1. For new US anti-dumping cases involving non-market economies (NME) initiated on or after 5 April 2005, an NME exporter qualifying for a separate rate is required to list out all the suppliers of the merchandise it exported to the US during the period of investigation. An exporter-producer combination rate, instead of an exporter-specific rate as under the previous practice, will be assigned and only apply to the merchandise produced by the suppliers that have supplied the subject merchandise to this exporter for export to the US during the period of investigation. 2. The US Department of Commerce has put in place the antidumping (Vol. 73 FR 51624 dated 4 September 2008) and countervailing (Vol. 73 FR 51627 dated 4 September 2008) orders on “Certain New Pneumatic Off-the-Road Tires” since 2008. For the new investigations initiated in January 2016, those products covered by the existing antidumping and countervailing orders are excluded from the scope of investigations.
