Climate Change and the City of Austin

Austin Mayor Steve Adler and Council Member Leslie Pool with Huston-Tillotson University students in Paris.

City of Austin Mayor Steve Adler, along with City Council member Leslie Pool traveled to Paris last week to talk climate change, along with over 500 international city leaders at the Climate Summit for Local Leaders, as part of the Compact of Mayors. The main topic discussed at the conference was reducing the carbon footprint of cities. Mayor Adler met with other cities and mayors who pledged to make their respective communities more resilient to climate change, reduce greenhouse gas emissions and regularly report their progress publicly. To further this promise, City Manager Marc Ott has already directed all City employees to reduce single-occupancy vehicle trips during peak times by 20 percent. This opportunity serves as one strategy in the City of Austin’s Traffic Congestion Action Plan to reduce congestion throughout the city. He encouraged other private and public employers to follow the City’s lead to help lowering the demand during peak travel times.

Report: AISD Discriminates Against Minority- and Women-Owned Businesses: AISD Trustee Saldaña "not surprised" by the study because many of the issues uncovered are endemic

The Austin Independent School District has been "a passive participant" in discrimination against minority- and women-owned businesses, according to a new study by NERA Economic Consulting. However, some trustees believe the same report is a pathway to new opportuni-ties for those same businesses. When it comes to government contracts, minority- and women-owned business enterprises (MBE/WBE) have had trouble winning deals (earning them the name historically underutilized businesses, or HUBs). AISD is no exception, yet unlike the City of Austin or Travis County, the district does not have a full HUB program. Instead, it uses an external contractor – DM Dukes & Associates, owned by state Rep. Dawnna Dukes, D-Austin – to oversee HUB engagement in the bidding process. However, there are no specific goals the district is supposed to reach, so it's hard to assess what they are overseeing. A 2012 study of contracts issued under the 2004 and 2008 bonds showed that 75% of all construction dollars went to non-HUB firms (see "AISD's Underutilized Business," May 24, 2013). The NERA study looked at figures for 2009-13, and extended the research to include construction, profes-sional and nonprofessional services, and commodities. The new figures broadly echo that earlier study. Non-HUB businesses take up between 78% and 85% of all contract dollars. More troubling is the difference between MBE/WBE firms' work in a particular sector, and how many got contracts – defined as availabil-ity vs. utilization. For example, there were enough HUB firms to cover 20% of all nonprofessional service contracts, but they only received 11% of the con-tracts. AISD Trustee Paul Saldaña said he was "not surprised" by the study, because many of the issues uncovered are endemic. While there are things the district can be doing better – for example, breaking big contracts into smaller chunks that are more manageable for smaller firms – there are broader prob-lems it can't fix alone. For example, the NERA study noted that MBE/WBE firms have trouble getting commercial loans, surety bonds, and insurance. Moreover, Saldaña noted that some prime contractors, both white- and minority-owned, are experienced at gaming the contracting system, as they are currently meas-ured on efforts to hire MBE/WBE subs, not how many they actually hire. "They don't have to meet the goals. They just have to demonstrate good-faith ef-forts." The idea of a full AISD HUB program was raised after the 2012 report, and Saldaña argues that the NERA report gives the district the data tools to create one: ideally, as early as 2017, when the Dukes contract expires. How-ever, he detects division on the board in adding a new program, and the effi-cacy of such programs. For example, the City of Austin established its Small and Minority Business program in the late Eighties, "and even they haven't reached their goals." However, Saldaña said, if district staff can construct a well-defined program, operated by a small internal staff with external counsel, piggy-backing off the city's HUB certification program, then the board can reach a consensus .

A Health and Safety Issue: How to Stay Warm During Cold-Weather Projects

What most people consider inclem-ent weather is not always what build-ers, laborers and project managers consider inclement weather. The recent polar vortex that hit much of the Midwest at the start of this year brings home just how important it is to be prepared for extreme weather condi-tions. While even the toughest of pro-ject managers might have ceased work during the negative temperatures, it’s important to remember that average cold can also present dangers to ill-equipped outdoor workers.

Must-Haves There are certain cold-weather clothes that are simply non-negotiable. You should invest in quality, thermal long underwear that will serve as your first layer of protection under any work clothes. It’s also critical to keep extremities warm by wearing warm

hats, masks, socks, boots and gloves. Fingers, toes, ears and noses are especially susceptible to frostbite as they are furthest from the body’s core. It’s important that cold-weather clothes don’t compromise safe working conditions, so consider mimicking work movements when trying on items like boots, coats and gloves. Tight clothes may seem like a good idea, but they actually constrict circulation, caus-ing body temps to drop. Choose clothing items that are comfortable and don’t restrict movement.

Layers You probably already know that layering clothing is a necessity for outdoor work, but you may not know the best way to do it. Layering several thin layers is better than wearing a couple of thick layers. The space between each layer provides extra insulation, and the more layers you wear, the more you can adjust your body heat if you become too hot or too cold. The layer closest to the skin should not actually be cotton, because once it gets wet, it no longer provides insulation. Instead, make sure the first layer is a wool, silk or synthetic fabric that can wick away moisture. For the same reason, the middle layer should also be a synthetic. The outermost layer should be waterproof and well venti-lated. Though we usually worry about not being warm enough, it’s also dan-gerous to become too warm. When your body starts to sweat, the clothes be-come wet, decreasing their insulation. Also, as sweat evaporates, it lowers your body’s temperature, which is just what you want on a 90° June day but exactly what you’re trying to avoid in the cold.
