REQUEST FOR RELEASE OF FUNDS On or about February 22, 2020, the City will submit a request to the United States Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) program funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as: Project: ‘Ewa Villages R-1 Waterline Replacement Project Location: TMK: 9-1-016:142, 9-1-017:103,111,112 and 113; 9-1- 095:163; 9-1-097:103; 9-1-126:110 and Renton Road right-of-way between Kihi Street and Park Row. In addition, two possible staging areas have been identified at TMK 9-1- 126:003 and 9-1-126:014. Project Description: The City intends to construct a recycled water (R-1) waterline and associated connections to upgrade existing irrigation water service to the ‘Ewa Villages community. A new connection to an existing 16-inch R-1 main at the west end of Renton Road and the new 12-inch and 8-inch waterline will run for a length of approximately .75 miles along Renton Road between the Ka Makana Ali‘i Shopping Center and Park Row. Total Estimated Cost: $2,622,000 CDBG Funds Mitigation Measures: The central portion of the project surrounding Kalo‘i Gulch (east of Kapolei Parkway) is located within the 100-year floodplain (Zones AE and AEF) and a wetland. The Base Flood Elevation has been determined and identified on the Federal Insurance Rate Map (FIRM), Panel 15003C0310G, effective January 19, 2011. The proposed waterline will be structurally mounted to the bridge, which is located above the Base Flood Elevation of 36 feet at this location. FINDING OF NO SIGNIFICANT IMPACT The City has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City, Department of Budget and Fiscal Services, 530 S. King Street, Suite 208, Honolulu, Hawaii, 96813, which may be examined or copied weekdays from 7:45 a.m. to 4:30 p.m. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to Nelson H. Koyanagi, Jr., Director, Department of Budget and Fiscal Services. All comments received by February 21, 2020, will be considered by the City prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION The City certifies to HUD that Nelson H. Koyanagi, Jr., in his capacity as Director of the Department of Budget and Fiscal Services, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the City’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City; (b) the City has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Office of Community Planning and Development, United States Department of Housing and Urban Development, 1132 Bishop Street, Suite 1400, Honolulu, Hawaii 96813. Anyone cruising along

Kamehameha Highway in

the heart of Haleiwa town

inevitably will be met with

bumper-to-bumper traffic and a

bustling crowd bursting with en-

ergy and enthusiasm. This busy

scene is far from the quaint

surfer town of four decades ago,

a time which husband-and-wife

restaurateurs Pam and Brian

Jett recall like it was yesterday.

The Jetts, who opened the now

iconic Storto’s Deli and Sandwich

Shoppe Oct. 8, 1977, remember a

much calmer community. “Back

then, there were only three

local fast-food restaurants in

Haleiwa,” said Pam. “So, we

decided to open up our own

andwich shop, serving deli-

arine sand-d

hearts (and bellies) of locals and

tourists alike.

The success and impressive

staying power of the sandwich

shop did not come as a surprise to

Brian, who’s always had an espe-

cially strong belief in the eatery’s

winning recipe. “I remember my

husband, Brian, telling me that:

‘Some day Storto’s will be a house-

hold name,’” said Pam. And even

she will admit that he was right.

The proof in the sandwich

shop’s success is reinforced by

the consistently packed line

straight out the door of Storto’s

on any given day. Many customers

are resident neighbors who fre-

quent the shop on a regular basis,

and who are known by name.

“We have so many local cus-

tomers and tourists that

come and enjoy our food,” said

Pam, adding that the attraction

contributes to the shop’s many

appealing attributes. “Our menu

has many varieties of sub sand-

wiches, ranging from one meat

to six meats, and all the sand-

wiches include all the vegeta-

bles, choice of cheese

and dressing.”

While it’s no secret that hungry

surfers, who make up a vast ma-

jority of the population in this

beachside town, swarm this

sandwich shop in droves to de-

vour almost their weights’ worth

in ono grinds, there are two se-

cret weapons that the Jetts are

certain will bring in the crowds.

“Our special dressing is our own

papaya seed secret recipe —

which comes highly recom-

mended!” Pam noted. “We

also serve all our sandwiches on

wheat or rye bread, which we

bake fresh daily, also from our —

you guessed it — secret recipe!”
