Project Description

#01 - Program Name: Watershed Planning Program – Monitoring ProjectsLocation: 8 New Bond Street, Worcester MA 01606

Project Description

The Watershed Planning Program (WPP) currently needs assistance to plan, implement and maintain water quality monitoring projects aimed at specific pollutants in surface waters, including high temperatures, chloride and selected contaminants of emerging concern. These stressors impact aquatic organisms and ecological integrity. On-going data collection for these pollutants is needed to understand the nature and extent of the issues, and to inform Clean Water Act (CWA) assessment of the Aquatic Life Use as described in the MA. Surface Water Quality Standards (SWQS).

To collect in-stream continuous temperature data, WPP deploys in-situ data loggers that measure and store summertime temperatures at selected wadeable streams in Massachusetts. The resulting seasonal (short-term) data are used to compare to the SWQS, including the temperature requirements for cold water fisheries. WPP is also investigating the feasibility of a fixed-site, year-round (long-term) program for continuous temperature which would help determine the likelihood of statistically-significant trends in stream temperatures from year to year.

For chloride, similar deployment techniques are used to collect in-stream continuous data at selected wadeable streams in Massachusetts. Chloride levels in surface waters are increasing, primarily due to widespread road salt applications for snow and ice control in the winter months. Resulting multi-season data are used to better understand the extent and dynamics of in-stream chloride concentrations, to compare results to the SWQS and EPA ambient chronic and acute criteria, and to better assess the Aquatic Life Use.

WPP is also planning a pilot project to investigate for detectable levels of polyfluoroalkyl substances (PFAS) in selected streams in Massachusetts. Based on the scientific literature, Perfluorinated Compounds (PFCs), including the PFAS compounds, are being increasingly detected in drinking waters, surface waters and fish tissue. Along with other Contaminants of Emerging Concern (CEC), PFASs can be significant cumulative stressors to aquatic life.  There is, however, limited data for these contaminants in MA streams.

The intern will 1) assist in the planning, preparation, execution and documentation of water quality monitoring surveys; 2) analyze water quality and related information; and 3) prepare draft plans, forms and reports.

#03 - Program Name: Press Office Location: Boston HQ

Project DescriptionBuilding on the work completed during the Summer 2018 internship program, the MassDEP Press Office will focus on the implementation of a new Social Media strategy that involves Twitter, Instagram, Facebook and the new “EnviroMatters” blog. The project involves the development of and regular postings on Instagram, Facebook and the agency blog, as well as synchronizing those messages on all of the agency platforms, including Twitter, utilizing the Hootesuite program.

Description of Internship DutiesThe intern would meet regularly with the Press Secretary and office staff to discuss environmental issues that are of interest to the public, environmental organizations and business stakeholders and draw up a listing of topics to be featured. The intern would research and write blog postings on the topics selected, submit them for review with the Press Secretary and help to post them for public consumption. The intern will also monitor all postings on the agency social media sites and assist with the posting of replies, other news and photos as needed.

#04 - Program Name: Division of Watershed Management – Watershed Planning ProgramLocation: WorcesterProject Name: Supporting Massachusetts Water Quality Assessment Reporting and NPDES Permit Development with Toxicity Testing Data

Project DescriptionMassDEP DWM staff has developed and maintained an information system that holds whole effluent toxicity test data (database houses both effluent and ambient sample data) submitted by facilities as part of their National Pollutant Discharge Elimination System (NPDES) surface water discharge permits. The current Access database known as ToxTD holds ~18,600 records for 303 facility/pipe combinations in Massachusetts from September 1990 through November 2017. This project will continue this effort.

Description of Internship Duties:We are seeking an intern to assist MassDEP staff with updating the ToxTD database for whole effluent toxicity testing reports that have not yet been entered into the system as well as those that are currently being submitted to the Department. Once trained by the Project Supervisor, the intern will be responsible for reviewing NPDES whole effluent toxicity testing reports for select database parameters. He/she will code specific data from the toxicity report onto a data entry form and will subsequently enter these data into the ToxTD database. The intern may have to contact permittees, consultants, state and/or federal agency staff when additional information, clarification, and/or reporting correction is needed.

#05 - Program Name: Air Planning Branch, Division of Air and Climate Programs, BAWLocation: Boston

Project DescriptionThe goal of this project is to identify and summarize key features of programs and regulations pertaining to Air Toxic Contaminants (ATC) in a selected number of Ozone Transport Commission (OTC) states. This information will provide an overview of regulatory activity related to ATC in other states and will assist Massachusetts Department of Environmental Protection (MassDEP) in its future planning activities related to ATC.

Description of Internship Duties Identify programs and regulations pertaining to ATC in selected

states through internet searched, contacting experts, and other sources of information;

Review regulations and summarize key information related to the states’ prioritization of ATC and regulated sectors, permitting/reporting/recordkeeping requirements, enforcement activity, and other key features (the criteria will be defined);

Document the approach and findings, develop summary tables; Present the results to internal staff; Commit to 15 to 20 hours per week for 14 weeks from June to

#06 -Program Name: BWR-WetlandsLocation: Worcester

Project DescriptionThe CERO Wetlands Intern would conduct a review of select solar farm projects constructed under wetlands permits in the Central Region, to compile information about the outcomes with regard to the interests of the Wetlands Protection Act.  In particular, the project will focus on the effectiveness of the various storm water management strategies, vegetative cover associated with the arrays, and long-term soil stability at these facilities. 

Description of Internship DutiesThe intern would review the file for each project, verify that the construction has been completed, conduct site visits accompanied by CERO staff, and record and summarize observations for further consideration by the program.  As time allows the intern will also assist with entering submittals into the WIRE database and updating the results of the 2016 intern project with regard to the current status of Superseding Orders of Conditions.

Knowledge and Skills Needed Interest, coursework or experience in wetland science, hydrology, or

botany preferred. Ability to conduct field visits including walking for extended periods

2018 Summer Internship Project Description

#07 -Program Name: Southeast Region Bacteria Source Tracking (SERO-BST)Location: Lakeville, Massachusetts (DEP Southeast Region Office)

Project DescriptionThe SERO-BST program works (in partnership with the Division of Watershed Management) to locate sources of bacterial contamination that are causing documented surface water quality impairments, in support of the Clean Water Act, Section 305(b) & 303(d) requirements. The program then works to initiate and encourage remediation activities with responsible parties.

The program utilizes a multi-tool approach to source tracking, primarily testing for E.coli and Enterococcus bacteria as well as detergents, optical brighteners, ammonia and other water quality parameters.Organization structure: Occasional work may be with statewide staff assigned in Worcester; however most is with the SERO program supervisor with staff support from other programs in MassDEP SERO. In addition, some work is conducted with assistance from employees of local municipalities.

Description of Internship DutiesField work: Work alongside SERO-BST staff to collect water samples from surface water locations throughout the southeast region. These locations may include but are not limited to: culverts, ditches, rivers, streams, estuaries as well as drain manholes and outfall pipes.

Lab work: Work alongside SERO-BST staff to determine concentrations of E.coli and/or Enteroccocus in water samples using an in-house IDEXX system approach. Completion of data logs. Use of other lab analysis techniques as needed e.g. detergent test kits.Office work: General field prep, data entry, collecting data for field condition reports, general permit review and learning about other MassDEP SERO programs if time allows.

Knowledge and Skills NeededKnowledge:

Basic knowledge of surface water quality issues and Clean Water Act requirements.

Basic proficiency in use of Microsoft programs. Basic appreciation for field safety protocols

Skills: Ability to work outside for hours at a time under potentially physically

strenuous conditions. Settings to include but not limited to: Urban areas, wetlands, woodlands, meadows and estuaries.

Diligence in learning and using correct field sampling techniques, lab analysis techniques and data entry procedures.

Patience for lab work, hours of driving, and field work.

Project Description:This internship is designed to support MassDEP’s Bureau of Waste Site Cleanup (BWSC) efforts to highlight Brownfield success stories and featured sites for potential redevelopment located in Central Massachusetts. This is an exciting project which utilizes MassDEP resources and those of our municipal and community partners to produce written or video accounts of redeveloped disposal sites in MassDEP’s Central Region. The objective of MassDEP’s BWSC’s Brownfield Success Stories project is to encourage redevelopment efforts of other brownfield disposal sites the Central Region by profiling the history and successful cleanup of select disposal sites. The project will focus on sites in Environmental Justice communities that have enhanced economic opportunity, improved environmental health, and protected natural resources.Description of Internship Duties:The goal of this internship is to create web-based profiles of Brownfield sites that tell the story of select brownfield sites’ history, disposal site cleanup, and reuse. The success stories will provide useful information for the general public, and real estate, business and development communities about the environmental challenges, funding means, and remediation of these sites. You will research, collect and characterize information from MassDEP’s electronic files and records, local municipal records, MassDEP’s Geographic Information System (GIS), and interview key persons involved with the cleanup and development of disposal sites. Understanding of environmental science or geoscience principles is helpful. The selected intern will help develop fact sheets, prepare video narratives, and photographically document current conditions for brownfield success story sites. The exact scope of tasks will be tailored to the selected candidate’s skills and strengths.This internship will utilize skills in researching, writing, and multi-media reporting in the environmental field. The internship is an opportunity to learn about Massachusetts’ environmental cleanup regulations, policy, and science, and will provide networking opportunities with environmental, municipal, and business professionals.

Knowledge and Skills Needed

#09 - Program Name: WetlandsLocation: WERO – Western Regional Office - Springfield

Project Description:The Wetlands program would benefit from intern assistance. The primary duties will be in the wetlands program and involve two specific projects. This posting may provide an opportunity for exposure to other DEP programs depending upon intern interest and program needs.

A. WERO/Wetlands Mitigation Site Database Pilot: This is a pilot project in the Western Regional Office. The region seeks to establish a database of potential mitigation projects on state and municipally owned properties. Certain development projects cannot accommodate on-site mitigation and require off-site mitigation. The database would have “ready to go” project locations that would facilitate the private permitting with a resulting benefit of a state/municipal project being undertaken by a private entity at the private entities expense.

Some of the groundwork for the project has been started. MassDEP has met with DCR, developed some of its own sites and an information sheet to be associated with the project. The development of the database (likely an excel spreadsheet) to manage the project, roll out of the project to municipal conservation commissions, DPWs and others, follow up with DCR and populating the database are primary “next steps”. In addition, some work on populations of the database through on-line site investigation with field confirmation of potential mitigation sites.

B. WERO/Wetlands Certificate of Compliance Clean Up: The project is a multi-step compliance effort. The first effort involves identification of property/sites that previously received Wetland Protection Act (WPA) Superseding Orders of Conditions from MassDEP and that have expired without receiving a Certificate of Compliance. The second step will be to determine if the authorized project was ever constructed and what the current ownership is, through the use of MassGIS aerial photography, municipal assessors’ records, registry of deeds records and other on-line resources. Next, the sites where a project was not constructed will be issued a Certificate of Compliance and cover letter indicating that the Superseding Order of Conditions has expired, that it appears that the project was not built and the file will be closed out. The remaining sites will be issued an instruction letter describing the owner’s regulatory obligations to submit certain supporting compliance information with a request for Certificate of Compliance from MassDEP. Finally, an analysis will be made of the sites where the owner is not

responsive, or the site is not in compliance, with recommendations/prioritization for possible enforcement action. It is expected that this will result in “closure” of many open WPA permit files, “clearing” of a significant number of property titles, and both low and higher level enforcement actions by MassDEP. In addition, issuance of the Certificate of Compliance will “start the clock” for record retention requirements eventually allowing MassDEP to destroy old records and free up valuable and limited storage space.

The project should provide interns with an educational and hands on experience in the areas of wetlands protection and surface water quality that includes involvement in “real life” environmental issues.

Description of Internship DutiesThe intern’s duties will include:

Wetlands Mitigation Site Database Pilot:1. Develop “database” (Spreadsheet) and populate database with projects

already identified. 2. Develop template letters for conservation commissions, DPWS and others

to introduce the project and invite participation.3. Work with the Wetlands Circuit Rider to participate in site visits and other

conservation commission meetings to present the project and opportunity to communities.

4. Identify and evaluate sites using GIS and other databases.5. Evaluation of potential Sites in the field with wetlands staff.

Wetlands Superseding Order of Condition Project:1. Review WPA Superseding Order of Conditions files not previously

reviewed by MassDEP staff as prioritized by Supervisor to determine Certificate of Compliance status.

2. Using MassGIS and other on-line mapping tools, compare aerial photos of permitted sites to determine if projects were constructed. This may also require making telephone inquiries to conservation commission agents in some municipalities.

3. Once the status of such sites are identified, research property ownership using MassGIS, municipality, County Registry of Deeds, and other on-line data bases.

4. Prepare form letters and/or Certificates of Compliance for Supervisor review/signature and issuance.

5. Track responses and prepare recommendations/prioritization for possible enforcement action.

6. Assist MassDEP staff with site inspections, collection of additional data or information research when necessary for development of enforcement cases of the identified sites.

7. The intern may also have the opportunity to participate in other site visits or meetings on unrelated wetlands matters and matters within the wastewater or drinking water programs.

Knowledge and Skills Needed: Basic understanding of wetlands ecology/function. Basic or general knowledge of Massachusetts Wetlands Protection Act,

is helpful but not required. Proficiency with Windows 7, Microsoft Office and internet research. Basic understanding and ability to develop skills in using Excel, GIS and

MassGIS software. Experience with, or willingness to develop under supervision, very basic

aerial photographic interpretation skills. Good written and oral communication skills; ability to independently

initiate and follow through on communication with municipal conservation professionals and volunteers as well as the public.

#10 - Program Name: WERO Environmental Justice InitiativeLocation: Springfield

Project Description:This internship is designed to support MassDEP’s Bureau of Waste Site Cleanup (BWSC) ongoing Urban Initiative. This is an exciting project which focuses MassDEP resources and those of our interdisciplinary partners in Environmental Justice (EJ) areas in WERO (MassDEP’s Western Regional Office). These Environmental Justice areas include Cities and Towns such as Springfield, Chicopee, and Holyoke. The objective of the Urban Initiative project is to improve quality of life issues as they are related to environmental conditions.

The goal of the internship is to identify and characterize Brownfield sites in Environmental Justice areas that can be identified through data base review and site inspections as potential areas for growth/economic development. The selected intern will help develop and review a comprehensive list of Brownfields with site details including location, size, ownership, area receptors, historic use, etc. that can be mapped and stored on an internal database and eventually uploaded to MassDEP’s website. The intern will also potentially analyze assessment data, write a final report, and help develop materials for environmental education to neighborhood groups. Description of Internship Duties: If you want to make a positive impact on local communities and you are a self-motivated independent individual then this internship is for you. You will research, collect and characterize information from MassDEP’s Springfield Office’s electronic files and records, coordinate with Geographic Information System (GIS) database personnel, local City and Town files/personnel and the internet to positively affect the quality of life in the neighborhoods affected by underutilized Brownfields. In addition, with the oversight of MassDEP personnel, and when appropriate, the intern will assist in field inspections and follow-up work, as needed.

This hands-on experience will utilize your skills in the environmental field; give you networking opportunities, field experience, while using modern technology and information systems to gather pertinent data that will ultimately improve quality of life issues in local urban areas.

Project Description The intern will assist the Department’s Environmental Justice (EJ) Director and the Department’s EJ Team.

Description of Internship Duties The intern will assist with updating the EJ webpage on the MassDEP

site. The intern will assist with the completion and implementation of

MassDEP’s Public Civil Rights Grievance Plan. The intern will assist in developing a Standard Operating Procedure

(SOP) for compliance with the 2017 EEA EJ Policy requirements, where applicable.

The intern will assist with coordinating MassDEP EJ Team meetings. The intern will research and create a local ethnic media database for

use agency–wide. The intern will create a Commonwealth wide community

organization/advocacy group list for use agency-wide. The intern will assist with projects and requests related to

interpreter/translation needs of the agency. The intern may assist with coordination between MassDEP, the

Executive Office of Energy & Environmental Affairs (EEA), Attorney General’s Office (AGO) other state agencies and external groups, (i.e., environmental advocacy and community organizations).

The intern may work with GIS to assist with requests regarding EJ criteria statistics from MassDEP staff.

The intern will complete the Environmental Justice brochure for implementation agency-wide.

Knowledge and Skills NeededThese projects require general familiarity with databases and online research. The intern must be able to interact with MassDEP staff via email, the telephone or in person and possess strong interpersonal skills. The ability to work alone and to work with others is also required. The intern must also be organized, a self-starter and able to adjust to “fire drills” on any given day.

#12 - Program Name: Bureau of Waste Site Cleanup (BWSC)Location: MassDEP Southeast Regional Office (SERO)/Lakeville

Project Description:This internship consists of 2 tasks and utilizes computer based skills with a focus on both environmental deed restrictions and aquifer protection districts.

Review Permanent Solution Statements with Activity and Use Limitations (AULs – deed restrictions) that were emplaced to protect public health by ensuring that exposure to contamination is not occurring at closed waste sites. Internet tools such as the EDEP on-line database and Google Maps would be utilized to compare historical site plans with current satellite images to see if violations exist. Site visits may be conducted when apparent violations are discovered.

In addition, update and/or improve an already created intranet-based Aquifer Protection District maps for all SERO cities and towns. This is currently utilized as an on-line resource tool for BWSC/SERO staff in conducting an audit of response actions at oil and hazardous material disposal sites, including when reviewing sites with AULs.

Description of Internship Duties:

AUL Task

1. Search closure documents and historical site plans on-line for sites with AULs to comprise baseline site layout for each individual site.

2. Compare baseline site layout with current satellite images for any discrepancies and/or unauthorized site activities and uses.

3. Summarize findings on a spreadsheet and, working with BWSC staff, determine which sites require additional research and/or site inspections to confirm findings.

Aquifer Protection District Mapping Task

1. Review/verify Aquifer Protection District (APD) maps or equivalent and Aquifer Protection Zoning by-laws for municipalities in the region and update the information available to BWSC Regional staff.

#13 - Program Name: Bureau of Waste Site Cleanup (BWSC) Location: MassDEP Southeast Regional Office ( SERO)/Lakeville

Project Description:Based on the current understanding of human health risks associated with trichloroethylene (TCE) exposure, MassDEP’s Bureau of Waste Site Cleanup is reviewing TCE disposal sites for which a Permanent Solution or Class A or B Response Action Outcome had been submitted under earlier, less stringent standards to determine—based on file information about past TCE concentrations in groundwater, other available data and the proximity of the contamination to occupied buildings—whether there may currently be the potential for an Imminent Hazard (IH) condition.

MassDEP-BWSC-SERO initially identified approximately 100 disposal sites to review, based on their status of having TCE listed as a Contaminant of Concern (CoC) in the Department’s database. Unfortunately, consultants rarely enter all of the CoCs into the Department’s system. Therefore, we have reason to believe there are additional TCE sites that require review, but have not been identified because the CoC table is incomplete (the consultant may have just listed the primary CoC, such as petroleum, or PCBs).

The project for the intern is to help identify TCE sites that have not been previously flagged and summarize key information about past TCE concentrations and the potential for current exposures based on file reviews.

Description of Internship Duties:

1. Review previously submitted closure reports for indications that TCE was at some time identified as a CoC.

2. Compare closed sites with RCRA database that identifies historic users of TCE.

3. Identify and summarize findings for further follow-up with BWSC staff.

Project DescriptionThe Department of Environmental Protection (“MassDEP)” accepts legal interns each academic semester and in the summer. MassDEP is the primary state environmental regulatory agency of the Commonwealth of Massachusetts. It enforces state laws regulating wetlands, waterways, public and private drinking water supplies, septic systems, air quality, asbestos, recycling, disposal of solid and hazardous waste and cleanup of contaminated hazardous waste sites.

Attorneys in MassDEP’s Office of General Counsel (“OGC”) develop new and revised laws, regulations, policies and guidance documents, give advice to program staff, and litigate adjudicatory appeals of permits and enforcement actions.

Attorneys in OGC coordinate a legal intern program for law students. OGC’s office in Boston has openings for up four interns per semester in the fall (September through mid-December), spring late January through May), and summer (June through August). OGC’s office will also attempt to accommodate quarter-based academic years.

Law students will participate in an intensive program, including diverse legal research and writing projects on the cutting-edge of environmental law. No salary or stipend is currently available, but students are encouraged to apply for credit or funding from their school wherever possible. Intern coordinators are also happy to coordinate feedback for law school interns’ performance, when requested.

Description of Internship Duties:Intern coordinators assign each intern somewhere between one and five projects at a time. Many projects involve research and writing. Others may involve making oral presentations to OGC attorneys or other program staff. Interns may also be asked to handle portions of administrative appeals under an attorney’s supervision. The attorney submitting the assignment directly oversees these projects, and interns and attorneys work closely together. MassDEP seeks intern input as to what projects they find interesting, and MassDEP attempts to accommodate interns’ requests to the extent possible. MassDEP also encourages students to discuss their interests when applying for the program.

OGC encourages interns to attend as many OGC events as possible. These include prehearing conferences, adjudicatory hearings, public hearings, mediation sessions, settlement negotiations, legal practice group sessions (discussions among attorneys focused on a particular area of law), and/or meeting with the program staff.

#18 -Program Name: Bureau of Air & Waste, Solid Waste SectionLocation: 20 Riverside Drive, Lakeville, MA 02347

Project DescriptionThis internship position provides opportunities for students to experience practical applications of environmental regulatory compliance and learn environmental design requirements by assisting in the review of solid waste facilities permit applications for design and modifications. Big part of the internship will focus on assisting with the review of applications for active solid waste facilities and closed landfills and occasional inspection of the landfills with solar panels installed on top. Students will also learn and understand how to review third party inspection reports and maintain facility records.

Description of Internship DutiesThe intern will work closely with solid waste section staff for administrative and technical reviewing of solid waste facility applications, reviewing monitoring data from facilities to identify levels of emerging contaminants like 1,4-Dioxin as well as assisting and accompanying them for site inspections. The intern will also assist in reviewing and following up with third party inspection reports.
