal Park. As was pointed out recently by a local resident, it would turn a 30 minute walk into a 1 minute crossing. I am of the opinion that despite the recent tragedy at this location people will continue to use this point as a shortcut regardless of risk and the onus is on us to ensure that a safe route is provided here.

NWA/79/16 Motion in the name of Councillor Cieran Perry  

This Area Committee calls on Iarnród Éireann and Dublin City Council to agree an immediate resolution to the problem of illegal access to the canal at Ashington Park which resulted in the recent tragic death of a father and 3 year old child. While acknowledging the genuine attempts by Iarnród Éireann to resolve this issue in the past, this dangerous situation cannot be allowed to continue. This committee requests that a report on the discussions between Iarnród Éireann and DCC is presented to the next meeting of the committee.

NWA/80/16 Finglas Area Office Report, Aidan Maher, Assistant Area Manager.

ORDER: Noted. Enabling works were due to start on the Rapid Building Housing on St. Helena’s Drive this week. However, due to a protest work is now delayed. This is a public order issue.

NWA/81/16 Motion in the name of Councillor Anthony Connaghan

That the Manager arranges for the replacement of the recycling facility which was removed last year from the grounds of Colaiste Eoin. And that the Manager provides this Area Committee with a full list of places which were investigated as an alternative site and to what extent the negotiations went.

ORDER: Report to Councillor. This issue will be further investigated by the Public Domain Officer and Waste Management.

NWA/82/16 Motion in the name of Councillor Anthony Connaghan

That this Area Committee supports the re-instatement of the Financial Contribution Scheme and directs the Manager to utilise this scheme on the Scribblestown and Valley sites in Finglas South in order to maximise the potential of so called empty nester homes and to provide a more dispersed and integrated means of providing Social Housing in the area.

ORDER: Report to Councillor. This motion will be submitted to the Housing SPC.

ORDER: Noted. Issues raised to be forwarded to Housing for their reply. The Report on the Housing Programme will be circulated quarterly. Area Housing Managers will be briefed on the report prior to the relevant Area Committee meetings. Details regarding Stormanstown House will be provided to the next meeting.

NWA/87/16 Traffic Service Requests, Status Report.

ORDER: Councillors to meet with the Traffic Engineer after the May Area Committee Meeting to discuss the TAG Report. Councillors requested that the date of submission of the TAG items be reinstated.

NWA/88/16 Minutes of the Traffic Advisory Group (TAG) Meeting dated 22nd March 2016

ORDER: Noted

NWA/89/16 Motion in the name of Councillor Anthony Connaghan

That this Area Committee supports the idea of a bus route from Finglas to Cabra/City Centre via Ratoath Road and calls on the Manager to do all in his power to make this a reality. Increased and expedient connectivity between the two sides of the City Council Constituency can now be easily attained with the new Irish Rail bridge.

ORDER: Report to Councillor. Dublin Bus to be invited to a future meeting. Councillors will be invited to submit questions prior to the meeting.

NWA/90/16 Motion in the name of Councillor Cieran Perry  

This Area Committee requests that local councillors are informed of all purchases of housing in the North West Area by Voluntary Housing Agencies when agreement in principle has been reached with the seller.

ORDER: Report to Councillor. Dublin City Council is only in a position to inform councillors when projects are approved by both the Department of the Environment, Community and Local Government and the Housing Finance Agency. At that stage the relevant Area Councillors and TDs will be informed immediately by email.

NWA/91/16 Motion in the name of Councillor Cieran Perry  

This Area Committee calls for the removal of the so called “1916 Memorial Wall” from Glasnevin Cemetery as it equates the Irish revolutionaries of the 1916 Rising with the soldiers of the British occupation army who died during the Rebellion. Given its historical importance, Glasnevin Cemetery is an inappropriate location for such a memorial.

ORDER: Report to Councillor. A City Council Official’s contact details will be included in all such replies from other bodies. A request to be sent to the Glasnevin Trust to allow political representation on the Board. The North West Area Committee to write to the Glasnevin Trust requesting that the “1916 Memorial Wall” be removed from Glasnevin Cemetery.

NWA/96/16 With reference to the proposed grant of a 3 year licence for the use of an area at Poppintree Community Sports Centre, Balbutcher Lane North, Poppintree, Dublin 11.

NWA/97/16 Motion in the name of Councillor Noeleen Reilly

To ask the manager to build a wall between Druid & Termon Court on the hill beside St Joseph’s.  There are ongoing problems with anti social behaviour and dumping on the hill.  It has been getting particularly worse over the last number of months. Cars have also been getting damaged.  A wall would certainly go a long way to limiting the opportunity for anti social behaviour.

NWA/98/16 Motion in the name of Councillor Noeleen Reilly

To ask the manager to look at greater Security at the entrance of Poppintree Park on the Willow Park Road, Cedarwood Green side.  Can a Camera be arranged for here that is directly looking onto the road.  There has been a sustained level of attacks, both targeted and random on the residents over the last number of months and has escalated recently with a number of windows being broken.

ORDER: Report to Councillor. This motion will be submitted to the North West Area Joint Policing Committee for their consideration.

NWA/99/16 Motion in the name of Councillor Cathleen Carney Boud

That the manager arranges a schedule of checks for dumping around the courts in Ballymun rather than relying on reports coming in and dangerous materials being left for several days before they are cleared. Areas notorious for dumping 'hotspots' ideally should be checked regularly.

NWA/100/16 Motion in the name of Councillor Cathleen Carney Boud

That the area manager to confirms a time-frame for when the patches of pavement will be re-instated to their original form at Carton Terrace. The cobblelock pavements have been left with patches of tarmac following a gas leak in November last year and the original paving has still not been re-instated. Residents who are looking forward to their annual tidy towns efforts are disheartened that the tarmac patches are uneven and unsightly.

ORDER: Report to Councillor. Road Maintenance to be reminded of their previous commitment to include timeframes in replies. Road Maintenance to be invited to the June or July meeting, questions to be submitted by Councillors prior to the meeting.

NWA/101/16 Motion in the name of Councillor Edel Moran, North Central  

To ask the manager to look at the policy of shutters in Ballymun. Windows are consistently getting broken and not replaced as businesses feel it is a waste of time fixing them to be broken again.  The policy of having shutters on the inside does not help in any way as they feel there is no safety net there.  Shutters would only be down at night time when everything is closed.  I think a shutter is much more attractive looking than a broken window covered with a sheet of iron.

NWA/102/16 Motion in the name of Councillor Norma Sammon  

That this Committee recognises the work of youngballymun in improving outcomes for disadvantaged children in the area through prevention and early intervention and commits to doing everything within its power to prevent its impending closure.

Cabra Area Office Report

MAIN DEVELOPMENTS

Ashington TragedyFurther to the report and discussion at last month’s NWAC meeting the Cabra Office invited Irish Rail (IR) and Waterways Ireland (WI) to a meeting with the Council’s Parks Section to discuss options for improving safety in the vicinity of the park fencing at the border with the rail line. This was held on 27th April. Unfortunately, WI were unable to attend but advised that they would re- examine the scene and report back.

The meeting considered the broad circumstances of the accident and explored ideas that might further improve the safety of the area, including the possibility of building a footbridge over the rail line to facilitate a shortened route between Ashington and the Pelletstown development.

The purpose of the fence and wall is to protect people within the park and to deter people from crossing the rail line. The former is largely successful but, as the tragedy has shown, the latter cannot be guaranteed. The wall and fence have been breached many times over the years and repeatedly repaired. However, these problems have reduced in recent times and there was very little activity over the Halloween period, which has been a problematic period in the past. Both Parks and Irish Rail monitor the fence and repair it as breaches occur.

WI state that they do not believe that much can be done on their side to further improve safety as the lock footboard area has to be kept open to allow operation of the lock. The path adjacent to the canal is a public path open to everyone.

Building a new rail station which has provision for two integrated footbridges, one spanning over the railway and the over the Royal Canal, is considered to be the best long term solution and plans are finally in place to progress this. However, looking to the immediate future, we discussed the possibility of erecting an interim footbridge. While this would address the issue of crossing the line safely, it is by no means clear that a footbridge would be universally welcomed by residents - as evidenced by the concerns expressed by people during the planning application process for the proposed station. It would be expensive to build and there are no immediately identifiable sources of funds available. An application to government is unlikely to be successful in view of the proposed timescale for the new station.

Funding has been provided by the NTA for the detailed design phase of the station and this will be completed in the final quarter of 2016. Dublin City Council has already secured partial funding for the works, through development levies. If the balance of funding is then provided

by the NTA for construction it is hoped that this could start sometime in 2017. The Irish Rail representative was asked if this could be brought forward in view of the recent tragedy and he agreed to approach the NTA but advised that they are under considerable financial pressure from competing projects. He suggested that, as part of the project, there might be a possibility of replacing the present boundary wall with palisade fencing along the park and removing shrubbery, leaving only grass. Dublin City Council has asked Irish Rail to bring this to the attention of the NTA so it can be included in the station plans.

The Parks Section proposed that in the meantime they could thin out shrubbery along the park boundary if residents are agreeable. While this might have no direct impact on people attempting to scale the fence it should deter anti-social gatherings.

In conclusion, there is no quick or short term solution to creating a safe shortened route over the rail line and canal. It is a project that will require significant planning and investment and as there is already a planned project in place the best option is for funding for this project to be secured quickly so that it can be delivered at the earliest possible opportunity.

Broome Lodge – local employment policyDublin City Council sought further clarification regarding the local employment intentions of Glasgiven Ltd. At a meeting with the Site Manager he stated that he had two employees living in Phibsborough and was considering CVs that had been handed in by local men. Most people who had called to the site were seeking general operative work. CVs can be left at the site office. He again confirmed Glasgiven Ltd’s commitment to local employment but said that he cannot state how many jobs there will be as these will evolve over the course of the project. All CVs are kept on file and used as a basis to hire new labour. Although most of the work to date is being done by sub-contractors, Glasgiven Ltd envisages that there will be opportunities in the future on this site.

LUAS Update

Mount Bernard ParkAt a meeting between the Cabra Office, Parks Section and Padraig Doyle, Senior Resident Engineer, Luas Cross City Liaison Office, it was agreed that Transport Infrastructure Ireland (TII) will be asked to provide lighting within Mount Bernard Park for access to the tram stop. Lights to be powered from TII stop and cut off shortly after the last tram.

Faussagh Road BridgeDublin City Council reported that a section of the new railing on Faussagh Road Bridge has been removed. Following discussions with the contractor, SSJV, this has been replaced.

Dublin City Council raised the issue of the appearance of the Faussagh Road Bridge Wall as it is likely to be subjected to graffiti. Padraig Doyle will examine this issue.

Cabra, Phibsborough, Pelletstown Many 1916 Commemoration Events, including those organised by The Cabra 1916

Commemoration Committee, took place during April. Pat Liddy’s History Walk in Phibsborough was hosted by the Tidy Towns Committee

with over 200 people in attendance. Clareville Court Senior Citizens Committee launched their 1916 C.D., featuring the

Clareville Traditional Group, in Glasnevin Cemetery on Thursday 28th April. Both Residents Groups in Pelletstown held their Annual General Meetings in

April/May.

Community Environmental Initiatives.

A Greenway/Walk Way is being developed by the Tidy Towns Committee from Cross Guns Bridge – Royal Canal Bank – Blessington Basin to Parnell Square.

A new community garden was opened on St Anne Road on 29th April. Our annual subsidised Plant Sale will be held in mid-May. A number of meetings have been held to establish a Men’s Shed in Phibsborough. Phizzfest was on the weekend of April 28th until 2nd May.

Debt Relief NoticeDublin City Council Rents Section wants to make people aware that Debt Relief Notice could be a solution for people with problem debt.

A person may be eligible for a Debt Relief Notice if: Their unsecured debts are €20,000 or less. They do not have a mortgage or own a property or other large asset. They have €60 or less left after reasonable living expensed each month. They meet the criteria for having very little assets apart from some essential items of

value. They have not been granted a Debt Relief Notice before.

Rapid Housing   Update An enabling works contractor commenced works on the St. Helena's Court site on the 18th of April 2016. The contractor left the site on the 19th of April after protesters blocked the entrance to the site. The enabling works contractor returned to site on the 4th of May. Protests are continuing at the site but to date have not interfered with the contractor carrying out works.The enabling works are scheduled to be completed in 8 weeks. The procurement process for the Design and Build of the 40 Rapid Delivery Houses is in progress and is expected to be completed in late May/early June.The contractor is expected to start work on the construction of the houses in late July 2016.

CCTVThe cameras are now in place at the Barry shops and at the Abigail Centre, which should help the Gardai and Dublin City Council in dealing with the problems in these areas. Further CCTV cameras have been approved for the Finglas area funded by the Gardai, Tesco, Fingal County Council and the Finglas Area Office of Dublin City Council. It is hoped to have a number of these in place by the end of the year.

Kildonan LandsBrady Shipman Martin have been selected for the preparation of a Site Masterplan Study for Kildonan Road, Finglas West, Dublin 11. They will commence work on the project later this month and produce their report within three months. The next meeting of the Masterplan Development Group will be on the 26th May.

The Finglas West Safety Forum was held on Monday 25th April in St. Fergal’s Boys School. It was well attended and a number of issues arose including anti-social in the Dunsink area and in and around Mellowes Park.

At this meeting it was agreed to send a letter on behalf of the community of Finglas West to Judge Rosemary Horgan, the President of the District Court. This letter was to ask the Judge to explain the deterrent value of a lenient sentence and to let her know the impact of these sentences for crimes, such as drug dealing, on the people of Finglas West.

COMMUNITY AND SOCIAL DEVELOPMENT

Finglas Summer Project Launch 2016The Finglas Summer Project Launch took place on Wednesday 27th April in the Finglas Civic Offices. Over 20 people attended from the launch. Project packs were circulated to all who attended. Dublin City Council in conjunction with Crosscare is continuing to meet with and support the Summer Projects in Finglas.

Finglas Festival 2016Dublin City Council Community and Social Development team are continuing to work closely with the Finglas Festival Committee including organising a number of events to run during the Festival programme. These include Opera in the Park, An Evening with Paul Howard (aka Ross O’Carroll Kelly) and Volunteer Night.

o An Evening with Paul Howard will take place on the 4th July at 7.45 pm in FYRC. Paul will be interviewed by RTE’s Samantha Libreri.

o Finglas Volunteer Night will take place on Wednesday 6th July at 7:30 pm in Erin’s Isle GAA Club.

o Opera in the Open will take place on Wednesday 13th July at 12:45 pm in Finglas Civic Centre.

Finglas Men’s Sheds Dublin City Council Community and Social Development Team are continuing to support the group during their initial stages of development. To date there are 12 members of the group. A visits to the Ashbourne Men’s Shed took place on Wednesday 27th April: the group found it informative.

Finglas 1916 Commemoration EventDublin City Council Community and Social Development team hosted the Finglas 1916 Commemoration Event on Monday 25th April 2016. Over 200 people attended the event from across Finglas.

Activities on the day included: Flag raising ceremony. Proclamation reading. Nurse Elizabeth O’Farrell - Recollections of the surrender of the 1916 rising. 1916 Freedom Tour truck will be on show in front of FYRC. 1916 themed Exhibition (12pm – 3pm) in the Finglas Youth Resource Centre. Period Games took place on the all weather pitches in the Finglas Sports and Fitness

Centre. 9 schools took part in the activities on the day. St. Canices Boys School performed their 1916 song plus other songs from that era.

Finglas Positive Wellness Group:

The Finglas Positive Wellness Group has, in conjunction with Dublin City Council, organised a series of SafeTALKS in the Finglas Area on:

Monday 16th May, 9.00am -1.00pm, St. Kevin’s Secondary School, Ballygall Road East.

Monday 13th June, 9.00am – 1.00pm, Rosehill House, Finglas. Monday 25th July, 6.00pm – 9.30pm, Finglas Civic Centre Mellowes Road.

The group is currently developing their programme for Positive Wellness Week, which will take place in early September 2016.

SafeTALK 'suicide alertness for everyone' is a half day training programme that prepares participants to identify persons with thoughts of suicide and connect them to suicide first aid resources.

Age Friendly Cities ProgrammeThe Dublin North West Area Older Person’s Council continues to meet. The group recently made an application to Dublin City Council’s Social Inclusion Unit for funding to deliver on their strategic plan.

A number of the OPC representatives will attend the Older Person’s National Conference in May.

National Cultural Institutions and the Neighbourhood Programme.

Dublin City Council became a candidate for the European Capital of Culture 2020 designation in late 2014. A far reaching public consultation and a promotion of Dublin’s cultural strengths and ambition characterised the bid process and the civic energy generated as well as the innovative programme outlined in the Bid Book have left a legacy of skills and new thinking.

Although not shortlisted, Dublin City Council had already set aside €1M to support the second round of the Bid in the Council Annual Budget 2016 and discussions of retaining this budget and reinvesting it strategically in Culture ensued.

The City Arts Officer proposed to the Assistant Chief Executive and the CEO that the fund should be set to long term strategic goals i.e.

(a) That any project or idea supported should be of such a quality and interest to the Members of Dublin City Council as to cause a desire to retain this budget for Culture in future years.

(b) That the wide ranging consultations with citizens should continue.(c) That further investment in Culture should be leveraged because of this investment

nationally and in Europe.(d) That Community organisations, businesses and cultural institutions could work

together.(e) That the Projects should be of sufficient scale to leave a legacy of working closely

with the National Cultural Institutions.

Through further discussion and consultation with the Area Managers of Dublin City Council and subsequent meetings with Area Community Development Teams, City Council Libraries and the Arts Office, one of the large scale projects from Dublin’s Bid Book was selected for feasibility study. The project proposed is that National Cultural Institutions (NCI’s) including the Irish Museum of Modern Art, The Abbey Theatre, The National Museum, The Chester Beatty Library, The National Concert Hall, The National Gallery, The National Library, all of whom are located in Dublin, would form partnerships with local neighbourhoods in such a way that a high quality cultural initiative connecting the NCI and the Neighbourhood would result. This programme or initiative would seek to connect the local, national and international cultural ambition of Dublin as a Capital City while ensuring the development of local cultural capacity.

The Department of Arts Heritage and the Gaeltacht (DAHG) convened the NCI’s to discuss the project and the approach was wholly endorsed by all involved. DAHG are considering

how best to support the project and may do so through financial assistance either Capital or Current Revenue.

It is proposed that each project is large scale and that programmes e.g. in schools or broader cultural initiatives e.g. in intercultural integration can be considered. In the first instance, 600K will be available for projects across the five areas and a Project Manager for each Area will be appointed by Tender. An overall coordinator Iseult Byrne has been appointed and local consultations in each Area have begun.

An Advisory Group has now been formed in each City Area and National Cultural Institutions have assigned themselves singly or in pairs as follows

The 5 National Cultural Neighbourhood Project groupings are:

Central Area is collaborating with the National Library of Ireland South Central is collaborating with The Chester Beatty Library & the National Concert

Hall South East is collaborating with The National Gallery of Ireland North West is collaborating with The National Museum of Ireland and The Abbey

Theatre North Central is collaborating with The Irish Museum of Modern Art.

Each Advisory Group consists as indicated above of The Area Community Development Team, The Arts Office, City Libraries, and a National Cultural Institution(s). Local consultations such as those undertaken in the Bid process have begun in each City Area to aid project development and Neighbourhood theme selection.Each Advisory Group has met in facilitated session to agree their working purpose and to set out criteria for project selection.

The criteria agreed for selection of projects vary slightly in each of the Areas, but in all cases they require that the project: Contains Meaningful Participation and active engagement by residents of the Area

Is Impactful – Personally, Locally, Nationally and Internationally

Is Inclusive & Accessible (intellectually, physically & virtually)

Is Ambitious & Challenging, Innovative & of high quality

Is relevant (to the community, the area, the institution and to DCC)

Is Feasible and Realistic

It is proposed that projects will be developed through a process of consultation and collaboration and also that significant progress in implementation occurs during 2016. Through a consultation process involving community meetings and facilitated sessions supported by the Community Development Team, A community organisation (s) will be identified as partner in the project or programme proposed.Once the idea, community partner and implementation time line is set, regular updates will be provided to the Area Committee

It is important to note that a significant number of additional complaints were also investigated as all area staff pick up complaints when carrying out daily duties but due to lack of resources all complaints are not logged.

St. Anne’s Road Pocket Park

A community gathering was held on Friday 29th April to celebrate the completion of the St. Anne’s Road Pocket park. This space was delivered by a partnership consisting of the Iona/Drumcondra Residents Association, St Anne’s Road Residents, Fieldworks and Strategies Landscaping, Iarnrod Eireann and Dublin City Council. Funding was provided by the Croke Park Fund, Lord Moyle Trust, Local Agenda 21 and KBC Bank. Refreshments were provided and local residents had the opportunity to meet and socialise in the space and children from the local school happily tried out the slide, blackboard and natural play areas. This project provides a template whereby small underutilised green spaces can be developed as a community amenity using natural and reused materials in the construction.

Adoption of the Litter Management Plan 2016-2018

At the meeting held on 4th April 2016 Dublin City Council adopted The Litter Management Plan 2016-2018. The plan sets out objectives and targets with the overall aim of improving the standard of cleanliness of the city over the next 3 years. The 3 key areas dealt with in the plan are Resources, Partnership and Enforcement and under each area specific actions are specified for litter management and prevention. Actions are also provided to deal with dog fouling and illegal dumping.

New initiatives listed for implementation include:

Intensive street washing programme from April to October each year. Introduction of a street sweeping request facility for residents. Introduction of a Bulky Waste Collection service, on request. Maintenance regime to be developed for cleaning and painting of bins. Measures to promote responsible dog ownership and tackle dog fouling. Expansion of door to door enforcement campaign to ensure bye-law compliance.

National Spring Clean Up Event in Finglas

The Finglas Tidy Towns group recently held their annual Spring Clean Event in Finglas Village. The event, which took place on 16th April, was well attended and good work was done by members of the group and supporters in preparing the village for the summer season and the Tidy Towns Competition. In particular a major litter pick was undertaken at the Heritage Sign and in the surrounding shrubbery, where a large quantity of litter was removed. Members of the Public Domain Team took part in the clean up and provided refreshments to the hard working participants.The National Spring clean, now in its 17th year, is organised by An Taisce in partnership with local authorities.

Enhancements

Following on from the recent cleaning of the bridge in Drumcondra new seating has been installed in the village. The seats fitted are manufactured from a composite material, which although having a high initial cost offers the advantages of being low maintenance and less prone to vandalism. Other enhancement work is currently being conducted in the vicinity of the shops at Poppintree Parade where graffiti has been removed and surrounding walls painted. It is hoped that further work will be carried out at this location in the upcoming months. Significant graffiti removal and wall painting has been carried out on Mellowes Road and on Broombridge Road. The NWA Public Domain and Community Sections are also working in partnership with residents in The Courts in Ballymun, where paint and other support has been provided to residents whose hard work has significantly enhanced areas of the laneways and Crannogue Road.

Weed Spraying

The annual weed spraying programme commenced in the NWA on 18th April and is due to be completed shortly. The spraying is conducted throughout the area by contractors Greentown Environmental, who have been undertaking this work for Dublin City Council for the last number of years. The contractors, who have become familiar in the area, operate on quad bikes, providing the mobility required to operate on pavements and in laneways. Road Works on Plunkett Avenue and Dunsink Avenue.

Major works are taking place for the purpose of the reconstruction of footpaths and dishings on Plunkett Avenue and Dunsink Avenue over the next 2 months. The works on Plunkett Avenue are already underway and are scheduled to finish in the next week. Works on Dunsink Avenue are due to commence on 23rd may and to finish on 22nd June. It should be noted that the completion dates may change due to unforeseen contingencies.

Sports and Wellbeing Partnership Report

Aviva Stadium Tours: All through May and June, groups from across Dublin City will be going on specialised Aviva Tours, with a boxing twist. It is anticipated that over 1,000 young people will participate in these tours.

Finglas Sports Day: This is taking place on Thursday 19th May from 10am – 1pm at New Cross College.

Cricket: Sessions take place every Saturday in Poppintree Sports Centre. Times may vary between 11.30am – 1pm and 2.30pm – 4pm. Poppintree will also play their first match in early June in a friendly against a neighbouring club which will be a momentous occasion. (Date TBC)

Older Adults Walking Group/Tai Chi: Ballymun Active Retirement walking group continue their Tuesday morning walk. The time and venue has now changed to 11.30am, meeting at the gates to Poppintree Park at Poppintree Crescent. This coincides with the new Tai Chi programme taking place in Poppintree Community Sports Centre from 1 – 2pm on Tuesdays. The programme will end on the 31st May. There is a €1 supplement for tea/coffee and biscuits to be paid to the centre.

Older Adults Dance Programmes: One strand of this programme will take place with Ballygall Active Retirement Group, Ballygall Community Centre, Drapier Road, Dublin 11. It started on Wednesday 4th May from 2 – 3pm and runs for eight weeks. The second strand will be at Christ the King Day Centre, Bregia Road (beside the church), Cabra. It started on Wednesday 11th May from 11am – 12pm for 8 weeks.

Garda Youth Diversion Ballymun; Outdoor Adventure Activities: Thursday 19th May will be the final session of a three week outdoor adventure programme in Ballyfermot Youth Adventure Centre (BYAC) with young people from the GYDP. Activities included kayaking, rock climbing and rafting.

Finglas Traveller Development Group: Finglas Traveller Development Group will take a trip to the BYAC on Thursday 26th May to take part in rafting. The aim of this group is to bridge the gap between the traveller and settled community in the Finglas area.

Active School Week: A number of different sports such as tag rugby and athletics have been organised for the week culminating with a trip to the Aviva on Friday 20th May for a full tour and boxing session for Holy Cross GNS Ballymun and on Monday 23rd May for Scoil Chaitriona, Glasnevin.

Community Canal Event: Taking place on Saturday 11th June at the 12th Lock on Royal Canal, Phibsboro. All details TBC.

Leinster Rugby: Cabra Parkside Under 13’s training takes place on Mondays from 3.30 – 4.30pm and for Transition Years from 2.20 – 3.30pm

Ongoing at Cabra Parkside: Badminton on Monday from 4 – 5pm (10+ years), Basketball on Monday from 5 – 6pm (10+ years) and Tuesday from 4.30 – 5.30pm (10+ years) and Soccer Drop-In on Tuesday from 3.30 – 4.30pm (Under 13’s)

Project Futsal Hub: Ongoing FETAC Studies, FAI Strength and conditioning Workshop and FAI Youth Cert Coaching Course. Coaching sessions take place in North Dublin National School Glasnevin on Mondays from 9am – 1pm, in Virgin Mary Girls School Ballymun on Tuesday from 9 – 11am, in Trinity Comprehensive from 10.45am – 12.30pm and in St Kevins College, Ballygall Road from 8.50am – 12pm. Project Futsal Hub will finish in mid-June.

1. Community Update

1916 Commemoration Events

DCC Main Ballymun1916 Launch Event took place on Monday the 18th April from 6:30pm in the Atrium, Civic Buildings, Ballymun. This included the unveiling of the newly refurbished Muriel Brandt Mural of Seven 1916 Signatories (originally hanging in Towers Pub, Ballymun since 50th Anniversary of Rising), music from acts including LAEG, Setanta Strings, Gaelscoil Bhailemunna, Trinity Comprehensive, Setanta Music Group and Dublin Airport Singers. Lord mayor Criona Ni Dhalaigh launched the event. An exhibition of 1916 commemorative history and crafts projects undertaken by local community organisations and schools were exhibited for the remainder of the week 19th – 23rd April. A series of Lectures on Women in the Rising took place during this week in the Members Room.

Magenta Crescent 1916 Street Party: Community Team members worked closely with Magenta Crescent Residents to hold a fantastic local street party which took place on Sunday the 3rd April between 2pm and 6pm. This event included music, children’s fun and games, a rereading of the Proclamation by local councillors, amazing dancing from Duffy School of Irish dancing and a presentation on North Dublin’s role in the 1916 Rising. It attracted approximately 100 local residents and was a safe and successful event.

Community Team members worked with local residents in Ballymun to stage a re-enactment of the taking over of St Stephens Green during the 1916 Rising, using Poppintree Park as a replacement venue. This event took place on Monday the 25th April between 11am and 2pm.Other 1916 events supported included Setanta Event, Youthreach Mural, BRYR Mural, BCON hankies project, Plough Youth Club Mural, Aisling Transition Project Film, Ballymun Child and Family Centre women of the Rising Event.

EnvironmentalA lot of environmental work has begun locally and community team members met with the following groups in relation to continued enhancement of their areas: Seven Oaks Residents, Clean Green Environmental Group (Ballymun), Doon Court Residents, Flower Pots, Belclare Park, Prospect Avenue and DeCourcy Square, Coultry Place, Lorcan Grove, St Pappins Road. The community team members are linking closely with the Public Domain Officers in this regard and a number of joint meetings have taken place, including two meetings with PACE (whose service users manufacture wooden planters etc). Santry Community Centre will be entered as North West Area’s entry for Pride Of Place. A number of meetings have taken place with Bernie Lillis and Public Domain Officers in relation to this.

Social Inclusion

Age Friendly InitiativesA number of meetings have taken place with the positive Aging Committee for Ballymun and surrounding areas. The program is not in place of positive aging week which will take place at the end of September 2016.

A number of meetings have taken place with Arts Office Representatives around a Mary Coughlan Theatre Show which will take place in the Axis on Monday the 30th May at 8pm for Bealtaine. This will be promoted to all local active age groups. The Community Team in Ballymun intend to have a celebration night for all Good Citizens nominees for the Ballymun Area on this night. Details will follow.

Lorcan Art Group and Santry Forum Art group have entered the Axis Bealtaine Art Exhibition and the Northside Shopping Centre Bealtaine Art Exhibition. Community Team members are liaising with these groups in relation to this.A number of meetings have taken place with Arts Office rep around a concert for Positive Aging Week in September. Meetings also continue with Active Living Ballymun, U3A, St Pappins Ladies, Coultry Craft Club, Sillogue Craft Club. A Tai Chi class was set up for older adults from the area, this started on 26th of April for six weeks in Poppintree Community Centre, linking in with Sports and Recreation Officer for this initiative. A new environmental group is being set up in Hampstead Court to continue to enhance the area, working alongside new Liaison Officer on this initiative.

Men’s ShedsWork continues with Ballymun Men’s Shed as they attempt to find suitable premises. Senior Community Officer Ciaran Mahony is an advocate for the Irish Men’s Sheds Association and continues to support sheds in Dublin City, including Priorswood Men’s Shed, Ayrfield Men’s Shed, Artane Men’s Shed, Donaghmede Men’s Shed , Finglas Men’s Shed (just setting up), Phibsborough Men’s Shed (just setting up) and the recently established Morning Star Men’s Shed. He is available to assist with the setting up of Men’s Sheds in City Wide Areas where possible. He is also doing a Certificate in Community Leadership alongside men’s’ sheds advocates from all over the country.

General CommunityCommunity Team members have also been liaising with the following groups/organisations: Youthreach Ballymun, Sillogue Neighbourhood Centre, Greenfields Residents and Community Centre, Ballymun Community Games and Aisling Transition Project. Work is taking place on a Community Buildings Audit for the Area.

Community Environmental Initiatives.A Greenway/Walk Way is being developed by the Tidy Towns Committee from Cross Guns Bridge to the Royal Canal Bank to Blessington Basin to Parnell Square. A new community garden was opened on St Anne’s Road on 29th April. Our annual subsidised Plant Sale will be held in mid May.

A number of meetings have been held to establish a Men’s Shed in Phibsborough. Finally Phizzfest was as usual a great success on the week-end of April 28th to May 2nd.

2. Housing/Estate Management Updates

C.C.T.V The C.C.T.V system is working well at present. The system continues to monitor areas where anti social behaviour is reported and public areas for illegal dumping.

Cleansing / Waste Management Waste Management and the Area Office are continuing to combat illegal dumping at open spaces. These measures include using the C.C.T.V system to monitor and identify those responsible. The Area Office has targeted illegal dumping around Musgrave’s on Balbutcher Lane and the green spaces opposite St Josephs School and Termon Court. The local bottle banks were also monitored over the last month and this resulted in a number of tenants being called in and warned about illegal dumping.

Public DomainComplaints in relation to Public Domain issues can now be logged by calling to the public counter in the Ballymun Office or by phoning 222 5610. Issues which can be reported include illegal dumping, graffiti, broken footpaths and open spaces.

PyriteAll remediation works are completed in Owensilla and Balbutcher Way. The last of the four families have moved back home this week and the contractor will be finishing off any outstanding snags shortly. Temporary moves are currently being prepared on Carton Road and Carton Terrace area to allow pyrite works to begin around the middle of June on four units. Tendering for the rest of the Carton estate should happen next week with works scheduled to begin in August.

Shangan AvenueDoor to door enquiries have taken place by the area office in the worst affected areas of Shangan and Whiteacre for compliance with waste management protocol. The Litter Warden has been active in the area investigating illegal dumping.

A Solar Contractor has been on site in the past number of weeks repairing a number of systems and water pumps in various units. A sign off date will not be agreed until all systems are fixed and working properly.

CoultryAll the communal stair wells along Coultry Terrace have been freshly painted. Residents are asked to take care of the communal stairwells by keeping the front entrance door locked at all times. Coultry Drive Residents have been out cleaning the area and hope to get new planters and painting in the area finished in time for summer. Dublin City Council has supplied any material needed through the Community Section. Pedestrian gates are to be installed in the coming week between Coultry Gardens and Coultry Drive in order to stop motor bikes and quad bikes from coming through here. The band stand has been removed from Coultry Park which should reduce the amount of antisocial behaviour in this area. The storage building at this site will be refurbished in the coming weeks.

Magenta CrescentResidents have been busy with planting and cleaning in the area after their successful 1916 celebrations. DCC Community section has been supporting the residents and supplying any equipment needed. The pedestrian crossing on the Swords Road at Lidl is still under negotiation and a date for the crossing to be installed cannot be agreed until the costs are agreed.

Poppintree/Courts Parks Section and Main Drainage have been working closely trying to stop the pond in Poppintree Park becoming polluted. Diesel fuel is leaking into the pond at the moment and the source cannot be found. Dublin City Council will continue to pump out the lake and monitor for the source. The open stairways in the Poppintree Crescent area and Barnwell Drive area are getting new gates in order to curb antisocial behaviour. All gates are measured and the first one should be fitted in the coming weeks. Community groups in the Poppintree area are active with cleaning common areas and preparing for spring planting in the area. Belclare Park has been active as well as residents in Druid and Crannogue Courts. Dublin City Council erected fencing and kissing gates to further protect these areas, especially Knowth Court. Doone Court and Knowth residents are particularly active painting and clearing green spaces and Dublin City Council will be starting a program of opening all laneways that are closed off. With the cooperation of the residents these laneways will

become less of an eye sore and come into some sort of community use as these have become a magnet for dumping and antisocial behaviour.

Rapid Housing UpdateThe first eight families moved from emergency accommodation into Baile Na Laochra on the 9th of May 2016 and the remaining 14 families will be moving in over the next 10 days.

3. Ballymun Economic Development/Town Civic Alliance

2. Stimulating economic activity

i. Free Wi-Fi for Plaza – a license agreement has been agreed with Magnet Networks for the installation and provision of free Wi-Fi on the Plaza. An installation was agreed between the architect and Magnet Networks. However when Airfibre came out to survey the site there realised there would be difficulty penetrating the steep girdle. We have commissioned a structural engineer to survey the site and propose a revised installation. ii. Vacant Neighbourhood retail units – The Economic Development Officer now has access to all available units. A brochure has been produced to market each of the units and ‘To LET’ signs have been produced. The current status of vacant DCC units is:

The event promoted entrepreneurship in Ballymun and nearby, with 4 entrepreneurs speaking about the development of their businesses, sharing their stories and what they have learnt.  A number of the business support agencies were on hand to provide information about the supports available for start-ups. The Local Enterprise Office provided free one to one business mentoring.

The event was organised by Liam Barry, Economic Development Officer and launched by Economic Development Chairman Mark Kellett.

We heard the stories from the following businesses which were followed by a panel discussion chaired by Billy Linehan of Celtar business consultants:

The retail units in Shangan will become available in 2017 once the Rediscovery Centre relocates to the old Boiler House. We will be exploring different options to make best use of this space.

Each member will be given the opportunity to do their own case-study and they will be used on Social Media, You Tube & www.b4b.ie

B4b Communications A branding & marketing expert Liam Birkett conducted facilitation with the group to

come up with a slogan for Ballymun. The scope was to start thinking about Ballymun in a positive light and get away from negative perception. The group settled on ‘Ballymun – its ballymazing’

The idea is that we can then roll out local initiatives to show why Ballymun is ballymazing. As a stand-alone statement it doesn’t mean much however when used it in the following context such as ‘Ballymun is ballymazing because it is located just off the M50 and near to Dublin Airport – ideal for doing business’. Or ‘Ballymun is ballymazing because there is a new hot-desk facility for small business located in the Civic Centre.

Other ideas included having a ‘ballyfun day’ or creating a character called ‘Ballyman’ Events for local businesses can be referred to ‘Ballybiz day’

The next Civic Alliance Meeting will be on 7th July 2016. The Physical/Environmental Sub Committee met on 5th May 2016. The Development Department DCC is working with their Agent to secure a potential buyer for the Northern Site. Progress is being made with de-tenanting the shopping centre. The Credit Union has agreed terms and will be moving to the Civic Centre Ladbrokes vacated the Shopping Centre in April. There are four tenants remaining in the Shopping Centre who still have no agreements with Dublin City Council.  The demolition contractor is on site at the old swimming pool. The improvement works at the car park are nearing completion.  Paid parking will be introduced with the minimum charge of 60 cent per hour and maximum stay parking will not be introduced initially. Parks Department are working on a project plan for the Plaza, but it is unlikely to be on site in 2016. The first residents moved into the Modular Homes on 6th May with another four residents moved in on 9th May. The link Road at Hampton Wood was discussed, and a further meeting will be held with Roads in relation to it.   There will a meeting of the Economic Sub Committee on 19th May 2016 where there will be a review of the Economic Plan for Ballymun, with a focus on targets.

4. Safety Fora

Safer BallymunThe last meeting of Safer Ballymun took place on Tuesday April 12th. Among the issues discussed on the night were the anti-social behaviour in the area and also the ongoing problem of illegal dumping. The next meeting is scheduled for June 14th.

Drumcondra Glasnevin Community ForumThe next meeting of the Drumcondra Glasnevin Community Forum is scheduled to take place on Wednesday June 30th.

With reference to the proposed grant of a lease of part of the Ground Floor South, plus one basement car space at Ballymun Civic Centre, Ballymun Main Street, Dublin 9.

Dublin City Council acquired freehold interest in the Ballymun Shopping Centre on 15 th

December 2014. As part of the de-tenanting process Ballymun Credit Union Limited are in the process of surrendering their leasehold interest in Units 20 & 21 Ballymun Shopping Centre and have agreed to relocate to the Ballymun Civic Centre.

In respect of the relocation it is proposed to grant Ballymun Credit Union Limited (soon to become part of the Ballygall Credit Union Limited) a long lease in part of the Ground Floor, Ballymun Civic Centre, Ballymun Main Street, Dublin 9 plus one basement car space number 68 subject to the following terms and conditions.

1. That Dublin City Council shall dispose of the Civic Centre Unit by means of a lease which shall extend to approximately 126 sq.m. or thereabouts, plus one basement car space number 68, shown outlined in red on attached floor plan’s, drawing no’s 02_201_B and 02_200_G respectively , for a term of 200 years, commencing immediately upon the expiry of the Works Licence, (see 4. Below) or as soon as practically possible on a mutually agreed date.

2. That the applicant shall lodge a Planning Application in respect of the Ballymun Civic Centre unit, with the consent of Dublin City Council, within four weeks of Council approval, or as soon as practically possible on a date mutually agreed between the parties.

3. That this proposal is subject to the receipt of full planning permission for the new Credit Union Unit in the Ballymun Civic Centre.

4. That within four weeks of the final Grant of Planning Permission the Council shall grant a three month Works Licence to the applicant for the unit, for the fee of €1, if demanded.

5. That the licensed area shall be provided by the Council in shell condition with a party wall constructed

6. That all works shall be agreed in writing with the Council’s Architect prior to the commencement of such works.

7. That the disposal price shall be the sum of €660,000 (six hundred & sixty thousand euro) plus VAT if applicable (VAT liability shall be confirmed after the operation of the Put & Call Option for the Ballymun Civic Centre in Summer 2016) payable as follows:

(a) 20% of the capital premium shall be payable prior to the granting of the works licence,

(b) The balance of the Capital Premium payable upon the grant of the 200 year lease. Interest at the rate of 12% per annum shall apply to any outstanding amounts.

8. That the applicant shall pay an annual rent on €1 per annum under the 200 year lease which shall be reviewed at the end of every five years by the variation in the Consumer Price Index since the commencement date/date of last review.

9. That the 200 year lease shall provide for the use of the premises for the retail trade or business of a Credit Union.

10. That the applicant shall be responsible for fully repairing and insuring the demise.

11. That the applicant shall be responsible for the payment of rates, facilities/service charges (applicant has been provided with current estimate of the facilities charge), utilities, taxes and all other charges for the demised offices and car space.

12. That the applicant shall not assign or sublet or grant licences at the demise without the prior written consent of the Council which shall not be unreasonably withheld.

13. The applicant shall not carry out any structural alterations or erect external signage without the prior written consent of Dublin City Council.

14. That the Council shall retain a right of access for the purposes of maintaining services running through the unit.

15. That the applicant shall indemnify Dublin City Council against any and all claims arising from its use of the property. The Lessee shall hold Public Liability Insurance (minimum of €6.5 million) and Employers Liability Insurance (minimum of €13 million) and contents insurance.

16. That the applicant shall be responsible for the payment of any Stamp Duty and VAT liability that may arise on the disposal.

17. That in the event of a dispute arising under the terms of the 200 year lease then an Arbitrator shall be appointed by agreement between the parties or, in default of agreement, by the President of the Society of Chartered Surveyors Ireland.

18. That each party shall be responsible for their own fees and costs incurred in this matter.

19. That this proposal is subject to satisfactory proofs of title.

20. That this proposal is subject to any necessary consents and approvals being obtained.

The disposal shall be subject to any such covenants and conditions as the Law Agent in his discretion shall stipulate.

No agreement enforceable at law is created or is intended to be created until exchange of contracts has taken place.

With reference to the proposed disposal of land at Balbutcher Lane (Poppintree Site 6), Ballymun, Dublin 11._________________________________________________________________________

When originally built Ballymun contained no private housing. The 1998 “Masterplan of the New Ballymun” set as its objective “to provide a range of different tenures” within the Ballymun Area. This continues to be the policy position of the City Council on Ballymun. The prevailing tenure type in Ballymun continues to be predominantly local authority social housing. Co-operative Housing is seen as one method of allowing interested residents to purchase homes locally. Two previous co-operative housing projects in Ballymun had delivered 58 owner occupied units

The Baile na Laochra site (formerly Poppintree 6) had been identified by BRL since the late 1990s as a site suitable for cooperative housing projects. Two local cooperatives, CTSL and Parkside, had obtained planning permission but due to the then prevailing economic conditions were unable to proceed to site. Ó Cualann Cohousing Alliance CLG - an Approved Housing Body approached Dublin City Council with a project that can deliver cooperative homes on the site (including still interested former members of the CTSL and Parkside cooperatives).

It is therefore proposed that the sites which are shown on attached Map Index No.SM-2015-1033-002 are disposed of to Ó Cualann Co-housing Alliance CLG subject to the following terms and conditions:

Plot One

1. That Plot One is located at Balbutcher Lane, Ballymun, Dublin 11 and is shown coloured blue (in 2 parts) on attached Map Index No.SM-2015-1033-002.

2. That the current open market value of the unencumbered freehold interest with vacant possession in Plot One is in the region of €530,000 (five hundred and thirty thousand euro).

3. That the disposal price shall be in the sum of €17,000 (seventeen thousand euro) plus VAT, on the basis of planning permission being obtained for seventeen houses, on a cooperative type structure. In the event whereby planning permission is granted for less than or more than seventeen houses, the disposal price shall be adjusted on a pro-rata basis to reflect this.

4. That the Council shall dispose of the fee simple title to Plot One, to the applicant, following the receipt of the requisite approvals.

5. That the proposed purchaser shall obtain planning permission for and construct in the region of 17 houses on Plot One, for its cooperative members only. The completed housing units shall be conveyed for owner occupier purposes only, under an affordable type cooperative housing scheme. The completed units shall not be conveyed to any other party.

6. That all details of the affordable type cooperative housing scheme, including inter alia, method of operation, rules & regulations and assessment criteria, shall be agreed in writing with the Council’s Housing Department prior to the disposal.

7. That Dublin City Council shall clawback, on a straight line basis, the site value of each individual house unit in the event that a completed house is disposed of or let by a Cooperative member, within 10 years of the first disposal date. The clawback percentage shall be applied to the subsequent disposal price or, in the case of a letting, to the market value at that time. Where the amount payable would reduce the proceeds of the sale (disregarding all costs) below the price actually paid, the amount payable shall be reduced to the extent necessary to avoid that result. This clause shall also apply to the market value estimate in the case of a letting.

8. That the clawback percentage shall be calculated and agreed in writing prior to the first disposal date as follows:

9. That the proposed purchaser shall be permitted to lodge a maximum of two planning applications to the Planning Authority and a maximum of one planning appeal to An Bord Pleanala.

That in the event that the Planning Authority refuses permission for the proposed development, the vendor reserves the right to withdraw from this disposal and take back title and possession of the site, at no cost to the Council. The disposal price shall be refunded to the applicant without the payment of interest.

12. That in the event that planning permission is not obtained within five years of the disposal date of Plot One, the vendor reserves the right to withdraw from this disposal and take back title and possession of the site, at no cost to the Council. The disposal price shall be refunded to the applicant without the payment of interest.

13. That the benefit of the planning permission and design of the scheme shall transfer to Dublin City Council in the event that the applicant does not proceed with the development.

14. That the development of Plot One shall be completed via one continuous building contract, with all infrastructural elements completed as a priority. All roads and footpaths (shown coloured yellow) shall be completed to taking in charge standard and to the written satisfaction of the Council’s Roads & Traffic Department. A suitable bond shall be lodged with Dublin City Council prior to the commencement of the development.

15. That Plot One shall be disposed of in its current condition and the Purchaser shall satisfy itself that the services at the site are of sufficient capacity for the development proposed.

16. That should development of Plot One not be substantially complete within 18 months following the grant of planning permission, the vendor (Dublin City Council) reserves the right to withdraw from this disposal and take possession of the site and all housing units, partially completed or otherwise, at no cost to the Council (subject to term 17 below).

17. That this agreement shall not be transferable save, if applicable, in the case of a financial institution which has entered into a mortgage with the purchaser. The mortgage must be approved by the Council in writing and must have been entered into specifically for the purposes of financing the purchaser to undertake the development of Plot One.

18. That Dublin City Council and its nominees shall retain a general right to connect to any services on the lands. The Purchaser shall have a right to connect to DCC’s drainage system.

19. That each party shall be responsible for their own costs and fees in this matter.

20. That the Purchaser shall be liable for any VAT or Stamp Duty arising on this transaction.

21. That the disposal agreement shall include any amendments and/or conditions as deemed appropriate by the Council’s Law Agent.

Plot 2

1. That Plot Two is located at Balbutcher Lane, Ballymun, Dublin 11 and is shown coloured pink on attached Map Index No.SM-2015-1033-002.

2. That the current open market value of the unencumbered freehold interest with vacant possession in Plot Two is in the region of €1,000,000 (one million euro).

3. That the disposal price shall be in the sum of €32,000 (thirty two thousand euro) plus VAT, on the basis of planning permission being obtained for thirty two houses, on a cooperative type structure. In the event whereby planning permission is granted for less than or more than thirty two houses, the disposal price shall be adjusted on a pro-rata basis to reflect this.

4. That the Council shall dispose of the fee simple in Plot Two, to the applicant, when the permitted development on Plot One is substantially completed to the satisfaction of Dublin City Council.

5. That the proposed purchaser shall obtain planning permission for and construct in the region of 32 houses on Plot Two, for its cooperative members only. The completed housing units shall be conveyed for owner occupier purposes only, under an affordable type cooperative housing scheme. The completed units shall not be conveyed to any other party.

Re: Proposal for Landscape Improvements at Magenta Hall

The proposal for landscape improvement at the linear open space on the eastern boundary of Magenta Wall and Swords Road, Dublin 9 is included in the Parks Improvement Works 2016 of Parks and Landscape Services for the North West Area.

Due to the maturity of the existing conifer trees at the location which prevent the establishment of ground cover plant material on the embankment at Swords Road, and the thinning out of the base of these trees which is reducing the screening value between Magenta Hall and Swords Road, has resulted in a poor impact on the presentation of Santry Village. It is therefore proposed to:

a) remove the existing conifer treesb) improve and retain the existing weldmesh fence c) carry out hedge planting and establishment along the boundaryd) carry out deciduous tree planting and grass seeding on the estate side of this fence

and ground cover planting on the embankment side of the fence to Swords Road.

The resources required for these operations are currently available. Dublin City Council is not aware of any specific representative residents association for this estate and would wish to have regard to common views from those that will be impacted by the proposals. Consideration will be taken of the impact on Magenta Hall and on Swords Road from the proposed improvement works.

Councillors are therefore invited to forward views that they may have regarding the proposals. (See attached sketch drawing).
