Welcome - A Business Gateway Update

eForms Catalog:

As required by Congressional passback, USDA populated the Business.gov eForms catalog with 611 USDA GPEA-compliant forms reported by Agencies in the Integrated Reporting tool.

The Business Gateway Portal, Business.gov, was formally launched on May 20th with over 20 Federal Agencies participating.

Business Portal:

The Business Gateway Business Portal provides one-stop portal access so that businesses can easily access the information they need in order to do business with the Federal government.

USDA provided an initial 60 business links for the Business.gov business portal and will expand the amount of agricultural information available to businesses in an October update.

AgLearn Phase 1 Implemented March 23, 2004

•Receiving feedback and adjusting AgLearn as needed

•No major issues so far

AgLearn Phase 2 Target – June 30, 2004

•Adding all employees from: APHIS, FS, FSA, FSIS, RMA

•Integrating with eAuthentication

•Automatic transfer/update of personnel data from ICAMS system

•Validate employee account data - week of June 14th

Employee Registration Update - Responsibilities

The Agency Leads will complete an Employee Registration Rollout Plan by June 18th – please coordinate with any applications that plan to use the new credentials, including your Agency AgLearn Lead.

Each Agency Lead will coordinate registration details for all Agency employees, including communications based on templates provided by the eAuthentication team.

Employees being registered will require little training other than a job aid (a template will be delivered to Agency Leads.)

Employee Registration Update - Concepts

The USDA eAuthentication service employee self-registration Web site will be used to compare self-entered employee information against NFC information.

If the information entered by the employee does not match the NFC data, the information will be sent to the USDA eAuthentication Help Desk Team and the Agency Registration Lead who will contact the employee and assist with an alternative registration process.

Employees with an existing, active eAuthentication account should continue to use this account.

Employees with an inactive eAuthentication account and new employees must self-register using the new process for eAuthentication credentials.

AgLearn users, existing and future, must use eAuthentication credentials to access the AgLearn system on June 30th.

Non-Service Center

AgLearn users, existing and future, must self-register for eAuthentication credentials prior to accessing the AgLearn system on June 30th.

Web applications requiring authentication should be integrated with the eAuthentication service to take advantage of the single sign on capabilities.

No change will take place to the HR processes. However, timeliness of NFC data updates becomes more crucial. In addition, eAuthentication accounts may be disabled immediately upon employee termination by emailing the eAuthentication Help Desk.

The USDA eAuthentication Employee Registration pages were designed to follow the USDA Style Guide as well as Section 508 Compliance.

The credentialing process is approved by NIST and GSA as compliant with Government-wide data security standards.

Provide Agency Contact information to employees with questions.

Immediately disable any employee accounts upon receipt of Agency notification of employee termination.

USDA eGovernment Advisory Council

The USDA eGovernment Advisory Council will convene on June 10th.

The Advisory Council was chartered in October 2003 to advise the Secretary and CIO in planning and developing strategies for technology and eGovernment Initiatives.

The Advisory Council is chartered for 2 years until October 2005. The Council has 9 members with 2 year terms.

Presidential Initiatives

Agency Heads will meet on June 17th to discuss Agency action items necessary to support the Presidential Initiatives.

Next Steps & Upcoming Events

The eAuthentication Steering Committee has issued a data call for eAuthentication requirements for all systems across the government. The eAuthentication/Integrated Reporting teams will be requesting additional information on systems across USDA; more information will be sent to Agency Heads on 6/10.

Signed Tactical Plans have been received from AMS, CSREES, FAS, FNS, GIPSA, NRCS, the Office of Chief Economist, the Office of Civil Rights, and the Office of General Counsel. Please submit your signed Tactical Plans as soon as possible.
