About the Department

The Department of Communities brings together the services and functions of disability services, child protection and family support, housing, community initiatives and regional services reform.

We make a difference in the lives of many Western Australians, with a strong focus on some of the most vulnerable members of our society. And we do this through a range of diverse activities that include intensive responses such as the protection of children, preventative responses such as housing assistance and disability support, and enabling activities such as urban development and providing community grants. Ultimately, the Department shapes the human services system and provider market in Western Australia, to ensure that people’s needs are met by our services and those we commission.

Our 6000 staff (approximately) are located in all parts of the State, with our head office due to relocate to a new purpose-built, state-of-the-art facility in Kings Square, Fremantle, in mid-2020.

Role Statement

The CFO and Executive Director Finance and Business Services provides strategic leadership across the Department to ensure the Financial and Business Services of the agency meet internal and external business requirements.

As the Chief Financial Officer (CFO), the Executive Director is responsible for all strategic, operational and tactical matters as they relate to budget management, cost-benefit analysis, forecasting needs and the securing of new funding.

The role operates with a high degree of autonomy, reports to the Director General and is a member of the Communities Leadership Team. They are required to make decisions that will have a significant impact to the Department and government. In terms of Business Services, the position ensures various critical business and advisory services are delivered state-wide in a manner that ensures efficiency and effectiveness and adds value. The role will direct and manage corporate facilities management functions (including accommodation, logistics, fleet, etc).

Duties and Responsibilities

1. Function and Strategy

1.1 Undertakes the role of Chief Financial Officer for the Department of Communities.

1.2 Directs and leads financial planning processes, budget management and forecasting; including cost-benefit analysis and forecasting for new funding opportunities.

1.3 Leads, drives and directs the provision of agreed financial and business-related projects including Departmental office accommodation projects.

1.4 Directs and leads facilities management functions for the Department including office accommodation leases, moves, maintenance and security, sustainability responsibilities, travel bookings, fleet and vehicle management.

1.5 Identifies strategic and organisational development issues to develop best practice across an integrated finance and business services function

1.6 Develops operational policy and applies legislation for the delivery of support services and functions and ensures processes and procedures are implemented and continuously improved.

1.7 Leads and coordinates divisional requirements for strategic planning, and development of business and financial strategies, frameworks and plans.

1.8 Effectively leads and aligns the workforce while mobilising and directing resources to strategic priorities.

1.9 Ensures all financial and business reporting and accountability requirements are met for the Division

1.10 Ensures the integrity of the workforce and effected community is maintained and protected via appropriate screening.

1.11 Ensures the management and mitigation of financial and business risk by evaluation and monitoring of plans, and strategic outcomes and taking action where required.

2. Leadership and Outcomes

2.1 Works cooperatively and collaboratively across the whole Department to contribute to, lead and drive collective priorities to achieve corporate outcomes in challenging, ambiguous and changing circumstances.

2.2 Works closely with the Director General in strategic planning and development for the finance and business services to facilitate effective planning and implementation for reform.

2.3 Drives and achieves integrated branch outcomes and contributes to the leadership of the Division and the Department as a member of the Leadership group.

2.4 Sets high quality, appropriately challenging and realistic goals for organisation, self and others.

2.5 Contributes to the development of change agendas supporting agency capability improvement, sector reform and provides high level oversight of implementation plans and activities to achieve outcomes.

2.6 Delivers activities and outcomes within agreed parameters e.g. time, cost, quality, behaviours.

2.7 Effectively applies financial and related legislation to the operations and outcomes of the Division.

2.8 Exemplifies and promotes a high standard of corporate values and application of the Department’s corporate governance and regulatory frameworks.

2.9 Mobilises and directs people, physical and financial resources to efficiently achieve strategic priorities, staff wellbeing and development.

2.10 Fosters innovative and creative thinking and solutions, within an environment of high integrity, transparency and accountability.

3. Building Relationships and Communication

3.1 Provides quality, timely and contemporary advice to the Director General on key issues impacting on Government and corporate objectives.

3.2 Effectively represents the Department and Director General at strategic forums, committees and working groups as requested.

6. Leadership A senior CFO or Finance executive with an in-depth understanding of finance, excellent

judgement and a track record of leading and driving change in large and complex organisations.

A track record of developing finance and business services professionals who continually add value by combining deep expertise and real knowledge of the business/organisation.

Demonstrated ability to lead and coach others to thrive in a fast-paced, ambiguous, challenging, complex and uncertain environment.

Essential Eligibility Requirements / Special Appointment Requirements

1. Appointment is subject to a satisfactory National Police Clearance.2. Current membership of either CPA Australia as a Certified Practising Accountant or the

Institute of Chartered Accountants in Australia as a Chartered Accountant.3. Available to attend offsite meetings outside of normal working hours.
