Specifically

1) Identify and test the approximately 183,000 people who are living with HIV, but not yet diagnosed.

2) Locate, return and retain in care the 29% of people who have fallen out of care, and set targets for treatment commencement.

3) Reduce HIV‐related health disparities among gay/bisexual men, successfully lower incidence rate among young gay black men.

4) Create public‐private partnerships that augment federal efforts. 

5) Develop further research and interventions to address trauma experienced by women (and young gay men) as a result of IPV and other forms of violence and abuse.

6) Create opportunities for people living with HIV to get back to work, or become employed for first time.

• Role of Ryan White will continue to evolve with ongoing Affordable Care Act implementation

• Continued collaboration among Federal, State and local governments, and private partners  

• Flexibility while maintaining alignment with NHAS principles

• Focus on populations with greatest HIV burden: gay and bisexual men, transgender women, blacks, Latinos

• Prioritization of maximizing  outcomes along the continuum of care  

• Research to determine best ways to move forward among multiple options

• Technical assistance to prepare HIV workforce for ongoing changes in environment

• Shift from process‐oriented to outcome‐oriented metrics

• More rapid analyses of surveillance data and use of data for public health purposes

• Ongoing support for basic and clinical research
