    29 March, 2017 Prof. Ed Blakely West Central District Commissioner Greater Sydney Commission Dear Professor Blakely Australian Racing Drivers’ Club Submission to the Greater Sydney Commission West Central Draft District Plan Sydney Motorsport Park, a 92-hectare site at Eastern Creek (part of Western Sydney Parklands) is operated by one of Australia’s leading motorsport organizations - The Australian Racing Drivers’ Club. The venue currently has an impressive annual visitation of 330,000 spectators, competitors, experience participants, extensive driver safety and training activities, major events and community programs. A new and broader vision is being shaped for the Sydney Motorsport Park precinct that we believe will be of high interest to the Greater Sydney Commission and its strategy to attract smart jobs to Western Sydney and agglomerate industry expertise with research and education opportunities. In short, the vision is to see the addition of:

    • a specialist mechanical engineering high school/technical college (a new educational pathway for students in the region through motorsport and engineering with links industry and to Western Sydney University and TAFE for research and further education; plus venue and major event management education courses;

    • a cluster of on site and co-located high performance automotive and aeronautical industry engineering business hub; and

    • collaboration with Government and industry for research and testing of automotive vehicles and associated innovation.

    Further, it is expected that the development of the site will yield significantly increased tourism and major events activity and community engagement. We are convinced this broader vision will bring significant social and economic impact through developing talented students in the region, growing smart jobs in innovative globally relevant industry in and around the motorsport precinct, and being an even more significant player in regions visitor economy.

    To succeed the ARDC must continue to embrace and engage with the broader and

    closely aligned communities of science & technology, engineering, innovation and

    education - and particularly maximise the potential of its dominant location centrality

    in Western Sydney.

    The ARDC recognises that to do so requires innovative thinking combined with unique

    Government, Education and Commercial relationships to deliver.

    This is evolved, though not entirely new thinking. In 2008 the ARDC commissioned a

    $600K feasibility study & masterplan –including original concepts for track changes for

    Formula 1 ($120m). This was later revised, refined and prioritised, leading to a Stage 1 Development

    (Brabham Circuit extension & enhanced infrastructure) via a $14M investment( incl $7m in Government

    funding for Capital Program redevelopment) and now supported by an annual $1M+ capital works program.

    The period between 2012 and 2017 has also witnessed a significant brand and business transformation for the

    race circuit once known as Eastern Creek International Raceway to SYDNEY MOTORSPORT PARK (SMSP).

    With over 330k visitors annually, and multi-circuit operations over 300 days per year, SMSP is now the regions

    pre-eminent motorsport facility and the only FIA Grade 2 circuit in the country– firmly entrenching itself as

    THE Home of Motorsport in Australia.

    As part of this strategic development, senior ARDC executives and Board President recently embarked on a

    case study tour of the UK visiting Silverstone Circuits Ltd, Silverstone UTC (University Technical College);

    Oxford Brookes University; Silverstone Property Developer (MEPC); MSA (Motor Sport Association UK) and

    Catapult Transport Systems ( the UK's Technology and Innovation Centre for Intelligent Mobility).

    Following this visit the first of several workshops has already been held with senior representatives of

    Western Sydney University, TAFE Western Sydney, Tourism Australia, the Western Sydney Business

    Chamber and NRMA Motoring and Services to continue this important dialogue and commence and continue

    preliminary discussions at the local level.

    The ARDC understands the GSC is looking at specific opportunities to foster centres of industry specialisation, leveraging

    the natural advantages of precincts such as the Sydney CBD for the fin-tech industry, Westmead for medical research and

    the Western Sydney Airport for advanced logistics and agribusiness exports.

    We firmly believe that there is a similar opportunity to secure investment in a specialist high school/technical college, co-

    located with high performance automotive technology businesses, as well as enhancing the current motorsport activity and

    capacity, tourism and events.

    That ARDC Board and CEO are already in discussions regarding technical pathways within the Catholic Education

    network. A key focus is for providing opportunities for local kids to study locally and live locally, which we understand is

    very much consistent with what the GSC is aiming to achieve through the implementation of it’s district plans over the next

    20-40 years.

    The recent UK case study visitations undertaken by the ARDC and supported by local consultation indicate that there is a

    realisable opportunity that would bring new and highly attractive educational pathways, generate jobs, an deliver economic

    impact to the district.

    We look forward to sharing more of our vision with the Greater Sydney Commission in the near future.

    As part of this strategic development, senior ARDC executives and Board President recently embarked on a

    case study tour of the UK visiting Silverstone Circuits Ltd, Silverstone UTC (University Technical College);

    Oxford Brookes University; Silverstone Property Developer (MEPC); MSA (Motor Sport Association UK) and

    Catapult Transport Systems ( the UK's Technology and Innovation Centre for Intelligent Mobility).

    Following this visit the first of several workshops has already been held with senior representatives of

    Western Sydney University, TAFE Western Sydney, Tourism Australia, the Western Sydney Business

    Chamber and NRMA Motoring and Services to continue this important dialogue and commence and continue

    preliminary discussions at the local level.

    The ARDC understands the GSC is looking at specific opportunities to foster centres of industry specialisation, leveraging

    the natural advantages of precincts such as the Sydney CBD for the fin-tech industry, Westmead for medical research and

    the Western Sydney Airport for advanced logistics and agribusiness exports.

    We firmly believe that there is a similar opportunity to secure investment in a specialist high school/technical college, co-

    located with high performance automotive technology businesses, as well as enhancing the current motorsport activity and

    capacity, tourism and events.

    That ARDC Board and CEO are already in discussions regarding technical pathways within the Catholic Education

    network. A key focus is for providing opportunities for local kids to study locally and live locally, which we understand is

    very much consistent with what the GSC is aiming to achieve through the implementation of it’s district plans over the next

    20-40 years.

    The recent UK case study visitations undertaken by the ARDC and supported by local consultation indicate that there is a

    realisable opportunity that would bring new and highly attractive educational pathways, generate jobs, an deliver economic

    impact to the district.

    We look forward to sharing more of our vision with the Greater Sydney Commission in the near future.
