We are talking each day with government stakeholders and key decision makers. We are working hard to deliver solutions which facilitate, rather than constrain the ability of the urban development industry to deliver new housing, and we are committed to providing the tools and commercial acumen required by our members to ride this next wave of change.

The future is bright for the urban development industry. In Victoria in particular, UDIA’s future is filled with opportunities to increase our standing as the most credible and important voice in urban development, and to further enhance our ability to deliver solutions-led advocacy and membership services that help our industry thrive.

THE VICTORIAN DIVISION OF THE URBAN DEVELOPMENT INSTITUTE OF AUSTRALIA (UDIA) IS FOCUSED ON BEING AN UNYIELDING VOICE FOR THE STATE’S HOUSING AND URBAN DEVELOPMENT INDUSTRY.

As UDIA continues to evolve we remain closely in tune with the ambitions, challenges and day to day interests of our industry, and place strong emphasis on supporting our members through a purposeful policy agenda, effective advocacy activities and highly relevant business services.

Over the last year we have shown unwavering commitment to our advocacy objectives and led the public agenda on behalf of our members and the industry as a whole. We have refreshed our advocacy program with new committees and established a clear direction for the organisation’s policy priorities. The committee structure and process now allows us to capture industry views in a much more effective way, further solidifying UDIA as an influential player in policy generation and debate.

UDIA’s reputation as the pre-eminent organisation on housing and urban development enables us to exercise tangible influence with government and key regulators. This is evident in the calibre of discussions we have facilitated between members and the Victorian Government, including the establishment of a dedicated Property Roundtable with the Andrews Government, represented by the Treasurer and Minister for Planning, focused on addressing the health of the Victorian residential property and construction industry.

UDIA ADVOCACY AGENDA 2016-17 ADVOCACY SNAPSHOTThe Urban Development Institute of Australia (UDIA) is a nationally recognised body that advocates for Australia’s urban development industry. In Victoria, we inform and engage government and industry members, working to improve the policy framework and business environment across the state.

With a primary focus on the residential development sector, UDIA members are developers, planners, consultants, builders and other property professionals who benefit from important representation to government, policy updates, exclusive market intelligence, high-level networking opportunities, educational events, professional development, and being part of a reputable, knowledgeable and influential industry body.

UDIA’s 2016-17 Advocacy Agenda focuses on enabling affordability and accessibility in the housing sector, reducing unnecessary regulatory burden on the housing sector and achieving an efficient and effective planning and development system that delivers positive outcomes for Victoria’s future.

In addition to the traditional focus on planning, infrastructure and sustainable development, we are working hard to further address industry concerns surrounding limitations to accessing capital and increasing taxation. We have established a new finance and taxation policy committee that is advocating for a more efficient and equitable tax regime, and promoting access to finance from alternative funding streams.

Some of the key issues on UDIA’s 2016-17 Advocacy Agenda include: • Plan Melbourne Refresh • Infrastructure contributions planning • Metropolitan Planning Levy • Foreign surcharges on stamp duty and land tax • Better Apartments design guidelines • Residential planning zone review • Cost efficient infrastructure standards – addressing gold plating • Post PSP approvals process – streamlining and process improvement certification and compliance processes • Native vegetation clearing regulations reform • Biodiversity conservation strategy • Recognition of objectors – consideration of the number of objectors to an application

UDIA ADVOCACY AGENDA 2016-17 ADVOCACY WINSUDIA HAS PROVEN ITSELF TO BE A STRONG AND CONSISTENT VOICE FOR THE INDUSTRY BOTH PUBLICLY AND PRIVATELY THROUGH REGULAR COMMUNICATIONS WITH GOVERNMENT, MEDIA, MEMBERS AND MORE RECENTLY, THE CONSUMER AUDIENCE.

WE CONTINUE TO PRESENT EVIDENCE-BASED SOLUTIONS TO POLICY MAKERS AND HAVE ACHIEVED MULTIPLE KEY ADVOCACY WINS ON BEHALF OF OUR MEMBERSHIP AND THE INDUSTRY.

• Securing exemptions for members from the non-resident and absentee surcharges

• Commencement of a review of the residential planning zones

• Establishment of Infrastructure Victoria, the Victorian Planning Authority and the Geelong Authority

• Reducing the Metropolitan Planning Levy on subdivision permits saving approximately $50,000 for a typical 500 lot subdivision

• Key wins from negotiations with utility and service providers delivering significant dollar outcomes

• Creating awareness around the current business environment for the development industry

• Obtaining commitment from the Metropolitan Planning Authority (now Victorian Planning Authority) to streamline the post PSP approvals, compliance and certification process

• Obtaining commitment from the Department of Environment, Land, Water and Planning to review and expand the scope of VicSmart

• Better connecting the development industry with the banking sector in light of recent changes to lending practices

PLANNING

UDIA is a proactive advocate for an efficient planning system that facilitates a strong pipeline of new housing development across Victoria.

We are focused on providing solutions-based advocacy to influence policy that meets the needs of Victoria’s growing population, and that has a positive economic, social and environmental impact on the state.

We advocate for the supply of developable land and the streamlining of planning rules, in order to reduce cost and delays.

POLICY PRIORITIES

• Increasing efficiency, transparency and accountability in planning scheme amendment processes• Streamlining approval and development processes for suitable developments • Encouraging the roll-out of precinct structure plans (PSPs) to ensure a solid pipeline of new housing that meets population demand• Defining roles and responsibilities for the Victorian Planning Authority that will lead to better facilitation of infill and greenfield development• Improving transparency and accountability in the management of aboriginal heritage on land

INFRASTRUCTURE AND URBANISATION

UDIA consistently advocates for the timely provision of urban infrastructure and services that meet the needs of Victoria’s new, existing and future communities. We are focused on achieving a more equitable infrastructure funding model that does not have an adverse effect on the affordability and accessibility of housing.

We are also working hard to communicate the importance of infrastructure investment on the growth, productivity and overall liveability of Melbourne and surrounds.

UDIA advocates for a more efficient and equitable tax system that encourages the delivery of urban development and the supply of new housing.

We promote an economic environment that creates jobs, makes homes more affordable, increases productivity and reduces the cost of doing business.

We are focused on driving reform related to excessive and inefficient taxes, and promoting better access to finance from various funding streams.
