2017 Hurricane Season in Puerto Rico; Preparedness, Response and Recovery

Session Description:

In 2017, Puerto Rico experienced the damage produced by two major hurricanes; IRMA and Maria. Both

hurricanes combined to destroy the island’s power grid and communications network. The emergency response

was one of the biggest and more expensive efforts in recent history. Preparedness efforts as well as response

and recovery activities will be discussed in the seminar.

Session Objectives:

1. To discuss the preparedness activities prior to hurricane season.

2. To demonstrate strengths and areas of improvement during response.

3. To discuss recovery efforts and updated preparedness activities after the experience of the 2017 Hurricane

Season.

Session Description:

Following a damaging earthquake or other wide-scale disaster, the healthcare sector must be immediately

available to provide service to support mass casualties and injuries requiring hospitalization. This session will

provide an overview of how hospitals, public health, and other healthcare facilities in the New Madrid and

abash Valley Seismic Zones can create long term strategies to reduce risks and vulnerabilities associated with

earthquakes.

Objectives:

Using Social Media to Foster Disaster Preparedness, Response, and Resilience

Session Description:

This session will provide an overview of disaster communication, and the ways in which social media can be

used by organizations during disaster events. How social media have been used in prior disasters will be

discussed, particularly as it relates to disaster preparedness, response, and resilience. Participants will have the

opportunity to consider which social media strategies they would employ before, during, and after a disaster

event.

Session Objectives:

1. Participants will possess an in-depth understanding of the roles of disaster communication and social media

use during disasters.

2. Participants will become more knowledgeable on how social media messages have been employed during

previous disaster events.

3. Participants will consider their organization’s social media strategies based on pre-event, event and post-

event stages during theoretical disaster scenarios.

Key Emotional Wellness Issues for the First Responder Population

Session Description:

Emotional Wellness & Resiliency Training is created by the first responder counselor Jada Hudson, M.S.,

LCPC, CADC to educate first responders about the emotional wellness issues that first responders commonly

face. This training dives into depression, suicide, addiction, stress, trauma, PTSD, evidence – based treatments

for PTSD, and Resiliency. An in-depth exploration into each of these topics will leave firefighters equipped to

identify these emotional wellness issues in themselves and others and understand the steps necessary to begin

processing and healing from these struggles.

Session Objectives:

1. Recognize the difference between commonly-diagnosed depression and covert depression.

2. Explain Joiner’s Theory of Suicide.

3. Understand that addiction can be broken as neurotransmitter activity returns to normal.

Session Description

This session will increase the understanding of the SIREN platform. By attending this session attendees will

receive and overview of what the SIREN basic user and collaborator training entail. This session will also

allow attendees to understanding of new opportunities in using SIREN for information sharing, grant

requirements, CMS 17 provider types, etc.

Objectives:

1. Increase the understanding of the SIREN platform.

2. Understanding new opportunities for information sharing.

3. Demonstration of how SIREN is currently utilized along with a question and answer section.

Session Description:

Communications is often recognized as an area that could be improved in a response to an emergency or during

a disaster. This session will cover the basics of effective communications, including the why, who, how, and

when aspects and how this information can be used to develop a communications plan that will help your

organization be better prepared for the next emergency.

Session Objectives:

1. Attendees will learn at least 3 things that a good communications plan should contain.

2. Attendees will learn at least 2 ways they can improve their organization’s ability to effectively communicate

during emergencies.

3. Attendees will be able to identify who they need to include in their communication plan.

Session Description:

Hidden in Plain Sight is a hands on learning experience. You will have an opportunity to walk through a mock

teenager’s Bedroom that has approx. 30sighns of drug use in it and will have the opportunity to write down

what you can find. We will go over what is in the bedroom and why it is a sign.

This session describes how your agency can plan for the use of Public Safety cellular. We will discuss costs,

coverages, push to talk, priority, interoperability and other important topics. The intent is to give agencies the

knowledge and information to make an informed decision.

Session Objectives:

1. Provide information on what Public Safety cellular can and cannot do.

2. Students will be able to understand how to evaluate the various options and features available to public

safety.

3. Understand how FirstNet and Next-Generation 911 work together.

Session Description:

This session will examine the risks to EMS as associated with the transport of highly infectious patients. The

session will examine best practices as well as lessons learned during the transportation of highly infectious

patients. Emergency transportation as well as inter facility patient transfer considerations will be discussed.

Objectives:

1. Upon completion of this topic the learner will be able to differentiate infectious vs. contagious patients.

2. Upon completion of this topic the learner will be able to identify the personal protective equipment needed to

transport a highly infectious patient.

Prioritizing Facility Preparedness Through Hazard-Based Planning, Training, and Exercising using the HVA

and THIRA

Session Description:

Discussion over the Hazard Vulnerability Assessment (HVA and the Illinois Threat and Hazard Identification

and Risk Assessment (THIRA) can be used as a county-based hazard identification process to guide discussion

on local hazards that could impact critical facilities/organizations. The HVA and THIRA also influences plan

development, training, and exercising for the county and facilities. During this session, IDPH’s Public Health

System Risk Assessment tool that local health departments use will also be discussed as well as a free HVA tool

developed for hospitals which can be downloaded and used by other organizations to conduct a facility-based

HVA.

Session Objectives:

1. Explain the process of hazard identification and risk assessment in prioritizing preparedness goals of

planning, training, and exercises.

2. Explain how results of HVA’s done by other organizations can help an organization identify hazards and

risks and complete its own facility-based HVA.

3. Describe how to find and use a HVA tool that can be downloaded free from the internet.

Session Description:

Does your response plans take into account the versatility of Amateur Radio? This presentation will identify

the benefits of using local or regional amateur radio resources to fulfill various communication needs

immediately after an event.

1. Identify how Amateur Radio fits into current disaster structures.

2. Identify current Amateur Radio capabilities.

3. Integration of Amateur Radio into current disaster plans.

Session Description:

This session will cover a basic overview of how filtering face piece respirators (FFR) such as the N95 filter

respirator can be safely used for respirator protection under certain conditions. It will focus on requirements for

fit testing, respirators reuse to extended use, and how to properly conduct a user seal check when persons put on

a respirator. The session will go through the proper fit testing procedures and will provide helpful information

for persons involved with fit testing at their organization.

Objectives:

1. Attendees are able to describe at least one condition when properly wearing a FFR will provide adequate

respiratory protection, and at least one condition when wearing a FFR would not provide adequate respiratory

protection.

2. Attendees can explain how FFRs can be safely reused or used for extended periods.

3. Attendees are able to describe how to properly conduct a user seal check when using a FFR.

4. Attendees can list the basic steps for properly conducting fit testing on persons who need to use FFRs.

Session Description:

This training educates parents and community members about the signs and symptoms of adolescent depression

and suicide. Participants will be able to ACT in order to help an adolescent who is struggling.

Tricia Patterson

Session Description:

1. This informal session will discuss current status of IDPH use of WEB EOC, for incident response.

2. Participants will learn how IDPH and IEMA are using WEBEOC fusion to share information.

3. Participants will learn IDPH and IEMA plans for future WEEBEOC use.

and an improved response to an active shooter.

1. Make listeners aware of shortcomings to current active shooter protocols.

3. Achieve basic awareness of changes to mindset and decision making process during an active

shooter event.

Session Description:

The speaker was sent to Puerto Rico by the Red Cross after hurricane Maria to assist with communications. He

will discuss the experiences and challenges and open the floor for discussion on dealing with complete

communications failure.

Objectives:

1. Give an example of a real life situation where ALL communications failed.

2. Cite things that worked and things that did not work.

3. Open the floor to discussion of how local entities would respond to such a disaster.

This presentation reviews the events of August 2014 through November 2014 of Ferguson Missouri. These

series of civil disturbances tested the limits of law enforcement, fire and ems resources and through lessons

learned, reshaped the way emergency service organizations respond to civil disturbances from Baltimore to

New York, to Charlotte NC.

Andrea Maren Whipple

Session Description:

It has been documented that the majority of people exposed to traumatic situations do not develop pathological

responses. Although it is important to understand how to treat those who do have negative reactions, it is also

helpful to understand what helps people to be resilient. This session will discuss what Resilience is and what

we might be able to do to increase resilience in ourselves and others.

1. Participants will be able to define Resilience.

2. Participants will be able to list three general characteristics of Resilience.

3. Participants will be able to list three potential ways to increase Resilience.

Session Description:

With natural disasters and the current threat environment, communications among safety partners is of the

utmost importance. The Statewide Terrorism and Intelligence Center (STIC) is fortunate to have four dedicated

analysts working in the fusion center to comprise the Emergency Services Sector which consists of Emergency

Management, Public Health, Fire Service, and Disaster Intelligence. This session will provide an in depth look

at how the emergency services sector works as a cohesive unit to provide partners throughout the state an

opportunity to integrate into the fusion center.
