Description:The Evolved SEASPARROW Missile (ESSM) Program is an international cooperative effort to design, develop, test, produce and provide in-service support to a new and improved version of the SPARROWmissile (RIM-7P) with the kinematic performance to defeat current and projected threats that possess low altitude, high velocity and maneuver characteristics beyond the engagement capabilities of the RIM-7P.The ESSM provides an evolved kinematically improved aft-end missile section for mating, as an All Up Round, with the modified RIM-7P forebody guidance and warhead section. The ESSM provides thecapability to counter high G maneuvering anti-ship missiles, expand the battle space, and increase system firepower. Additionally, ESSM provides robust defense against asymmetric threats such as smallsurface craft, low velocity air threats and helicopters. The ESSM is designed for "quad pack" use in the MK41 Vertical Launching System of AEGIS destroyers and cruisers and in the MK 57 launching system onDDG 1000. In February 2008, ESSM began integration into Ship Self-Defense System (SSDS) on CVN's, LHD- 7/8 and LHA-6.

ESSM is a cooperative effort among ten NATO SEASPARROW nations (Australia, Canada, Denmark, Germany, Greece, Netherlands, Norway, Spain, Turkey, and the U.S.). An addendum to the NATOSEASPARROW Surface Missile System Memorandum of Understanding (MOU), covering the Engineering and Manufacturing Development (EMD) phase of the ESSM, was signed in June 1995. The MOU forthe cooperative production of ESSM was signed 27 December 1997 with a U.S. production intent of 2076 missiles. Authority to enter Low Rate Initial Production (LRIP) for 207 missiles was granted 7 March2001. Approval for Full Rate Production was given 12 January 2004. Reached IOC on DDG-51 Flt IIA in Spring 2004.

ESSM Block 2 upgrade is a cooperative effort between U.S Navy and NATO SEASPARROW Consortium Nations. ESSM Block 2 upgrade replaces the largely obsolete guidance section with a dual mode Active/Semi-Active X-Band seeker capable of defeating future threat capabilities within the existing envelope, including; smaller signatures, increased raid sizes, and adverse environments including countermeasures.Threat types include; advanced ASCMs, Anti-Ship Ballistic Missiles (ASBMs), surface and asymmetrical.

Justification:Decrease in Evolved SEASPARROW Missile (ESSM) by $2.236M as required for the Department of the Navy to comply with the Bipartisan Budget Act of 2015.

The FY17 request will support a contract award of 75 missiles plus the U.S. share of support as defined in the MOU. The budget is based on approval of a two year (FY16-FY17) multi-year contract forprocurement of 105 Block 1 missiles (30 BLK I missiles in FY16 and 75 BLK 1 missiles in FY17). EOQ required to support this contract award is $54.4M in FY17.

FY18 contains the first procurement of 28 ESSM BLK II missiles, which will be procured under a separate contract from the ESSM Block 1 missiles.

Description:The Evolved SEASPARROW Missile (ESSM) Program is an international cooperative effort to design, develop, test, produce and provide in-service support to a new and improved version of the SPARROWmissile (RIM-7P) with the kinematic performance to defeat current and projected threats that possess low altitude, high velocity and maneuver characteristics beyond the engagement capabilities of the RIM-7P.The ESSM provides an evolved kinematically improved aft-end missile section for mating, as an All Up Round, with the modified RIM-7P forebody guidance and warhead section. The ESSM provides thecapability to counter high G maneuvering anti-ship missiles, expand the battle space, and increase system firepower. Additionally, ESSM provides robust defense against asymmetric threats such as smallsurface craft, low velocity air threats and helicopters. The ESSM is designed for "quad pack" use in the MK41 Vertical Launching System of AEGIS destroyers and cruisers and in the MK 57 launching system onDDG 1000.

The Evolved SEASPARROW Missile (ESSM) will employ a multi-year procurement (MYP) contract for the procurement of 105 Block I ESSM missiles for FY16-FY17.

The Advance Procurement (AP) funding will be used to procure EOQ material for the FY17 missiles. These AP funds will apply to all configurations of ESSM.

Justification:The FY16 request will support a contract award of 30 ESSM Block I missiles and $54.5M of EOQ in support of the FY17 missile procurement. The budget is based on approval of a two year (FY16-FY17) multi-year contract for procurement of 105 ESSM Block I missiles that will be procured as follows: 30 in FY16 and 75 in FY17.

The MYP contract includes 10% savings over annual contracts from FY16-17. Annual hardware contracts from FY16-17 totaling $139.385M are reduced to $125.487M in the MYP. EOQ will fund theprocurement of rocket motors, transition sections, thrust vector controllers (TVCs) and multiple components of the guidance section for the FY17 missiles. The rocket motor is the longest lead item (due to thetype of steel used) and generally takes 20-22 months to deliver. Transition sections take 18-20 months to deliver due to the lead time of titanium components.

Additionally, this will maintain unfunded termination liability below Congressional notification threshold and mitigate the possibility of government production gap costs.
