(U) FIRE AT cuLT COMPOUND IN WACO· TEXAS (U). This EXSUM is self-initiated. FBI attempts to finally resolve the cult standoff began at 190600 (CDT) April 93 and involved the controlled use of cs gas dispensed from the boom head of ARNG combat engineer vehicles operated by FBI agents. Approximately six hours into the operation Davidian cult members apparently set tire to the compound, razing the entire structure in less than an hour. Preliminary reports indicate nine cult members escaped from the burning compound and were either taken into custody or were transported to medical treatment facilities. No law enforcement personnel or military personnel were reportedly injured. A final report of casualties is pending. Return of military equipment will be handled expeditiously as soon as crime scene processing is complete. PROVIDE MEMO --------

. . (t7) STATUS OF SUfPORT TO THE FBI AND BUREAU OF ALCQHOL. TOBACCO. AND FIREARMS C8ATFl IN WACO. (U) •. This EXSUM is self-initiated. Military support continues as law enforcement agencies report llttle change in Waco. Army support to date includes: 3 CH-47 aircraft and five physicians on call for medical supportr three UH-1 aircraft: ten M2Al Bradleys; two Ml Abrams tanks; five M728 CEVs; one MSS: fourteen wheeled vehicles: and miscellaneous equipme.nt (NVGs, ·generators, tents, light sets, cots, aandbaqs, · protective masks, support/maintenance equipment, concertina wire, pickets, illumination rounds, and mine detectors. The Army has also provided driver training for civilian law e.ntorcement personnel. Additional operational support provided by the Texas ARNG in state status:(Title 32) includes one fuel truck, two buses, one van, three trailers, two UH-60s~ and miscellaneous equipment. SUBJECT: Army Support to Federal Law Enforcement Agencies in Waco, Texas -- INFORMATION MEMORANDUM
1. Purpose. To provide information concerning the Waco standoff •
. 2. Facts.
a. In the aftermath of the February 28, 1993, confrontation between Bureau of Alcohol, Tobacco, and Firearms (BATF) agents and cult members in Waco, Texas, Federal law enforcement agencies requested Department of Defense equipment support. The support furnished by DoD/Army was non-operational and was approved by OSD andjor Army Secretariat and has been provided by both the Active and Reserve components.·
(1) Active component support included:
{a) two utility helicopters (UH-1);
(b) two main battle tanks (OSD Approved)
. (c) two support vehicles for the main battle tanks (one High Mobility Multi-wheeled Vehicle (HMMWV) and one 2 1/2 ton truck);
{d) three CH-47s and three UH-1s, with crews, and five doctors on standby for medical emergencies (from Fort Hood)
(e) four medical personnel from the Uniformed Services University of the Health Sciences (OSD Approved)
(f) miscell~neous night vision goggles, mine detectors, tents, generators, light sets, cots, and sandbags;
(g) and approximately 23 additional soldiers in liaison and maintenance roles -- (All active component personnel were briefed on th·e legal restrictions on direct law enforcement support).
(2) Reserve Component support provided by the Texas Army National Guard included: ·
(a) ten Bradleys (M2Al Infantry Fighting Vehicles);

Approximately 15 Army National Guard personnel were filling liaison, maintenance, and other support roles.
b. Combat vehicles were loaned without operable weapons.' systems and with Army markings obscured. The vehicles were being piloted/driven by FBI and BATF personnel. The FBI and BATF crews for the main battle tanks, infantry fighting ve~icles, and combat engineer vehicles were trained by Army personnel·prior to the. loan of the equipment. The FBI crews for the util'ity helicopters were already trained and certified to Army standards. ·
c. All support furnished is reimbu:rsable u·nder the provisions of the Economy Act and has been provided in accordance with DODD 5525.5, DoD Cooperation with Civilian Law Enforcement Officials, January 15, 1986.
d. Time Sequence:
(1) 1000/28 February BATF attempts to arrest David Koresh at compound ·in Waco, Texas
. (2) 1730/28 February Initial BATF and FBI requests for DoD support
(3,) 28 Feb-14 April -- FBI gradually requests wide variety of DoD support to resolve situation
(4) 14 April -- DoD Personnel attend DOJ briefing at FBI (Details at class'ified Encl)
(5) 18 April -- DOJ/FBI Plan approved and DoD advised of plan
(6) 0600/19 April -- FBI operation in Waco commences
c. Summary of FBI Operation.
(1) FBI operation involved the controlled u~e ot cs gas dispensed from the boom head of ARNG combat engine.er vehicles operated by FBI agents

(2) Approximately six hours into the operat~on Davidian cult members apparently set fire to the compound, quickly razing the entire structure in· less than an hour.
(3) Preliminary reports indicate 8 cult members escaped from the burning compound and were either taken into custody or were transported to medical. treatment facilities.
(4) No law enforcement personnel or military personnel were reportedly injured. A final report of casualties is not yet available

SUBJECT: Army Support to Federal Law Enforcement Agencies i~ Waco, Texas -- INFORMATION MEMORANDUM (U)
1. (U) Purpose. To provide information concerning the Waco standoff.
2. (U) Facts.
a. (U) In the aftermath of the February 28, 1993, confrontation between Bureau of Alcohol, Tobacco, and Firearms (BATF) agents and cult members in Waco, Texas, Federal law enforcement agencies requested Department of Defense equipment support. The support furnished by DoD/Army was non-operational and was approved by OSD ~nd/or Army Secretariat and has been provided by both the Active and Reserve components.
(1) (U) Active component support included:
(a) (U) two utility ·helicopters (UH-1) ; ~
(b) (U) two main battle tanks (OSD Approved) ,_,.,.
(c) (U) two support vehicles for the main battle tanks (one High Mobility Multi-wheeled Vehicle (HMMWV) and one 2 1/2 ton truck) ;
(d) (U) three CH-47s and three UH-ls, with crews, and five doctors on standby for medical emergencies (from Fort Hood>
(e) (U) four medical personnel from the Uniformed Services University of the Health Sciences (OSD Approved)
(f) (U) miscellaneous night vision goggles, mine detectors, tents, generators, light sets, cots, and sandbags;
(g) (U) and approximately 23 additional soldiers v in liaison and maintenance roles -- (All active component personnel were briefed on the legal restrictions on direct law enforcement support).
(2) (U) Reserve Component support provided by the Texas .Army National Guard included:

(3) (U) Additional state (Title 32) operational support consisted of one fuel truck, two buses, one van, three 1 1/2 ton trailers, two utility helicopters (UH-60s) on stand-by, and miscellaneous tents, body armor, and night vision goggles. Approximately 15 Army National Guard personnel were filling liaison, maintenance, and other support roles.
b. (U) Combat vehicles were loaned without operable weapons systems and with Army markings obscured. The vehicles were being piloted/driven by FBI and BATF personnel. The FBI and BATF crews for the·main battle tanks, infantry_fighting vehicles, and combat engineer vehicles were trained by Army personnel prior to·the loan of the equipment. The FBI crews for the utility helicopters were already trained and certified to Army standards.

Number two, that the people who had reviewed this hAd never se•n A cAse quite like this one before. And the~ were convinced that no progress h•d been m•de recently and no propr~ss was going to be made through~~e normal means of ~etting Koresh and the ot~er cult members to come out.
Number t~ree, that the danger of their doing somet~ing to themselves or to others was likely to increase not decrease with the passage of time.
And number four, tt.at they had reasc•n tc:• believe that the ctdldren who were still i~side t~e compound were being abused significantly, as well as being forced to liv~ in unsanitary and unsafe conditions.
So tor those reasons, they wanted to move at that time.
The second question I asked the Attorney General is w~ether t~ey had given consideration to all the thi~gs that coyld go wrong and evaluated them aga1nst w~at m1g~t happen that was good. She said t~at the FBI personnel on the scene, and those working with them, were convinced that the chances ot bad things happening would increase with the passaQe of time.
The third question I asked was ~as the military been consulted? As soo~ as the initial tragedy came to lig~t in Waco, th•t's t~~ first thi~g I ' Asked. to be done because it was obvious tt.at this was not a typical law entorc~ment situation. Military people were t~en broug~t in, helped to · anal~ze the ~ituation and some ot the problems that were presented by it. And ao I a&ked if the m1litary had been consulted. The Attorney General s•id:that they had and that they were in b~sic agreement that therp was onLY one minor tactical difference of opinion between the FBI and the military, ~omething tl-.at bott. sioes tt.ougt.t was not· of overwhelming significance.
~. Having asked those questions and gotten those ans~ers, I said t~•t if she t~ought it was the right thin9 to do that she should proceed and that 1 would support it. And I stand by tt•.•t today.

On· the morninq of February 28, 1993, I was pilot in command' ~f i .. aG (H' UH-60L helicopter assiqned the task to act as a diversion while ATF personnel approached the Mount Carmel compoun~ outside of Waco, Texas.
At approximately 0945 we approached .. the compound from the Northeast following two OH-58 helicopters. We began to receive gunfire on the approach but at no time returned the fire. ·
My helicopter was not armed nor did any of the crewmembers carry weapons. The ATF aqents we were transporting carried side arms but at no time did they discharge s~id weapons while. on board the aircraft. ·
The aircraft, SN 91-26319, .carried external fuel pods and flew with all doors closed makinq it impossibie to discharge weapons from the passenger compartment. ·
