Decommissioning activities of the former UST at the O’Kane Residence was completed on September 25, 2014. ECS conducted the environmental assessment as part of the decommissioning process while Calkin’s Excavating, Inc. (Calkin’s) preformed the tanks removal, cleaning, and backfilling. The assessment was completed in accordance with the Vermont Department of Environmental Conservations (DEC) June 2010 guidance document titled UST Closure and Site Assessment Requirements. A UST Closure Form and Site Locus Map, along with photographic documentation are attached as part of this report. Site Information The Site is a residential property that is served by a private water supply and septic system, and is located in Waterbury Center, Vermont. The site-specific topography is relatively flat, with a slight northwestern grade. The site is located on a large western facing hill in a residential area of Waterbury Center. A limited reconnaissance of the surrounding properties as well as research completed on the Agency of Natural Resources (ANR) Well Locator Database revealed 79 wells within one half mile of the site. The surrounding area is mainly residential and served by private water wells. The former location of the UST as well as other pertinent Site features are depicted on the Site Sketch included as part of the UST Assessment Form. UST Closure Observations The UST was estimated to be over 30 years old and was located approximately 2.5feet from the foundation of the house. Prior to the removal of the UST, approximately 30 gallons of oil was removed from the UST by Calkin’s. The waste oil was transported and disposed of offsite by Accuworx USA. Inc. The top of the UST was cut, and Calkins performed the cleaning of the UST interior in place. The UST was then exhumed from the ground. Upon removal, the UST was inspected for rusting or pitting that may have compromised its integrity. The tank was noted to be in poor condition. Some pitting and rusting was observed on seams and small holes were found in the bottom of the tank. The service line from the UST to the house was also removed as the UST was exhumed.

To assess subsurface conditions within the tank grave, visual observations of the soil were noted and

thirteen discrete soil samples were collected from the base, sidewalls, endwalls, and fill port of the UST.

As shown on the attached Site Sketch, the UST was situated parallel to and within approximately three

feet of the foundation of the house. Samples A, B, and G were collected from the UST sidewalls. Sample

A was collected at the south sidewall at 3.5’ below ground surface (bgs) and sample B was collected at

the south sidewall at 4’ bgs. Sample G was collected at the north sidewall at 5.5’ bgs. Samples E and F

were taken approximately 1.5’ south of the house foundation. Samples C, D, and H were taken at the

UST endwalls. Sample C was taken at the east endwall at 4.5’ bgs and Sample D was taken at the east

endwall at 5.5’ bgs. Sample H was taken at the west endwall at 5’ bgs. Samples I, J, K, and L were taken

from the bottom of the UST grave. Sample I was collected at the western end of the UST at 5.5’ bgs and

Sample J was collected at the western end of the UST at 7.5’ bgs. Sample K was collected at the eastern

end of the UST at 5.5’ bgs and Sample L was collected at the eastern end of the UST at 7.5’ bgs. Sample

M was collected in close proximity to the UST fill port. The soil samples were screened for total organic

vapors (TOVs) with a PhoCheck Ion Science Tiger photoionization detector (PID). The PID was

calibrated to 100 parts per million by volume (ppmv) prior to field screening with isobutylene span gas

which was referenced to benzene. Standard headspace screening techniques were employed during the

screening process.

As shown on Table 1 below, TOVs were detected in all thirteen soil samples screened during the field

assessment. Soils on the north side of the excavation were noted to have staining. Groundwater was not

encountered during this assessment.

In soil samples B through L, TOVs were detected at concentrations exceeding 10.0 ppmv. ECS screened

the basement of the house along the southern wall. The highest residential PID reading was recorded at

0.9 parts per million (ppm). No odors or evidence of contamination was noted in the residence. All

excavated soils were returned to the excavation and the UST was removed from the site by Calkin’s.

Based on the soil screening results, visual observations during the assessment and onsite conditions, ECS

recommends further investigation to determine the extent of contamination.
