Special Community Meeting: December 7th 7:30 PM at Harbel (5807 Harford Rd) Agenda:

Speakers o 4803 Harford Road: We will be meeting with Samuel Polakoff, a developer who is proposing a

mixed use development at 4803 Harford Road (previously Johnny's Used Cars at Harford & Southern). The proposed development would be a three story development with retail on the first floor anchored by a full service restaurant with two story apartments above.

o 4915 Holder Ave: Representatives from Arts & Ideas Sudbury School will discuss their school and their plans for the former Zion Christian Middle School at Holder/Walther & Ailsa that they recently purchased.

President’s Letter Happy December Waltherson! I hope everyone had a wonderful Thanksgiving. I’d like to start out by thanking Helene Quinn for her years of service to the Waltherson Improvement Association and her recent tenure as our president. We’ll miss having her input and seeing her at the board meetings. Thanks for all you’ve done over the years, Helene. I’d also like to welcome our newest board member, Ben McKinzie. We’re thrilled to have him on board and I’m sure he’ll do a terrific job as member-at-large over the next year. Unfortunately, we did have tragedy strike on the 4000 block of Belwood back on Thursday, November 12th when a 21 year old honor roll student in college named JaQuan Holt was shot and killed simply sitting on the sidewalk. My understanding is that this is still an open case, please talk to your neighbors and if anyone knows anything at all about this case contact detectives at 1-866-756-2587 so we can get his killers off the street. On a positive note, we’ve seen a lot of interest and investment in the neighborhood over the past few weeks. DOT was out at our last meeting to discuss improvements to the intersections of Frankford & Hamilton as well as Frankford & Course. A neighborhood tree planting helped increase our tree canopy. We have new businesses looking at our neighborhood, some new businesses are in the process of opening while old businesses renovate. Hamilton Liquors has completed interior renovations making their store more inviting and Walther Gardens is preparing to open their holiday shop and sell Christmas trees. Waltherson residents are in the process of opening a new restaurant in the old Cosmos space called Silver Queen Café while Charles Boadu, a Hamilton Hills resident, has just opened the Royalty International Market at the old vacant Eko Market at Haford & Ailsa. We have a special meeting scheduled on Monday, December 7th to meet with Arts & Ideas Sudbury School, the new owners of the former Zion Middle School at Holder & Ailsa. We’ll also meet with Samuel Polakoff who is interesting in developing the lot at Harford & Southern and will present the plans for his mixed use project. It’s fantastic to see so much interest and activity in our area. Remember, 2016 is right around the corner so make sure to send your dues in if you haven’t already to maintain your membership and voting rights. I look forward to seeing all of you on December 7th. Season’s Greetings, Robert Walshe, WIA president elect [email protected] | 443.939.6243

Updates from our neighbors Hamilton Hills Our neighbors in the Hamilton Hills Neighborhood Association noted that work has been completed on Hamilton Ave and the street has been reopened. The panoramic below was taken by HHNA president Gavin Schmitt and shared on the HHNA Facebook Page: https://www.facebook.com/hamiltonhillsbaltimore/

Mayfield, Arcadia & Herring Run Park Arcadia and Mayfield both shared that the new pedestrian bridge in Herring Run Park is now in place. The photo to the right was shared to Mayfield’s Facebook page by Jim Veach. Additionally, Blue Water Baltimore posted an article featuring a success story on Arcadia resident and Friends of Herring Run Park board member Bob Mayes fighting illegal dumping in Herring Run.

“Bob photographed and documented the illegal activities as they were occurring, and made a report via Blue Water Baltimore’s online Pollution Reporting Form.

“From there Blue Water Baltimore reported the incident to our contacts at Baltimore City, who pursued enforcement actions against the contractor in question.”

If you see dumping activities in the park, please report them to Blue Water Baltimore at this link: http://www.bluewaterbaltimore.org/take-action/report-pollution/ or by calling 911 or the pollution reporting hotline at 443-908-0696. November’s Tree Planting on Harford Road We had a great tree planting with Hamilton Larauville Mainstreet on Sunday, November 15th. About twenty volunteers helped plant an additional fourteen street trees along Harford Road that morning! Thank you to everyone who came out and helped us work to increase the tree canopy.

BaltimoreLINK – New Bus routes coming June 2017 In October Governor Hogan announced a complete redesign of the Baltimore Bus system that includes some major changes to mass transit in our neighborhood. Changes to the bus lines in Waltherson are detailed below:

The 15/47 lines on Belair Road will be replaced with the Brown CityLink line. It would run from White Marsh Mall to the West Baltimore MARC station by way of downtown.

The 19 line on Harford Road will be replaced by the 55. It runs from Perry Hall to State Center, connections to downtown and Goucher/Taylor would be eliminated.

Echodale Ave’s 44 line will be replaced by the 30. It would no longer go west of Belvedere Square and will go south to Bayview.

Moravia Ave’s 33 line will be replaced by the 28. It would run from the West Cold Spring Metro station to Moravia Park.

The new 33 line will touch our northeast boundary at Belair & Hamilton connecting us to Mount Washington and Rosedale via Northern Parkway.

So far no announcements have been made concerning bus stops. We are told that the numbered LocalLink lines would have more stops than the colored CityLink lines. This suggests that there will be fewer stops on Belair Road than Harford Road when the plan is implemented. The new schedules would have a bus on Harford Road each 15 minutes and one on Belair Road each 10 minutes while current schedules list 5 local, 2 express, and 4 quickbus stops at Belair & Frankford and 6 local / 8 express buses at Harford & Echodale between 7 and 8 AM raising concerns whether the new system will be able to meet existing demand from commuters and schoolchildren. Michael Walk, Director of Service Development for MTA, tells us that “this will likely be fine-tuned as we move forward and get a better handle on anticipated needs. Second, we are analyzing the Harford Rd. corridor closely, because we do realize there is a good deal of ridership along that corridor. So, we'll keep this in mind as we're crafting the final service plan based on public input.” Workshops will be held over the next two months: http://mta.maryland.gov/baltimorelink-workshop-locations The closest workshop will be at the Northwood Library (4420 Loch Raven Blvd) on Wed. Dec. 9 from 5:30-7:30 PM New Northeast Sector Transit Map:

NECOP – Northeast Citizens on Patrol In Northeast Baltimore we have a district wide Citizens on Patrol program called NECOP. The reasoning behind the COP program is that regular neighborhood patrols can make criminals feel uncomfortable and drive them out of our neighborhood. Communities with regular NECOP patrols, such as the North Harford neighborhood, also see significantly less crime than communities with inactive patrols. Participants meet at the Northeast Police station at 1900 Argonne Drive near Morgan State and an officer will give you a direct number to keep them in contact with the Police. You would then proceed to patrol the neighborhood in your car. Patrols normally go out each Thursday and Friday from about 7:30 - 10:30. For anyone interested in the Citizens on Patrol program, please contact Rob at [email protected]
