12 chan-up plan for the Picillo Farm Superfund alta.
13 In ita plan, EPA evaluated a range of clean -up
options ranging from no action to various degrees ot
1!5 treatment for the ao il and groundwater. And EPA
16 selected a preferred alternative to clea n up the
17 remaining aoil and groundwater or the site.
18 EPA propose• to clean up t he eoil co ntamination

20 contaminants using a thermally-enhanced soil vapor
:n extraction. With this technology, heated air would
22 be pumped through contaminated aoil to volatilize the
23 contaminants . The volatilized contaminants would

that I addressed to Anna on behalt of my own personal
concerns and also the members of SOW. That 'a Save
our Water for the record. And I've got. about tour
points I \olan t to cove r here, and I will maybe
aumaarh• a litth bit. But tirat o! all, the
10 uaponae time of JO daya allowed by EPA h
11 unreasonable. Thh study took two years by EPA or
12 nearly two years by EPA, aaaociatea and contrac tors .
13 There' a not near enough time for any technical review
14 ot thia proposa l !or a lay parson, or in my opinion,
1!5 it waa not commu ni ca ted vary well to the State of
Ui Rhoda Island loca l au thorities, a nd that needs to be

18 thh h a viable plan, I think we just have to si t
19 back a nd wait, a nd that will leave the door o pen
20 obviously, and we 'll see how the cleanup pr ogresses.
21 So, I don 't think we can pass judgment ot
22 whether it's a good plan, or at least I can ' t,
2J bad plan because simply we haven ' t had the

in to do that. And I know that there was a phone
don't recall who that waa, and asked if I 'aiOUld
waa concerned about it, it I wanted to do the
axtanalon, and what I aaid at that point no, I
did not want to behbor it; wa •va got. to get on the
act here; within the future, I think there should ba
consideration by EPA .
Thera waa no me nti on of surface water clea nup in
10 thia proposal. Eve rything that I could ••• ia rea lly
11 aimed at looking at U1a c leanup of surface -a-12 groundwater. I don't really to thia date know n = 13 of whe r e we s t a nd with surface water problema other = 14 than the PCBS laying on t op of the soil down there. ca 15 so, I would like t o know it a ny action is goi ng to be

18 At the i n itial o nset ot the c leanup ot the
19 Picillo dump, which was around 1980 and therea bouts,
20 by EPA and the State, and there was a l o t ot

And, and the reaaon I '• bringing thia up is that
because at that ti111a that was felt to bring
peace ot •ind to the people that lived in that
vicinity. Now, we've lost that peace ot mind, it you
10 will, okay? And 111ore i111portantly what that was
11 supposed to do waa to be the early warni ng signal tor ., 12 any conta111inants that was flowing out and beyond the n 1J site that would be a tlag that would go up a nd that = = would be -- that data would be transmitted to EPA via ca

17 recorda I '11 not juat dreaming thia up. The
11 recorda clearly a tate in the State' a recorda
19 someplace and in your recorda, you will tind that
20 that monitoring waa in !act taken every aix months or

22 don't need my word. You don't need anybody alae to

11 •oney to do that. And I think if you go back through
12 your recorda, I thouqht that was part of the

" There seems to ba much co ntusion over - the
1 5 fourth point - over the communications between the
16 responsible parthe considering the unfair response
17 ti11e that waa given to residents or local
18 authorities, and I think what's got to happen hare ia
19 that EPA h herewith raquutad to provide all data,

21 that dietribution ahould ba the Town of cove ntry, the

no aiCcuaaa a a to why people didn't get on the •ailing

I expect !PA to do that, okay?
Also, I think that, and lastly, there ouqht to
be - EPA ' s requested to co nduct a quarterly or
provi de a quarterly report to the Waatarn coventry
residents in the stat u e of the cleanup efforts, ita
10 problaaa and ita accomplhhmanta, and that's all I

1 3 The contamination ia not flowing downstream fro• the
14 awampa. Therefore, there ia no threat to Whitford
15 Pond. Our inquirh• ot the Town of coventry have
16 p roduced no infonaation that the Town i ntends t o use

23 The only real risk to anyone's health would be it o ne

18 Finally, it is highly unlikely that a pote ntial
