Smart Goal 4: Increase the percentage of students at or above grade level in Reading in grades 3-5 from 18% in SY2012-2013 to 30% at the end of SY2013-2014 as measured by the North Carolina End of Grade Test.

Smart Goal 5: Increase the percentage of students at or above grade level in math proficiency in grades 3-5 from 34% in SY2012-2013 to 44% at the end of SY2013-2014 as measured by the state EOG by June 2014.

Smart Goal 6: Establish a school wide RTI system to increase student growth, increase the effectiveness of instruction and close the achievement gap. Decrease the achievement gap between the lowest performing subgroups and the highest performing subgroups by 3 percentage points as measured by the North Carolina End of Grade Test. 2013-2014 Montclaire School Improvement Plan ReportMontclaire is a neighborhood, Title I school close to the South Park area of Charlotte that serves children in Pre-K through 5th grade. We are located in the Montclaire Neighborhood between South Blvd. & Park Rd. and off of Archdale Rd. The current enrollment for Montclaire Elementary is 684 students in PK-5. The student body is majority Hispanic with 515 (75.3%) and 169 (24.7%) Non-Hispanic. There are 117 (17.1%), African American, 143 (20.9%) White, 18 (2.6%) Asian, 92 (13.5%) Multi-racial, and 312 (45.6%) American Indian. The LEP population accounts for 45.9% of the population. The student population is 49.5% male and 50.5% female. Our building was built in 1957-1958 and sits on a large, beautiful campus with a new playground and sports fields that are maintained by the parks and recreation association. We are a community school that serves a diverse population including the surrounding neighborhood families and the families that live in the apartment complexes off of the South Blvd. corridor.

Montclaire has a small core of parents and 2 staff members that serve on the PTA. We put new procedures in place to recruit more parents to join the School Leadership Team and have an active SLT that meets monthly to discuss the vision & mission of the school and collaborates to create an action plan that will lead to continuous improvement for the school. A major priority of the school is to implement strategies to improve parental involvement. A parent advocate has been hired using Title I funds to help see this vision through. We have the outside agency, Communities in Schools, that provides support to our families by providing an agency liaison that works in the school daily. We have bi-lingual staff members that translate and interpret for our Spanish speaking families to ensure we provide nothing but the best customer service for our families.

Montclaire uses the Teachers College balanced literacy framework as our curriculum for teaching reading. The majority of our teachers and administrative staff have been trained in NYC at Columbia University for providing literacy instruction based upon best practices for all students. Our school is considered a Phase 3 Balanced Literacy School in CMS and has many other CMS schools visit our classrooms to learn how to implement balanced literacy into their own schools. We have a full-time literacy facilitator that supports our teachers in the planning and implementation of balanced literacy. We have 2 reading teachers that work with small groups of students to provide extra reading instruction. We also have a teacher coach that supports and mentors our

2013-2014 Montclaire School Improvement Plan Reportteachers by helping incorporate strategies that will help improve instructional practices in the classrooms. We have 2 deans at Montclaire. One is responsible for maintaining student safety and monitoring discipline and behavior expectations at Montclaire. Our dean of instruction is responsible for incorporating the use of data into our daily practice by helping with assessments and analyzing data to help our teachers individualize instruction to meet our diverse learners’ needs. We use the Investigations Math Curriculum with fidelity and have a full-time math facilitator that models lessons for and plans with our teachers to ensure math instruction is engaging and interactive. Our goal at Montclaire is to ensure that we are preparing our students to be successful throughout their academic careers and lives and are college and career ready upon leaving CMS.

Montclaire has a solid base of community partnerships that include both faith-based and business organizations. Our staff works closely with the members of the St. Andrew’s, Selwyn Presbyterian and St. Giles’ staff throughout the year. Our musical performances are held at St. Andrew’s and volunteers come to the school to tutor and mentor our students. We have literacy tutors from the St. Augustine Project and Book Buddies from South Charlotte Rotary Club. Our church partners also help raise money so that Montclaire is able to have the Freedom School summer program for our students to ensure our students continue learning throughout the summer months. Montclaire has intramural activities for both boys and girls including a new basketball team and cheerleading team. We also have a garden that is maintained by students, staff, and community members.

Establish a school wide RTI system to increase student growth, increase the effectiveness of instruction and close the achievement gap. Decrease the achievement gap between the lowest performing subgroups and the highest performing subgroups by 3 percentage points as measured by the North Carolina End of Grade Test. Ongoing monitoring of progress of all subgroups will be measured using the local assessments (MAP, Reading 3D) and common grade level assessments.
