• Established as the Texas Highway Department in 1917.
• Plans, constructs, maintains and supports Texas’ transportation system,
including roads, bridges, public transportation, railroads, airports, the Gulf
Intracoastal Waterway and ferry systems.
• Manages operations on the state highway system, including improving
traffic safety, providing rest areas and travel information and regulating
outdoor advertising.
• Approximately 12,000 employees.
• Manages more than 80,000 centerline miles of federal and state on-system
roads and more than 53,000 bridges, on and off the state highway system.
• Works with a variety of local entities, including the state’s 25 federally required
metropolitan planning organizations, seven state-authorized rural planning
organizations, nine regional mobility authorities.

• Tasked with development of Key Performance
Measures (KPMs).
• Align KPMs to TxDOT Values, Vision, Mission, Goals
and Objectives that were adopted in February 2016.
• Design for decision-making at the Commission (CMM)
and Administration (ADM) levels.
• Held workshops with Divisions (data stewards).

The Start of the Journey
Goal: Deliver the right information to the right user at the right time to optimize decisions, enhance efficiency and accelerate results.
• Workshops included representation from Divisions and Districts (DDs).
• Let staff tell us what they felt was valuable to measure and discuss concerns.
(Only provided background and structure to facilitate discussions.)
• How we structured the Data Pyramid:
– CMM level: To assist in policy decisions.
– ADM level: To enhance effective running of
the agency. Drills down on the sub-elements
of the CMM level and adds internal operational
measures.
– DD level: To benefit each DD in managing
their processes successfully. Comprises
most granular view of KPMs.

Bottom-up Approach to Development
• Started mockups in Excel.
• Procured and deployed Tableau:
– Initial positives: Controlled pilot, collaborative
effort with IT, leadership can access themselves,
developing a consistent platform for reporting.
– Road bumps: Had to learn software, no existing
governance, demand outside the pilot group,
multiple opinions from leadership.
• Bonus benefits driven by software visualization:
– Data automation, governance workgroup on
performance measures, staff at any level will
be able monitor.

• Working on version 2.0 of the Commission dashboard
on TxDOT.gov.
• Agency-wide design concept template –
Prototype (pilot on Administration dashboard).
