MANILA, Mar 31 (Mabuhay) – Former Akbayan par-ty-list representative Walden Bello on Thursday vowed to fi le a criminal case against fellow senatorial candidate, Saranggani Rep. Manny Pacquiao if the latter decides to push through with his boxing match with Timothy Bradley Jr. on April 9.

“I just want to warn candidate Pacquiao that immedi-ately after the fi ght on April 9, we will be fi ling a crim-inal case against him before the Comelec (Commission on Elections) Law Division and other relevant judicial institutions,” Bello said.

MANILA, Mar 31 (Mabuhay) – Fil-ipino-Chinese businessman William Go is planning to fi le more charges against Rizal Commercial Banking Corporation (RCBC) Jupiter branch manager Maia Deguito and former senior customer relations officer Angela Torres.

Go said he wants to see Deguito in jail after he was linked to the $81 million money laundering scheme and his accounts frozen.

“Siyempre sa ginawa niya sa akin, sa gulo. Wala akong kamalay-malay,” he said.

Go earlier fi led criminal charges against the two bank offi cials after they claimed the businessman re-ceived P20 million in cash withdrawn from Go’s account last February 5. He said an independent report of Truth Verifi er Systems, Inc. confi rmed that his signatures in the withdrawal slip for the P20 million are forgeries.

Go’s lawyer, Ramon Esguerra, said they will fi le falsifi cation charges against Deguito and Torres.

“The fi rst one was [on] the with-drawal slip of the 20 million-peso withdrawal; the second and the third one will be on the basis of the falsifi ed opening bank documents, both of which have been scientifi cally found, in so far as Mr. Go’s signature is concerned, have been falsifi ed,” Esguerra said.

Go debunked Torres’ claim that she personally brought the money to Go’s car outside the RCBC Jupiter branch last February 5. Torres’ story runs counter to the claim of branch customer service head Romualdo Agarrado that the P20 million was loaded to Deguito’s car.

Go said Torres made her claim in a DZMM interview while Agarrado

gave his testimony under oath before the Senate Blue Ribbon Committee.

He noted that Torres clammed up and would not speak before the Senate because she has a pending court case. “Nagsisinungaling tala-ga,” he said.

During the Headstart interview, Go said he is also mulling the pos-sible fi ling of charges against RCBC for its “vicarious liability” in the $81 million money laundering scandal he has been tagged in.

“There is basis to say that there was negligence on the part of RCBC in the selection of their branch man-ager and offi cers—in this case, Mrs. Deguito—and on the basis of what we call vicarious liability,” Esguerra said.

He said they are in the fi nal stage of reviewing the draft before fi ling the civil charges against the bank.

Meanwhile, Go admitted to having known Kim Wong many years ago through common friends but that they have not communicated for a long time. He also dismissed talk that he is being “controlled” by Wong.

“How can one control me? As I’ve said, tagal ko nang negosyante. Mas malaki pa negosyo ko kay Kim Wong e. How can I be controlled by him?” he said.

Go, however, said he is hopeful that Wong’s testimony in Tuesday’s Senate hearing will prove his inno-cence from the laundering allegations and be instrumental in having the freeze order on his accounts lifted.

Go again shed light on his Febru-ary 23 meeting with Deguito, which he said was set up by Allan Peñalo-sa—the current manager of Eastwest Bank Burgos branch where he has his accounts and where Deguito was

previously designated.“It was Allan who requested be-

cause si Allan, meron kaming deal-ings sa bangko. Mas matagal ko nang kilala si Allan, more than Deguito. Pinagbigyan ko lang si Allan diyan. Yun lang,” he said.

He said that during the meeting, Deguito apologized and revealed the laundering scheme and how the fi c-titious account under his name was involved. The meeting took place in Mary Grace Serendra on February 23. “She was telling me na pera ng Bangladesh daw, nag-wire sa apat na fi ctitious o limang fi ctitious [ac-counts]. Kinakailangang buksan na niya kaagad para mailipat daw sa company account.”

Go claimed Deguito asked for his help in closing the accounts made

under his name in exchange for P10 million. He refused the offer and in-sisted that his name be cleared.

Esguerra speculated that she needed Go to close the accounts to “validate the existence of the ac-count” after RCBC started investi-gating her.

With Peñalosa in attendance during the meeting, Go’s camp will also be looking into having him tes-tify and corroborate this story.

Go said it is possible that Peñalosa “heard something” during his meet-ing with Deguito since he was also present.

Asked why Go did not sue Penalo-sa, Esguerra said that aside from setting up the meeting, there was nothing that would show Penalosa is conspiring with Deguito. (MNS)

MANILA, Mar 30 (Mabuhay) – Administration presidential bet Mar Roxas admitted Tuesday that, at some point, he questioned President Benigno Aquino III’s confi dence in him after the Mamasapano incident in January 2015.

During the presidential dialogue organized by the Makati Business Club, Roxas said he tried to leave the Aquino government twice following the tragedy that led to the deaths of 44 police commandos

“I did offer my resignation at least on two occasions. The President was surprised when I did that and I said, ‘You know if you do not have any confi dence in me....’” he said.

He said Aquino told him that he instructed then suspended Philippine National Police chief Alan Purisima and Special Action Force chief Get-ulio Napeñas to inform him of the operation. “I ordered them to tell you,” Roxas recalled his conversation with the President.

He said many people tried to sow intrigue between him and the Presi-dent but they did not succeed.

“On the question of trust, many people try to sow intrigue between the President and me. But here’s the thing, how can you say he did not trust me when he said this is the guy upon which Daang Matuwid will continue,” he said.

Senator Francis Escudero on Wednesday returned the question direct-ed at him by Manila Mayor Joseph Estrada after the former President endorsed Marcos’ vice presidential bid even if his preferred presidential candidate is Senator Grace Poe.

“Magandang matanong din kung anong nagawa ng kanyang inendor-so sa Maynila,” Escudero said when asked for his response to Estrada’s question.

The former President questioned Escudero’s efforts for the city when he was pressed for his reason for choosing Marcos over Poe’s running mate.

Poe’s running mate and Marcos are running neck and neck for the frontrunner status in the vice presidential race, with surveys held over the past month showing them statistically tied for the top spot.

But even before Marcos caught up with his lead in the pre-election polls, Escudero said he has already been “panicking” about his campaign because he did not want to be complacent about his survey ratings.

States | AFP | Wednesday 3/30/2016 – Manny Pacquiao said Wednesday he intends to stick to his plan to retire after a farewell fight against Timothy Bradley next week – but admits he could be tempted into a rethink once he has hung up his gloves.

The 37-year-old is preparing to bring the curtain down on one of the greatest careers boxing has ever seen when he fi ghts Bradley for the third time at the MGM Grand in Las Vegas on April 9.

The devoutly religious Pacquiao is hoping to win election to the Phil-ippines Senate in May elections, hoping to use his profi le to serve the people in what he describes as a crusade to root out wickedness.

But speaking to reporters at the famed Wild Card gym in the heart of Hollywood on Wednesday, Pac-quiao refused to defi nitively rule out a possible return to the ring at some point in the future.

Asked by AFP to confi rm if Brad-ley would be his last fi ght, Pacquiao replied: “After this I’ve decided to go back to the Philippines and serve the people. That’s it.”

Yet when pressed further on whether he could change his mind, Pacquiao refused to rule out a return.

“I’m not saying. It’s hard to say. At the moment I’m here training for the next fi ght. I cannot say yes or no. My decision is to go back to the Philippines and help the people.

“I don’t want to say something that you know we don’t know yet.

I don’t know what the feeling is going to be like when I’m retired.”

‘A lot left in him’ -Some of those closest to Pac-

quiao—veteran promoter Bob Arum and his long-time trainer Freddie Roach—hope he prolongs his career.

“I’m hoping it’s not his last fi ght because I still think he has a lot left in him,” Roach said. “There’s some interesting fi ghts out there.”

Roach said he had not given up hope of securing a rematch of Pac-quiao’s mega-fi ght with the now retired Floyd Mayweather.

Pacquiao was comfortably beat-en on points by Mayweather, later complaining that an injured shoulder had hampered his per-formance.

“Could we get a rematch with Mayweather? I would like to be-cause I was disappointed with the fi rst performance,” Roach said.

“Maybe his shoulder had a lot to do with it. But I know he can do much better and I think he can beat Mayweather.”

Roach however said he had not sought to change Pacquiao’s planned retirement date – and acknowledged that extending his fighter’s career would be made more complicated if he won election to the Senate.

“I haven’t tried changing his mind,” Roach said. “I’m not putting pressure on him. But I know there are a couple of big fi ghts out there for him.

“If he becomes Senator that might have a lot to do with it be-cause it involves a lot of work and he won’t have the time.

“I’m kind of hoping a little bit that he doesn’t become Senator,” Roach quipped.

Arum, the 84-year-old match-maker, offered a novel suggestion to enable Pacquiao to simultane-ously pursue pugilism and politics.

“Manny could train downstairs at the Wild Card and the Philip-pines Senate could meet upstairs,” Arum joked.

Arum said he is skeptical Pac-quiao will stay retired after the

Bradley bout. “I saw him in New York recently

and he told me fl at out this was his last fi ght,” Arum said.

“But since then, reading his body language, I don’t think he’s going to hold to that.

If he wins this fi ght, he’s going to fi nd a way to continue.

“If you’ve been doing something and doing something well since you were seven or eight years old it’s a tough thing to give up.”

Pacquiao said Wednesday he is yet to decide on whether he will pur-sue a spot in the Philippines Olympic team, appearing to pull back from an earlier statement to AFP in which he said he would be honoured to fi ght in Rio.

“I’m not saying a yes or a no,” Pacquiao told reporters. “I’m not closing the door. I have to think about it and I’m still thinking about it. It’s good to let professionals in the Olympics.”

The eight-time world champion said earlier this month he had been “personally invited” to Rio by Wu Ching-Kuo, president of the Internation-al Boxing Association (AIBA) -- the governing body for amateur boxing.

Proposed changes to AIBA statutes, set to be put to a vote at a special congress of AIBA confederations at the end of May, could leave Olympic eligibility in the hands of the national boxing federations.

Pacquiao, who is preparing for what is being billed as his farewell fi ght against Timothy Bradley in Las Vegas on April 9, is planning to transition into Philippines politics when he hangs up his gloves.

However the prospect of becoming his nation’s fi rst ever Olympic gold medallist is likely to be a powerful lure for the 37-year-old.

The Philippines has won a total of nine bronze and silver medals at the Olympics since the 1928 games in Amsterdam, fi ve of them in boxing.

MANILA, Mar 31 (Mabuhay) – The Anti-Money Laundering Council (AMLC) will fi nalize by next week a draft bill aimed at relaxing the coun-try’s strict bank secrecy law in order to combat money laundering.

AMLC member and Insurance Commissioner Emmanuel F. Dooc told reporters Thursday that Presi-dent Aquino has committed to certify the bill as urgent, although he admit-ted there may no longer be material time to pass the bill before the change in administration by midyear.

Dooc said AMLC met Wednes-day night, during which they went through the draft bill. “We should liberalize or relax the bank secrecy law because now it is clear that it is a deterrent or obstacle to address

money laundering offences,” he said. Dooc pointed out the senators’ frus-tration with key personalities invok-ing the law amid an investigation of the $81 million stolen from Bangla-desh’s central bank that ended up in the Philippine fi nancial system and casinos.

All of AMLC members—including its chair Bangko Sentral ng Pilipi-nas Governor Amando M. Tetangco Jr. and Securities and Exchange Commission Chairperson Teresita J. Herbosa—were amenable to at least relaxing the bank secrecy law, although Dooc said he was pushing for total lifting.

AMLC is also eyeing to shorten the reporting period for covered and suspicious transactions from 10 days at present to fi ve days, as mandated under the anti-money laundering act (AMLA), Dooc said. “Faster reporting is now doable given modern commu-nications technology,” he pointed out.

MANILA, Mar 31 (Mabuhay) – The government will push through with the giving of free and new dengue vaccines to public school students next week even without any recommendation yet from the World Health Organization (WHO).

In a media conference on Thurs-day, Dr. Rose Capeding, head of the Department of Microbiology at the Research Institute for Tropical Medicine (RITM), assured that the new vaccines are safe.

Capeding was the principal in-vestigator from the Philippines who was part of the three phases of the vaccines’ clinical trials.

First to receive the free vaccines on Monday will be select nine-year-old students from public schools in CALABARZON (Regions 4-A), Central Luzon (Region 3), and Metro Manila.

The vaccination would come even if the WHO, through the Strategic Advisory Group of Experts, is still reviewing data on the new vaccines and has yet to come up with com-prehensive recommendations on how to use the vaccines.

WHO country representative Gundo Weiler said the WHO would need these recommendations before it comes up with any statement on the new dengue vaccines.

Weiler said for now, the WHO has a “neutral position” on the vac-cines, but clarifi ed it does not mean they think the vaccines are unsafe.

Weiler clarifi ed that despite the absence of such recommendations, the Philippines could still push through with the vaccinations.

Weiler assured the government that the WHO would be helping the Department of Health in in-vestigating any adverse effects of the vaccines.

Suy echoed Weiler’s statement, say-ing the international health orga-nization supports the government’s decision to push through with the vaccination even without an offi cial recommendation from the SAGE.

Health Secretary Janette Garin revealed that the number of dengue cases in the fi rst 50 days of the year has increased by 13.2 percent com-pared to the same period last year.

Garin said from last year’s 16,606 cases, dengue cases rose to more than 18,700 from January 1 to February 20 this year. CALABAR-ZON recorded the highest number with 3,182 followed by Central Lu-zon Region with 2,596 and Metro Manila with 1,479.

The DOH earlier said it would start giving free dengue vaccina-tions to public school students on Monday, April 4, and will last for 20 months. Each student will be given three doses of the vaccine. The vaccination program will last for 20 months.

The vaccine for four types of dengue is already available in some private hospitals and government storehouses. The vaccine was devel-oped and manufactured by French pharmaceutical company Sanofi Pasteur and distributed by Asia’s Zuellig Pharmaceutical.

Testing began in the Philip-pines in 2005 and took place at San Pablo City and Cebu City. About 145 children and adults participated in phase one of the study and 200 to 250 took part in phase 2.

At least 3,501 children par-ticipated in the effi cacy trial or CYD14 stage (phase 3), the stage before the post-marketing release (phase 4). A total of 10,275 indi-viduals from Asia alone partici-pated in the CYD14 trials.

SAN JUAN, Batangas, Mar 29 (Mabuhay) – Senator Grace Poe on Tuesday denied making a deal with Manila Mayor Joseph Estrada regarding the plunder case faced by his son, Senator Jinggoy Estrada, in exchange for his endorsement.

Poe said she only knew about Estrada’s decision to support her on Sunday night, the eve of his procla-mation rally in Manila.

She said she was initially non-com-mittal when Estrada asked her if she would attend the event at Liwasang Bonifacio on Monday because she did not want to pressure him about his endorsement of a presidential candidate. “Alam mo ganoon naman kami eh, bago yung endorsement, you wish him luck or whatever. So tina-tanong kung pupunta ako. Sabi ko, ‘Mahirap pumunta kasi baka hindi pa kayo ready mag-endorse.’ At sabi niya (Estrada), bakit, ready na ako.’ So nakakataba naman ng puso,” Poe told reporters at the sidelines of her sortie here. Asked if she and Estrada had any talk before his endorsement regarding Jinggoy’s case, the senator answered in the negative.

“Wala. Wala pa. Hindi pa nga kami nagpupunta kay Senator Jinggoy, matagal na rin. Bagamat paminsan-minsan, nakakausap mo, nate-text mo, kinakamusta mo, pero hindi pa talaga kami nagkikita,” she said. Jinggoy has been detained at the Philippine National Police Cus-todial Center since June 2014 over a plunder case in connection with the alleged P10-billion pork barrel scam.

He is accused of amassing P183.793 million worth of kickbacks for allocating his Priority Develop-ment Assistance Fund (PDAF) or

pork barrel to the fake non-govern-ment organizations (NGOs) allegedly owned by Janet Lim-Napoles, the al-leged brains behind the controversy.

Earlier, the family of Senator Ramon Bong Revilla Jr. also denied endorsing Poe in exchange for his freedom. Revilla is also detained on the same charges concerning the alleged misuse of his PDAF.

Estrada formally endorsed Poe in a political rally attended by thou-sands of his supporters. He cited his friendship with her late father, action star Fernando Poe Jr., as one of the reasons why he chose her as his anointed presidential candidate.

Despite reports of waning support for the former President in Manila, Poe believes his endorsement will boost her candidacy.

“Ang alam ko kasi sa rating ngay-on – paki-check na lang – meron kas-ing mas tumaas na rin siya. Mataas na rin siya doon. At hindi mawawala ang pagmamahal ng ating mga kaba-bayan sa kanya,” she said.

Latest data from the Commission on Elections show that Manila has 974,479 voters as of January 2016.

MANILA, Mar 29 (Mabuhay) – Two political analysts on Tuesday expressed opposing views on the im-pact of Manila Mayor Joseph “Erap” Estrada’s endorsement of the presi-dential bid of Senator Grace Poe.

University of the Philippines (UP) political science professor Dr. Clarita Carlos said Estrada’s endorsement is insignifi cant to today’s voters who are mainly composed of more discerning “millennials.”

“Nagiging more and more discern-ing ang Filipino voters. There are 54 million of them and a lot of them, the majority, are millennials [from the] 18-35 age group,” Carlos said.

“They are better informed and

they know better than to vote accord-ing to an endorsement of whoever.”

Meanwhile, Prof. Edmund Tayao of the University of Santo Tomas said that Estrada’s infl uence as a former president should not be readily dis-missed.

He said their independent surveys indicate that voters still hold the veterans’ politician’s views in high regard.

MANILA, Mar 29 (Mabuhay) – More than three-fourths of the 55 million ballots for the May automat-ed polls have been printed, a month before the deadline set by the Com-mission on Elections.

Commissioner Rowena Guanzon said that 44,506,598 ballots have been printed as of Tuesday morning.

The Comelec offi cial noted that 30,052,456 ballots have been veri-fi ed or have gone through the vote counting machines (VCMs). Some 30,000,415 ballots have completed the process.

Comelec, along with the National Printing Offi ce, needs to print nearly 57 million ballots by April 25.

This includes 223,611 ballots for manual polls, which will be used for local absentee voting and some places overseas. The poll body has repeatedly said it is confi dent it will

beat its deadline – despite starting the printing process weeks after its initial schedule – because the ballots are shorter. The ballot for local use, which make up majority of what needs to be printed, measures 8.5 inches by 20 inches or shorter than in the previous elections.

Meanwhile, the ballots for auto-mated overseas absentee voting are 15.1 inches long, containing only national positions.

Ballots for the Autonomous Region in Muslim Mindanao are some two inches longer than the regular ones for local elections. It includes Arabic translations on the headers that per-tain to the elective positions.

Some 700 workers dedicated to the ballot printing are divided in two 12-hour shifts, with the operations running 24 hours a day, Monday to Sunday.(MNS)

Balagtas, also known as Francis-co Baltazar, considered one of the greatest Filipino literary laureates, wrote the epic Florante at Laura while in prison. He dedicated this masterpiece to his muse, Maria Asuncion Rivera, who was refer-enced in the epic as Selya.

KWF Chairman and National Artist for Literature Virgilio Alma-rio said in a text message that the commission is continually impelling the government to declare Balagtas as hero.

“Isinusulong ng komisyon na madeklarang bayani si Balagtas dahil sa himagsik na isinulong niya sa panitikang pambansa,” the national artist said.

Ed joined her Creator on Feb. 25, 2016 at the age of 59. She was the eldest of eight children to Constan-tino I. Cruz and Lourdes R. Cruz, both previously deceased. Being the eldest, she took on the responsibility of helping her siblings, dedicating her whole life and unconditional love for her family. Among those who paid tribute to her were her two sisters who spoke of her generosity, her contagious laughter and her strong devotion to her faith..

For several years, Ed was the voluntary Treasurer of her church group at the New Hope of the Hills Church of the Nazarene in Sepul-veda, California, where she used to attend services, 20 miles from her residence in Los Angeles. In recent years however, she was grateful to have found a new set of friends at the Los Angeles First Church of the Nazarene.

This author and Ed had a com-mon friend in MaryAnn Ramos, who dedicated a special, soulful tribute “Amazing Grace” song for her, fol-lowed by a message from MaryAnn’s daughter, Sara who became very close to her, who loved her like an aunt and was truly heartbroken when she passed away.

Church friends such as Vicky and Jorge Juco both remembered her brotherly fondness for Jorge, followed by Vicky’s tribute song of Martin Nievera’s “Kahit Isang Saglit,” whose lyrics were appropriately meaningful “paano ang puso kong ito, ngayong lumisan ka sa buhay ko, kung kailan sumikat ang araw at lumigaya ang aking mundo...”

The final tribute song entitled “My Tribute,” sang melodiously by Hansel S. Salva Cruz was indeed a lovely ending for the celebration of Ed’s remarkable life. Ed is survived by her siblings: Gigi, Bobong, Ollie, Boyet, Jeng, Ember and May. She would have celebrated her birthday last March 26th.

MANILA, Mar 31 (Mabuhay) – Presidential candidate Davao City Mayor Rodrigo Duterte has clarifi ed that he will not scrap the govern-ment’s conditional cash transfer pro-gram, especially because it benefi ts poor families.

“Don’t worry that 4Ps will stop. It will continue under a Duterte presidency,” he said on Wednesday during a campaign rally in Catanau-an, Quezon.

Pantawid Pamilyang Piilipino Program (4Ps), is a conditional cash transfer mechanism implemented fi rst during the term of former pres-ident and now Pampanga represen-tative Gloria Macapagal-Arroyo. It was expanded to cover more families under the Aquino administration. Its

benefi ciaries are required to keep their children in school and invest in their health and nutrition.

“Who are you (candidates) to stop a program that benefi ts underprivi-leged Filipinos,” Duterte said.

However, he pointed out that the funding of 4Ps is not from candidates but from the government itself. According to a statement from the Duterte camp, the mayor criticized administration bets who claimed that the 4Ps would stop if they lose in the elections.

The crew were travelling on a tugboat pulling a barge from Borneo island to the Philippines when they were hijacked, Indonesian and Phil-ippine offi cials said.

Hijackers on a wooden motor boat are thought to have abducted the sailors Saturday. The vessels’ owners received a ransom call from someone claiming to be from the Abu Sayyaf militant group the same day.

The Philippine military said initial information indicated the sailors may have been taken by an Abu Sayyaf faction to Sulu, a remote southern island that is a hideout of the mili-tant outfi t, but added they were still seeking confi rmation.

Islamist group notorious for bomb-ings and kidnappings, which has pledged allegiance to the Islamic State group. Before the latest case, their most recent high-profi le kid-napping was of two Canadians and a Norwegian from yachts at a marina in September, with the militants setting an April deadline for a huge ransom to be paid.

Indonesian Foreign Minister Retno Marsudi said the kidnappers of the Indonesian sailors had also sought a ransom, but refused to say how much was demanded.

“Our priority is the safety of the 10 Indonesians who are being held hostage, we will keep working hard to save them,” the minister told re-porters, adding she had been in touch with her Philippine counterpart.

It is unclear where the barge—which was transporting coal to the Philippine city Batangas—and the crew are being held by the kidnap-pers, she said.

The headlines in the Jerusa-lem times mention many incidents where Jesus is reported to completely heal ten lepers in Galilee, a paralytic in Capernaum, a man born blind outside the temple at Jerusalem and two blind men at Capernaum! You’re thinking this Jesus is one cool dude, how can he heal these people, time and again, unless He is who He claims to be, son of the one true God? You’re thinking maybe it’s about time you stopped worshipping molech who you sacrifi ced your fi rst-born son to, a year ago; molech, the bug-eyed false god who demands the sacrifice of children. Maybe this molech is just a giant fl y? And you’re thinking that you must be a complete moron for sacrifi cing your fi rst-born son to a giant fl y; looks like your PHD in mo-lecular theology was all for naught. When Jesus arrived at the gathering of 5,000, all, including you were hun-gry. You saw Jesus raise a basket of two loaves of bread and two fi sh and heard Him ask His Father to bless it. From there, you saw the bread and fish multiply until all 5,000,

including you were fed with bread and fi sh. How can this be, how is this possible, this man is not a magician, you surmised, this man must truly be the son of the one true God!

The last headlines you read was that Jesus had raised the following from the dead: Jesus resurrects the widow’s son at Nain – “And when the Lord saw her, He had compassion on her, and said unto her, weep not. And He came and touched the bier, and that bare him stood still.

And He said, ‘Young man, I say unto thee, ARISE,’ and he that was dead stood up, and began to speak. And He delivered him to his mother.” In yet another instance, Jesus raises the daughter of Jarius from the dead: “But when the people were put forth, He went in, and took her by the hand, and the maid arose.” And recently, Jesus is reported to have raised his friend Lazarus who had been dead for four days: “And when He thus had spoken, and He cried with a loud voice, Lazarus, come forth, and he who was dead came forth bound hand and foot with graves clothes, and his face was bound about with a napkin. Jesus said unto them, loose him and let him go.”

Last week, Pontius Pilate, at the instigation of the Pharisees, the chief priests of the Jews, had condemned Jesus to death by crucifi xion. Pilate had asked Jesus if he claimed to be the king of the Jews and Jesus replied, “My kingdom is not of this world.” Pilate saw no fault in Jesus but succumbed to what the Phari-sees wanted because that was the politically correct thing to do. It was a Jewish matter, a local matter of the Jews and he washed his hands of what he had done. It wasn’t his fault, he thought, condemning an innocent man to death. The Jewish Supreme court comprised of their religious big wigs, the Sanhedrin, wanted his death. Jesus is getting way too popular with the Jewish hoi polio. He claims to be the Son of God, a blasphemy. He has to die.

That might be good for fi rst time buyers because now the sellers might have to pay attention to lower down payment offers and not expect cash buyers to be knocking on their doors.

It’s no secret that loan origination volume is well below levels seen last year, and perhaps the best way to boost sales is to make it easier to qualify for a mortgage.

One area that has been partic-ularly troublesome for prospective buyers is coming up with a large enough down payment. In fact, most renters have no other choice than a 3.5% down FHA loan, now they do with rents skyrocketing, it really would be better to own with minimal money down.

Another change for the better is that lenders will allow non occupy-ing borrowers to come in to the loan and help the borrowers qualify. This would be specially good to younger home buyers who have new jobs and are just starting their family. They can have their parents come and help them qualify to buy their new home.

Trending credit data in mid-2016. This data will be provided by Equifax and TransUnion, and allows a smart-er, more thorough analysis of the borrower’s credit history. Current-ly, credit reports used in mortgage lending only indicate the outstanding balance and if a borrower has been on time or delinquent on existing credit accounts such as credit cards,

mortgages or student loans. With trended credit data, lenders will have access to the monthly payment amounts that a consumer has made on these accounts over time. Among other benefi ts, this will allow lenders to determine if the borrower tends to pay off revolving credit lines such as credit cards each month, or if the borrower tends to carry a balance from month-to-month while making minimum or other payments.

Non-traditional Credit History is in the works to come back. This is really intended for the much younger buyers who had just gotten out of col-lege and are starting to build up their credit. Soon we might be able to use your history of your cell phone bills, auto insurances or auto loans. So, keep good records and good payment history, you might qualify for a home loan sooner than you think.

Get a 5% Down Mortgage with No PMI (Private Mortgage Insurance) , most of you that know about PMI really don’t like to pay it if you don’t have to. Well, now with 5% down on a conventional fi nancing you can all together avoid that. There will be certain guidelines attached to it like a minimum Fico score of 700 or above and a debt to income ratio not exceed-ing 43% on the back end. But if you do qualify lender will pay for the PMI upfront with a slight bump in rate for you to not to have to worry about it. The .125-.25% point increase in rate to self-insure the loan to not to have to pay PMI would be well worth it.

All property acquired during marriage and before separation, other than by gift or inheritance, is presump-tively community property.

Pursuant to Family.Code. § 760, community personal or real property is consistently defi ned no matter where situated. Family Code §760 defi nes “Community property” as

“Except as otherwise provided by stat-ute, all property, real or personal, wher-ever situated, acquired by a married per-son during the marriage while domiciled

in this state is community property.” As such, out-of-state community property is community property for all purposes, including intraspousal management and control fi duciary obligations. It does not matter if the property is located in another state or another country.

For the same reason, the parties to a divorce case is required to disclose all property, separate and community, in-cluding those outside the state. During the marriage, the parties’ fi duciary du-ties require full and accurate disclosure of true and full information affecting community property transactions. Fam-ilyCode. §§ 721(b), 1100(e). In addition, disclosure duties arise upon separation in anticipation of dissolution, nullity or legal separation. The post-separation disclosure duties extend to all assets and liabilities in which either party has or may have an interest or obligation, regardless of community or separate property characterization, and to current earnings, accumulations and expenses.

These duties “arise without reference to any wrongdoing.” Family.Code. §§ 721(b), 2100(c), 2102(a)(1); Marriage of Feldman (2007) 153 CA4th 1470, 1475–1476, 64 CR3d 29, 33; Marriage of Brewer & Federici (2001) 93 CA4th 1334, 1342–1344, 113 CR2d 849, 854–855. Parties to a divorce case has a duty to provide full and accurate disclosure of all assets and debts including those in other states and other countries. Failure to disclose could result to certain legal con-sequences to the non-disclosing parties

stands to lose” if the territorial dispute over the South China Sea escalates to a war, President Benigno Aquino III on Wednesday cautioned.

Manila refers to parts of the disputed waters as West Philippine Sea.

At the Publish Asia conference held at the Manila Hotel, Aquino was asked about the possibility of the sea dispute leading to war.

“All claimant countries in the South China Sea rec-ognize – and other countries that are adjacent to the sea that are not claimant countries – all realized that war is a futile exercise. Nobody stands to gain and, in fact, the whole world stands to lose if it does amount to war,” Aquino said.

“We have no illusions of ever trying to march – try-ing to engage anybody in an arms race or in a military build-up. We would rather devote our resources to the classical economic argument that the butter side rather than the gun side of choosing where to put our resources in,” he said.

Aside from China and the Philippines, other countries with overlapping claims over the South China Sea are Brunei, Malaysia, Vietnam, and Taiwan.

Aquino emphasized the need to resolve the dispute peacefully, saying “a period of instability does not help in fostering prosperity for all.

“The uncertainty breeds instability, instability does not promote prosperity. Therefore, let us resolve with certainty the issues that are before us: Who is entitled to what? And what is each one’s obligations relative to these entitlements?” Aquino noted.

The Philippines is seeking arbitration in The Hague to resolve the territorial dispute.

He has repeatedly urged members of the Association of South East Asian Nations (ASEAN) to pressure Beijing into subscribing to a binding code of conduct in the region.

“We are glad that our voice has been heard, and the voice of others who are similarly situated has been noted, and there has been positive movements towards resolving this particular crisis,” the President said.

The Philippines stands to lose its entire west coast if China will insist on its so-called nine-dash line claim over its supposed territorial waters.

“We are supposed to have a 36,000-kilometer coast-line. We are supposed to have an EEZ (exclusive eco-nomic zone) of 200, stretching from those baselines. And suddenly, we are gonna’ lose about half if we agree to this position,” Aquino said. (MNS)

MANILA, Mar 30 (Mabuhay) – Admin-istration presidential candidate Mar Roxas on Wednesday reiterated the importance of wisely choosing the country’s next president as the latter will have the chance to shape the character of the Supreme Court in the years to come.

“The next president – maybe this is one of the most important reasons as to why we should be very careful in our choices – gets to appoint 10 Supreme Court justices,” Roxas said in his speech during the presidential dialogues organized by the Makati Business Club.

The SC has 15 justices and 12 are actu-ally set to retire during the term of the next president.

They are justices Jose Perez who will retire on December 14, 2016; Arturo Brion, Decem-

“The wrong choice might mean the white becomes black, black becomes white or red becomes blue, blue becomes red because they can interpret,” Roxas said.

Aquino: ‘Whole world stands to lose if sea dispute leads to war’

Leading vice-presidential candidate Fran-cis “Chiz” Escudero said the country’s next leaders must build on the administration’s gains in the Bangsamoro Basic Law (BBL) to achieve an all-inclusive peace and economic prosperity in Mindanao.

According to Escudero, the search for a lasting peace in Mindanao must continue regardless of who wins in the May 9 elec-tions in order to establish a comprehensive Bangsamoro framework that promotes true inclusivity. “Pabor ako sa isang panukalang batas na mag-aamyenda sa ARMM (Auton-omous Region in Muslim Mindanao) para mas mabigyan sila ng mas malawak na kapangyarihan pero dapat sumasang-ayon sa Saligang Batas. At ito ay dapat gawin matapos kunsultahin ang bawat stakehold-er Kristiyano man o Muslim, sa loob man o sa labas ng ARMM area,” Escudero said.

He added: “The next administration will have a golden opportunity to cure the glitches, loopholes and shortcomings of the proposed legislation, which we all envision to bring peace and economic development in Mindanao.”

March 28 marked the second anniversary of the historic Comprehensive Agreement on the Bangsamoro (CAB), the fi nal peace deal signed by the government with the MILF to end the long years of armed confl ict in Mindanao. The draft BBL remains pending with both chambers of Congress mainly due to the failure of proponents to involve other stakeholders, aside from the Moro Islamic

Liberation Front (MILF), in the consulta-tions. Speaker Feliciano Belmonte Jr. has admitted that the proposed legislation has no chance of being passed in the 16th Congress with a few session days left.

The veteran legislator said achieving last-ing peace in Mindanao, which has endured decades of political and armed confl icts, must be the priority of the next administration.

The independent candidate said the future framework should be an improved version of the Malacañang-backed BBL drafted by the Office of the Presidential Adviser on the Peace Process (OPAPP) and endorsed by the MILF. More importantly, he said, the next administration should make sure that the framework includes the applicable advocacies, positions and proposals of all stakeholders in the region.

“I did offer my resignation at least on two occasions. The President was surprised when I did that and I said, ‘You know if you do not have any confi dence in me....’” he said.

He said Aquino told him that he instructed then suspended Philippine National Police chief Alan Purisima and Special Action Force chief Getulio Napeñas to inform him of the operation.

“I ordered them to tell you,” Roxas recalled

his conversation with the President.He said many people tried to sow intrigue

between him and the President but they did not succeed.

“On the question of trust, many people try to sow intrigue between the President and me. But here’s the thing, how can you say he did not trust me when he said this is the guy upon which Daang Matuwid will continue,” he said.

He added: “I’m not loyal to PNoy as a matter of political back-scratching, he’s a decent guy.

He worked hard, he went through a lot. Many times unfairly criticized but you guys, everybody here, look at your bank accounts, look at the economy, look at the number of people had moved out of poverty line, look at the infrastructure, we’ve come a long way.”

“Chiz” Escudero recently held a motorcade and man-to-man campaign among Filipino Amer-icans in Los Angeles to drum up support for his vice presidential campaign, amidst a backdrop of strong opposition coming from Senator Ferdinand “Bongbong” Marcos Jr., and political neophyte Rep. Leni Robredo.

This week, Escudero thanked his LA supporters who were led by Dolores “Tita Darna” Umayam, and said that their efforts “would greatly help his campaign in the homeland.”

Escudero said the voices of Fil-ipino Americans matter to many Filipino voters because many of them remain deeply attached to their roots in the homeland, providing not only fi nancial help but moral, emotional and political guidance as well.

For her part, Umayam de-scribed the motorcade as very orderly and added that “the car-avan helped us connect with the Filipino voters, and we also asked people to register at the Philippine Consulate before the close of reg-istration.” Umayam believes that Escudero is the most qualifi ed of all the vice presidential candi-dates, claiming that the senator is liked by many Filipino Americans

who support different presidential candidates.

The community leader also announced that her group is embarking on another campaign they dubbed as “Operation email blasts” which will target Filipinos here, at the homeland and all over the world.

Umayam said some of Escude-ro’s prominent Filipino American supporters have even fl ew back to the Philippines to help in the vie presidential campaign of the senator. She identifi ed the Fil-Am leaders as Sid and Nora Guerrero. They will be joined afterwards by Atty. Noriel Flores.

In a related development, Es-cudero’s support group has desig-nated the following as vice chair-persons: Dr.Lynne Mariano, Dr. Sal Abiera, Dr. Dante Banta, Albe Dumlao, Rey Luarca, Atty.Noriel Flores and Atty. Abraham Lim; of the vice presidential campaign here in Los Angeles and adjacent cities.

Chiz Escudero’s backers intensify campaign in LA

the White House heats up, the Dem-ocratic National Committee (DNC) continues to tap better ways to reach Filipino-American and other Asian American Pacific Islander (AAPI) voters.

DNC Chief Executive Officer Amy Dacey told reporters yesterday (Wednesday in Manila) they have ex-panded their grassroots outreach to members of the nation’s fastest-grow-ing ethnic group.

“We’re looking at how we’re com-municating with them…and how they’re getting their information about the party, what we stand for, the general election and our candi-dates,” Dacey said in a roundtable discussion with the media in down-town Los Angeles.

“We’re working on the local level everyday to do that. Peer-to-peer conversation, people hearing from members of their community matters a lot.” Studies show AAPIs will soon outnumber Latinos as the largest im-migrant group coming to the United States.

While AAPIs are concentrated in California and New York, they are also rapidly growing in the battle-ground states of Nevada, Virginia, and Florida.

That means capturing the Asian American vote is important in the November elections, according to the Asian American Advancing Justice, which is set to release new polling

data on AAPIs today (Thursday in Manila).

In the last few presidential elec-tions, Fil-Ams and other AAPIs had leaned heavily democrat, and the DNC hopes to get more of them to vote.

“The issues that (Democrats) are focusing on are very tuned in to the Filipino-American community, especially the issues of immigration and health care,” said Fil-Am Fritz Friedman, former Sony Pictures senior vice president of worldwide publicity who serves on the creden-tials committee for DNC’s national convention this July in Philadelphia.

“Also, the Democratic Party is much more inclusive. They under-stand people of color, as opposed to Republicans (who), in my opinion, are not as sensitive to the interests of the ethnic minorities in this country.”

Dacey said she’s confi dent the par-ty will have a presidential nominee before the national convention and that nominee will win the race for the White House.

“I am confi dent that one of our candidates will be the 45th president of the United States,” said Dacey, who is scheduled to meet with party leaders in California.

She declined to say who she thought would be the presidential nominee.

“Both (Hillary Clinton and Bernie Sanders) have run campaigns that are worthy of the offi ce of the presi-dent,” she said.

Here are a few tips from doctor and nutritionist Lau-rence Plumey on which dishes dieters should pick when eating in different types of restaurant.

Italian restaurant: forget the tiramisu

There’s not much point heading to an Italian restaurant if it’s to pass on pizza (700 calories). Lighten the load by ordering a half portion (or sharing with a friend), topped with ham, egg and vegetables, rather than picking a huge four-cheese pizza pie. Pasta lovers should ditch carbonara and lasagna, which are high in fat, and opt for seafood pasta or tomato-based sauces. When it comes to dessert, don’t be fooled by the light texture of tiramisu—one serving contains between 300 and 500 calories. Fruit salad is a wiser choice. Try to choose a restaurant with a variety of options on the menu, such as risotto, antipas-ti, grilled meat, seafood, etc.

Chinese restaurant: ditch the spring rolls

While Chinese and other Asian

cuisines are often considered healthy, dieters should watch out for fried dishes (two deep-fried spring rolls = 200 calories) and sauces (one teaspoon of sweet-and-sour sauce = one sugar cube). Rice and steamed dumplings also contain high levels of carbohydrate. Coconut balls are off the menu for dessert—fruit or a scoop of sorbet are better options. For a balanced meal, pick a few steamed dumplings for a starter, followed by chicken or fi sh with vegetables and a small serving of rice. Another temp-tation to avoid is the all-you-can-eat buffet. There’s no point torturing yourself in a situation that’s doomed to failure.

Japanese restaurant: no 12-piece sushi platter

Japanese cuisine is low in fat, except for the good omega 3 found in tuna and salmon. However, it can contain quite a bit of sugar, even in the cabbage salad. Sushi and maki are deceptive for dieters because they’re made with rice vinegar and sugar. A 12-piece sushi platter soon adds up to 350 calories or more. Bet-ter options are miso soup and sashimi with a small serving of rice. Cut carbs completely in the evening.

Moroccan restaurant: stick to couscous

When choosing between couscous and tagines, remember that couscous is a leaner option. Plus, a chicken

Indian restaurant: no naanThe general rule in any restaurant

is to avoid fried dishes. Tandoori chicken, served with rice and vege-tables, is a good choice when eating Indian food. Those with a sweet tooth should order the yogurt-based drink lassi, fl avored with various spices, as a reasonable and relatively low-fat dessert. As delicious as it may be, naan bread should be avoided, espe-cially garnished naans like keema naan and Peshwari naan.

French restaurant: avoid alco-hol and rich desserts

The ideal meal would start with salad, followed by grilled (rather than fried) meat or fi sh and a fruit

salad, then fromage frais or two scoops of sorbet for dessert. Bread and alcohol should both be avoided. A glass of wine (150 calories) and a chocolate fondant add 550 calories to the meal. Note that it’s OK to have a few fries along with a big helping of vegetables.

Weekday lunch breaksThe lowest-calorie sandwiches

come fi lled with plenty of salad or raw vegetables and no mayonnaise. Fans of kebabs (400 calories) should lose the fries and go easy on sauces. To compensate, stick to fruit for an afternoon snack and ditch carbs at dinner. At a fast-food restaurant, a plain burger, an unseasoned salad, a portion of fries and a diet soda will be fi ne. Even better—why not try one of the many soup bars now found in city centers. In summer, vegetable or fruit juices make a refreshing change.

Drinking moderate amounts of alcohol may not be as benefi cial as previously thought, according to Ca-nadian researchers.

Researchers reviewed 87 long-term studies on alcohol and death rates and found that there are “rea-sons to be skeptical” in terms of the benefi ts of alcohol.

Some previous studies had shown that moderate drinking could con-tribute to a longer life and healthy hearts compared to abstaining from alcohol.

Moderate drinking was defined as one drink per day for women and two drinks per day for men, at least

once a week.The researchers noted that this

defi nition of ‘moderate’ was funda-mental and that some of those being classified as ‘abstainers’ included individuals cutting out alcohol due to health issues; they indicated that studies that avoided such an abstainer bias showed no advantage for consumption.

The research, led by Tim Stockwell of the University of Victoria’s Centre for Addictions Research in British Columbia, Canada, was published in the Journal of Studies of Alcohol and Drugs and funded by the US National Institutes of Health.
