Hace unos meses, en Utopia les mostramos como Playas del Coco estaba estrenando un nuevo rostro con la recuperación de su frente costero, por décadas ocupado por construcciones residenciales y comerciales que llegaban casi hasta la arena.

Hoy, a poco de haber dado este primer paso, El Coco hace un nuevo estreno con un ancho sendero peatonal que bordea la extensa playa de punta a punta.

Este nuevo sendero fue muy bienvenido por la comunidad que rápidamente lo ha estrenado como un nuevo pasadizo sombreado ideal para hacer ejercicios, pasear a sus perros o simplemente para salir a dar una saludable caminata al atardecer.

Para evitar el ingreso de vehículos a esta senda, se ha instalado una serie de tubos que muy pronto serán transformados en macetas ornamentales y cubiertos de arte (ver recuadro).

Con cada pequeña mejoría, El Coco está avanzando a paso firme en su anhelo de ser un destino playero bien planificado, más hospitalario y con toda la infraestructura necesaria para atender bien a sus huéspedes. Con cada paso, se va reorganizando y corrigiendo las deficiencias de un pasado en que el crecimiento se dio desordenadamente y sin mayor planificación.

En tanto, el proyecto para la construcción de un parque costero diseñado por Zürcher arquitectos* entre los 2 esteros que desembocan en Playas del Coco ya ha sido aprobado en sus dos principales instancias, es decir, ya obtuvo el visto bueno tanto del Concejo Municipal de Carrillo como el de la Contraloría General de la República, gracias a lo cual se encuentra en la última etapa administrativa previa al inicio de su construcción.

Ya lo sabe, Playas del Coco está cada vez más lindo y continuará mes a mes mejorando para usted. Le invitamos a redescubrirlo!

Playas del Coco

A few months ago Utopia showed you how Playas del Coco was premiering a new face with the recuperation of its beachfront, which had been occupied for decades by residential and commercial buildings reaching almost all the way to the sand.

Today, just a short while after taking this first step, Coco has now debuted a wide walkway that borders the extensive beach of this town, from one end to the other.

This walkway was enthusiastically welcomed by the community that has rapidly embraced its presence making use of it as a new shaded walkway ideal for walking dogs, exercising or simply walking at sunset.

To prevent vehicles from entering the beach or onto these walking paths, a series of huge pipes have been installed, which will soon be transformed into ornamental planters and covered with art (see box).

With each small improvement El Coco is progressing, sure footed in its aspiration of becoming a well-planned beach destination, more hospitable and with the necessary infrastructure to receive its guests properly. With each step, it is being reorganized and it’s correcting the deficiencies of the past when its growth took place in a very haphazard manner and with no real planning.

In the meantime, the construction of a beachfront park designed by Zürcher Architects* and located between the two estuaries that empty into Playas del Coco, has already been approved by the two principal authorities. Approval has been granted by both the Municipal Council of Carrillo and the General Comptroller of the Republic, and is now in the last administrative stage prior to the initiation of construction.

So now you know! Playas del Coco is prettier every day and will continue to improve month-by-month for you. We invite you to rediscover it!

Para los que aún no la conocen, les contamos que Daniela es una encantadora y talentosa pianista Guanacasteca que a sus 13 años de edad, ya ha dado conciertos como solista en los principales auditorios del país (incluido el Teatro Nacional en 5 ocasiones). Pero eso no es todo, pues también ha ganado cada competencia internacional en la que ha participado y a consecuencia de ello, ha sido invitada a tocar en importantes salas de Italia, Francia y Estados Unidos,

incluido el famoso Carnegie Hall en Nueva York, como recompensa por ganar el Bradshaw and Buono Internacional Piano Competition.

Desde hace unos meses, Danielita está en Rusia estudiando en la Escuela de Niños Prodigios de Moscú, en lo que será su preparación previa al inicio de sus estudios universitarios en el Conservatorio Tchaikovsky de la capital rusa.Sin embargo antes de irse, nos dejó un obsequio.

For those of you who don’t know who she is, let me tell you a little about Daniela. She is an enchanting and talented pianist who was born and raised in Liberia, Costa Rica. At the tender age of 13, she had already given solo concerts in all of the principal auditoriums in the country (including at the National Theater on five occasions). She has also won every international competition in which she has participated and as a consequence, she has been invited to play at world renowned halls in Italy, France and the United States; including an invitation to play at the famous Carnegie Hall in New York, as winner of the Bradshaw and Buono International Piano Competition.

For the last several months Daniela has been in Russia studying at the Moscow School for Gifted Children, in preparation of beginning university at the Tchaikovsky Conservatory in the Russian capital.However, before departing she left us a gift.

We know that many of our readers closely follow Daniela Navarro’s career.

For this reason, we have compiled an update on her whereabouts and an interview with her from Moscow….

Her Primicias (novelties) is a recording that should be treasured as it surely is just the start of a collection that promises to be very large celebrated. Since Daniela loves challenges, she chose complex compositions by J.S. Bach, Stanislaw Moniuszko, Robert Schumann, Karl Maria Von Weber and Dmitry Shostakovich for her first recording.She now also has a website (www.danielanavarro.com )where one can listen to some ofher magical interpretations and follow up the news on her carrer.

Curious to learn how it’s going for her we called her in Russia.

How do you like Moscow and its people?Moscow is beautiful. It’s an incredible city and everyone has been very kind. The Russian people are a little distant at the beginning. They observe you first it seems, but after a while they get closer to you on very friendly terms.

How are the classes going?They are very good. Very demanding but you work very hard and learn a lot. I love them!

How about your first encounters with the cold weather?Oh, it is really, really very cold here. One has to be bundled up from head to toe. Right now it’s about 23˚F, but I’m told that soon it will plunge to -4˚F. However, the snow is so beautiful…

Como a Daniela le encantan los desafíos, escogió complejas composiciones de J.S.Bach, Stanilaw Moniuszko, Robert Schumann, Karl Maria Von Weber y Dmitri Shostakovich para su primer disco.

También antes de irse, Danielita nos dejó una pagina web nueva (www.danielanavarro.com) donde uno puede escuchar algunos minutos de sus formidables ejecuciones y mantenerse al tanto de sus pasos.

Curiosos por saber como le está yendo, la llamamos y esto fue lo que nos contó…

Qué tal te pareció Moscú y su gente?Moscú es bellísima. Es una ciudad increíble y todos han sido muy amables. Los rusos al principio son un poco distantes; como que te observan primero, pero al rato ya se acercan a uno muy amistosamente.

Y las clases, muy difíciles? Para nada, las clases están buenísimas. Son exigentes pero se trabaja muy bien y se aprende mucho. ...Me encantan!

Y qué tal tus primeros encuentros con el frío? Uy, acá es muy, pero muy helado. Hay que andar toda abrigadita, de pies a cabeza. Ahora hay como 5˚C bajo cero, pero me dicen que pronto llegaremos a los -20˚. Eso si…la nieve es hermosa!

How are you doing with the language?Very good, my tongue has loosened up now and I also write and read Russian with more ease. It was very helpful to study the language before coming. For example, on the first day I could not find the language

classroom and I showed the paper to a teacher that passed by (who as it turned out, was my Russian language teacher). She answered me with gestures and I did not understand a thing, so I ventured and with the little Russian I knew I asked her for the classroom. She looked at me surprised and said “But… how? You already speak Russian?”

And the clasic question for someone of 13 years old so far from mom and dad…Miss them to much?Well… at the beginning a lot and I got mad if one day they didn’t call me. But now I’m doing great. I learned that if I keep busy, I miss less…so that’s what I do. I keep busy all the time!

Technically in December Daniela will be on Tico soil for a few hours, because she’ll give a concert at the Costa Rican Embassy in Moscow, but her return to Costa Rica and her home in Liberia will not be until June of 2010. She’ll be here for 2 ½ months and then will come back to Russia to start her university studies at the Tchaikovsky Conservatory.

Will you give some concert during those 2½ months here?I still don’t know. The only thing I’m totally sure is that when I return to my beautiful Guanacaste, I’ll spend many many hours on the beach with my belly pointing to the sun (laughs).

Como vas con el idioma?Súper bien, ya se me soltó la lengua y también lo escribo y leo con más soltura. Me sirvió muchísimo esos meses de estudiar ruso antes de venirme. Por ejemplo, el primer día no encontraba la sala de clases de idioma y le mostré el papel a una profesora que pasaba ( que justo era mi profe de ruso). Ella me respondió con señas y no entendí nada, así que me atreví y con lo que sabía de ruso le pregunté por la sala. Ella me miró sorprendida y me dijo: “Pero cómo? Usted ya habla ruso? ”

Y la pregunta clásica para alguien de 13 años que está lejos de su familia…Extrañas mucho?Bueno, al principio sí y me enojaba si algún día no me llamaban. Pero ahora ya me acostumbré. Aprendí que si me mantengo

bien ocupada no extraño tanto, así que eso hago. Mantenerme todo el tiempo bien ocupadita…

Aunque técnicamente Daniela pisará terreno Tico en Diciembre, pues dará un concierto en la Embajada de Costa Rica en Moscú, su vuelta a su hogar en Liberia va ser recién

en junio del 2010. Vendrá solo por 2 ½ meses para luego volver a Rusia e iniciar sus estudios universitarios en el Conservatorio Tchaikovsky.

Darás algún concierto cuando vengas?Aún no lo sé. Lo único que tengo 100% claro es que cuando vuelva a mi linda Guanacaste, me pasaré muchas horas en la playita con mi pancita apuntando directo al sol! (risas)

Hace unos 25 millones de años, movido por poderosas fuerzas tectónicas, el territorio centroamericano

empezaba a emerger lentamente del fondo oceánico, atendiendo el llamado de La Tierra a unir a las ya

entonces ancianas Sudamérica y Norteamérica.

Al terminar esta transformación geológica, se inició un extraordinario proceso biológico que convirtió a esta estrecha franja ecuatorial en una de las áreas ecológicamente más importantes del planeta. Por esta nueva superficie terrestre y muy en particular sobre el territorio de Costa Rica, se desplegó y diversificó la vida en todo su esplendor.

La especial topografía del país con una hermosa cordillera dorsal, valles transversales, amplias llanuras y costas en 2 grandes océanos, proveyó a un gran numero de especies de una diversidad de nuevos hábitat, nuevas rutas y nuevas oportunidades.

Este puente terrestre, al comienzo insular y luego continental, sirvió como un pasillo para un sinnúmero de seres vivos, y a la vez se convirtió en una insólita barrera para las especies marinas entre el Atlántico y el Pacífico.

Some 25 million years ago, moved by powerful tectonic forces, the Central American territory began to slowly emerge from the bottom of the ocean in response to a call from the earth to join the then ancient South

America and North America.

When this geological transformation ended, an extraordinary biological process began that converted this narrow equatorial stretch of land into one of the most ecologically important areas in the planet. Over this new land surface and very particularly over the Costa Rican portion of this territory, life flourished and diversified in all its splendor.

The special topography of the country with its beautiful dorsal mountain range, transverse valleys, extensive plains and coasts on two important oceans, provided a diversity of new habitats, new routes and new opportunities for a great number of species.

A

This land bridge, insular at the onset and then continental, served as a passage to an innumerable

amount of living beings, and at the same time it became an astonishing barrier for the marine species between the Atlantic and the Pacific oceans.

To preserve this treasure trove of life and to protect the work done here by nature over thousands of years, at the center of this corridor, “La Amistad” Biosphere Reserve was established; a corridor of wilderness whose biologic and geographic relevance is incommensurable. In recognition of this, in 1982 UNESCO declared it an oficial “Biosphere Reserve” and a year later designated it as a “Patrimony of Humanity”.

Para preservar este tesoro de vida y resguardar el trabajo hecho aquí por la naturaleza durante miles de años, en el centro de este corredor se estableció la Reserva de la Biosfera La Amistad, un corredor silvestre cuya relevancia biológica y geográfica es inconmensurable.

Por ello, en 1982 la UNESCO la declaró 'Reserva de la Biosfera' y un año más tarde como un 'Patrimonio de toda la Humanidad'.

Es muy lamentable que décadas después, el rol e importancia global de esta área, no sea comprendida por los políticos nacionales encargados de asignar los recursos para su óptima protección. Cuesta entender que algunas personas, estimen que el país ya tiene suficientes territorios protegidos y que es mejor destinar recursos a la propaganda del turismo que a la conservación de la fuente que da vida a ese turismo.

Afortunadamente, en contraparte también hay otros entes de gobierno, fundaciones y empresas lideradas por gente con visión de futuro, cuyo apoyo permite llenar algunos vacíos dejados por las debilitadas políticas actuales de conservación.

Sin embargo, el adecuado resguardo de las áreas biológicamente ricas que se ha logrado preservar hasta ahora, no puede depender de la buena voluntad de unos tantos. Debiese estar garantizada por los gobiernos de por vida, no sujetas a los ánimos de turno.

Y entendamos que no es solo porque la naturaleza sea la fuente madre del turismo para el país. Lo que hoy está en juego es la futura variedad biológica que tendrá la vida sobre nuestro planeta en los años venideros.

Para aquellos que aún no lo ha comprendido, esa es la real trascendencia de las áreas actualmente protegidas. Son una garantía para el futuro de la vida sobre La Tierra.

It is lamentable that decades later, the role and the global importance of this area is

not understood by the national politicians in charge of assigning the resources for its optimum protection. It is very difficult to comprehend that some people believe that the country already has enough protected territory and that it is better to allocate the resources to propaganda for tourism than to the conservation of the fountain that gives life to that tourism.

Fortunately, there are other government entities, foundations and private businesses led by people with vision for the future, whose support makes it possible to fill some of the voids left by the current lack of political initiative towards conservation.

Nevertheless, the adequate protection of the biologically rich areas that have been preserved up to now, cannot depend on the good will of a few. It should be guaranteed by the government on a permanent basis, not subject to the feelings of those currently in power.

We must also understand that conservation isn’t only important due to the central role nature plays for tourism in this the country. The true value lies in the future biological diversity of life on our planet for years to come.

The well-being and future of our planet is the real importance of the areas presently protected. Parks and reserves are the security for the future of life on Earth.

FECUNDACosta Rican movie breaks taboos and tickets sale records

Society’s punishment to the innocence of first love, the reality of a single mother, the importance of friendship, the strength to change the indignity, the deaf ears of religion, the alliances between the socially accepted and the legally unjust, those are some of the themes addressed with great honesty and much cinematographic talent in the movie “Gestation”.Definitively a must see movie.

“Gestation” is the second full length movie of the Costa Rican director Esteban Ramirez. The first was “Caribe”, filmed in Limon. This time, the backdrop was the city of San Jose. Impeccable photography and careful selection of locations made “Don Chepe” shine as a star actor in this narrative. Photography Director talent become apparent through beautiful scenes of the Central Market, historical buildings, La Sabana Park and beautiful panoramic views, unfold before the audience. Even more incredible is Eduardo Flores’ talent at masterfully capturing the less pleasant face of the city and shining a realistic light on its presence.

El castigo de la sociedad a la inocencia del primer amor, la realidad de una madre soltera, la importancia de la amistad, la fuerza de cambiar lo indigno, los oídos sordos de la religión, las alianzas entre lo socialmente aceptado y lo legalmente injusto, son algunos de los temas que se abordan con gran honestidad y mucho talento cinematográfico en la película “Gestación”. Definitivamente una película que hay que ver.

“Gestación” es el segundo largometraje del director costarricense Esteban Ramírez. La primera fue “Caribe”, filmada en Limón. Esta vez, el escenario elegido fue la ciudad de San José. Una fotografía impecable y una dedicada selección de locaciones, hicieron de “Don Chepe” un actor estrella en el relato. Eduardo Flores, director de fotografía, se luce mostrando hermosas escenas del mercado central, edificios históricos, el parque de La Sabana y preciosas panorámicas, aunque también

captura con maestría el rostro menos amable de la ciudad.

We spoke with Esteban Ramirez to learn more about his experience and motivations.

How is it making movies in a country whose cinematographic industry had not been able to take off until now?“Making movies in Costa Rica has always been difficult but it is also a gratifying adventure. The new and emergent is exciting.”

What was the motivation to make “Gestación” a reality?“I have forever been astounded by the enormous disproportion between the cause and effect of a precocious pregnancy. The adolescents involved in one have to face, for the rest of their lives, the judgments and consequences of an act as natural as making love. This has always seemed to me as a tremendous injustice.”

Did you think it was daring to put forth a subject that many prefer to evade?“Frankly, no. I have always believed that as long as one speaks honestly there should be nothing to fear. And if others want to sidestep it, then that is even more reason why someone should speak up and face it”.

Hablamos con Esteban Ramírez para saber más de su experiencia y sus motivaciones.

¿Cómo es hacer cine en un país cuya industria cinematográfica hasta ahora no había logrado despegar?“Hacer cine en Costa Rica siempre ha sido difícil pero también es una muy gratificante aventura. Es emocionante lo nuevo y emergente.”

¿Cual fue tu motivación para fecundar “Gestación”?“Me ha impactado desde siempre, la enorme desproporción entre la causa y efecto en un embarazo precoz. Los adolescentes que se ven envueltos tienen que afrontar de por vida los juicios y consecuencias de un acto tan natural como hacer el amor. Esto siempre me ha parecido algo tremendamente injusto en la vida”.

¿No te pareció arriesgado abordar un tema que muchos prefieren evitar?

La verdad es que no. Siempre he creído que mientras se hable con honestidad, no hay nada que temer.Y si hay muchos que prefieren evadir este tema tan real, entonces con mayor razón se requiere que alguien asuma el riesgo y lo hable.

You have already filmed in the Caribbean and the Central Valley. For your next movie will you come to Guanacaste? Yes, as a matter of fact, for the next project I’m working on, we will film several scenes in the zone.

The movie, based on real life, attains its goals and makes one reflect on love, traditional values, the lack of sexual education, shared responsibilities and society’s response when faced with these situations.

But in addition to teaching, the movie moves at a constant rhythm that keeps the public entertained, pleasantly moving them between refreshing humorous sparks and moments of high emotion.The work of the actors deserve special mention, as they project great drama and complexity of characters with a script bathed in a rich tico language that sounds very charming to the ear. On the other hand, the music is also a joy. An ingredient that takes care of seeing that the story flows with an harmonious intensity.

With more than 100.000 viewers on its first month, “Gestation” has seen top ticket sales since its premiere, no doubt because each individual is able to find a piece of himself or herself reflected in this masterful film.If you haven’t seen it yet, you must. You are going to love it.

For those readers that still don’t speak Spanish, don’t haste over the lack of subtitles in the theater version. The DVD coming out in February 2010 will have English subtitles available.

Ya filmaste en el Caribe y el Valle Central. Para la próxima película ¿Te vienes a Guanacaste?Si, de hecho para el próximo proyecto en el que estoy trabajando, tenemos planeado hacer varias escenas por allá.

La película, basada en historias reales, logra sus objetivos y pone a reflexionar sobre el amor, los valores tradicionales, la no-educación sexual, las responsabilidades compartidas y sobre la respuesta de la sociedad ante estas situaciones.Pero además de poner a pensar, la película atrapa con un ritmo constante, que mantiene al público muy entretenido, paseándolo gratamente entre refrescantes chispas de humor y momentos altamente emotivos.

Mención destacada merece el trabajo de los actores que logran gran dramatismo y complejidad de caracteres, con un guión bañado de un rico lenguaje tico que a los oídos suena encantador. Por su parte, la música también es una delicia. Un ingrediente que se encarga de que toda la historia fluya con armónica intensidad.

Con más de 100.000 en su primer mes, “Gestación” ha estado en el top de la taquilla, seguramente porque los espectadores costarricenses se han visto identificados con la historia y bien reflejados en la pantalla.Si aún no la ha visto, hágalo. Le va a encantar.

Si tiene amigos que aún no hablan español, digales que no se desanimen a verla, pues aunque la versión en el cine no está subtitulada al Inglés, el DVD que saldrá en Febrero del 2010 si traerá esta opción.

Rejuvenezca un año en los próximos 365 días

He aquí como reconocer las decisiones que tomamos a diario que causan el aceleramiento del proceso de envejecimiento. Tomando decisiones diferentes y cultivando una actitud distinta, usted puede rejuvenecer un poquito cada mañana y llegando a rejuvenecer un año en 365 días.

Son muchos los procesos que contribuyen a acelerar nuestro envejecimiento: Demasiado estrés, toxinas en el ambiente, dietas deficientes en base a alimentos procesados, exceso de azúcar y grasas dañinas, o también la escasez de anti-oxidantes, grasas saludables y comida sana y natural. También acelera el proceso de envejecimiento una pobre condición física, molestarse o afligirse muy seguido, ser demasiado crítico, sentirse aislado y sin un sentido de pertenencia a algo más grande que uno mismo, estar fuera de balance, no reírse lo suficiente, no divertirse, fumar, tomar demasiado alcohol, estar pasado de peso.... La lista sigue y sigue.

As well as in places that are harder to spot: highly processed snacks, dried fruit, chips or even supposedly healthy foods like yogurt sweetened and processed cereals, which contain high sugar amounts.Actually, you’ll always get too much

sugar if you do not eat in moderation. In our super-sized culture, most “servings” have too much sugar.

How should you feel when you finish eating?

You should feel full; no longer hungry….that’s it!Not stuffed, sleepy, fatigued or irritable. If you eat too much sugar at one time, your blood sugar or glucose goes up too high and then several bad things can happen.

1. You may get rebound hypoglycemia (low blood sugar) when your pancreas produces too much insulin to bring down the elevated glucose. 2. Excess sugar can’t be used fast enough in your powerhouses (mitochondria) to make energy, so it is stored as fat and you get fatter.3. Sugar levels stay too high for too long because of a lack of effective insulin ( pre-diabetes). 4. When sugar levels become too high it becomes sticky, like syrup in your system. It sticks to other structures in your body. Doctors measure Hgb A1C, or the percent of hemoglobin in the blood that has sugar permanently stuck to it, to monitor how well diabetics have control of their blood sugar. This new structure,

What can you do to wake up younger tomorrow with a healthier blood glucose level and immune system?

Eat smaller portions, but more often. Graze. Always combine carbohydrates, with protein, fats and fiber. Eat nuts or cheese and fruit for snacks. Supplement your food with Omega 3 (fatty acid) by eating fish 3 times a week. Go for a pleasant walk after your biggest meal of the day. Enjoy nature and your companion. Skip your evening meal one day a week. Eat more food earlier in the day when you can utilize it better. Avoid processed foods as much as possible. Eat REAL food. And if you do eat the wrong food or too much of a good food sometime, the best thing to do is just relax and enjoy it. Worrying about it will only trigger a more intense reaction on behalf of your immune system. “Don’t worry...be happy!” as the song goes.

I am an amateur photographer who usually shoots everything that moves as well as everything that doesn’t. It’s only fair to say that the majority of my shots are great disappointments that end up directly in the garbage. However, something amazing happened when I was in Papagayo… unbeknownst to me, numerous amazing photos snuck into my camera.

I decided to share my vacation experience with you because something extremely magical happened to me while I was there. I captured more pictures worth framing than I had captured throughout the entire last year throughout all of my other travels. Now, it is possible that these photos are not actually incredible, but for me it was an unexpected accomplishment.

The most curious thing of all was that I had spent the 4 days of my vacation relaxing in a single place. I didn’t even embark on adventure tours or to seek photographic locations. All of the photos I wish to share with you were captured from the villa where I stayed. In fact, none of them were taken more than 200 feet from my room, except for the sunset, which was taken the only time I went down the beach.With love and humility I leave you with some of the best pictures I have ever taken and some of my most unforgettable memories.Memories of four of the most generous days that my camera and I have ever experienced.

Soy una fotógrafa aficionada, que acostumbra dispararle a todo lo que se mueva y también a lo que no. Es justo contar que la gran mayoría de mis tomas suelen ser una decepción que mando directo a la papelera. Pero algo me pasó en Papagayo. Casi sin buscarlas, varias fotos buenas se colaron en mi cámara.

Me decidí a compartir mi experiencia en estos días de vacaciones en Costa Rica, porque algo mágico me pasó allá. Esos días en Costa Rica me regalaron más imágenes para enmarcar que todas las que había logrado el último año en varios otros viajes.

Puede que no sean de esas fotos increíbles, pero para mí fueron un logro inesperado.

¿Saben que fue lo más especial? Fueron 4 días de descanso en un solo sitio, nada de aventura ni recorridos. Todos estas imágenes, les capte desde la villa en que nos alojamos, todas a menos de 40 metros de

Since the topic is complex and many questions and concerns have been voiced, we prepared this summary so that the thousands of Utopia readers can become well informed and can achieve a broader understanding of this subject that may be affecting several of you shortly.

What is the Solidarity Tax?In very simple terms, it is a tax that will be accessed each year to the owners of luxury homes (some 12,000 taxpayers). The extra revenue generated as a result of this tax will then be fully applied to help fund the Social Assistance Housing Program, that is, to build houses for people that live in extreme poverty conditions. So far it seems quite straightforward, however, it gets more complicated as we try to understand the method by which this tax will actually be implemented. To that end, I will address 6 of the most common questions I have received since the new bill was passed.

Who does this tax apply to?First let’s clarify that all property owners must declare for this tax, regardless of whether they will be required to pay it or not.

In recent weeks many clients and friends have been asking me for orientation regarding the Solidarity Tax, a new tax recently approved by the Congress and commonly referred to as the Tax on Luxury Residences.

The qualification parameters are:1) The Solidarity Tax applies only to residential

property with construction valued at more than ¢100 million (this is the value of the construction alone, not inclusive of the value of the land). However, those who do meet this first criterion will then be required to add the land value when actually calculating the tax. For example, a property with construction valued at ¢150 million (apply to tax) on land that is valued at ¢50 million, will be eligible for this new tax and the amount they are accountable for will be calculated based on a full ¢200 million property value. By contrast, a house whose construction is valued at ¢90 million located in a lot valued at ¢110 million will be exempt (as the value of the actual construction is under ¢100 million) regardless of the fact that the total value is also ¢200 million like the former example.

2) As well, the property must be designated for residential use, whether permanent, temporary or recreational, including boarding services. Any construction exceeding ¢100 million that is used for agriculture, commerce, industry or any other non-residential use, is exempt. Condominium owners must also determine their % of possession of the common areas (called Percentage of Measure), with the common areas that have commercial use being exempt.

Como el tema es complejo y reinan las dudas, preparamos este resumen para que los miles de lectores de Utopia puedan informarse y lograr una visión más amplia sobre un tema con el que varios de ustedes tendrán que lidiar muy pronto.

¿Qué es el Impuesto Solidario?En términos simples, es un tributo anual que tendrán que pagar los dueños de casas cuya construcción este valorada por sobre los 100 millones de colones. En total son más de 12 mil contribuyentes los que entran en esta categoría. Adonde irá este dinero? Por ley, la recaudación debe ser destinada íntegramente al programa de Viviendas Sociales, es decir a construir casas básicas para las personas que viven en condiciones de pobreza extrema. Hasta aquí sencillo, pero la cosa se complica al intentar entender el método de implementación de dicho tributo. Para ello, revisaremos una por una las otras 6 preguntas que he venido recibiendo día tras día.

¿Para quién aplica este impuesto?Primero debemos aclarar que todo propietario de bienes inmuebles debe declarar para este impuesto, aunque no le corresponda pagarlo. Los siguientes son los parámetros que determinan la calificación:

1) El Impuesto Solidario aplica solo a inmuebles de uso habitacional con construcciones valoradas en más de 100 millones de colones. (Solo de construcción, sin contar aún el precio del terreno). Sin embargo, quienes llenen este primer requisito, si deberán sumar luego el valor del terreno al hacer el cálculo del impuesto. Por ejemplo, un inmueble de ¢150 millones (aplica para el impuesto) construidos sobre en un terreno de ¢50 millones, cuenta al final como una propiedad de ¢200 millones a la hora del cálculo. En cambio, una casa de ¢90 millones en un lote de ¢110 millones, queda exenta (ya que lo construido es menor a ¢100 millones), aunque su valor total sea también ¢200 millones.

2) El inmueble debe estar destinado a uso residencial, ya sea habitual, temporal o de recreo, incluidos también los hoteles y otros servicios de hospedaje. Las construcciones que excedan los ¢100 millones, pero sean utilizadas para la agricultura, comercio, industria u otro uso no habitacional, están exentas. En tanto, los dueños de condominios al calcular el valor del terreno, deberán también determinar su % de posesión de las áreas comunes (llamado “Porcentaje de Medida), estando exentas las áreas comunes que sean de uso comercial.

En semanas recientes muchos clientes y amigos me han estado pidiendo orientación sobre el Impuesto Solidario, un nuevo impuesto aprobado hace poco por La Asamblea, más conocido públicamente

como el Impuesto a las Casas de Lujo.

3) En caso de calificar (edificio de uso residencial de más de ¢100 millones en construcción), el impuesto final se define en base a una tasa progresiva según el avalúo total de la propiedad (la construcción + el terreno), comenzando con una tasa de 0,25% hasta los ¢ 250 millones y subiendo 0,05% por cada ¢250 millones adicionales, hasta llegar a una tasa máxima de 0,55% para la porción de la propiedad valorada que supera los 1.500 millones de colones.

3) In the event that a property qualifies for this tax (building of residential use whose construction is assessed at over ¢100 million), the final amount payable will be calculated at a progressive rate depending on the total valuation of the property (the construction + the land). The minimum rate assessed will be a rate of 0.25% for the first ¢250 million with an increase of 0.05% for each additional ¢250 million, with a maximum rate of 0.55% applied to the portion of the property valued over 1,500 million colones ( about 2.6 million dollar).

¿A partir de cuándo hay que pagar? Si bien la ley fue aprobada en Nov. del 2008, el tributo rige a partir del 1 de Octubre 2009, por lo que este año solo toca pagar la parte proporcional de Octubre a Diciembre (plazo hasta 31 de Dic.). Sin embargo, no se alegre mucho, pues dado que este impuesto se cobrará por adelantado, inmediatamente después de pagar por el 2009, toca pagar el tributo correspondiente al 2010 (plazo hasta 15 de Enero de 2010).

¿Cómo se hace la declaración? El cálculo será realizado directamente por el propietario o su asesor en base a los lineamientos establecidos en la ley y usando de referentes el Manual de Tipologías Constructivas y las Matrices de Zonas Homogéneas. Un gran dolor de cabeza para quien no esta familiarizado!

Lo bueno es que todo el proceso, tanto la inscripción, como la declaración y el pago, se hacen vía Internet en www.hacienda.go.cr (click en Tributación Digital). Para completar la declaración, los contribuyentes deberán tener a mano los datos del terreno, cantón, distrito, dirección legal, número de plano catastrado, área destinada a uso habitacional y el valor por Mt2, entre otros datos.

Aunque pueda ser tentador, no se recomienda manipular el avalúo pues las sanciones serán muy fuertes y se podría terminar pagando hasta 10 veces más en multas además de lo dejado de pagar. El control promete ser muy estricto, fortalecido por nuevas alianzas que entre Tributación, el Registro Público y las Municipalidades, que compartirán toda información sobre avalúos, actualizaciones, ventas o hipotecas, con un control cruzado para evitar la defraudación, haciendo la actualización del valor del inmueble automática tanto para el Impuesto Solidario como para el de Bienes Inmuebles.

La declaración se debe actualizar cada 3 años. Si el propietario no presenta dicha actualización, Tributación se encargará de realizarla y cobrar el impuesto de acuerdo a su propia estimación. En caso de venta del inmueble por un valor superior al antes registrado, el avalúo se actualizará automáticamente.


When does this new tax take effect?Even though the law was approved in November 2008, the tax only went into effect on October 1st, 2009. In turn, this year only the prorated portion from October 2009 to December 2009 needs to be paid. However, this does not mean you are off the hook this year as the tax will be collected in advance. In other words, immediately after paying the 2009 tax, you will have to pay the 2010 corresponding tax (with a deadline of January 15, 2010).

How is the declaration filed?The calculations will be made directly by the property owner or his advisor based on the parameters established in the law and in the “Manual de Tipologías Constructivas” and the “Matrices de Zonas Homogeneas”. A major headache for those not familiar with this!The good part is that the entire process, from the registration to the declaration and payment is done via Internet at hacienda.go.cr (click on Tributación Digital).To complete the declaration, the taxpayers must have information on the land, the municipality, the district, the legal address, the number of the Plano Catastrado, the area dedicated to residential use and the value of the Mt2, among other information on hand.Even though it might be tempting, it isn’t recommended to manipulate the appraisal because the penalties will be very stiff and one could end up paying up to 10 times more in fines than the amount that was owed. The oversight promises to be very strict, backed by the new alliances among Tributación (Tax Collecting

Agency), the Public Registry and the Municipalities. They will all share information pertaining to appraisals, updates, sales or new mortgages and cross-reference them against one another to prevent fraud. In the end they will be able to derive an estimated actualization of the property value for both the Solidarity Tax and for the Real Estate tax.

The declaration must be updated every 3 years. If the property owner does not submit said update, Tributación will go ahead and do it on their behalf, charging the tax according to their own appraisal. In the event of the sale of real estate for a price above the one previously registered, the appraisal on file will automatically be updated.

Is the Solidarity tax deductible from income tax?Sadly enough, not only is it not deductible but the due dates of the two taxes are almost simultaneous. (End of

December and beginning of January).

What is the relationship between the Solidarity tax and the Real Estate Tax?There is no relationship between the two. The real estate tax is collected by the Municipalities and used within each municipality. The Solidarity tax on the other hand, is

a national tax collected by Hacienda and flowing into the National Government Account, where it is then distributed by the Housing Mortgage Bank directly to the Housing Assistance Program.

Is there a manual for the declaration?Despite the system’s attempt to be user friendly, there is yet to exist anything such as a “Manual for the Beginner Taxpayer”. Because this tax is new and quite complex, it is advisable to seek quality guidance, at least for your “first time” filing this declaration. A well-informed consultant will provide assistance in the various details that surround your specific situation and help to ensure that you are aware of any future appraisal changes. Additionally, good guidance will help facilitate the process of making the declaration, and will free you from making errors and possibly incurring future penalties as a result. Finally, seeking proper guidance will help you feel secure that even if you don’t know the law, you will not end up overpaying.

¿El Impuesto Solidario es deducible del Impuesto sobre la Renta?Lamentablemente no solo no es deducible, sino que además sus plazos de pago son casi simultáneos. (Fines de Diciembre e inicios de Enero)

¿Qué relación hay entre el Impuesto Solidario y el Impuesto de Bienes Inmuebles? No existe ninguna relación. El de Bienes Inmuebles es un impuesto recaudado por las Municipalidades y usado dentro de cada cantón. El Solidario en cambio, es un impuesto nacional cobrado por Hacienda, llegando a la caja única del Estado, para ser administrado desde ahí por el Banco Hipotecario de la Vivienda y directo a los Programa de Viviendas Sociales. ¿Hay algún manual para la declaración?Aunque el sistema intentó ser user friendly, no lo es tanto y tampoco existe algo como un “Manual para el Declarador Principiante”. Tratándose de un tributo nuevo y con un sistema de cálculo tan complejo, lo más recomendable es asesorarse bien, al menos en lo que será su “primera vez”. Un asesor bien preparado le será de ayuda en detalles extras, como por ejemplo, protegerlo correctamente ante eventuales cambios futuros de su avalúo. Además, una buena asesoría le facilitara en mucho el proceso de declaración, le librará de errores y posibles sanciones futuras y le brindara una garantía de aunque usted desconozca la ley, en ningún caso terminará pagando de más.

Sabías que...Of the 6 species of marine turtles left in the world, 4 come to lay their eggs on the beaches of Guanacaste. This has been going on for millions of years.

How do marine turtles reproduce?These turtles reach their sexual maturity between 6 and 14 years old, depending on the species. The joining with the male always takes place in the ocean, normally at a big distance from the coast and many kilometers away from the beaches where the eggs will be laid. The eggs will take 3 weeks to form inside the female after the time of copulation and following a long journey through the ocean, the female returns to the beach where she was born to lay her eggs there.

Once on the chosen spot, the turtles dig a hole 40 cm. to 60 cm. deep, where they will deposit between 50 and 200 eggs. They will later cover the nest with sand, erase their tracks and then return to the ocean without ever seeing their offspring. Between 40 and 70 days later the young turtles will be born and as soon as they are barely out of their nest, they will initiate their run in search of the ocean, hoping to escape from the assorted predators that await them, both on the shore and in the water.

De las 6 especies de tortugas marinas que quedan en el mundo, 4 vienen a desovar a las playas de Guanacaste, algo han venido haciendo desde hace millones de años.

Como se reproducen las tortugas marinas?Las tortugas alcanzan su madurez sexual entre los 6 y los 14 años, según la especie. La copula con los machos se produce siempre dentro del mar, normalmente lejos de las costas y a muchos kilómetros de las playas de desove. Desde el momento de la cópula, los huevos al interior de la hembra tardarán 3 semanas en formarse y luego de un largo recorrido por el océano, la hembra vuelve a la playa en que nació y en ella pondrá sus huevos. Ya en el sitio elegido, las tortugas escarban un hoyo en la arena donde depositan de 50 a 200 huevos. Luego lo cubren, borran sus huellas y vuelven al mar sin llegar a conocer a sus hijos. Entre 40 y 70 días después nacen las crías, que apenas logran salir del nido, inician la carrera en busca del mar, con la esperanza de escapar de los varios predadores que les aguardan, tanto en la playa como en el agua.

The park’s attractions include the mildly active Rincon de la Vieja volcano with its constantly active fumaroles and bubbling mud pots, relaxing hot springs and impressive waterfalls that appear as if out of nowhere in the middle of tropical rain forest that abounds with flora and fauna such as tapirs, monkeys, coatis, agutis and a boundless number of birds and insects. There are good trails, camp-ing facilities and nearby hotels. The rough road (take a 4WD) is an experience in itself, but the beauty and diver-sity of the park makes a trip out there well worthwhile.

Los atractivos del parque son el suavemente activo Volcán Rincón de la Vieja (1895m) con sus constantes fumarolas, burbujeantes fuentes de barro, relajantes aguas termales terapéuticas e impactantes cascadas que aparecen de improviso en medio de un bosque tropical húmedo, lleno de abundante flora y fauna como tapires, monos, coatís, agutís e infinidad de aves e insectos. Hay buenos senderos, facilidades para camping y hoteles en las cercanías. El rudo camino (solo en 4x 4), es toda una aventura, pero la belleza y diversidad del parque hacen que valga la pena llegar hasta allá.

This park is an incomparable example of tropical dry forest. Offshore are the Bat Islands, which provide exceptional sites for scuba divers. Witch’s Rock and Ollie’s Point located within the park are two world-class surfing spots. Thousands of sea turtles arrive to nest on the beaches from July to December. In addi-tion there is also the Santa Rosa lodge which is now a museum that commemorates the 1856 victory of an improvised costarican army assembled against North American filibusters and which today is one of the country’s main historical sites.

Este parque es una muestra completísima de lo que es un bosque seco tropical. Junto al parque están las Islas Murciélagos, un privi-legiado sitio de buceo y Roca Bruja y Ollie’s Point, dos sitios de surf célebres a nivel mun-dial. De Julio a Diciembre, llegan a anidar a sus playas miles de tortugas marinas. Además, en el parque está la casona de Santa Rosa, un museo que conmemora la victoria en 1856 de un improvisado ejército costarricense contra filibusteros estadounidenses, y que es uno de los principales hitos de la historia del país.

This park is an important migratory zone for birds. It is famed for its high density and variety of bird species, which can be observed while floating gently on tours down the river. In addi-tion to the park facilities, the scientific research station offers lodging, food and tours which help to finance the studies.

A refuge for leatherback turtles that protects one of the world’s most important nesting sites for this highly-endangered species. These animals arrive every year between October and February. During the season all visitors at night (prime nesting hours) who come to see the turtles must go accompanied by a local certified guide.

Barra Honda National Park

The star of the park, Arenal volcano, is the most active in Central America and at night, offers impressive views of the crater with incandescent lava running out of it and down its slopes. The park is a great example of rain forest in which one can see a great variety of birds such as toucans, parrots and quetzals as well as a wide range of mammals and reptiles.

Known for its stunning Rio Celeste (Light Blue River), named after the color of its waters which are dyed blue by the pres-ence of calcium and sulphuric carbonates in the water. Covered by dense clouds and leafy jungle, the park houses abundant flora and fauna, rivers, large waterfalls and small hot springs.

Conocido por su precioso Río Celeste, nom-brado así por sus aguas de color, fruto de la presencia de carbonato cálcico y sulfúrico en su composición. Cubierto por densas nubes y una selva frondosa, el parque alberga una abundante fauna y flora, ríos, grandes cascadas y algunas piscinas naturales de aguas termales.

It is a dry tropical forest of 5,600 acres with 42 extraordinary subterranean caves and a look out point with views of the Temp-isque River, the Golf of Nicoya and some of its islands.During all the year, one can see monkeys, deer, raccoons, ocelots, peccary, opossum, tepescuintle and anteaters, in addition to an ample variety of birds and plants typical of the dry tropical forests.There is a good information center at the park, picnic tables and trails in very good condition. A call the day before your planned visit is required to confirm the availability and to reserve the tour guides and the safety equipment you will need to carry.

Son 2.295 hectáreas de bosque tropical seco con 42 impresionantes cavernas subterráneas y un mirador con vistas del río Tempisque, el Golfo de Nicoya y sus islas. Todo el año se puede ver monos, venados, mapaches, ocelotes, pecarís, coatís, martillas, tepezcuintles y osos hormigueros, además de una amplia variedad de aves y plantas típicas del bosque tropical seco. El parque cuenta con un buen cen-tro de información, mesas para almorzar y senderos en muy buen estado.
