Drunk tug skipper sent to jail The skipper of a Coastguard tug which ran aground off Shetland while he was drunk has been jailed for eight months. Peter Leask, 42, admitted he was more than three times the legal alcohol limit while in charge of the vessel. Leask also admitted two other charges, including spilling 84 tonnes of diesel oil into the sea after hitting rocks. Lerwick Sheriff Court heard the repair and clean up operation costs were more than £3m. Sheriff Graham Napier said custody was the only option.

The Anglian Sovereign ran aground on 3 September last year. The entire crew were winched to safety by the coastguard helicopter, leaving Leask at the bridge. Listing heavily, the tug limped into Scalloway Harbour under his command. An emergency clean-up operation sprang into action with the bulk of the leaking oil cleaned up, and the rest dispersed naturally. However wildlife in the area suffered from the spill and the vessel was so badly damaged a section had to be rebuilt. Leask also admitted two other charges of causing pollution and refloating the ship after the collision before assessing the damage. Sheriff Napier told Leask on Wednesday that his actions were reckless in the extreme and he had no option but to impose a custodial sentence. Captain Allan Marsh, an enforcement officer with the Maritime and Coastguard Agency (MCA), said: "This was an extremely serious offence. "We have to reinforce the message to the maritime industry that drinking and driving is not acceptable." The Scottish Environment Protection Agency (Sepa) said Leask was the first person to receive a custodial sentence for pollution in Scotland. Sepa's investigating officer, Graeme Henderson, said: "Fuel oil can have a severe polluting effect on the marine environment and this incident could have had devastating consequences. "People need to be aware of the potential damage that can be caused to the environment by an oil spill and the penalty for causing pollution." Shetland Islands Council convener Sandy Cluness said: "This is a personal tragedy for this individual who had good service until now. "This is a very serious matter for which he has paid the penalty." Sentence on Leask had previously been deferred for social inquiry reports. Members of his family wept outside the court room as Leask was led away to begin his sentence.

Japan questions China on E. China Sea sailing ban

Japan has urged China to clarify whether it has banned ships from entering an area of the East China Sea and started work to expand a gas field in disputed waters, Japan's top government spokesman said on Monday.

Citing an unidentified website of the Chinese maritime authorities, Japanese media reports said China had issued a notice banning ships from the area while it laid pipelines and cables on the ocean floor as part of an expansion of the Pinghu gas field. The work will last until Sept. 30 this year, the website said, according to the Japanese media reports. Japan's Chief Cabinet Secretary Shinzo Abe said Tokyo had asked Beijing to make clear whether China had started to expand the gas field in the disputed waters. China's Foreign Ministry promised to reply as soon as possible, he said. "Because the issue involves our sovereignty, we expressed our concern," Abe told reporters. He said China's move could infringe on Japan's sovereignty and the UN convention on the Law of the Sea. But he stopped short of saying that Tokyo would lodge a protest with China. "We will continue to try to confirm the fact and make an appropriate response," he said. Japan and China are involved in a stand-off over developing gas fields in the disputed area, one of a range of issues, including Japanese Prime Minister Junichiro Koizumi's visits to a Tokyo war shrine that China sees as a symbol of Tokyo's past militarism, that have hurt bilateral ties. The two sides disagree over the position of the border between their exclusive economic zones in the East China Sea, and Japan fears that energy-hungry China's exploitation of the area could tap into resources in its own zone. "We have tried to resolve the issue through dialogue with a view supporting bilateral cooperation and joint development," Abe said. "There is no change in that stance." "It is important for the two countries to be future-oriented and have win-win talks." Despite Japanese requests to halt development, China has continued work on its gas fields adjacent to waters over which Tokyo claims exclusive economic rights. In response, Japan has granted test-drilling rights to Teikoku Oil Co., although drilling has not started. Japanese Foreign Minister Taro Aso said last month that Tokyo might take counter-measures if China went ahead with full-fledged production at gas fields in the disputed areas

B.C. widow sues in cruise death A Chilliwack widow is suing Norwegian Cruise Lines for the death of her husband, who died after becoming ill on a cruise ship. Dorothy Jones filed a wrongful death suit in U.S. District Court in Miami last week seeking damages in excess of $20 million US. According to the complaint, Donald Jones, 65, bled to death in a Mexican hospital from an esophageal tear, a condition that when severe, must be treated by immediate surgery. According to the complaint, Jones was in perfect health when he boarded the Norwegian Star on April 14, 2005, in Los Angeles for an eight-day Mexican Riviera voyage. On April 17, Jones died at a medical facility in Lazaro, Cardenas, Mexico, more than 12 hours after he began vomiting blood aboard the cruise ship and 48 hours after the onset of nausea and severe abdominal pain. The suit alleges the Miami-based cruise line and its two doctors failed to promptly diagnose Jones, stabilize him and evacuate him to an appropriate facility. The suit also claims negligence for abandoning the couple in Mexico without arranging adequate and appropriate medical facilities.Jones's widow, represented by Miami-based lawyer Ira Leesfield, believes her husband would be alive today if he were evacuated by helicopter when his health began deteriorating rapidly, says the suit. Instead, staff lowered the couple into a lifeboat to make the hour-long journey to shore early on April 17.

By that time, nine hours had passed since Jones first began vomiting blood, according to the court document. Once on shore, the couple were abandoned by cruise staff even though the waiting ambulance didn't have the blood necessary to perform a transfusion, the claim states. The same problem was encountered at the hospital, where Jones continued to wait for blood. When it finally arrived, the blood was frozen and had to be warmed up, alleges the suit. Jones was pronounced dead less than three hours after reaching the hospital at 8:40 a.m., according to the suit. Dorothy was put on a flight home to B.C. shortly afterwards, leaving her husband of 40 years in Mexico until his body could be prepared for transport. Jones, who left behind three adult children and five grandchildren, was an active volunteer with the Roving Volunteers in Christ's Service. Since 1997, Jones and his wife have travelled across the U.S. and Canada in their RV to various Christian ministries to provide carpentry, plumbing, painting, electrical, library and tutoring help. The couple, who travelled up to five times a year as volunteers, had just finished a project at The Master's College in Santa Clarita, Calif., before their cruise vacation last year. Neither Dorothy Jones nor her lawyer could be reached for comment. Norwegian Cruise Lines did not return a call. The company has not yet filed a statement of defence. Michael Fan, treasurer of a small organization called International Cruise Victims based in the U.S., says there needs to be more accountability from cruise lines. Fan, of Seattle, said he's been trying to "find out the truth of what's happening on cruise ships" ever since his parents disappeared last year from a ship. Among his criticisms is the limited one-year window to launch suits against cruise lines, compared to three or four years in other industries.

Cargo Ship Said Probably Killed Sei Whale A cargo ship probably struck and killed an endangered whale and then dragged it into the Patapsco River, a state wildlife official said. The 35-foot long, 17,000-pound male sei whale was found Monday, wrapped around the bow of the 800-foot container ship MSC Johannesburg.

The whale had broken bones and internal injuries, indicating it was killed by the ship, which sailed from Boston to Baltimore this week, said Cindy Driscoll, director of fish and wildlife health programs at the Maryland Department of Natural Resources. Sei whales are an endangered species. They usually travel in deep areas of the Atlantic and Pacific oceans, and they are not typically found in Maryland's part of the Chesapeake Bay. The National Oceanic and Atmospheric Administration is considering speed limits for large ships to protect whales off the mouth of the Chesapeake Bay, near Boston and outside other ports, because of the increasing number of reported collisions between whales and ships along the East Coast. Forty-two ships reported striking whales along the Atlantic Coast from 2000 to 2004, and 21 of the accidents resulted in the confirmed deaths of whales, according to a NOAA study.

As crew members on the ill-fated Al-Salam Bocaccio 98 sprayed an onboard fire they were attempting to control, water built up on the car deck and the ship listed and sank. Drains on the car deck were blocked and passengers dived into the water pulling out paper and plastic bags that were obstructing them. An Egyptian parliamentary report, that will now be filed with the prosecutor general, says the blocked drains showed that they had not been inspected by Egypt's Maritime Safety Agency According to Egypt's official Middle East News Agency, the report said that the government, the vessel's owner and the Egyptian Maritime Safety Authority shared the responsibilities for the sinking of the 35 year old ferry on February 3. More than 1,000 people died. The Al-Salam company that owned the ferry continued to operate it "despite serious defects" that made it unfit to navigate. "This points to the existence of a malicious collusion between the company and certain officials within the Egyptian Authority for Maritime Safety that led to disregarding of instructions," said MENA, quoting the report. The report says the Al-Salam company had forged documents on the state of the ferry's lifeboats with the help of another company owned by a relative of Mamduh Ismail, the owner of the company. Ismail is a member of the Egyptian parliament. His parliamentary immunity had already been lifted to permit him to be questioned, but he left Egypt soon after the disaster and is reportedly in the U.K. He now faces the likelihood of extradition. The parliamentary report says that the ferry was carrying 1,408 passengers and crew and about 220 vehicles and says that by international maritime rules it should not have been carrying more than 1,168 passengers. The report criticizes the Egyptian government for its handling of the crisis.

Princess takes balcony fire precautions Princess Cruises has issued a statement on the fire that broke out early on the morning of March 23 aboard the Star Princess as it was on passage between Grand Cayman and Montego Bay, Jamaica. "Although no definitive cause of the fire has yet been determined, we can confirm that the fire did start on one of the ship's balconies, and spread to other balconies," says the statement. "We believe the fire is an isolated incident," says Princess, which notes that it has been safely operating ships with large numbers of balconies for over ten years and that Star Princess fire "is the first such incident that has occurred." Although the fire is still the subject of an investigation led by the U.K.'s Marine Accident Investigation Branch (MAIB), Princess says that "after the fire we immediately put in place on all our ships precautions designed to ensure that, in the unlikely event of a similar situation happening again, we would be able to quickly detect and extinguish the fire." The cruise line says it "implemented a 24-hour fire watch of our balconies, introduced specific training and fire response procedures for our crew in handling fires on balconies, enhanced communication to passengers regarding fire safety, and changed certain crew housekeeping procedures on balconies." "Further to the immediate precautionary measures already in place," says Princess, "we are moving quickly to provide long-term and permanent measures to improve fire safety on our balconies. We are well advanced with the development of these permanent measures and, naturally, will be taking fully into account the requirements of the regulatory authorities in both the United Kingdom and the United States." Star Princess is registered in Bermuda. The Bermudian authorities invited the MAIB to conduct the investigation under a long-standing arrangement between the U.K. and other Red Ensign countries. The MAIB team that includes

Russia May Loose Ice-Breaker Fleet Russia may loose icebreaker fleet by 2020, according to the Russian Transport Ministry. This was communicated by Igor Levitin Transport Minister of RF during the government meeting. According to I.Levitin, by 2020 only one icebreaker will remain in the Russian fleet, all the diesel vessels will be out of action by 2019. In this connection it was proposed to start the construction of a new generation icebreaker. However it may be possible only in case of State-Private partnership development.

MCA holds seven The UK Maritime & Coastguard Agency (MCA) detained seven foreign-registered vessels in March. The number represents a decrease of 12.5% on the amount of vessels detained by the MCA in February. Of the 87 ships inspected last month 65 were found to have deficiencies. One containership, one refrigerated cargoship and six general cargoships fell foul of the MCA’s inspections in March, while two general cargoships and a tug were held over from detentions in February. Three of the vessels detained were flagged in countries on the Paris MOU’s black list (two of which are flagged to a country marked ‘high risk’), two were from the organisation’s white list, one was from the grey list and the flag state of the final vessel fails to appear on the Paris MOU’s list at all. The Panama-flagged Russian 8,750-dwt general cargoship Saruna (built 1979), which was detained originally in February, was detained a further two times in March due to an inoperable main engine. When the vessel was released from its original detention the main engine again failed, a fate which recurred one more time on 15 March. Eventually the ship was sufficiently repaired to be granted clearance for a single voyage to a Romanian yard to undergo extensive repairs. The 1,980-gt reefer Porsoy (built 1980), flagged in St Vincent and Grenadines, was detained at Grimsby with seven deficiencies including the withdrawal of its ISM compliance certificate from the vessel’s management company. The ship had previously been detained by the MCA in January this year. The Russian 2,481-gt general cargoship Medon (built 1968) was held for four days with nine deficiencies with extensive corrosion to bulkheads. The 343-teu Danish container vessel Hamburg Express (built 1991) was held for a single day with a total of 10 deficiencies including an inoperative oily-water separator. Another vessel to be held with an inoperative oily-water separator was the 1,281-gt general cargoship RMS Setlark (built 1983) which is flagged in St Vincent and Grenadines.

CASUALTY REPORTING Passenger Missing after Indonesian

Ferry Sinking All but one person on an Indonesian ferry that sank in eastern Indonesian waters are safe, ABC Online reported. The ferry had 66 people onboard- 60 passengers and six crewmembers. The Indonesian navy had dispatched one ship and an airplane to search for the boat, which ran into problems near Roti Island, 1,900 kilometers east of the capital Jakarta. It is often difficult to determine how many passengers are aboard Indonesian ferries, since they frequently carry individuals who have not paid for tickets or are not listed on manifests.

Cruise Vessel Drifts Away On April 16, a cruise ship known as The Spirit of Perth Amboy was untied and drifted about a mile from the Carteret dock into the Arthur Kill where it had become stuck in the mud near Staten Island. The incident occurred just hours before a noon Easter Sunday brunch cruise was scheduled to set sail, cruising past landmarks such as the Statue of Liberty and South Street Seaport. The ship was not damaged, and the Sunday holiday cruise, with 150 people, mostly families along with the crew, went off as scheduled.

Navy vessel loses €3m sonar The French navy made a red-faced admission on Wednesday - that it had lost a multi-million dollar sonar navigation device after its cable ripped in stormy waters. French defence minister Michele Alliot-Marie confirmed a report in the country's satirical weekly Le Canard Enchaine, and said an investigation had been launched into how the €3m device was mislaid.

Alliot-Marie said: "An inquiry is underway to determine whether a technical or a human error is at the origin of this problem." Le Canard Enchaine reported that the captain of the D 612 De Grasse frigate decided, against his lieutenants' advice, to try out the 10-ton sonar in rough seas in an exercise in the south western Gulf of Gascony on March 24. The top-of-the-range device is one of the most sophisticated in the world, capable of detecting an enemy submarine 150km away.

Indonesia Refurbishes Their U-Boats Indonesia wanted to expand its submarines force, and replace two thirty year old German subs. But their was no money. New subs cost over half a billion dollars each, although Russia was offering better prices on new Kilos. But Indonesia had a bad experience with Russian subs back in the 1960s. The two German type U209 boats they bought in the 1980s had proved sturdy and effective. But they are old boats. So Indonesia made a deal with South Korea, which also operates German subs, to refurbish their two boats. The first one took two years, but in addition to replacing worn parts and checking for any hidden damage, lots of new navigation and weapons systems were installed. The two German boats will thus be good for at least another ten years. By then, the navy hopes to get the money for new subs, or used boats of recent vintage. South Korea was eager to get the business, as South Korean shipyards are building more warships, including subs. Doing the Indonesian refurbs at a favorable price is expected to make South Korea a leading contender to supply Indonesia with new boats in the future. Meanwhile, Russia is trying to sell diesel-electric boats to Indonesia, and is offering the possibility of financing and low prices. But after using German boats for so long, the Indonesians will need to be convinced that Russian subs can compete.

Russia's LCS Eater Noting the progress of the American LCS (Littoral Combat Ship), Russia is pitching its new Project 20380 corvettes to countries than cannot (for security or financial reasons) get LCS ships. For example, the United States is reluctant to sell LCS to Saudi Arabia, for fear that key technology might be passed along to potential enemies (like China). The Russian ship is about a third smaller (at 2,100 tons displacement) than the LCS, but costs less than half as much (about $125 million each). While not as flexible as the LCS, the Project 20380 has impressive armament (two 30mm anti-missile cannon, one 100mm cannon, eight anti-ship missiles, six anti-submarine missiles, two eight cell anti-missile missile launchers). There is a helicopter platform, but the ship is not designed to carry one regularly. Crew size, of one hundred officers and sailors, is achieved by a large degree of automation. The ship also carries air search and navigation radars. It can cruise 6,500 kilometers on one load of fuel. Normally, the ship would stay out 7-10 days at a time, unless it received replenishment at sea. Like the LCS, the Russian ship is meant for coastal operations.

Having learned from past mistakes, the Russians are making this ship more reliable and durable than past designs of the same size. Three of these ships are under construction, with the first one being launched next month. Russia plans to buy twenty or more. There's not a lot of competition in this size category, and the Russians hope to lock up the low end of the market, and eat the LCS's lunch in many markets.

On April 19th, Jack Gallagher caught the following series of pictures of what was supposed to be a simple inital floating of a new build in Kaohsiung Harbour, Taiwan.

He first sighted the vessel, in the floating dock with a noticable starboard list. When he got closer the list got worse and then changed to a substantial port list. At this point all personnel were evacuated from the ship.

The personnel were not evacuated from the floating dock! It appeared as though the situation was stable with the ship being upright but the whole dock down by the stern. At this point the personnel were transferred back to the ship. Just as the last of the personnel boarded, the ship launched. Luckily the tugs were standing close by and the ship went straight back and did not strike the legs of the floating dock.

Mexican tall ship sails into Cape Town A tall ship has arrived at the Tavern of the Seas. The Mexican Navy's sail training ship Cuautémoc has docked at Jetty 2 at the V&A Waterfront for a courtesy visit. It will also visit Port Elizabeth before leaving the country on May 2. The ship is the first Mexican naval vessel to visit this country, said South African Navy spokesperson Andre Bruce. The Cuautémoc is a three-masted steel barque built in 1985, specifically to train the Mexican Navy's candidate officers. It has a crew of 123 officers and sailors and is commanded by Captain Roberto Gonzales Lopes. A traditional square-rigged sailing ship in all respects, it is equipped with modern navigation aids required by maritime convention, including radar. The ship will be open to the public from 10am to 12 noon and 2pm to 4pm from Wednesday until Friday.

Pride of Hawaii ready to sail Pride of Hawaii, the third cruise ship built for the Hawaii market, is expected to enter service on June 5. The ship, built by Meyer Werft shipyard in Germany at a cost of more than $500 million, can carry 2,400 passengers. It will employ 1,000 people, pushing the company's total Hawaii work force to 4,000. "We are proud to take delivery of this beautiful new ship not only because she is our newest and largest U.S.-flagged vessel but because she features the innovative design and tremendous consumer appeal," said Tan Sri Lim Kok Thay, chairman of Star Cruises, which owns NCL Corp. Nationally, Pride of Hawaii is the ninth in a series of 11 ships that will be part of NCL's North American fleet. The company undertook a $5 billion expansion project here in 1998 to create a niche in the casual, freestyle cruising market. Just in Hawaii, NCL will have about 500,000 passengers sailing the seas on its three vessels annually. The Pride of Hawaii will begin its voyage to Hawaii, reaching Baltimore at the end of this month, then traveling to San Francisco and Los Angeles en route to the Islands. The ship will offer interisland hops and leave Honolulu every Monday. It will spend a day each in Hilo and Kona and two days each in Kahului and Nawiliwili before heading back to Honolulu. Pride of Hawaii will offer passengers 10 restaurants and a variety of public facilities including a pool. Choices for the luxury travelers include two garden villas with their own private gardens and sun decks; 10 courtyard villas that share a courtyard, pool and sun deck; and one top-of-the-ship owner's suite.

PACIFIC BOX LINES “OVER 90% FULL” THE 11 liner shipping company belonging to the Transpacific Stabilisation Agreement (TSA) say their vessel utilisation is about 9% for West Coast cargo and nearly 100% for East Coast via the Panama Canal-bound containers. The announcement comes as the TSA work to finalise service contract renewals in the face of widespread expectations of over-capacity and falling rates But the TSA says cargo demand grew by more than 20% in the first two months of this year compared with the same months last year. That is about double cargo growth forecast for the whole of this year and outstrips capacity growth of about 15%. China-US trade grew even more quickly in January and February, by about 24%. TSA executive director Albert Pierce said: “As the lines were saying last year amid some scepticism, we don't believe the shift in manufacturing to China, Southeast Asia and elsewhere in the region has run its course,” China-US shipments for January-February grew by an average of 24 per cent, he added.

The company also says it is selling its 1981-built, 26,354 dwt bulker Pantelis P which is to be delivered to undisclosed buyers between 15 May and 30 June 30, 2006 at Euroseas Ltd. option. Following these latest deals Euroseas will have a fleet of 7 vessels, including 1 panamax dry bulk carrier, 2 handysize dry bulk carriers, 3 handysize container ships and a handysize multipurpose dry cargo vessel,. The company’s chairman and CEO, Aristides Pittas, said: "Our strategy has been to take advantage of market opportunities and grow our company by focusing on age and size segments which we believe can maximize our return on equity. In this context, we are particularly pleased with the acquisition of the Tasman Trader and the sale of one of our older vessels the Pantelis P. Furthermore, consistent with our fleet deployment strategy of seeking profitable long term employment, the Tasman Trader comes with a time charter which expires in 2012, thereby enabling us to generate stable and predictable cash flows enhancing our earnings and shareholder return. We believe that the proceeds from the sale of the Pantelis P, the [earlier] sale of John P and the cash available from the private placement we completed in August 2005, coupled with the use of standard leverage, place us in a strong position to continue taking advantage of market opportunities, as these may occur in 2006.”

Knutsen sells shuttle tanker to Bluewater Knutsen OAS of Norway has sold the 123,800-dwt ice-class shuttle tanker Hanne Knutsen (built 2000) to Dutch marine design company and operator Bluewater Energy Services.

No purchase price was given for the vessel and nobody was immediately available at Bluewater for comment on the purchase. Knutsen recently got $35m for the 124,500-dwt shuttle tanker Rita Knutsen (built 1986) which it sold to compatriot Petroleum Geo-Services (PGS) in January. PGS was considering converting the vessel into a floating production, storage and offloading (FPSO) vessel. The Hanne Knutsen, which was built by Knutsen at Astilleros de Sestao in Spain, will be delivered to its new owners on or before the 30 June. Although designed as a shuttle tanker, the double-hulled ice-class 1A vessel has been trading as a tanker in the Baltic Sea for Knutsen on charter to Finnish oil company Neste Oil. Hoofddorp-based Bluewater owns and operates a fleet of five FPSOs. Haugesund-based Knutsen recently added to its fleet with the $45m purchase of the 91,000-dwt shuttle tanker Natura (built 1993) from Neste in March. The ice-class Natura was one of the oldest vessels in Neste’s fleet. Knutsen now owns a fleet of 16 shuttle tankers, 13 products tankers and three LNG vessels. A further two LNG vessels are on order at Daewoo and Izar for delivery in 2006 and 2007 respectively, while another 35,000-dwt products carrier is set to be handed over to Knutsen by Naval Gijon this year.

In 2002, Containerships built a sea terminal in the St. Petersburg suburb of Kronstadt, on the Gulf of Finland. The facility's annual capacity could be increased to 500,000 TEUs (Twenty-foot Equivalent Units) of cargo per year from the current 75,000 TEUs when the Yanino terminal becomes operative, the source said. Under the new deal, Containerships will also start research into planned construction of a sea terminal near Primorsk.

Page 20: VLIERODAM WIRE ROPES Ltd.newsletter.maasmondmaritime.com/pdf/2006/072-21-04-2006.pdf · extremely serious offence. "We have to reinforce the message to the maritime industry that
