A team of officers of crime branch led by Inspr. Jitender and consisting of SI Gyanender Rana, HC Shailender, HC Surender, HC Rohtash, Ct. Rupesh and Ct. Harender under the supervision of ACP M.C. Katoch and overall supervision of Addl. DCP P.S. Kushwah have worked out a sensational murder cum robbery of a senior citizen of Prashant Vihar, Delhi. His nephew the prime mover of the crime alongwith his 3 other associates have been apprehended. Robbed articles have been recovered.

On 11/03/2011, 3 intruders armed with knives entered the house of Late Sh. Subhash Chopra a retired MCD official. The intruders gagged him and then taped his mouth which led to his death. Meanwhile the intruders ransacked the house and took away his purse containing cash, documents and mobile phones. A case of murder cum robbery was registered at PS Prashant Vihar on the statement of his nephew Kuldeep Chopra @ Jyoti.

The deceased Subhash Chopra (aged 63 years) was residing in the 1st floor of house at E-Block Prashant Vihar. He had retired from the MCD. He ran two schools and had other properties. He was undertaking liaisoning work.

On 10/04/2011, on the basis of specific information that the persons involved in the murder cum robbery would come at Mukarba Chowk, Delhi, a trap was laid and 4 persons were apprehended. They were identified as i) Kuldeep Chopra @ Jyoti (aged 23 years) s/o Som Nath r/o Housing Board Colony, Sonepat, Haryana, ii) Sachin @ Bona (aged 25 years) s/o Ram Niwas r/o Adarsh Nagar, Sonepat, Haryana, iii) Jitender @ Hanuman (aged 23 years) s/o Azad Singh r/o Village Chauhan Joshi, Sonepat, Haryana and iv) Satpal (aged 30 years) s/o Suraj Bhan r/o Village Bharthal, Dwarka, Delhi.

All were subjected to intensive interrogation. Kuldeep Chopra @ Jyoti on interrogation disclosed that he is the nephew of the deceased Subhash Chopra and residing at Housing Board Colony, Sonepat. He had been employed by his uncle for helping him in his liaisoning work in MCD but he was not paid sufficient salary to meet his financial needs and due to financial problems he had to mortgage the papers of his father’s house with his uncle for which he received Rs. 2 Lacs. He also stated that his uncle used to rebuke him on petty matters. He was also under the impression that his uncle kept a large amount of money in his house. He had friendship with Sachin @ Bona r/o Sonepat who plied a cab from Mukarba Chowk to Sonepat.

Sachin @ Bona was also facing financial hardship. Both discussed regarding committing robbery for money and for getting the property papers. Sachin @ Bona roped in Jitender @ Hanuman r/o Sonepat and Satpal r/o Dwarka, Delhi. On 10th of March, they recceed the house and on 11th of March, the 3 intruders entered the 1st floor of the house armed with knives. They entered the house on the plea for conducting negotiations regarding renting out of a shop. The 3 intruders after entering the house gagged the deceased Sh. Subhash Chopra and taped his mouth. They then ransacked the house. Meanwhile Kuldeep @ Jyoti reached at his usual time at 9 AM. He was informed by the lady teacher of the school which was at ground floor that 3 persons have gone upstairs. Kuldeep @ Jyoti then asked the school cab driver Ramesh to accompany him upstairs. They intercepted Sachin @ Bona one of the intruders. He pushed them and ran away. The duo Kuldeep Chopra @ Jyoti and the cab driver Ramesh came down for apprehending Sachin. Meanwhile the remaining two Jitender @ Hanuman and Satpal escaped. Since, time was short they could not break open the safe. They decamped with the purse containing meagre cash, property papers which they could locate and 2 mobile phones. The version of the Kuldeep @ Jyoti was corroborated by the other three i.e Sachin @ Bona, Jitender @ Hanuman and Satpal. All the accused persons have been arrested under appropriate sections of the law.

The interrogation of the persons has led to the recovery of 2 mobile phones, papers relating to the mortgaging of the house and some other documents.

Profile

1. Kuldeep Chopra @ Jyoti (aged 34 years) - He is nephew of the deceased and residing at Housing Board Colony, Sonepat. He has studied upto matriculation. He is the only earning member in his family. Now-a-day, he was working with his deceased uncle Subhash Chopra. He had taken a loan of Rs. 2 Lacs from his uncle by mortgaging the papers of his house.

2. Sachin @ Bona (aged 25 years) - He is residing at Adarsh Nagar, Sonepat. He is a driver by profession and owns a Bajaj Cruiser passenger jeep and plying the same between Mukarba Chowk to Sonepat. His educational qualification is matric.

3. Jitender @ Hanuman (aged 23 years) – He is residing in Village Chauhan Joshi, Sonepat. His educational qualification is 8th class. He is driver by profession and owns a Maruti Van and plying the same between Mukarba Chowk to Sonepat.

4. Satpal (aged 30 years) – He is residing in Village Bharthal, Dwarka, Delhi – He is working as a driver on daily wages and is maternal uncle of accused Jitender @ Hanuman. He has studied upto 8th

standard.

APPREHENSION HELPED IN PREVENTING A HEINOUS OFFICE IN PS VIVEK VIHAR.

The staff of PS Vivek Vihar, East District has arrested one hardcore criminal namely Rajesh Dalal @ Raj (35 yrs.), of PS Nangloi having 9mm pistol and 4 live cartridges alongwith his associate namely Rajiv @ Joginder near ITI more, Vivek Vihar, Delhi.

ARREST

On 10.04.2011 at about 10.40 AM, a secret information was received by Const. Ajay Kumar No.791/E that one dreaded criminal namely Rajesh Dalal @ Raj, who is jumping parole granted by Hon’ble Delhi High Court will come from ITI Vivek Vihar and will proceed towards Jhilmil Colony.

TEAM

On receiving of this tip off, a team was constituted comprising SI Harjinder, ASI Mohd. Ali, Const. Ajay Kumar and Const. Dharambir Bhari under the overall supervision of Inspr. Jarnail Singh, SHO/Vivek Vihar. A trap was laid near ITI more Bus Stop. At about 12.20 PM, a white Santro car bearing No. DL-8CS-7673 was noticed approaching towards Jhilmil Colony. Const. Ajay Kumar intercepted the said car and its occupants were asked to come out. The occupants of the car were later identified as Rajesh Dalal @ Raj (35 yrs.) s/o Dhara Singh Dalal r/o A-72, Swarn Park, Nangloi, Delhi-51 and Rajeev @ Joginder (28 yrs.) s/o Hari Ram r/oVill. Khairpur, Distt. Jhajhar, Haryana. On their personal search, one country made pistol loaded with 2 live cartridges was recovered from the possession of accused Rajesh Dalal @ Raj and 2 live cartridges were recovered from accused Rajiv @ Joginder. The car was found stolen one from PS Miyanwali Nagar area.

PROFILE

Accused Rajesh Dalal @ Raj (35 yrs.) s/o Dhara Singh Dalal r/o A-72, Swarn Park, Nangloi, Delhi-51 is a dreaded criminal. His father Dhara Singh is an advocate. He completed his graduation from M.D.U. Rohtak.

INTERROGATION

He started his criminal career in the year 1999 while he kidnapped his real brother-in-law (Sala) namely Saurabh. He alongwith his 3 associates kidnapped Saurabh, a 10+2 student, from outside of his school. A case vide FIR No.1059/99 dated 23.12.99 u/s 365 IPC was

registered at PS Paschim Vihar. All the accused were arrested in this case Accused Rajesh Dalal and Pankaj were sentenced for life imprisonment and Manoj & Pankaj were acquitted by the Lower Court. Accused Rajesh Dalal served in jail for 5 years. After his exit from jail, he in complicity with co-accused Raj Kumar @ Pappu and Ram Kishore @ Rame, stole a Maruti Car No. DL-4CF-4522 from the area of PS Paschim Vihar vide FIR No. 303/05 u/s 379 IPC and committed a daylight robbery in Allahabad Bank at Outer Ring Road, Bhera Enclave, New Delhi. The trio decamped with Rs. 7.1 lacs. Case vide FIR No. 319/05 dated 21.04.05 u/s 392/397/411/34 IPC PS Paschim Vihar was registered. Subsequently, the car and the robbed amount were recovered intact and the trio was arrested in both the cases. Accused Rajesh Dalal remained in custody for 3 months and escaped from custody from Tis Hazari Court premises by pouring chili powder in the eyes of constables. In this connection, a case FIR No. 299/05 dated 8.8.2005 u/s 224/186/332/353/34 IPC was registered at PS Subzi Mandi.

After his escape he in complicity with co-accused Pankaj Gambhir r/o Panipat, Haryana forcibly entered into house of Sh.Balraj Sharma, maternal uncle of his wife. The duo escaped after incident. Case vide FIR No. 163/06 dated 24.3.06 u/s 452/342/506/34 IPC was registered PS Hauz Khas, Delhi.

On 25.04.2006, he alongwith 5 associates attempted murder of one Sh.Sultan Singh r/o Hissar, Haryana. Accused Rakesh r/o Bahadurgarh has been his inmate during his earliest jail period. Uncle of accused Rakesh had some enmity with Sh.Sultan Singh. In a bid to help him, accused Rajesh Dalal went Hisar and assaulted Sh.Sultan Singh. Rakesh also opened fire at him. Case vide FIR No. 191/06 dated 25/4/06 u/s 307/452/34 IPC & 25/54 Arms Act was registered at PS Civil Line, Hisar, Haryana. All the accused escaped from the spot.

On 14.07.2006, accused fired at his brother-in-law Saurabh at his residence, who by that time had police protection and had shifted to Greater Kailash, Part-I. Accused Rajesh traced them out. He managed to escape on bike. Case FIR No. 253/06 dated 14.7.06 u/s 307/34 IPC & 25/27/54/59 Arms Act was got registered at PS Greater Kailash, New Delhi.

In case FIR No. 552/06 dated 28.8.06 U/S 365/34 IPC PS Hauz Khas, Delhi, accused Rajesh Dalal kidnapped one Rohit (age 17 yrs.) s/o Sh.Balraj Sharma, maternal uncle of his wife. This case was transferred to Crime Branch on 18.11.2006.

On 01.09.2006, he alongwith his associates Rakesh and Ram Kishore was going to Bahadurgarh to commit some crime. In the midway, he fired at his associate Rakesh and left him. On the statement of HC Raghubir Singh, who was on picket duty, case FIR No. 898/06 dated 01.09.2006 u/s 307/186/353/34 IPC & 25/27/54/59 Arms Act was registered at PS Nangloi.

In October, 2006, film star Malika Sherawat uttered some derogatory words against Jaat community and accused Rajesh Dalal decided to take revenge for it. He did a reccee of her house, tenanted flat in Bandra, Mumbai, but could not execute the same. On 12.11.2006, teams of Delhi Police and Mumbai Police apprehended him from Sangli, Near Kolhapur. He was brought to Delhi and his arrest was effected in previous cases. He remained for 3 years in Tihar Jail. He sought parole for 05 days from the Hon’ble Delhi High Court on the pretext of appearing in exam but did not turn up back on 5.3.2010 at Tihar Jail and thus jumped parole.

His elder sister Sudesh lodged a case FIR No. 210/10 dated 16.06.10 u/s 379 IPC at PS Nangloi, Delhi regarding theft of her Santro Car No. DL-4C-AP 0557 Black Colour. Accused Rajesh Dalal stole the car with the help of duplicate key. It has been recovered from his tenanted house at Rohtak, bears a fake number plate HR-26-AE-7108.

Santro Car No. DL-8CS-7673 in which the duo was arrested was found to be stolen vide FIR No. 78/11 dated 29.03.11 u/s 379 IPC PS Mianwali Nagar, Delhi. This car belongs to one Girish Sahni, Jeth of his friend Kanika, who is residing in Paschim Vihar.

Accused Rajeev @ Joginder came in contact with Rajesh Dalal @ Raj during jail period in 2009. Accused Rajeev was booked vide case FIR No.248/05 dated 23.7.05 u/s 25 Arms Act PS Sadar Bahadurgarh. He is also involved in case FIR No. 357/09 dated 5.9.2009 u/s 307 IPC & 27 Arms Act PS Nangloi, Delhi. On 9.4.2011, accused Rajesh Dalal called him at Rohtak and they both came to Delhi on 10.4.2011.

During his stay at Rohtak, he developed intimacy with one girl who is receiving some calls over her mobile phone from one Sanjay r/o E-67, 2nd Floor, Jhilmil Colony, Vivek Vihar, Delhi. She shared it with Rajesh Dalal who got details of address of Sanjay and threatened him not to ring up the girl. He came to Delhi to kill Sanjay. He did a reccee of his house 2 months back and on 10.04.2011 he came to Delhi carrying loaded weapon to eliminate him but he was apprehended alongwith his associate before committing the crime. A case vide FIR No. 121/11 dated 10.4.2011 u/s 25/54/59 Arms Act & 411/482/506/34 IPC PS Vivek Vihar, Delhi has been registered and the duo has been arrested. Stolen Santro car was also seized in this case.

Further investigation is in progress.

TWO SNATCHERS ALONGWITH SNATCHED MOBILES ARRESTED, FOUR CASES WORKED OUT

With the arrest of two snatchers, Special Staff of South West Distt. Worked out four different

cases of snatching and vehicle theft and recovered 2mobile phones and 2 motor cycles.

To check the snatching incidents in the area of Dwarka, special teams were deployed for nabbing

known snatchers. Secret Informers were deployed along with the teams of Special Staff. On a tip off that

two snatchers namely Kamal @ Bunty and Rajender @ Raju Pahari are coming for disposing off

snatched property in the area of Dwarka, a trap was laid near Bharat Vihar in Sector – 14, Dwarka.

The team comprising of SI Naresh Chand, HC Pawan, HC Dharmender, HC Rajeev and CT.

Ramdhari intercepted two boys who were coming on a motor cycle number DL-4SBN-6982. On

interrogation, they revealed their names and addresses as Kamal @ Bunty aged 23 years s/o Jagdish

Chand r/o Om Vihar Uttam Nagar, New Delhi and Rajender @ Raju Pahari aged 31 years s/o Pan Singh

r/o Jai Vihar, Baprola, New Delhi. Both were found to be involved in number of cases including that of

murder and robbery. The motor cycle number DL-4SBN-6982 was found to be stolen from Najafgarh

area. Two mobile phones recovered from their possession were also found to be snatched from the area of

Dwarka. Police party also recovered another motor cycle used by the accused persons for snatching. In

all, four recent cases has been worked out with their arrest.

Profile of accused persons

Kamal @ Bunty aged 23 years has studied till class VIII and was found to be involved in 10 cases

of robbery, snatching and murder. Externment proceedings against him are going on in West Distt. He

released from judicial custody in January, 2010 and after coming out of jail he started committing crime

with his associate Rajender @ Raju Pahari. For committing crime he used the recovered motor cycle as

well as his personal motor cycle

Rajender @ Raju Pahari was also found previously involved in a case of murder of Uttam Nagar

in which he came out of jail after 9 years (2000-2009). After that he started work as an electrician but to

earn easy money he started committing crime with Kamal @ Bunty.

DOMESTIC SERVANT ARRESTED

The staff of PS Paschim Vihar of West District has arrested one Raju @ Rajesh Gwala, a domestic servant and worked out case FIR No.117/11 u/s 381 IPC PS Paschim Vihar.

NAME & PROFILE OF ACCUSED PERSONName : Raju @ Rajesh Gwala S/o Ram Gwala R/o Bholagar Bengali Bara Village P.O. Swapur Thana, Swapur District, Darang (Assam), Age-19/20 years.

RECOVERY MADE1. Cash Rs.2,41,500/- 2. One mobile phone make Micromax purchased from the stolen

money.3. One mobile phone make Microtech purchased from the stolen

money.4. One wrist watch make Police purchased from the stolen money.5. Clothes and Trolley Bag purchased from the stolen money.

INCIDENT AND OPERATION

On 10.04.11, the complainant Sh. Nakul Manchanda S/o Sh. Ajay Manchanda R/o Flat No.259, gate No.8, Shanti Kunj Apartments, A-5B Block, Paschim Vihar reported at PS Paschim Vihar that on 09.04.11 he went to meet his parents residing at Agra and his sister Anika was present in the house. At about 11.30 AM she went to attend the coaching classes and left the domestic servant namely Raju @ Rajesh Gwala S/o Ram Gwala R/o Bholagar Bengali Bara Village P.O. Swapur Thana, Swapur District, Darang (Assam) alone in the house. At about 5.30 PM when she returned home then she found that the servant Raju who was employed through Bhawani Maid Service office E-21,22 DDA market near Madrasi Mandir, Shakurpur, Delhi was missing from the house and the lock of the almirah was opened and Rs.2,75,000/- which were kept in the almirah were found stolen. On the basis of his statement a case FIR No.117/11 u/s 381 IPC PS Paschim Vihar was registered and investigation was taken up.

Three teams under the close supervision of SHO/Paschim Vihar and ACP/Punjabi Bagh were constituted to apprehend the culprit as well as to recover the stolen property. One team was headed by SI Bhawani Shankar with one Gopal from the placement agency, second team was headed by ASI Shree Kishan with beat staff and carried the photographs of the suspect and third team was headed by ASI Padmesh with beat staff. One team was rushed for the railway station and other was sent to ISBT. SI Bhawani

Shankar along with HC Balwant No.29/W and Constable Sukhbir No.2710/W were rushed to New Delhi Railway Station but could not find the culprit. Later, on a tip off, the accused was apprehended at Shivaji Enclave, Rajouri Garden where some Assamee domestic servants were present with a placement agency and the stolen cash with other articles purchased from the stolen money were recovered.

Staff involved in good work is being rewarded suitably.

No. 262, Gali No. 12, Than Singh Nagar, Anand Parbat, Delhi and Mukul @ Chhotu aged 20 years s/o Sh. Kishore r/o H. No. 9692, Bagh Rao Ji, Shiddipura, Delhi, officials of North District Police have recovered two stolen motorcycles and worked out three cases of M.V. theft.

To check auto theft in North Distt., a team comprising of ASI Ranbir, HC Rajesh HC Jitender Kumar and Ct. Ajay Kumar was formed under the leadership of Inspr. Ashok Tyagi, Inspr./Ops. Cell/North and under the overall supervision Sh. R. K. Singh, ACP/ Ops. Cell/North Distt. On 09.04.2011, the team was present in the area of P.S. Roop Nagar, when they received information about two auto thieves who were about to go to Delhi University area from Shakti Nagar Chowk for disposing off a stolen motorcycle. The police swiftly swung into action and apprehended the accused persons namely Sunil Kumar @ Sonu and Mukul @ Chhotu near Jain Mandir, Shakti Nagar, Delhi while they were riding a motorcycle bearing Regn. No. DL 6SY 2641. Both have been directed to produce the documents pertaining to this motor cycle, but they have failed to do so. On verification, it was come into the notice that the said motor cycle is stolen from the area of PS Anand Parbat vide FIR No. 28/11 dated 06.04.2011 u/s 379 IPC was registered at P.S. Anand Parbat, Delhi. The accused persons were arrested u/s 41.1 Cr.P.C.

INTERROGATION

During interrogation, both the accused person disclosed that they had also stolen other two motorcycles from the area of PS Model Town and Anand Parbat. They stated that they belongs to poor family and have no regular source of income. On their instance another stolen motor cycle Bajaj Pulsar bearing registration no. DL 4S BC 9889 was recovered. It was further revealed that the said motor cycle was reported to be stolen from the area of PS Model Town vide FIR No. 456/10 dated 30.01.2010 u/s 379 IPC, P.S. Model Town. One more motorcycle was also admitted to be stolen by them from the area of P.S. Anand Parbat which has been sold by them to one receiver in Nangloi area and the same has been linked to FIR No. 18/11 dated 16.02.2011 u/s 379 IPC. Efforts are being made to recover the same. TWO DRUG PEDDLERS NABBED AND 18 Kg GANJA RECOVERED

With the arrest of two drug peddlers namely Birlal aged 28 years s/o Siyaram Mehto

r/o Village Basatpur, Distt. Purvi Champaran, Bihar and Vinod Kumar aged 22 years s/o

Ramdev Singh r/o Village Saidpur, Distt. Khagria, Bihar, officials of North District Police

have recovered 18 kilogram Ganja alongwith a ‘Balance’ and ‘Weights’ meant for retail

selling.

INCIDENT

In order to check the menace of narcotic drugs in North Distt., a team comprising of

SI Rakesh Kumar, HC Dinesh Kumar and HC Yogender was constituted under the

leadership of Inspr. Ashok Tyagi, Inspr./Ops. Cell/North and under the overall supervision

Sh. R. K. Singh, ACP/ Ops. Cell/North Distt. Delhi. On 09.04.2011, the team was present in

the area of P.S. Sadar Bazar, when they received information about two drugs peddlers

who are involved in selling Ganja near Sadar Bazar Railway Station. The police team

organized raid at the said information and apprehended two accused persons namely Birlal

and Vinod Kumar at Kutub Road Pul while they were carrying total 18 Kg. Ganja alongwith

a ‘Balance’ and ‘Weights’ for retail selling. A case vide FIR No. 48/11 dated 09.04.2011 u/s

20/6/85 NDPS Act was registered at P.S. Sadar Bazar in this regard and the accused

persons were arrested.

INTERROGATION

During interrogation, both the accused person stated that they belong to a poor

family. Accused Birlal stated that his father met with a rail accident and lost his limbs. He

has no regular source of income. Both the accused persons further disclosed that they had

come to delhi to earn their bread. They came into the contact with one drug supplier and

turn to drug peddling for making quick and easy money. They further disclosed that the

recovered Ganja was being supplied to them by one person who used to bring the same

from Bihar. Efforts are in progress to nab the supplier.

SENSATIONAL CASES OF KIDNAPPING FOR RANSOM AND CARJACKING SOLVED THREE MEMBERS OF INTERSTATE GANG ARRESTED

With the arrest of three accused persons of a desperate gang of carjackers and kidnappers, the South District Police has solved a Sensational Case Of Kidnapping For Ransom of PS Dhaula Kuan and a Carjacking Case from NH-8 of PS Vasant Kunj South in addition to other cases.

On 05.03.2011, the victim a student of BA Pass 2nd

year of RLA college reported that on 01.03.11 at about 10 AM when he reached at the parking of the college and was getting down from his Swift car, four persons of age group 25-30 years abruptly entered his car from all four gates and overpowered him and pushed him in the middle of back seat of his car and drove him to Haryana. They called his father from his mobile phone and demanded ransom money of Rs. 3 Crores. The amount was finally settled at Rs. 35 lacs. His father paid them Rs. 35 lacs in Haryana and thereafter he was released.

All the accused persons have criminal background. Accused Rajesh was arrested for the first time in the murder case of his own father in the year 1993 in PS Jind. Since then he has been committing one after the other sensational offences of murder, attempt to murder, kidnapping for ransom, carjacking and robberies. His terror is very widely felt in the

On 05.02.11, Sh. Pankaj Singh S/o Titu Singh R/o F-3/ 439-440, Sultanpuri reported that he was on duty as a driver of Fortuner Car No. CH-01-AD- 7250. He came to Airport to pick up his employer Sh. Alok Aggarwal. At about 10.30 a.m., when he was waiting for his owner in front of Hotel Radisson, NH-8, Mahipalpur, two persons came to him and entered his car from the front doors and pushed him to the back seat. One of them was having a pistol and the other was having a knife. They took the car towards Najafgarh. The driver was dropped in the fields of Najafgarh and they escaped away with the car. Accordingly, a case into the incident was registered vide FIR No. 33/11 u/s 392/397/34 IPC at PS Vasant Kunj South and investigation was taken up.

Keeping in view the sensitivity of the situation, a team comprising of Inspector Jai Parkash, SI Raj Kumar, ASI Devender, HCs Labh Singh, Harjit, Bani Singh, Surender, Pardeep, Ajit, Sanjeev and Constable (Driver) Ramavtar under the supervision of under Inspector Ishwar Singh, SHO/Vasant Kunj South Sh. Mohammad Ali, ACP/Vasant Vihar was pressed into action.

The team was making concerted efforts to work out the case. Meanwhile, a very sensational case of kidnapping for ransom was reported at PS Dhaula Kuan. The details of the same is as under: INCIDENT OF THE CASE OF KIDNAPPING FOR RANSOM

On 01.03.11, Rajesh along with Manoj, Arun, Sumit and Anil Pahalwan gathered together and followed victim Sh. Paramveer Rana from his village Bijwasan to RLA College in Swift car. Rajesh, Manoj, Arun and Anil Pahalwan overpowered and took the victim in his own car and Sumit followed them in the Swift car. They took the victim to Bahadurgarh, from there to Jind, and then to Murthal where they dropped the victim after receiving the ransom money. The kept on bargaining for the ransom from the phone of the victim while they were on the move. The other team led by Sumit and including Jitender Dikshit @ Bantu and Sandeep Chikkara was tasked to receive the ransom money which they received at a lonely place near Asoda village on Bahadurgarh-Kharkoda Road. The ransom money is with the absconding accused persons.

Keeping in view the sensitivity of the above case, the team constituted at PS Vasant Kunj South was made to work with the team of officers of PS Dhaula Kuan including Inspr. Balram, SI Sandeep Sharma, Ct. Jaiveer, Ct. Pushkar and Ct. Ghanshyam. The team members worked on various fronts. The daily routine of the victim was analyzed, the whole incident was reconstructed and the friends circle was also verified. From enquiries, it was confirmed that the plan of kidnapping was executed in a very professional way and the gang members had two teams i.e., 1st team worked on kidnapping and

bargaining for ransom and the other was tasked to receive the ransom money. After further analysis of records and verification of

movements and development of information, a definite line was found. On pinpoint information a raid was conducted and two accused persons namely Jitender Dikshit @ Bantu and Sandeep Chikkara were arrested from their respective villages. From their interrogation, the names of the gang members and their role became clear. They told that they were part of the team which collected the ransom money alongwith one Sumit s/o Devender R/o Village Nahari, PS Kundali, Dist. Sonepat, Haryana.

From information gathered from their interrogation, further efforts were made to arrest the other accused persons. Several raids were conducted but the members of the gangs were always on the move and reports of their being involved/doubted to be involved in other incidences were being heard from nearby areas, especially from Haryana. On 08.03.11, very pinpoint information was received that dreaded criminals being involved in the case of kidnapping for ransom of PS Dhaula Kuan would assemble near Mazar of Peerbaba in the area of Rangpuri in order to commit some serious crime. The team of PS VK South acted swiftly on the information and after brief shootout, two accused persons namely Rajesh @ Bharti and Jasvant @ Jassa s/o Jeet Ram r/o village and PO Choma Kalan, PS Palam Vihar, Gurgaon were apprehended. Two firearms were recovered from their possession. Intensive efforts are being made to arrest the other members of the gang.

INTERROGATION:

During the sustained interrogation of accused Rajesh, it was revealed that he had very long criminal background. He was arrested first time in the murder case of his own father in the year 1993 in PS Jind. Since then he has been committing one after the other sensational offences of murder, attempt to murder, kidnapping for ransom, carjacking and robberies. His terror is very widely felt in the districts of Jind, Gurgaon, and Sonepat.

No. 13 A at 07: 45 AM was received at PS Vasant Kunj (S) wherein SI Rahul Kumar of PS Dwarka Sector-23 produced a girl namely Komal (name changed) with her mother and taxi driver Bijender S/o Jagbir Singh R/o Sonepat, Haryana along with Indica Car No.DL-1YB-4850. He reported that the girl has alleged to have been raped by her distant relative Hanuman Prasad Mishra in Rangpuri and later on in an Indica Car in the area of Dwarka. Statement of the girl Komal was recorded and case vide FIR No. 87/11 u/s 366/368/376/376 (2).G IPC was registered at PS Vasant Kunj South. The girl was medically examined.

Keeping in view the sensitivity of the case, a team comprising of SI Rajesh, W/ASI Brahmo Devi, ASI Ashwani, HC Vijender, HC Rohtash, Ct. Babu Lal, Ct. Vinod, Ct. Gajanand, L/Ct. Poonam and L/Ct. Manju was constituted under supervision of Inspr. Ishwar Singh, SHO/Vasant Kunj South and Sh. Mohd. Ali, ACP/Vasant Vihar.

The team of Vasant Kunj South worked wholeheartedly and without wasting any time conducted raids and arrested all the remaining accused persons namely Hanuman Prasad Mishra, Vinod kumar and Parveen.

INTERROGATION & MODUS-OPERANDI:

During the interrogation of accused persons, it was revealed that accused Hanuman Prasad Mishra is a distant relative of the girl Komal (name changed). On 08.04.2011, he brought the girl to his rented accommodation in Rangpuri on the false pretext of getting her prize from his company. He raped her in the night. The girl escaped from the house in late hours and took a lift in an Indica Car on NH-8 for Faridabad. The Driver Bijender alongwith two other accused persons Vinod and Parveen took her to a lonely place in Dwarka and raped her. On the roadside they were noticed scuffling by a

passerby who informed the police control room at “100” number. PCR van reached the spot and driver Bijender was apprehended at the spot and car was also recovered from the spot. His other associates escaped from the spot and were later on arrested by Vasant Kunj South police.

Further investigation of the case is in progress.

          With the arrest of Sonu @ Chikna (25 years) s/o Ashok Kumar r/o Jhuggi No D-187, GP Block, Pitampura, Delhi, a desperate and notorious criminal previously involved in smuggling of illegal weapons and several heinous cases of Arms Act, dacoity, theft etc., staff of PS Mangolpuri, Outer District have recovered 5 stolen motor cycles / car and worked out 5 cases of M.V. theft.  BRIEF FACTS / INCIDENT:

 On 07.04.11, SI Jasmohinder Chaudhari (I/C PP Sanjay Gandhi Memorial

Hospital) alongwith HC Rohtash Singh, HC Surender Dahiya, HC Rajesh, Ct Surender Rana and Ct Manish Kumar was conducting vehicles checking near ‘S’ Block, Mangolpuri. At about 6 PM, one motorcycle borne youth came towards picket and on seeing the police party, he tried to escape from there by taking U-

turn. On suspicion, the attentive police team intercepted and nabbed him. He was asked to produce the documents pertaining to ownership of motorcycle but he could not produce the same and tried to mislead the police party. On enquiry, he revealed his identity as Rahul. On verification, the Motorcycle (Pulsar) was found to be stolen from the area of PS Rani Bagh, Delhi.

 INTERROGATION:

 Initially, the boy disclosed his fake identity as Rahul but later his identity

was identified as Sonu @ Chikna, a desperate criminal who is a BC of PS Maurya Enclave, Delhi and previously involved in large number of cases of Arms Act, dacoity and theft. He disclosed that earlier in the year 2009, he used to rob passersby at gun point. He met with an accident and his left leg was damaged badly. After that he engaged in smuggling of illegal arms and arrested by the staff of PS Mangolpuri, Delhi in the year 2010. After releasing from jail, he engaged in selling of stolen vehicles to criminals. He further disclosed that on 7.4.2011, he was going to dispose off the said stolen motorcycle to a desperate robber in the area of Aman Vihar. He was arrested u/s 41.1 (a)(d) & 102 CrPC dated 08.4.2011, PS Mangolpuri.

Whereas, several important Govt. Offices and buildings are in the area of Police Station Lodhi Colony like CGO Complex, housing the offices of Chairman Company Law Board, DGs of CRPF, BSF, CISF, ITBP, Director CBI, Staff Selection Commission, offices of the Union Ministers for Renewable Energy, Environment and Forests, Headquarters of RAW just next to the CGO Complex, opposite building to it SCOPE Complex having offices of top brass of PSUs like ONGC, NTPC, IOL, etc., Electronic Niketan having its office of Ministers of Telecommunication and IT portfolios.

And whereas, all these offices and places have become target of the protestors day by day involving their personal, social, economical and political issues who try to enter the building posing threat to the safety and security of the officers and personnel working in the offices of these building.

3. And whereas, these protestors also target the building to get their voice heard and sometimes resort to the unlawful means for the redressal of their grievances.

4. And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life or safety and disturbance of public tranquillity.

5. Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/1/2008 UTL dated 26.11.2008, I, H.G.S. Dhaliwal, Deputy Commissioner of Police, South District, New Delhi do hereby make this written order prohibiting in an area surrounding the offices of above mentioned buildings upto a distance of 200 meters.

Whereas a large number of people sell and purchase Second Hand vehicles including Motor Cycles, Scooters and Cars in Delhi through dealers engaged in this profession.

2. And whereas, it has been noticed that the Second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form No. 29 and Form No. 30 (part-I & II) thereby resulting in transfer of vehicles to number of purchasers before the actual transfer of the vehicles in the records of Transport Authority. This is to circumvent the requirement of section-50 of the Motor Vehicles Act, 1988, that the fact of transfer of vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter-district transfer.3. And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/agents to Second Hand Vehicles. Such second hand vehicles are likely to be used for commission of various type of crime like robbery etc. and may be used even in terrorist activity.4. And Where as, it has also been observed that the record of seller and purchasers are not kept by the dealers or agents engaged in the business of facilitating sale and purchase of Second Hand Vehicle making it difficult for the investigation agencies to identify the criminals involved in such crimes.5. And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale and purchase of Second Hand Vehicles so that the anti social elements may not use them to sell the stolen vehicles through them and it is felt that immediate action is necessary in this regard.6. Now, therefore, in exercise of the powers conferred upon me by virtue of Sec. 144 CrPC, 1973. (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL, dated 09.09.2010 I, Vinod Kumar, Assistant Commissioner of Police/Defence Colony do hereby make this written order that all such vehicle dealers who deal in sale and purchase of second hand vehicles including Motor Cycles, Scooters and Cars in the jurisdiction of Sub-Division Defence Colony, South District, New Delhi shall:-

(a) Maintain a register of sellers and purchasers of all the transactions of Second Hand Vehicles.(b) Ensure that Form-29, Form-30 and the delivery letter are duly filled with clear mention of the date

of transaction.(c) Affix photographs of the seller and purchaser on the register.(d) Keep copies of identification documents like Election Card, Ration Card, PAN Card, Driving

Licence, etc. as well as copies of Form-29, Form-30 (Part-I & II) and Delivery Letter for access by the police as and when required.

(e) Inform the nearby Police Station if the seller or buyer is found suspicious.

These orders shall come into force with effect from 09.04.2011 and shall remain in force for a period of 60 days upto 07.06.2011 (both days inclusive) unless withdrawn earlier.

Any person dealing in business of sale and purchase of second hand vehicles as dealer or agent who contravenes this order shall be liable to be punished in accordance with the provisions of Section 188 of the IPC.

Whereas reports have been received that due to the situation prevailing in the areas of Police Stations specified in the schedule appended to this order, it is apprehended that terrorist/anti-social elements may seek hideouts in the residential areas of the said Police Stations and there is every likelihood of breach of peach and disturbance of public tranquility and also there is grave danger to human life and safety and injury to public property on that account.2. And whereas it is necessary that some checks should be put on landlords/tenants so that terrorists/anti-social elements in the guise of tenants may not cause explosion riots, shoot outs, affray etc. and that immediate action is necessary for the prevention of the same.3. DESPERATE CRIMINAL / AUTO-LIFTER APPREHENDED

 

 

With the arrest of one desperate criminal involved in several auto lifting cases, Ravi Chauhan @ Bablu S/o Laxman Chauhan R/o AB - 1, Servant Quarters, Pandara Road New Delhi Age 38 years, in case FIR NO. 55/11, Dt. 10/04/2011 U/S 379/411 IPC, PS Tilak Marg, a team of Police Station Tilak Marg, New Delhi District has busted a gang of auto – lifters and recovered 4 Motorcycles/scooters.

 

INCIDENT:-

On Dt. 10.04.11 at about 5.00 PM complainant Sh. Komal Singh R/o 243, US Block Chander Vihar IP Extention Delhi, noticed that some one is takingaway his Hero Honda motercycle on which he raised alarm and caught red handed the accused Ravi Chauhan @ Bablu S/o Laxman Chauhan R/o AB - 1, Servant Quarters, Pandara Road New Delhi, accordingly a case vide FIR NO. 55/11, Dt. 10/04/2011 U/S 379/411 IPC, PS Tilak Marg was registered. Thereafter a team was formed under the supervision and leadership of SHO Tilak Marg Inspr Mukesh Walia consisting of HC Vijay Singh No. 05/ND, Ct. Mehtab No. 578/ND, Ct. Tejender No. 836/ND & Ct Sunil No. 815/ND and recovered stolen motorcycles. He also tried to run away but was apprehended on the spot. During interrogation it was revealed that accused Ravi is a desperate criminal and involved in several cases of auto thefts of different police stations.

 

MODUS-OPERANDI:-

Ravi Chauhan @ Bablu S/o Laxman Chauhan R/o AB - 1, Servant Quarters, Pandara Road New Delhi used to steal scooter/motorcycles. Usually he chooses the lonely senior officers colonies like Pandara Road, Baba Nagar, Kaka Nagar & Sarojni Nagar etc.

 

RECOVERY:-

From the arrest of Sunil Kumar S/o Babu Lal R/o 216-A Shahpur Jat, New Delhi, 4 Motorcycles/scooters including one scooter & 3 Hero Honda Motorcycles have been recovered.

Accused Ravi Chauhan @ Bablu S/o Laxman Chauhan R/o AB - 1, Servant Quarters, Pandara Road New Delhi studied till 6th standard from Nirmal Primary School Lodhi Road. He left the school as he had no interest in studies. His father was also driver by profession. After living his studies he started the work of washing cars. He worked as driver for few days. He has a past history and was also arrested under Excise Act at Police Station R. K. Puram. He is involved in more than one dozen cases of auto theft cases of different police stations.
