“I urge you to participate with energy andvigour in the development of the Science andTechnology of the Tatmadaw and the building ofa modern Tatmadaw, ensure that you becomethe new generation of leaders who will defend theTwelve Traditions of the Tatmadaw, even withyour lives, and join in the activities for the build-ing of a modern developed nation.”

This is an excerpt from the speech given tojunior engineer leaders by Commander-in-Chiefof Defence Services Senior General Than Shweat the graduation parade of the 10th Intake ofDefence Services Technological Academy at theparade ground of the DSTA in PyinOoLwin on19 December.

Today, advancement in the science and tech-nology has gained a dominant position over anyother sector. And military science and technolo-gies are advancing day after day. Therefore,Defence Services engineers, who will have toparticipate in the building of a modernTatmadaw, are to work hard to improve theirqualifications and to be able to keep abreast ofglobal advancements.

Now, steps are being taken for building astrong and modern Tatmadaw capable of pro-tecting the motherland. The Defence ServicesTechnological Academy is one of the educationalinstitutions that produce human resources forstrengthening the Tatmadaw. Successful com-pletion of the graduation parade of the 10thIntake of Defence Services Technological Acad-emy is a contribution towards the drive.

The new graduates, engineering resources,will have to shoulder national defence duties,training duties and public welfare services, whileplaying a key role in the building of a modernTatmadaw. Moreover, they will have to studyconstantly the subjects on military science andtechnology that are advancing.

It is believed that the Defence Services juniorengineer leaders will protect and safeguard thenation at risk to their lives, while trying their bestto become reliable citizens in accordance withgood morale and fine traditions of the Tatmadaw.

Japan test-fires ballisticmissile off Hawaii

TOKYO, 19 Dec—Japan successfullyintercepted a mock ballistic missile offHawaii in a test-fire shortly after localtime Monday noon. Japanese DefenceMinistry officials said Tuesday.

The test of the Standard Missile-3

which was launched by a JapaneseMaritime Self-Defence Force (MSDF)destroyer in the Pacific Ocean, was thefirtst by a country other than the UnitedStates.

With the help of the US Navy whichlaunched a mid-range ballistic missilefrom its military base in the Pacific, theAegis-equipped Kongou of the MSDFseveral hundred kilometres awaydetected it and tired an SM-3 to interceptin it at an altitude of more than 100kilometres at around 7:12 am Japan timeMonday.

with coffee pickers skidded off a road in the Mexicanstate of Puebla and plunged into a shallow ravine,killing at least 19 people, a Red Cross official said onMonday.

The truck was carrying between 80 and 85 peopleto coffee plantations on the mountains of Puebla whenthe driver lost control on a curve and fell about 15 feet(5 metres) into the ravine.

“The truck ended up upside down. It squashed thepeople,” Red Cross coordinator Baldomero Azua toldReuters. Road accidents are common on Mexico’snarrow, poorly paved interstate roads.

Cambodian UN Ambassadorcondemns UN envoy

PHNOM PENH, 20 Dec—Cambodian Ambassador tothe United Nations Sia Kosal on Wednesday condemnedthe current UN human rights envoy to Cambodia YashGhai, accusing him of “having rude and arrogantbehaviours” to the Cambodian people and government.

Yash Ghai looked down upon the Cambodianpeople and government by his comments in public,Kosal said in an official letter delivered to UNSecretary General Ban Kim-moon, Yash Ghai saidCambodia was not ruled by law, Kosal said in theletter, adding that Ghai’s words are equaledCambodia with an anarchic and pre-history country.

Yash Ghai also urged the Cambodian people torebel against the Cambodian Government which waselected in democratic process, he said. Cambodia isvery upset for Ghai’s words and behaviours which areunacceptable, Kosal said in the letter.

Massage may help ease pain,anxiety after surgery

LOS ANGELES, 20 Dec — A 20-minute evening back massage may helprelieve pain and reduce anxiety following major surgery when given inaddition to pain medications, according to a new study.

Many patients stillexperience pain follow-ing major surgery despitethe availability of pain-relieving medications,said the study publishedin the December issue ofArchives of Surgery.

But massage mayhelp to relieve the anxietythat synergizes with paineffectively. It could alsogenerate mood-boostingendorphins or create acompeting sensation thatblocks pain, according tothe study.

A team of USresearchers from theDepartment of VeteransAffairs and VA Ann ArborHealthcare Systemconducted a randomizedcontrolled trial involving605 veterans (average age64) undergoing majorsurgery (chest orabdominal operations)between 2003 and 2005.

Patients were askeddaily to rate the intensityand unpleasantness oftheir pain, plus their levelof anxiety, on scales of

one to 10. Compared with the

control group, patients inthe massage groupexperienced short-termdecreases in painintensity and anxiety,according to the study.

The effectiveness ofmassage in reducing boththe intensity andunpleasantness of painsuggests that it may actthrough more than onemechanism, said thestudy.

The Inland Water Transport was IrrawaddyFlotilla Co Ltd at birth in 1865. It was nationalizedinto the Inland Water Transport Organization on 1June 1948. It was renamed Water TransportCorporation on 1 March 1972, and Inland WaterTransport on 1 April 1989.

It is pursuing its mottoes — safety; service;image; transportation in commercially navigablewaterways such as Ayeyawady and Chindwin rivers,Delta Region, Kalatan, Laymyo and May Yu rivers inRakhine State, and Thanlwin, Gyaing and Attayanrivers in Kayin State; spreading its wings for transportfacilitation; and transport of goods bound for projectsites, those produced by governmental organizations,import and export goods, goods manufactured byState-owned factories, cooperative goods and private-owned goods in accordance with the economicobjectives of the State.

To achieve the Ministry’s motto “Improvenational economic development through watertransport”, the Inland Water Transport yearlytransports 24.7 million passengers and 4.3 milliontons of goods with the use of 514 vessels in thecommercially navigable waterways of 7943 miles intotal. In addition, it provides services in the watertransport sector to raise the income of the nation.

The IWT has six dockyards: Dalla dockyard,Ahlon dockyard, Sittway dockyard, Yadanabondockyard (Mandalay), and Chindwin dockyard (underconstruction). Each dockyard can careen 46 vesselsat one time. And the maximum capacity of eachdockyard is 1400 tons.

There are broad relations withinthe Ministry and with other ministries. A vessel cancarry more passengers and goods than a motor vehicleor an aeroplane. Automobiles can be transportedacross the waterways with the use of Z-crafts.

He shot Kathina robe-offering ceremony inPathein Township, Mandalay moat, and scenicbeauties of Mandalay Hill. Then, he shot manypagodas, stupas and monasteries in Sagaing. On 18December, he shot a day’s activities of the monksof Maha Gandayon Monastery in Mandalay.

He said, “The abbot asked his assistants to helpme shoot the film. All the monks in the monasterygave help to me. So, I could shoot all the religiousactivities of the monks without any difficulties”.

The plots of flourishing Buddhism in Thailandand Cambodia have been shot for one year. It willtake six more months to complete the entire film.Some more plots will also have to be shot in otherneighbouring countries. Zinyaw Maung Maungand his two friends sponsor the film.

Four killed, two wounded in Thai south

FAO needs to protect poornations from food price hikes

ROME, 19 Dec—The UN Food and AgricultureOrganization (FAO) is urging governments and theinternational community to implement immediatemeasures in support of poor countries hit hard bydramatic food price increases, FAO said on Monday ina Press release. Currently 37 countries worldwide arefacing food crises due to conflict and disasters. Inaddition, food security is being adversely affected byunprecedented price hikes for basic food, driven byhistorically low food stocks, droughts and floods linkedto climate change, high oil prices and growing demandfor bio-fuels, FAO said.

High international cereal prices have already sparkedfood riots in several countries, according to FAO.

In its November issue of Food Outlook, FAO estimatedthat the total cost of imported foodstuffs for Low IncomeFood Deficit Countries (LIFDCs) in 2007 would besome 25 per cent higher than the previous year, surpassing107 million US dollars. — MNA/Xinhua

Czech, German police launch joint water patrols

YALA (Thailand), 19Dec—Four Muslims werekilled — and one of thembeheaded — and twosoldiers were woundedseriously in two attacks inThailand's rebellousMuslim-majority farsouth, police said onTuesday.

Three village securityguards and a villageheadman were ambushedand shot dead in Yala, oneof the three southernprovinces caught up innearly four years ofseparatist insurgency inwhich more than 2,100people have been killed.

“Their bodies were leftnear a pick-up truck andthe village headman wasbeheaded, with his headleft on the road,” one said.

A fifth man was shot inthe arm but escaped, theysaid. The identity of thegunmen was unknown,but police said they

presumed they weremembers of a militantgroup called RKK —Runda Kumpalan Kecil,which means Small PatrolGroup in Malay.

In a separate incident, abomb wounded twosoldiers seriously as they

stopped at a grocery storein another Yala Town,police said.

died and another woman was injured when a lightaircraft on Tuesday crashed while trying to make anemergency landing after running out of fuel in Paraguay,according to news reaching here.

The plane crashed close to a road in Limpio, 6kilometres from its destination, during a flight to theSilvio Pettirossi International Airport in Paraguayancapital Asuncion.

Pakistan, WHO check ifbird flu passed by people

ISLAMABAD,19 Dec— Pakistani authorities and World Health Organization(WHO) experts were trying to determine on Tuesday whether bird flu hadpassed from human to human after the country reported its first human deathfrom the virus.

Pakistani health offi-cials confirmed at theweekend that eight peoplehad tested positive for theH5N1 bird flu virus inNorth West FrontierProvince since lateOctober, of which oneperson, who worked on apoultry farm, died.

A brother of the deadperson, who had not beentested, also died.

It was not yet clear if he

was a victim of bird flu.One hundred people

with symptoms of fluliving in the vicinity hadbeen checked but all testednegative, said a Ministryof Health spokesman.

New pipeline to increaseEurope’s energy security

MOSCOW,19 Dec —Projects to build an oilpipeline across the Balkansand a natural gas pipelineunder the Black Sea willincrease Europe’s energy

security, the RussianPresident Vladimir Putinsaid on Tuesday.

Building the SouthStream gas pipelineand the Burgas-Alexand-roupolis oil pipeline “willnot only bring tangibleeconomic dividends, butwill improve energysecurity on the Europeancontinent,” Putin wasquoted by the RIA Novostinews agency as sayingafter a meeting withvisiting Gree PrimeMinister Kostas Kara-manlis in the Kremlin.

“We believe that we

should concentrate ourefforts on advancing majorbilateral and multilateralagreements, includingthe construction of theBurgas-Alexandroupolisoil pipeline and the SouthStream gas pipeline,”he said. Russia, Bulgariaand Greece signed amemorandum on the oilpipeline in April 2005.

SANTO DOMINGO,19 Dec— Thirty-three peoplehave been killed after tropical Storm Olga rampedthrough the Dominican Republic since last Tuesday,the nation’s Emergency Operations Centre said onMonday. Suicide bomber kills16 in Iraqi village

Russia to discuss USmissile shield with

Poland MOSCOW, 20 Dec —

Russia said on Tuesday itwould hold consultationswith Poland in early 2008over Washington’s plansto build a missile defenceshield in Eastern Europe.“I am happy there will bediscussions over the missiledefence shield,” SergeiYastrzhembsky, adviser toPresident Vladimir Putin,told a news conference. Hesaid the talks would be heldin Warsaw.

Washington wants tostation interceptor missilesin Poland and a radar in theCzech Republic as part of a

shield it says is designed toprotect Europe from “roguestates” such as Iran andNorth Korea.

Russia believes theshield is targeted againstits missile arsenal and posesa threat to its nationalsecurity.

Moscow has offeredWashington access to dataon missile launches from aRussian radar station and asecond radar operated byRussia in ex-SovietAzerbaijan, if Washingtondrops its missile shield plan.

But the Pentagon hasmade clear it sees theRussian radar offer as asupplement to its shield,not a substitute.

GENEVA, 20 Dec —More than 1,400 would-bemigrants, mostly Somalisand Ethiopians, havedrowned off Yemen thisyear trying to cross the Gulfof Aden on rickety boatsrun by brutal smugglers, theUN refugee agency said onTuesday.

The toll includes nearly200 people believed to havedied last weekend after onevessel capsized off the coastof Yemen and another brokeup after hitting a rock.
