3. The Department of Minnesota Council of Administration will meet at 6:30 P.M. on Friday,

September 9th in the Beaulieu Room at the Shooting Star Hotel and again on Sunday morning at 9:00 A.M. in the Beauliu Room. The Finance Committee will meet at 1:00 P.M. on Friday, September 9th in the VFW Office on the 2nd Floor of the Shooting Star Hotel.

8. Informational booklets on the 2016-17 Voice of Democracy Program will NOT be mailed to all

Private and Public High School Principals. Post Commanders can download the VOD brochures and information from the Minnesota VFW Website or contact State Headquarters. This information should be printed and turned over to the Voice of Democracy Chairman, who in turn should immediately contact the local High Schools in order to make certain that this program is offered to the students in 9th, 10th, 11th and 12th grades. The new theme for 2016-17 is "My Responsibility to America". (This information is made to be duplicated and can be downloaded from the Minnesota VFW web page at www.mn.gov/vfw under the VFW Programs link.)

On the above web page you can also find information regarding the Patriot’s Pen Program for

students in 6th, 7th and 8th grades. The new theme for 2016-17 is: “The America I Believe In”. 9. The Big Ten Conference of the Veterans of Foreign Wars will be held in Kalamazoo, MI, October

21-23, 2016. Registration forms, Order forms and Hotel reservation requests are available at the Department Headquarters.

10. The Department Veterans Activities and Youth Activities will be accepting Bids at the Fall

Conference in Mahnomen for Posts interested in hosting future activities. Please see the Program Updates for Open Event Opportunities. Any questions should be directed to Department Headquarters or the respective program Chairman.

11. All Posts are reminded that the Monthly General Orders mailing to Quartermasters HAS BEEN

DISCONTINUED. This is due to a budgetary short fall. If a Post Quartermaster would like to receive the General Orders, they must forward a payment of $35 to Department Headquarters and they will then be put on our mailing list or if your Quartermaster has email, the Department will email the General Orders free of charge. The Quartermaster must contact Department Headquarters with their email address.

12. Section 218 – Officers and Chairmen, Duties and Obligations of the National By-Laws and Manual

of Procedure, (a) Officers, (1) Duty of the Commander, subsection k states: Assure that he or his representative attend all properly called District Conventions or meetings and County Council meetings. Subsection l states: Comply with and perform all of the duties required by the laws and usages of this organization, the provisions of these By-Laws, the Ritual and Manual of Procedure and Department, District, County Council or Post By-Laws pertaining to the duties and obligations of a Post Commander and lawful orders from proper authority and perform such other duties as are usually incident to the office. Failure without just cause to perform these duties may result in removal from office.

13. Failure to complete and return the information sent to your Post by the US Army TACOM Life Cycle

Management Command may result in the retrieval of weapons and Military Equipment (i.e. M60 MBT & M1 Garand rifles) by the United States Government at the organization’s expense and your post will be disqualified in this program.

Meaning of Membership AND Meaning of Mentorship:

Don’t get these two confused… “Meaning of Membership” will take us back to What it means to be a VFW Member, things a Member should be doing, and detail opportunities where they can contribute to the Organization and their

community. This material is being presented so that it might be used within local Posts & Auxiliaries as an ‘Orientation’ tool… something we always hope to do

when we acquire New Members, but never seem to get around to.

“Meaning of Mentorship” will cover ways that we can take New, Younger or Timid members and share our experiences as we help them grow into leaders within

our Organization. This is more about asking them questions and getting to know them so you can target their areas of interest (ie Youth, fundraising, hands-on work), rather than prematurely placing them in officer roles. There is a place in

our Posts & Auxiliaries for each and every member, we just need to be sure they are using their abilities and addressing their areas of interest. This will assure our

members are fulfilled and our Mission is completed.

OPEN OFFICE- VFW & Claims Office Staff will be Available: Do need help with printing GOs from your email or accessing the Password

sections on the State or National Websites? Want help creating an email address? Have questions about particular procedures or assessments? Have

Veterans Benefits questions or wondering if you qualify to start a claim? Visit staff from both Headquarters Offices during the Open Office time at the

Conference… We are ready to help!

BUDDY POPPY

I first want to thank State Commander Joe Mauricio, for honoring me with this appointment. I promise to uphold the Poppy Program in the tradition of Past Poppy Chair Jim Rowe.

Hello Comrades. I am introducing myself to those in the Department who I have not had a chance to meet, my name is Paul Mercer, retired Navy Senior Chief Hospital Corpsman, served in Viet Nam with the Marine Corps. I hail from the Hamel Post 5903, as Quartermaster.

We will have two informative Meetings, at the Fall Conference in Mahnomen, MN for the Buddy Poppy. We need YOU there! If you are a newly appointed District Poppy Chair or Member? These Meetings will be informative. If you are an Experienced Chair or Member? We need you, and your knowledge, to help all the District and Post Chairs and Members. Thank you!

Please bring questions, suggestions, hints and any techniques you have to the Fall Conference in Mahnomen. If you can’t be there? Please sent me your suggestions, hints and any techniques, to share.

Most of you already know a little bit about the Poppy Program.

My Goal is to work with EVERY District/Post to improve Donations. These Donations help Veterans, Posts and make the VFW stronger.

The Poppy program is year round. Especially during the months when your posts are involved with their community. Distribution can be done any time for parades, other functions including membership drives and daily meetings, something to think about in the next few months.

Just a reminder that the Department of Minnesota recognizes employers that specialize in hiring veterans or offering priority for veterans in hiring or promotions. We will offer additional information on this program at the Fall Conference and try to provide answers to any questions that you may have. Forms to nominate an employer or firm that meets what you feel are worthy of recognition are available on the Department web page. Completed nomination forms along with any other vital information should be submitted to Department Headquarters.

Fall is just around the corner and time when comrades think of hunting season. It is time for us to, again, be willing to help our less fortunate comrades who reside in our Veterans Hospitals and Homes.

Last fall, we served approximately 1,800 Pheasant Dinners at the cost of over $9,000.00. Dinners were served in 14 different veteran’s facilities.

Pheasants for Hospitalized Veterans, is a “dedicated” fund used for these dinners in the many Veterans Hospitals and Homes.

The gambling board has given us permission to use some of these funds for other items for veterans in our VA Hospitals and Homes. Last year, we helped our veterans with donations to these programs also - Trolling for Troops (some Disabled Vets will get to fish with a well known professional fisherman), Disabled Veterans Deer and Turkey Hunt (St. Cloud VA helps make this available for Disabled Vets to hunt at Camp Ripley), and MOC Venison Feed.

Last year, a total of 28 VFW Posts in Minnesota donated $100 or more. This is great! However, considering this is a Legal donation from your gaming funds, I think we could all consider giving additional funds to help our less fortunate comrades.

To those Posts who have never given to this project, why not consider a donation this year? A huge THANKS to those Posts (and Auxiliaries) who have donated; and maybe, a word of encouragement to increase your donation this year (if possible).

Remember that it could be one of us who might need help in the future.

7. MIA Update: The Defense POW/MIA Accounting Agency recently announced the identification of remains of 11 Americans who had been missing in action since World War II and Korea. Returning home for burial with full military honors are:

-- Army Air Forces Flight Officer Judson B. Baskett, 26, of Harris County, Texas, is scheduled to be interred Aug. 12 in Houston. As previously announced, he went missing on Nov. 28, 1946, while piloting a C-47B Dakota aircraft with two other crewmen over Malaysia. He was assigned to the 1305th Army Air Base Unit. McIntosh, 21, is scheduled to be interred Aug. 13 in his hometown of Tipton, Ind. On May 12, 1944, McIntosh was piloting a single-seat P-38 aircraft on a strafing mission against an enemy airfield in Piacenza, Italy. As visibility worsened, his formation was ordered to climb above the overcast. McIntosh’s aircraft was observed diving through the clouds and was not seen again. He was assigned to the 27th Fighter Squadron, 1st Fighter Group. -- Army Cpl. Curtis J. Wells, 19, of Huron, Mich., is scheduled to be interred Sept. 10 in Harbor Beach, Mich. In late November 1950, Wells was assigned to Company C, 65th Engineer Combat Battalion, 25th Infantry Division, when his company joined with Task Force Wilson to fight the Chinese in the vicinity of Unsan, North Korea. Wells was reported missing in action following the engagement. Brown is scheduled to be interred Sept. 26 in Sarasota, Fla. The survivors attempted to set up a defensive perimeter, but many soldiers became surrounded and attempted to escape and evade the enemy. The majority were captured and marched to POW camps. Smith is scheduled to be interred Sept. 30 in Crowley, La. The Chinese launched a massive counterattack, forcing the Americans to fight at Changbong-ni. Smith would be reported as missing the next day. Following the April 9, 1942 surrender, Collins and thousands of others began the torturous 65-mile "Bataan Death March" northward. On Nov. 19, 1942, 14 Americans, including Collins, were reported to have died and were buried by their fellow prisoners in a common grave. Interment ceremonies have yet to be announced. August 12, 2016 5. MIA Updates: The Defense POW/MIA Accounting Office has announced burial updates and the identification of remains of 12 Americans who had been missing in action from World War II, Korea and Vietnam. Returning home for burial with full military honors are:

-- Army Pfc. William R. Butz, 19, of Glendive, Mont., is being buried today in Vancouver, Wash. He was declared missing in action on Dec. 12, 1950, after his unit was heavily attacked by enemy forces near the Chosin Reservoir in North Korea. Butz was a member of Company K, 3rd Battalion, 31st Infantry Regiment, 7th Infantry Division. Ronald W. Vosmer and Sgt. Fae V. Moore, where killed in action when the 8th Marine Regiment, 2nd Marine Division, landed Nov. 20, 1943, against stiff Japanese resistance on the small island of Betio in the Tarawa Atoll of the Gilbert Islands. Over several days of intense fighting, approximately 1,000 Marines and sailors were killed and more than 2,000 were wounded; Japanese forces were virtually annihilated. Falling on the first day of battle were Penna, Vosmer and Moore, who were assigned to Company E, 2nd Battalion, and Kines, who was in Company F, 2nd Battalion. Falling on Nov. 21 was Mattern, who was assigned to Company M, 3rd Battalion. Interment services are pending.

Comrades, Brothers and Sister of the VFW Auxiliary and the Men’s

As most of you may have heard a decision regarding the future viability of the Men’s Auxiliary has been reached. At the 117 VFW National Convention held in Charlotte North Carolina a vote was

taken on the council floor. But let me take a step back and describe how it unfolded.

There were five separate by-law changes put before the by-laws committee. Three had to deal with disbanding the Men’s Auxiliary. One of the other ones was to let the Men’s Auxiliary continue

unimpeded by the National Organization. The last one was put through by the Department of Minnesota to change the name of the Men’s Auxiliary to an ancillary team and let those Post’s that had a current Men’s Auxiliary to keep them unchanged and create a grandfather clause where currently Chartered

Men’s Auxiliaries’ would be allowed to continue to exist but, no New Charters would be issued. As you can imagine the one that came out of committee was the complete and total disbandment of the Men’s

Auxiliary effective December 31st, 2016.

Upon the convention floor when the by-law change was recommended by the committee much discussion ensued. The idea of Grandfathering was brought up, as was a complete change of date to

some place in the future. Both of the Departments arguing for either of the two alternative ideas were arguing to vote the motion of disbandment down. The debate took around thirty minutes which is the longest debate that I have experienced at the National Convention on one motion. Unfortunately the

motion was passed. The Department of Minnesota, along with many other department voted no to the proposal. The motion passed but just barely. Now we need to live with the ruling on the Convention

floor and prepare for the December 31st, 2016 deadline.

I would urge all of my Auxiliary brothers to join the VFW Auxiliary. In Posts across the Nation Men have flocked to the new VFW Auxiliary. It is creating a stronger VFW. I am unsure of the

hesitation of some. The Men’s Auxiliaries were created to help the Post in achieving its mission of service to the community. There is absolutely no reason that this cannot continue. The biggest change is

that now the men that are closely related to veteran can and do now have recognition at the National Level. Many men have taken on leadership positions within their Post and District. Some state’s, such as

Minnesota have men in their respective department chairmanship’s.

What happens now is if the men would like (and I hope you do) to continue on with the works that you were doing for your local Post, you need (if you haven’t already) apply to become a member of the VFW Auxiliary. Yes, you need to meet the eligibility requirements. These requirements are the exact

same as they were when you first joined the Men’s Auxiliary. Eligibility for the VFW Auxiliary is Article XI section 1102. “Eligibility shall be limited to spouses, parents, grandparents, brothers, sisters,

children and grandchildren of a person who was eligible for membership in the Veterans of Foreign

Wars.” Many members were allowed to join that were not eligible. What one needs to join the Auxiliary is a copy of the discharge papers, some form of proof that one is eligible such as a DD-214.

I am looking forward to continuing working with the VFW and the VFW Auxiliary now and in

the future. I urge all eligible men that served in ten Men’s Auxiliary to become members of the VFW Auxiliary and continue on with the good works that you have done.

Veterans of Foreign Wars Ambassador Program

The Definition of an Ambassador is, an authorized representative or messenger. This is what we all are as Veterans of Foreign Wars Members. Every time we go out in the public or the public comes to us. WE ALL represent our great Organization, Is what they are seeing a good or bad thing? I WILL have events across the State of Minnesota where Qualified and Knowledgeable Members will be on hand with the local Post and District.

However I cannot do it all myself!

This Organization was built on its grassroots. It is by our local Post that we will continue the good work of the Veterans of Foreign Wars and keep our organization alive. Each event our Post or District attend the Department will pay up too $100 of the cost of space. Here are a few examples: Cost to have a table at fair $50 – Department pays you $50 Cost to have two table at fair $100- Department pays you $100 Cost to have a Table at a trade show is $120 – Department pays you $100 All Payouts are contingent on the Post-District Sending in the Receipt for the event to the Department Quartermaster for review. Also, yes this is a Membership drive BUT your Post should also be focusing on all of our great programs that will show the public our organization is worth their Membership, Such as: *Veterans Service *National Security & Foreign Affairs *Legislative Service *VFW Action Corps *National Military Services *Youth Development, Scholarship & Recognition *Buddy Poppy *Citizenship Education & Community Services Department Headquarters will have all available information available upon reasonable request.

Policy and Instructions for Conditional Donation of Military Equipment, Ceremonial Rifles, and Blank Ammunition to Veterans Organizations

SURPLUS MILITARY EQUIPMENT

Regulations, procedures, and prices for obtaining blank ammunition, surplus rifles, and other military

equipment available for donation are subject to change without notice. The Department of the Army has made major changes.

Be advised all requests for surplus military equipment must first go through the Kansas City, MO National Headquarters office to verify the legitimacy of the post making the request.

The VFW National Headquarters is only authorized to handle requests from chartered Veterans of Foreign Wars posts in good standing. Once verification has been made, the VFW National Headquarters sends requests to the appropriate agencies for processing. When requests are made to Congressional offices or other military departments, without the proper verification and endorsement, the acquisition process is greatly slowed down. Separate letters must be sent for each type of equipment being requested. If both rifles and ammunition are needed, separate letters must be sent for each type of request. If both rifles and ammunition are needed, separate requests should be forwarded to the VFW National Headquarters as two different agencies, the Joint Munitions Command in Rock Island, IL and the US Army TACOM Life-Cycle Management Command in Warren, MI will be handling the items. This is a change from past handling procedures.

Requests are to be made on post letterhead and contain the following: Post name and number Address (not a PO Box number) Post Commander, Adjutant or Quartermaster must sign request.

These are requirements set forth in new policies and procedures established by the Army. Any

correspondence lacking any of these items will be returned to the post causing a delay in processing. Posts are reminded equipment donated by the Department of the Army to Veterans of Foreign Wars posts remain the property of the United States Army. Transfer of any equipment obtained through the Surplus Program is unauthorized without the written permission of the United States Army TACOM Life Cycle Management Command (TACOM).

Posts receiving surplus equipment, rifles, static display items, etc. can expect periodic (ceremonial rifle inventories are conducted at the time of issue and every three years or as requested; static displays are conducted at the time of issue and every year or as requested) inspections to assure accuracy of information provided by the donor and compliance with the terms of this Conditional Deed of Gift, proper storage and handling, etc. This program is at no cost to the government, and even though posts may have paid for handling, shipping, packaging, crating, etc., the items are really just “on conditional loan” from the Department of the Army.

BLANK AMMUNITION

A written, formal request must be completed and signed by the current Post Commander, Adjutant or Quartermaster, one of who needs to be the contact person. Include that contact person’s residential mailing address (street number) and phone number, not the Post’s. Address the request to the Adjutant General, VFW National HQ, 406 W. 34th St., Kansas City, MO 64111. The approved request is forwarded by VFW National Headquarters to the Commander, US Army Joint Munitions Command, ATTN: AMSJM-CDS (Dawn Folland), 1 Rock Island Arsenal, Rock Island, IL 61299-6000.

The .30 blank ammo (1,240 rounds) is sent in 2 metal cans in a wooden box. The quantity is limited to 161

two boxes and provided free with no shipping charges. Clips are also available. They are issued in multiples of 25 (100 is the maximum).

Between 6-8 weeks after Rock Island processes the request, the ammo is shipped FEDEX Ground from Lake City Army Ammunition Plant, Independence, MO. The recipient will be notified of the tentative ship out date by letter from the US Army Joint Munitions Command in Rock Island, IL. Normal FEDEX delivery is between 9 a.m. to 5 p.m. Monday thru Friday. Prefer the ammunition be shipped to a residence and not to the post. A signature is required upon delivery. If absolutely necessary to be delivered to the post, an Officer’s signature is required. This will be addressed on a case-by-case basis.

Blank ammunition is authorized for use in United States Army issued ceremonial weapons ONLY. Ammo is not authorized to posts who receive rifles through any other source. The use of ammo obtained from sources other than the US Army Joint Munitions Command is prohibited as it may result in damage to the rifles. More importantly, it could cause harm or serious injury to the user. NOTE: US Army Joint Munitions Command will contact TACOM Army Donations Office to confirm that the organization’s rifles are from the program and all records are current.

RIFLES

Under the provisions of Title 10 United States Code (USC) 4683, the Secretary of the Army, under regulations prescribed, may conditionally lend or donate excess M-1 rifles (not more than 15), slings, and cartridge belts to any eligible organization for use by that organization for funeral ceremonies of a member or former member of the armed forces, and for other ceremonial purposes. The Veterans of Foreign Wars is only authorized to handle requests from chartered VFW posts in good standing. The Army Donations Program Office in Warren, MI is responsible for issuing and management of rifles for ceremonial use. Title 10 USC 4683 allows conditions to be imposed on the use of the rifles as may be necessary to ensure security, safety, and accountability. The Secretary may impose such other conditions as considered appropriate.

A Veterans of Foreign Wars post with more than 15 rifles is required to return to the US Army the balance of the rifles in order to be in compliance with federal law. If this situation exists, the Veterans of Foreign Wars post will request disposition instructions from the Army Donations Program Office. No further ceremonial rifles or ammunition will be issued until the Veterans of Foreign Wars post is compliant.

A Veterans of Foreign Wars post wishing to obtain rifles for ceremonial use should forward its request through the VFW National Headquarters. Address the request to the Adjutant General, VFW National HQ, 406 W. 34th St., Kansas City, MO 64111. The request should be on post letterhead with a street address (not a PO Box number), contact person with telephone number, and the number of active organization members. It should be signed by the Post Commander, Adjutant or Quartermaster. State the number of rifles desired up to a maximum of 15. The request will be verified that the post is chartered and in good standing and eligible to participate in the ceremonial rifle program. It is forwarded to Headquarters, US Army TACOM Life Cycle Management Command, Attn: AMSTA-LCL-IWD, M/S: 419D, 6501 East 11 Mile Road, Warren, MI 48397-5000.

Once TACOM receives the endorsed request, forwarded by the VFW National Headquarters Office, processing will begin and an eligibility package will be sent to the post. This package will include the checklist and forms required for completion by the Post Commander, Adjutant or Quartermaster. Return the original forms to TACOM. The sooner the forms are completed and returned, the quicker the request will be filled and rifles sent to the post. Presently it takes approximately ninety days for rifles to be shipped after receipt of the eligibility requirements from the post.

Currently, surplus M1 Garand rifles are available for ceremonial use on a conditional basis. These rifles are shipped from the Civilian Marksmanship Program located in Port Clinton, Ohio. Ceremonial rifles remain the property of the United States Government. The rifles cannot be loaned, sold, transferred,

or given to anyone else without the written approval of the Army Donations Program office. If for any reason the post no longer requires the use of the conditionally loaned rifles, submit a written request to the US Army TACOM Life Cycle Management Command, 6501 East 11 Mile Rd., Attn: AMSTA-ICL-IWD , M/S:419D, Warren, MI 48397-5000. The post is provided with shipping instructions for defective or unserviceable rifles. NEVER return any weapons to TACOM.

Transportation for the return of the rifles is at the expense of the post. The Army Donations Program Office will assist with the costs for the return of the older bolt action rifle by providing pre-paid shipping labels through the Civilian Marksmanship Program. After the rifles are returned, provide a copy of the receipt to TACOM for validation of the return. In turn, they will send a letter to absolve the post of the responsibility for the returned rifles.

If rifles are no longer in the possession of the post, it is a requirement to state what happened to them. If the rifles were lost or stolen prior to 1980, a notarized statement signed by the commander describing the circumstances surrounding their loss and the action(s) taken to recover the rifles is acceptable. For rifles lost, stolen, damaged, etc., after 1980, a police and/or fire department report is required. Send this information to TACOM for review. After review, a determination is made as to the liability for the missing/lost/stolen rifles. The post will be notified if reimbursement costs are required. A triennial inventory is required once every three years or upon request from the date of issue. Care and maintenance of the conditionally loaned rifles is the responsibility of the post.

Slings are not provided through the Donations Program Group Office. The post may order from Amherst Arms or Fulton Armory: Amherst Arms, PO Box 1457, Englewood, FL 34295. Their telephone number is: 1-941-475-2020. The address for Fulton Armory is: 8725 Bollman Place # 1, Savage, MD 20763.

STORAGE AND SECURITY OF CEREMONIAL RIFLES

Storage of the ceremonial rifles is at the discretion of the post as long as they comply with local/state/ federal regulations.

DAMAGED OR UNSERVICEABLE M1 RIFLES

If rifles are no longer functioning, the post is required to have a licensed gun dealer or an armorer certify the serviceability of each weapon in question. The post must provide a report by model, manufacturer, and serial number detailing what is wrong with each rifle and how much it costs to fix it with respect to shooting blank ammunition.

TACOM will determine if the cost to repair exceeds the cost to refurbish and ship replacement rifles to the post. If it does not, the post is required to pay for the repair costs.

POLICY AND PROCEDURE FOR ACQUISITION OF COMBAT EQUIPMENT FOR DISPLAY AND MONUMENTAL PURPOSES

The Army Donations Program office may also conditionally provide obsolete or condemned Army

combat equipment under the provisions of Title 10 United States Code 2572. Equipment is for static display only and is not issued in working condition. This program does not have jeeps or vans for driving. Jeeps are no longer available to the public. Requests for other types of tactical equipment in working order should be made through the Defense Logistics Agency at: www.drms.dla.mil or 1-877-352-2255 or through General Services Administration state surplus sales offices.

All requests for tanks, field artillery pieces, mortars, etc., should be directed to Adjutant General, VFW National Headquarters, 406 W. 34th St., Kansas City, MO 64111. This headquarters is only authorized to process requests from Veterans of Foreign Wars posts. Requests are to be made on post letterhead and contain the following: post name and number, address (not a PO Box number), name of contact person with telephone number and number of active organization members in the post. All requests must be signed by

the Post Commander, Adjutant or Quartermaster.

Conditional donations of combat equipment for display are made at no expense to the government. The costs for construction of a display site (Do not prepare a pad until notified in writing by the donations office) limited demilitarization and removal of radiological material when applicable, and transportation, must be paid by the requesting organization. Once the VFW National Headquarters receives the request for a piece of equipment, it will be verified that the post is chartered and in good standing and eligible to participate in the program. The request is forwarded to the Army Donations Program office at TACOM in Warren, MI. The VFW National Headquarters does not have any forms or information as to what is available. Once TACOM receives the request, they prepare an official packet and send it to the post. The post then reviews all rules, regulations, requirements, and can then make a final decision if the equipment is still desired. Unfortunately, at this time, Army equipment is not readily obtainable for use as a conditional static donation. It is recommended your post submit the initial eligibility requirements to the donations office to remain in an open status until such time as obsolete or condemned Army combat equipment becomes available. The post has the responsibility to maintain and display the Army asset in such a way that honors and upholds the image of the United States, our military forces and the veterans. The post is required to submit an annual certificate and a photograph of the displayed item on the anniversary date of the conditional issue. In the event your organization no longer has a requirement to display the item, you are required to contact the donations office for turn in procedures. Posts are not authorized to loan, sell, transfer, move, or give the asset to any other individual or organization.

NOTICE OF POPPY CHANGE  

     The Department of Minnesota, VFW has had to make a change in how we ship out Buddy Poppies.  It has been a long road and it was not easy to make this decision, but we had to make a change to keep this program functional.   With that being said the Department has decided to ship Buddy Poppies from National.  Since 2001 Poppy orders have been declining, and this has caused the Veterans who make them for us to cut back as well.  It has been a never ending battle and one the Department could no longer afford to keep taking.   

The past serveral years the Department has been sending orders to be filled by National in order to make up for the slow production from the Poppy Workers.  National only ships in quanities of 500.   An example is Post orders 1,000 Poppies‐ ‐National would ship the 1,000 Poppies.   A Post orders 750 ‐‐‐National would ship 500 and the Department would ship the remaining 250.   All orders will continue to be sent to the Department like you always have. The Department will continue to ship Poppy Cards, cans, caps, buttons, arm bands and Poppy orders under 500.  We are asking that you place your orders early to allow National time to process them from their distribution sites.  Poppies are still being produced by Disabled Veterans. 

This process has caused some confusion but, if we all work together and order early the process will go smoothly.  Should you have any questions feel free to call the Headquarters at 651‐291‐1757 and I will gladly answer any questions you may have.

2016-17 THEME "My Responsibility to America"

THE RULES Who can enter? The Voice of Democracy is open to students in grades 9-12, who are enrolled in a public, private or parochial high school or home study program in the United States, its territories and possessions; or in an overseas U.S. military/civilian dependent school. Foreign exchange students, students over age 20 and previous Voice of Democ-racy first place state winners are ineligible. What do I need to enter? Record your original 3-5 minute (+ or – 5 seconds) essay on this year’s theme onto a CD or flash drive. Label your CD or flash drive, neatly typed essay and a picture with your name and complete the entry form. Provide these four items to your school/group competition or your local VFW Post for judging. All recordings must be in your own voice (hearing or speech impaired students should contact the Voice of Democracy National Office at (816) 968-1117 for special instructions), without music, special effects or background sounds. Songs and poetry are not acceptable. You may not provide anything in the essay or recording that will identify you in any way. You may enter only one Voice of Democracy competition per year. Where do I submit my entry? To advance to the next level, all entries must be judged at the VFW Post level. The only exception is where schools/classes/youth groups have large numbers of students and wish to conduct their own competition, submitting one winner for each 15 students to the local VFW Post competition. Individual students may submit their entry directly to the local VFW Post provided they have not competed at a school/class competition. VFW Post winners compete at the VFW District level. District winners compete at the VFW Department (state) level. Department winners receive an expense-paid trip to Washington, D.C. to compete at the VFW National level. All winners must begin at the Post level. What is the deadline for my entry? All entries competing at the Post level must be in the hands of that VFW Post by mid-night, Nov. 1, 2016 It is the responsibility of the student to meet this deadline by submitting their entry to the proper location. To identify a sponsoring Post in your area, Contact the Department MN VFW at 651-291-1757 WHAT ARE THE JUDGING CRITERIA? Originality is worth 30 points: Treatment of the theme should show imagination and human interest Content is worth 35 points: Clearly express your ideas in an organized manner. Fully develop your theme and use transitions to move smoothly from one idea to another. Delivery is worth 35 Points: Speak in a clear and credible manner.

OFFICIAL RULES FOR STUDENTS ADVANCING TO NATIONAL LEVEL If selected as a first-place state winner, I have the consent of my parent/guardian and school to attend the Voice of Democracy Na-tional Finals in Washington, D.C. from February 25 through March 1, 2017 as a guest of the VFW National Organization. I understand that state winners who do not attend as stated above will forfeit all rights to compete in the National Finals and will be replaced by their state’s second place winner. In the event my CD is selected for entry into the 2016-2017 National Voice of Democracy Competition, I do hereby for myself, for my heirs, executors, administrators and assignees; waive, release and discharge all rights and claims which I have or which may hereafter accrue against the Veterans of Foreign Wars of the United States (VFW) and/or the several Departments (state organizations) of the Veterans of Foreign Wars and their respective officers, agents, successors and assigns from any damages which may be sustained by me in connection with my participation in or association with the VFW Voice of Democracy Competition and/or arising out of my travel to and during the Competition. 2016-17 Theme: “The America I Believe In” 

What are the rules?  Students in 6th, 7th and 8th Grade may enter Essay length: 300‐400 typewri en words. You must write your own essay. All essays should be typewri en in English with no color or graphics and cannot be less than 300 words

or greater than 400 words in length. (Essays under or over these word amounts will be eliminated.) Every word is counted regardless of length. The essay tle (theme) or added footnotes do not contrib‐ute to the word count.

Deadline: The completed essay, entry form, and picture of student must be in the hands of the VFW Post Chairman by midnight Nov. 1, 2016. In no way may contestants iden fy themselves within their essay. Do not put your name on your essay. The entry form is your essay’s cover sheet. Secure the Official Student Entry Form with a staple or other fastener on top of your essay. Essays must be wri en exclusively for this compe on. Use of the same essay for other compe ons will result in disqualifica on. Contestants are allowed to enter only once (one Post compe on). Contestants found in viola on of this rule will face elimina on from the compe on and will be required to return any and all prize money awarded or received. The essay must be a contestant’s original work and a product of the contestant’s own thinking. The approach to the Patriot’s Pen theme should be posi ve and clearly focused. Poetry is not acceptable. Quota ons may be used sparingly if plainly iden fied wherever used. A contestant’s teacher, counselor or parent may check the essay for punctua on, grammar and/or spelling, but the content must remain the contestant’s. Contestants will be judged on the basis of their essay alone and are not required to present the essay orally. All essays become the property of the Veterans of Foreign Wars. The VFW retains non‐exclusive rights to use your essay and like‐ness in the promo on and execu on of the organiza on’s programs and ac vi es.

Our Youth Ac vity year is off to a Great start!

From August 11—14, 2016, the nine (9) winning District VFW Baseball Teams met in Fergus Falls to

compete for the BEST VFW Baseball Team in the State. At mes, it felt like we were compe ng with Mother

Nature and some of the games and fields were delayed. But, with the exper se of our State Baseball Chair‐

man Rick Bugbee, we managed to get all the games played out successfully. On Sunday, August 14th, Cen‐

tennial (7th District Champion and sponsored by VFW Post 4210) played Foley (6th District Champion and

sponsored by VFW Post 6992) for the 2016 VFW State Baseball Championship. This was not their first

mee ng in the Tournament. Foley defeated Centennial the day before sending them down the losers side.

But Centennial ba led back to the Championship game. In the Championship Game, Centennial defeated

Foley….. But, this is a true ‘double elimina on’ Tournament, so there was a ‘second’ Championship Game. In

the end, Centennial is your 2016 VFW State Baseball Champion. Hopefully, we will have a more detailed ac‐

count of the Tournament in the next Gopher Oversea’r.

By the me you get this bulle n, we will be going into the 2016 Fall Conference in Mahnomen. There

are a number of Proposed changes to our State Baseball rules and maybe some ‘dras c’ changes to our State

and District Hockey Tournaments. If you were unable to a end the Fall Conference, we will update you on

these changes if they are approved by the Council of Administra on. These changes should make both Youth

Ac vity Programs be er and more manageable for the future.

It is recommended, that all VFW Posts start making contact with their local Youth Hockey Associa‐

ons. We ask that your Post get involved with their A or AA Bantam Hockey Team and we ul mately request

that your Post make an a empt to sponsor at least one Bantam Hockey Team for the year. If you need help

with that process, please contact Jim Hesselgrave (informa on at top of bulle n).

Please complete the Youth Ac vity Report form for each month of the year and make sure that you

record all Youth Ac vity Programs on your monthly Community Service form.
