Thai crewmen rescued off Somali coast Somali fishermen rescued four Thai crewmen off Somalia's Puntland coast Friday after they were reportedly thrown overboard from their vessel fishing in Somali waters, local officials said. "They only spoke Thai, but one of them used sign language saying they were thrown overboard from a fishing boat that employed them," Muse Adullah, a local official from the coastal town of Hafun, told Deutsche Presse Agentur dpa. The Hafun police chief told the media the four men would be transferred for questioning to Garowe, capital city of Puntland. It is widely believed that the unnamed seamen will stay in Somali custody as a bargaining chip to negotiate the release of three Somalis from the Puntland region currently serving a three-year jail sentence for piracy in a Thai jail. "We were happy to hear of the rescue of the Thai sailors because their people wrongfully arrested our men who were on a Thai vessel that was hijacked by Somali pirates. But the Thai government turned around and charged them as the pirates," Rahma Ugas, a relative of one of the Somali men, told dpa from Garowe. "If the Puntland administration tries to release the men, we will organize demonstrations and strikes," Ugas added. Puntland authorities say the men may face illegal fishing charges before their case is referred to the families of the Somalis held in Thailand. No further details were available.

Japanese ship delays oil spill cleanup A Japanese salvage ship hired to help clean up the Philippines' worst oil spill has developed mechanical problems, delaying its scheduled Saturday arrival by at least three days, officials said on Friday. The ship was now expected to arrive on Tuesday after repairs to its crane, Coast Guard spokesman Lieutenant Joseph Coyme said. More than 40 000 people and 200km of coastline have been affected by the spill of industrial fuel after a tanker chartered by oil refiner Petron Corp. sank in heavy seas off the central island of Guimaras on Aug. 11.

At least a 10th of its cargo of 2 million litres of bunker oil initially gushed out, polluting beaches and a marine park with black sludge, but there have also been signs of fresh leaks from the sunken tanker. The 998-tonne Solar 1 is believed to be lying 640m under water off Guimaras island, beyond the reach of Philippine divers. The developing Southeast Asian country also lacks the heavy equipment to reach the tanker.

"We need to determine the exact location and condition of Solar 1 so we can decide whether to siphon the oil, lift the ship entirely with the remaining fuel or entomb the tanker using cement or sediment," said Carlos Tan, Petron's health, safety and environment manager. The Japanese salvage ship has equipment that provides images of the ocean floor from a remotely operated vehicle. The cost of its mission will be paid by the insurance firm of the tanker's owner, Sunshine Maritime Development Corporation. Petron, in which the Philippine government and Saudi state oil firm Saudi Aramco each have a 40 percent stake, has been criticised for the pace of

its response to the disaster. But Petron, the country's largest oil refiner, has insisted it is doing everything possible to contain the spill and help the residents of coastal areas cope by hiring them to clean beaches and mangrove trees. President Gloria Macapagal Arroyo ordered drop-off centres for human hair and chicken feathers to be set up in response to a call by the Coast Guard on Thursday for absorbent material to help soak up the spill. "This is a national calamity that demands the cooperation and solidarity of all Filipinos," said Arroyo, who is scheduled to visit Guimaras on Saturday. "Let us do what has to be done first and deal with the blame later." The municipal governments of Concepcion, Ajuy and Barotac Nuevo in Iloilo province put the towns under a state of calamity on Friday to speed up the release of funds for the cleanup. Guimaras island had already been declared a calamity area due to the effects of the slick on 20 fishing villages, its tourism industry and the mangrove trees and coral reefs of a marine reserve. Environmental groups said the spill also threatened the endangered giant clams at the Sagay Marine Reserve off the nearby island of Negros. "These are the last of the endangered giant clams of the Visayan Sea," marine biologist Angel Alcala told the Philippine Daily Inquirer newspaper.

China to Update Maritime Rescue System The China Rescue and Salvage Bureau announced plans to updated offshore rescue Operational by 2010, the new system will mean rescue vessels will be able to reach any spot within 50 nautical miles of the coast in two and a half hours, cutting reaction time by an hour from present. Helicopters will be able to search for and rescue targets at night, expanding the offshore search radius from 110 to 260 nautical miles. Also, rescuers will be able to salvage ships weighing 50,000 tons. The bureau revealed the measures, to be taken in its 11th Five Year plan (2006-10), at a press conference yesterday in Beijing to mark the 55th anniversary of its establishment. According to the plan, new rescue vessels will be purchased to build a fleet of 56 rescue tugboats with different sizes and functions

A few hours later, near the same location, the USS Boone encountered two small rubber boats in apparent distress, officials said. The ship approached the boats and found 26 people on board. A Spanish Coast Guard vessel intervened to assist and rescued all 26 passengers, taking them ashore. The USS Boone is part of the Standing NATO Maritime Group 1 and is currently participating in Operation Active Endeavor. The allied component maritime commander, Vice Admiral Roberto Cesaretti, who is responsible for the operation, sent his congratulations to the crew via the military code "Bravo Zulo" and stressed the importance of the operation. Operation Active Endeavor is NATO's maritime contribution to the fight against terrorism. Launched in October 2001, it continues to conduct surveillance and monitoring operations of the major shipping lanes in the Mediterranean.

HMS Clyde Naming Ceremony Scheduled for September

HMS Clyde is an 262.2 ft. offshore patrol vessel for the Royal Navy which has been built by VT Shipbuilding and will be used as the new Falkland Islands patrol ship. The ship marks the renaissance of shipbuilding in Portsmouth Naval Base because it is the first vessel to be built in the Base since the Leander Class frigate HMS Andromeda in May 1967. HMS Clyde will be named on Thursday, September 7, by Mrs Lesley Dunt, wife of Vice Admiral Peter Dunt, Director of Defence Estates, in a grand ceremony at VT Shipbuilding’s facilities in the Base. The VIP event will be attended by leading officials from the Navy and other key defence industry figures, along with around 1,000 guests from VT and the city of Portsmouth. The new OPV will be the patrol ship for the Falkland Islands and will be officially accepted by the RN next month before she is employed to the South Atlantic next Spring around the time of the 25th anniversary of the conflict. One of the unique features of the ship is that she is owned by VT Group and chartered to the Ministry of Defence for a period of five years. At the end of that period, the MoD can either extend the charter, return the ship or purchase her outright.

Iran test fires new anti-ship missile Iran tested a new anti-ship missile fired by a submarine during war games, raising worries it could disrupt vital oil tanker traffic in the Gulf amid its standoff with the West over its suspect nuclear activities. Iranian President Mahmoud

Ahmadinejad took a tough tone over the nuclear issue, saying his country's decision to pursue nuclear technology was irreversible. His comments and the missile test on Sunday came only days before a Thursday deadline imposed by the United Nations for Tehran to suspend the enrichment of uranium, a process the United States says the Iranians intend to use to build nuclear weapons. Enrichment can produce both reactor fuel and material for a warhead. The Thaqeb, Farsi for Saturn, is Iran's first missile that is fired from underwater and flies above the surface to hit its target, distinguishing it from a torpedo. A brief video showed the missile exiting the water and hitting a target less than a mile (about a kilometer) away. While the missile showed some technological advances by Iran, its main importance seemed to be that it gives the country another means for targeting ships, along with the arsenal of torpedoes and other anti-ship missiles it already has. Iran, which says its nuclear program is only aimed at generating electricity, has refused any immediate suspension and called the deadline illegal, though it says it is open to negotiations. Ahmadinejad insisted Iran's nuclear program was peaceful and said he saw no reason to give it up. "The great decision of the Iranian nation for progress and acquiring technology is a definite decision. There is no way back from this path," he said in a speech on national television after giving awards to 14 nuclear officials and scientists

EU Warns Poland on Shipyard Subsidies European Union regulators warned Monday that three Polish shipyards risk losing state subsidies unless the Polish government provides more information to prove that the aid is legal. Polish authorities have until the end of August to send "satisfactory restructuring plans" for the Gdynia, Gdansk and Szczecin shipyards, said Jonathan Todd, an EU spokesman. Without this information, regulators may determine that government and local support given to restructure the yards since 2002 contradict EU rules, Todd said. The rules prohibit governments from granting money to shore up businesses that would otherwise fail. "The Commission doesn't gladly shut down shipyards," said Todd. "We would, of course, like to be able to approve this aid but in the present circumstances, we would be unable to do so." The EU must check that state subsidies do not give companies an unfair advantage over rivals. It can allow state aid in certain circumstances _ such as a one-off cash injection to turn around a troubled firm _ but it does not allow governments to pay a firm's running costs. Todd said the Commission was still trying to determine the amount of government money at stake. Earlier estimates have put the state aid at euro593 million (US$731 million). The EU said it wants to make sure that state subsidies would not be used to keep the shipyards afloat artificially but could approve a rescue plan to restore them to commercial viability. It usually demands that businesses pay back illegal aid already granted. Money given before Poland joined the EU in May 2004 is exempted from the EU probe. One of the shipyards, in Gdansk, is famous for the large strikes in 1980 that led to the formation of the Solidarity movement, which helped topple Communist rule in Poland. A total of 12,000 people now work in the three shipyards.

FAIRPLAY TOWAGE achieved ISO 14000:2004 Certification

The Hamburger based Fairplay Towage achieved the certification for an environmental management system in mid August 2006. An intensive months’ long preparation period took place preceeding the certification process by Lloyds’ Register. The certificates cover Fairplay’s operational bases in Hamburg, Wismar, Rostock and Rotterdam, the entire tugboat-fleet as well as the fleet of pontoons stationed in the Baltic. All Fairplay activities such as harbour assistances, coastal- and worldwide towages, offshore services, salvages as well as the two emergency tugs chartered to the German government are included in this environmental ISO-standard. Next to the already existing ISM and ISO 9001:2000 certification, Fairplay is convinced that the ISO 14001:2004 is beyond the normal scope of a tugboat-operator’ quality system and will be beneficial not only for its business. The ISO 14001 is binding Fairplay to work in a strictly defined environmental framework, such as obeying strict engine-exhaust-norms or the use of low-sulphur-bunkers. Fairplay Towage, which celebrated its centenary in 2005, is operating a fleet of modern tugboats in Hamburg and River Elbe ports, in ports of the German Baltic as well as in Rotterdam. In addition Fairplay offers since many years worldwide towages and offshore-services in the Northsea. Since 2004 Fairplay is a 50% shareholder of the Antwerp-based towage company URS and, with the extension of the EU in 2004, Fairplay established its own office in Szczecin/Poland, offering local harbour-assistances and coastal towages.

Abra operators penalised for overloading vessels

The Roads and Transport Authority has taken action against abra operators who overload their boats to earn more money. "Overloading of abras [water taxi] is dangerous and we received a lot of complaints from passengers," said an official at the RTA. The practice is more common during weekends and public holidays when a larger number of people cross the Dubai creek. Each abra is allowed to carry a maximum of 20 passengers. "During the campaign, the RTA checked 91 abras in July and 105 fines were issued for violating safety rules, especially overloading," said Al Hammadi said that there are two kinds of abras including the ones with oars and the other with engines. The abras with oars are used mostly for pleasure trips by tourists. The RTA owns five of these. They work in two shifts morning and evening. Four of these abras operate from the Al Khor station and are used for tourism. One is used in the Public Library station and is intended for Library visitors. There are 149 motorised abras owned by UAE nationals. Some 300 operators in two shifts run them. The motorised abras are operated on three main routes. The first route connects the Old Souq station in Deira to the Bur Dubai station. The second route connects Al Sabkha station in Deira with Old Souq station in Bur Dubai while the third connects Baniyas station with Al Seef Street station in Bur Dubai. Ahmad Al Hammadi, Assistant Director of In-land Water Transport Department at the Roads and Transport Authority said there has been a phenomenal increase in abra users over the past 10 years. "Over the past 10 years there has been an increase of about 55% in the number of people using abras," he said. Numbers had increased from 13.5 million passengers in 1995 to 20.9 million in 2005, while 10.62 million passengers used abras in the first half of this year and the number is expected to reach 21.25 million by the end of the year."

OLDIE – FROM THE SHOEBOX MEDIA/FLAVIA/LAVIA 1947 - 1989

The MEDIA was built at the John Brown & Co shipyard, Clydebank and launched 12-12-1946, commenced her maiden voyage from Liverpool to New York August 20th 1947 , the vessel was powered by Steam D.R.geared turbines which were driving 2 propellers for a top speed of 18 knots, The Media and her twin sister Parthia were designed especially for Cunard’s Liverpool to New York cargo-passenger service, carrying just 250 passengers in first class comfort. Both ships were relatively successful, but in 1953, the Media was overhauled and she became the first transatlantic liner to be fitted with Deny-Brown fin stabilisers. These fins greatly reduced the rolling at sea and provided a more comfortable crossing of the Atlantic. In fact, these stabilisers proved to be so successful; they were soon fitted to the Queen Mary and the Queen Elizabeth. By the early sixties, it became apparent, especially with low passenger loading’s, that Cunard had to dispose of both the Media and Parthia. The Media was sold for 740,000 pounds to Compagnia Genovese d'Armamento S.p.A., or Cogedar Line, in July 1961, but she completed her service with Cunard on 30 September and was handed over in Liverpool on 12 October to Cogedar Line. She arrived in Genoa on the 21st and after being registered ten days later, the Media was duly renamed Flavia. Cogedar purchased her with the intention of using her as a replacement for their ageing Flaminia.

She received one on the most extensive rebuilding programmes on any liner to date. For nine months, she was completely transformed into a sleek liner by Officine A & R Navi, Genoa. Flavia gained 26 ft in length as her bow was

reshaped and lengthened. A sleek new funnel with a large fin, was her crowning glory. Her old accommodation was scrapped and her cargo spaces were transformed into extra passenger decks. Flavia now had accommodations for up to 1,224 tourist class passengers in 153 two-berth cabins, 220 four-berth cabins and five eight-berth cabins, plus 100 folding bed-settee for children. The majority of cabins had private facilities and were comfortably furnished with warm timber tones. Public rooms extended the full length of Riviera deck, which is directly below boat deck. Forward was the two deck high Ballroom with the cinema located right aft. She featured two swimming pools and a glass enclosed children’s playground with paddling pool forward of the upper level of the main lounge. Her two dinning rooms catered for all passengers in two sittings. Flavia, now 15,465 GRT, departed Genoa on her first voyage to Australia on 2 October 1962. As she steamed towards Sydney, she was an impressive sight, a beautifully streamlined, a gleaming white passenger liner. Sailing via the Suez canal, she arrived in Fremantle on 30 October, Melbourne 5 November and remained there for two nights, reaching Sydney on 9 October departing the next day. She returned to Bremerhaven, which became her European turnaround point. Flavia departed Bremerhaven on 22 December. It would be in 1963, the Flavia began operating her round the world service. Ports of Call; Bremerhaven, Rotterdam, London (Tilbury), Curacao, the Panama Canal, Papeete, Auckland, Sydney, Melbourne, Fremantle, Aden, Suez, Port Said, Cannes, London, Rotterdam, Bremerhaven. When the Suez Canal was closed in 1967, Flavia was diverted via South Africa. Flavia also made a number of Pacific cruises out of Sydney, including one to the Far East. Just one year later the popular Flavia was withdrawn from the Round the world service, due to changes of the migrant contract. She made one final cruise out of Australia and the departed Sydney on 18 October 1968 for her return to Europe. During her return voyage, she was chartered to Atlantic Cruise Line for cruising out of Miami to the West Indies. She received a quick refit and refurbishing and commenced her life as a cruise ship. In 1968, the Flavia was sold to the giant Italian shipping Company Costa Line. Costa was one of the first companies to operate full time cruising with the historic Franca C. Her accommodation was vastly upgraded and capacity was reduced to 850 passengers.

Flavia began a successful career, operating year round three and four day cruises from Miami to the Bahamas. She remained on this service until July 1977. Thereafter she operated a series of cruise out of South America, before returning to Europe for Mediterranean cruise duties, commencing in April 1978. Later that year in September, she returned to Miami and recommenced her previous cruise duties.

In 1982 the Flavia was withdrawn and sold to Hong Kong based C.Y. Tung Group. Her name was changed to Flavian and was to commence cruising locally. Instead, she was laid up for four years and was sold in 1986 to another Hong Kong shipping company, Virtue Shipping, who changed her name to Lavia. This once proud Cunard liner, the fine Cogedar Liner and Costa Lines Cruise Ship, was laid up and remained at anchor near Landau Island. On January 7, 1989, the sleek, but neglected Lavia caught Fire. She was completely gutted and her hulk was sold to Taiwanese shipbreakers. A sad end for such a remarkable ship with a remarkable history!
