W E L C O M E T O A S I PThe 2011 Aircraft Structural Integrity Program (ASIP) Conference is specifically designed to bring together the world leaders in the area of aircraft structural integrity and to disseminate information on state-of-the-art technologies for aircraft structures in both the military and civilian fleets. This is the 27th year of the ASIP Conference in its current format, although similar meetings occurred in the 1970s. This year also marks the 53nd anniversary of the publication of the initial requirements for the US Air Force’s Aircraft Structural Integrity Program.

ASIP 2011 will continue to provide a forum for the technical interchange of information between personnel responsible for structural integrity, including design, analysis, testing, manufacture, certification, non-destructive evaluation/inspection, maintenance, repair, safety, risk assessment and mitigation, durability and life management. This interchange helps provide the communication necessary to ensure that each community is aware of each other’s capabilities and needs. The ASIP Conference has become even more important to the Air Force, Navy, Army, NASA and the FAA due to the constantly growing emphasis on sustaining the airworthiness of aging aircraft.

M R . L E N R E I D Lincoln Award Winner

Mr. Len Reid is currently Vice President, Technology, at Fatigue Technology (FTI) in Seattle, Washington and has been with the company 24 years. A native of Australia, Len served 25 years in the Royal Australian Air Force (RAAF); completing an Aircraft Engine Fitter Apprenticeship, attaining a Diploma of Aeronautical Engineering from RMIT Melbourne, then a Masters Degree in Aircraft Design from the College of Aeronautics, Cranfield England. He served as an aeronautical engineer officer in the RAAF in various aircraft project engineering and operational squadron positions before being appointed Staff Officer responsible for structural integrity and airworthiness of the Australian Air

Force and Army aircraft. He introduced the durability and damage tolerance approach to structural management of the RAAF fleet and participated as a team member on Technical Cooperation Program panels. Len retired as a Wing Commander (LtCol) to join FTI in February 1987.

At FTI Len has held a number of positions from Customer Support Manager, Sales/Marketing Manager, and Director Technical Services. In 1991 he was appointed Vice president of Engineering, responsible for corporate management of engineering functions including directing research and development, materials testing operations, specific product development, and technical consulting of fatigue life enhancement support of customer programs. During this time Len developed and adapted FTI’s cold expansion methods and processes to innovate a number of unique repair solutions incorporated into many military and commercial aircraft structures. In June 2004 he was appointed Vice President Research and Development responsible for developing new products and technology for the company. Len is either inventor or co-inventor of 21 US and international patents for FTI. In his current appointment, besides continuing to directly support many customer programs, Len provides technology oversight and is actively involved in engineering and innovation of structural ideas to extend the durability and damage tolerance of new and aging aircraft.

Len is also a member of a number of professional societies and is actively involved as Chairman of the Puget Sound Chapter of the American Society of Materials where he mentors and encourages young professional engineers. He has a number of papers published in professional journals and magazines, has presented numerous papers at technical conferences, including ASIP, and has made a significant contribution in the field of aircraft structural integrity and airworthiness.

LT Gen Thomas J. Owen is Commander, Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio. As ASC Commander and Program Executive Officer for aircraft procurement and modernization, he leads the Air Force’s center of excellence for development and acquisition of aeronautical systems. The center is responsible for the management of more than 556 Air Force, joint and international programs, executes an annual budget of $23 billion, and employs a work force of approximately 10,000 people located at Wright-Patterson AFB and 38 other locations worldwide.

General Owen entered the Air Force in 1978 as a graduate of the U.S. Air Force Academy. Early in his career he worked on B-52 Stratofortress, KC-135 Stratotanker and F-15 Eagle aircraft. The general has commanded an aircraft generation squadron maintaining F-16 Fighting Falcon and OA-10 Thunderbolt II aircraft; a maintenance squadron performing intermediate level aircraft and munitions maintenance;

and a combat logistics support squadron providing F-16 and F-4 Phantom aircraft battle damage repair, supply and transportation support. He’s been assigned to Headquarters U.S. Air Force in the Pentagon two times.

General Owen was the first logistics group commander for the first and only wing operating E-8C Joint STARS aircraft. For more than three years, he was Director of the C-5 System Program Office at San Antonio and Warner Robins Air Logistics Centers. He has also served as Director for the C-17 and F-22A System Program Offices at the Aeronautical Systems Center, and Director of Logistics, Installations and Mission Support at Headquarters Air Education and Training Command. He was Commander of the Warner Robins ALC. Prior to assuming his current duties, he was Director of Logistics and Sustainment, Headquarters Air Force Materiel Command. General Owen holds Department of Defense Acquisition Corps Level III certifications in Program Management and Life Cycle Logistics.

Mr. Saff is a Technical Fellow providing guidance for system level certification and qualification in the Boeing Research and Technology organization. He is co-leading Boeing’s efforts toward evaluation and demonstration of hybrid structures for AFRL. He is also leading a multi-national team for NATO-RTO for the development of Guidelines for Structural Design and Qualification of Unmanned Military Aircraft. He has been Program Manager or Principal Technical lead for several multi-company programs in technology development and transition for NASA (the High Speed Research Program, ‘89-’96), DARPA/Navy (the Accelerated Insertion of Materials Program, ‘00-’03) and DARPA/

USAF (X-45A Structures Integration and coordination with the USAF Composites Affordability Initiative, ‘01-’04).

Mr. Saff has held positions of leadership within the research and development groups of McDonnell Douglas and Boeing throughout his career. He has personally performed research and development in strength, fatigue and post-buckling of metallic, composite, metal matrix composite and hybrid materials. In more than 40 R&D programs, he has developed and validated strength and fatigue methods and designs for structures fabricated from all of the aforementioned material systems. In 2005, he received the Jack Lincoln Award from the Air Force ASIP Program for his work ensuring the integrity of aircraft structures. He has also received the ASTM National Fatigue and Fracture Award in 2005.

Mr. Saff served on the Boeing Non-Advocate Review Team that helped develop a repair for the 787 wing structure after it suffered a premature disbond at the wing to body joint during certification testing. The repaired wing demonstrated full strength and fatigue capabilities leading to first flight of the test aircraft. Subsequently, this team helped develop a simplified repair that is easier to assemble to speed aircraft assembly.

Mr. Saff is a member of the USAF Scientific Advisory Board; serving as Chair for the Science and Technology Review of AFRL/RB in Dec. 2011 and as Vice Chair of the SAB Study on Sustainment of Aging Aircraft. For AIAA, Mr. Saff has served on the Board of Directors as Director for Structures, Vice President of Technical Activities and Chair of the Ethical Conduct Panel. Mr. Saff is an AIAA Fellow as well as a Boeing Technical Fellow. He has been a member of ASTM for many years, serving as Committee Member, Committee Chair and International Conference Chair.

Mr. Saff is currently serving on the National Academy of Science Committee on Light Weight Design for Air, Land, and Sea Vehicles.

Mr. Saff has over 40 years of experience in the analysis, design and certification of aircraft structures.
