    March Meeting Agenda Discuss Spring plans for Unity Urban Garden at 4001 Southern Ave

    Dexter Walker to speak about how we can use community service hours.

    Presidents Letter

    Its hard to believe its already March and spring is on the way. In February, we had a very informative

    meeting with SDAT and Vince Pompa from DPW. Monique in SDAT gave an overview of how properties

    are reassessed. Vince provided details on water bills and explained that a new billing system would be

    put into place later this year that would adjust bills from quarterly to monthly while removing the

    minimum requirement of 10 units for households. If anyone has issues or questions surrounding their

    water bill now or in the future they should contact his office at 410-396-9504.

    The changes in the BaltimoreLINK bus plan and how they affect our neighborhood have been mentioned

    over the past few months. Some bus stops will be eliminated in the plan but specific stops have not

    been identified yet. If there is a specific stop that you regularly use, please let us know so we canprovide feedback to MTA.

    In main street news, Samuel Polakoff has purchased the lot at Harford & Southern and we hear the

    development he outlined in our December meeting is planned to start construction this month. Mr.

    Polakoffs development will be anchored by a full service restaurant by theowners ofMaggies Farm.In

    addition, we understandKuramo,a Nigerian restaurant located in Columbia, is planning to open a

    location in our neighborhood next to Taste This at 4917 Harford Road. Finally, Morgan State University

    and Samuel Polakoff are helping Hamilton-Lauraville Mainstreet with their community kitchen plans for

    the nearby Market Lot across from Safeway at 4500 Harford Road.

    On the housing front, progress continues to be made at 3100 Rueckert Ave. We are aware of five vacant

    foreclosed properties that are scheduled for auction this month. We are working with Pam Wallace in

    Healthy Neighborhoods under Hamilton-Lauraville Mainstreet to make contractors interested in

    restoring single-family homes aware of these opportunities in our neighborhood.

    We will be having a special community meeting

    on March 15that 7:30 PM at Harbel (5807

    Harford Rd) to discuss spring plans for the Unity

    Urban Garden at 4001 Southern Ave (pictured

    to the right). Dexter Walker, a pretrial

    coordinator for community services, will join us

    around 8 PM to discuss whether we can use

    individuals ordered to do community servicehours by the courts to maintain the garden or

    the Biddison Family Cemetery on Forrester Ave.

    BaltimoreLINKNew Bus routes coming June 2017

    In October Governor Hogan announced a complete redesign of the Baltimore Bus system that includes some major changes to

    mass transit in our neighborhood. Changes to the bus lines in Waltherson are detailed below:

    The 15/47 lines on Belair Road will be replaced with the Brown CityLink line. It would run from White Marsh Mall to

    the West Baltimore MARC station by way of downtown. The 19 line on Harford Road will be replaced by the 55. It runs from Perry Hall to State Center, connections to

    downtown and Goucher/Taylor would be eliminated.

    Echodale Aves 44 line will be replaced by the 30. It would no longer go west of Belvedere Square and will go south to

    Bayview.

    Moravia Aves 33 line will be replaced by the 28. It would run from the West Cold Spring Metro station to Moravia

    Park.

    The new 33 line will touch our northeast boundary at Belair & Hamilton connecting us to Mount Washington and

    Rosedale via Northern Parkway.

    So far no announcements have been made concerning bus stops. We are told that the numbered LocalLink lines would have

    more stops than the colored CityLink lines. This suggests that there will be fewer stops on Belair Road than Harford Road when

    the plan is implemented. The new schedules would have a bus on Harford Road each 15 minutes and one on Belair Road each

    10 minutes while current schedules list 5 local, 2 express, and 4 quickbus stops at Belair & Frankford and 6 local / 8 express

    buses at Harford & Echodale between 7 and 8 AM raising concerns whether the new system will be able to meet existing

    demand from commuters and schoolchildren. Michael Walk, Director of Service Development for MTA, tells us that this will

    likely be fine-tuned as we move forward and get a better handle on anticipated needs. Second, we are analyzing the Harford

    Rd. corridor closely, because we do realize there is a good deal of ridership along that corridor. So, we'll keep this in mind as

    we're crafting the final service plan based on public input.

    MTA has taken community feedback and will be releasing a revised map sometime in April or May of 2016. We expect another

    community meeting to be scheduled at that time to review the plans.

    Hamilton Mayoral Candidate Forum

    3rdDistrict Baltimore City Council Candidate Forum

    A 3rdDistrict City Council forum organized by the League of Women Voters will be at Faith Community

    (5315 Harford Rd) on Thurs., March 24 7-9 PM.

    A previous 3rddistrict city council forum was held by our neighbors in Hamilton Hills on Nov. 18.

    2ndDistrict City Council & Mayoral Candidate Forum

    A 2ndDistrict City Council Forum will be held at Mount Pleasant Ministries (6000 Radecke Ave) on

    Saturday, March 12 from 3 to 6 PM. The League of Women Voters, the Frankford Improvement

    Association, and the Belair-Edison Community Association invite you to join them for an afternoon with

    the 2016 Candidates for the 2ndDistrict of the Baltimore City Council and the Office of Mayor for the City

    of Baltimore. The forum will be moderated by a member of the League of Women Voters.

    Cellar Stage (5315 Harford in Faith Community)

    Shenandoah Runis a nine-member Americana folk band from the Washington, DC area. Formed in 2011, the band blends

    rootsy vintage, classic and contemporary folk music in a manner that appeals to a diverse audience.

    They deliver the spirited sounds of American folk music, spicing them up with a l ittle country/bluegrass and the occasional

    infusion of songs from other lands. Add some humor and they deliver a performance that invites the audience to participate.

    Their individual vocal and instrumental talent, as well as a strong desire to keep folk music alive and fresh, is key to the groups

    success.

    The band released its first full-length CD, Winter To Spring in April 2013. From the esoteric to the toe-tappingly familiar, the

    CD features Shenandoah Runs multi-part vocal harmony and skillful instrumental backing that defines their instantly

    recognizable sound. Winter To Spring is a compilation of classic and new folk songs, including an original written by the band.

    The CD has been met with great interest and sales are doing well.

    Every Shenandoah Runperformance to date has either been a sell-out or played to a capacity audience. They have entertained

    audiences of all ages and have developed a fan base that is constantly growing.

    THE PAUL McKENNA BAND

    Paul McKennaWidely tipped for future stardom, the young Glasgow singer, songwriter and guitarist Paul McKenna cites Paul

    Brady, Dick Gaughan and Led Zeppelin as equal influences on his potent original compositions. Paul currently fronts The Paul

    McKenna Band who continue to increase their reputation as one of the finest young song- based outfits on todays Scottish folk

    scene and have released three albums on Greentrax Records. Paul was named Scots Singer of the Year in 2012 at the Scots Trad

    Music Awards andThe Paul McKenna Bandhave been nominated for Folk Band of the Year in 2011, 2012 and 2013. Paul has a

    busy year ahead with confirmed dates in America, Canada, Germany and the UK with dates in Australia and Denmark to be

    confirmed.

    Shannon Quinnis a multi-instrumentalist, dancer and composer who has performed for a CBC live radio program Canada Live

    and Atlantic Airwaves. She has also had the pleasure of performing with Cirque Du Soleil in Montreal, The Chieftains in both

    Halifax, and Charlottetown and at the beautiful Massey Hall in Toronto, with Juno-award winning group Down with Webster.

    Shannons musical style is highly influenced by that of her ancestors, originating from County Clare, Ireland. Inspired by a wide

    variety of genres and musicians, Shannon is extremely passionate about creating music, her debut album entitled The Irwin

    Lake Sessions is soon to be followed by a second album. She has composed music for a CBC documentary entitled Unknown

    Child and for works viewed in film festivals from Halifax to New York.

    Sean Graybegan his involvement in the folk and traditional music scene at the age of nine when he and his sister Robyn

    attended their first Folk Club. Throughout their teens they played at various folk clubs and festivals through out Scotland. His

    final year of secondary school was spent at the National Centre of Excellence in Traditional Music at Plockton High School in the

    western Highlands, where he studied flute with Dougie Pincock and guitar with Jack Evans. Sean has played alongside many

    major acts such as Dick Gaughan, Back of the Moon, Jim Malcolm, Andy Irvine, Shooglenifty, Grada, the Findlay MacDonals

    Band, the Peatbog Faeries and Lyra Celtica to name but a few.

    Ewan Bairdcomes from a family long involved in the folk scene. He has only been playing bodhran for three years and in that

    time has developed a unique style of playing which is both impressive and the envy of many players. He also plays cajon and

    favors the DADGAD tuning for guitar and his style of playing adds to the unique sound of the Paul McKenna Band.

    NECOPNortheast Citizens on Patrol

    In Northeast Baltimore we have a district wide Citizens on Patrol program called NECOP. The

    reasoning behind the COP program is that regular neighborhood patrols can make criminals feel

    uncomfortable and drive them out of our neighborhood. Communities with regular NECOPpatrols, such as the North Harford neighborhood, also see significantly less crime than

    communities with inactive patrols.

    Participants meet at the Northeast Police station at 1900 Argonne Drive near Morgan State and

    an officer will give you a direct number to keep them in contact with the Police. You would then

    proceed to patrol the neighborhood in your car. Patrols normally go out each Thursday and

    Friday from about 7:30 - 10:30. For anyone interested in the Citizens on Patrol program, please
