    THE DEVELOPMENT OF TRADE AND MARKETING IN IBOLAND

    I N the last few years a great deal of research has been done on markets and market-place exchange in Africa, a subject which has interested a wide range of social scientists. In their economic functions, markets provide a venue for the meeting of buyers and sellers; face-to-face transactions being the principal means of exchange in a developing society. The market-place system is very sensitive to change, change in historical and economic conditions within the market-place system, and in the importance of the market-place system relative to other systems of economic change. This paper attempts to trace the pattern of development of trade and marketing in Iboland, Eastern Nigeria.

    The Sociological Background Traditionally the largest effective unit of social control in Iboland is the

    village group, which has a population ranging from a few hundred to a few thousand persons and may extend in area from a few square miles to thirty or more. In topographical terms the village group consists of "a cluster of villages sharing a market place, which is at once a ritual, political and marketing centre."1 But the village group is more a sociological than a topographical unit; it is the "largest local unit, named, and based on a patrilineage or segment of one, whose members claim to be regarded as independent of other groups, even of those sharing a common ancestry; this claim being recognised by other compara- ble groups, but not being necessarily connected with any true independence of function".2 Operationally defined, the village group is a working arrangement of its constituent villages, an arrangement which is by no means static. Fission of groups and adhesion of constituent villages to new groups is a common feature of Ibo social dynamics.

    The village group may be regarded as a corporate entity. Pre-eminently it is the land-administering unit. Although land normally belongs to the cons- tituent villages, some of it, usually in the centre or on the borders, may be held in common. Also the group has a suzerain interest in the land and may requisition it without compensation, for purposes of common interest. Social life is

  • organised within the framework of the village group. Rituals and reciprocative gift exchanges, redistributive sharing, periodic meetings and common festivals keep alive the solidarity of the group. The economy is organised within the same context. The farming calendar, from the date of bush-burning to the date of the yam harvest festival, is set for the group. So are the location of group markets and their periodicity. The members of the group have contacts with persons in neighbouring village groups and beyond, but the greater part of their activities are carried out within the village group community and their strongest ties are with other members of it. Territorial sovereignty is given physical form in the institution of Ogbugbandu - formal boundaries guaranteed by covenant - which exist only between contiguous village groups and not between their constituent villages.

    The village is a more basic unit than the village group and is topographically much more obvious. It is made up of a number of localised patrilineages, which constitute the primary local group. Whether these patrilineages live in compact settlements or in individual homesteads, the congregation of settlement units about a point distinguishes the complex physically from other villages. Struc- turally there is a greater cohesion between the patrilineages constituting the village, which are usually very closely related, than between the villages in the village group. The village is the principal land-owning unit and usually dele- gates to the patrilineages the rights to allocate its use. Reciprocal gift exchanges are an important element of economic relationships within the village. They become more prominent as the web of kinship becomes more closely knit, but commercial exchanges were also significant and remain so down to the family level. The parental family - a man, his wives and unmarried children - may be considered the basic economic unit. Much of its economy lies on the redistribu- tive sector, depending on internal division of labour, mainly according to sex, and on socially prescribed contributions by its members. But commercial exchanges are by no means ruled out. Thus it is normal for wives to buy from their husbands the palm-wine and yam they need for their social and ritual obligations.

    Trade and Market in Traditional Ibo Society The market-place is the principal venue for commercial exchange. Typically a

    traditional market is held once in every four or eight days. The ordering of the periodicity is embedded in Ibo culture and derives from Ibo concepts of time. For day-to-day life in Iboland, the units of time were the year Afo , Aro; the moon Onwa; the week Izu and the day Ubochi , Mbosi. The year is ecol- ogical rather than chronological.1 It is the period from one yam harvest to the next, from mid-dry season to mid-dry season, and lasts between twelve and thirteen moons. The moon is related directly to the lunar cycle, being the period between the beginning of the first quarter and the end of the last. Operationally, the duration is rather imprecise since it depends on the ability to spot the new

  • moon; sometimes, as between debtor and creditor, luminescence can be sub- jective! The basic unit of time, the week Izu , is chronological and is not strictly related to either the year or the moon. The Izu is a four-day period; the days are known as Eke , Orie ( Olie ), Afo ( Aho ) and Nkwo , succeeding in that order. Only in two small areas in Iboland, in the Ngbo enclave in Aba- kaliki Division, and in part of lkwerre land - both as a result of non-Ibo influences- are there five-day market cycles.

    Periodic markets in Iboland are widely believed to have developed out of the Ibo custom of the rest day. By this custom different segments or villages in the village groups have different days within the four-day week or a period of two weeks (known as izu ukwu - big week) on which they abstain from farm work. The people stay at home and do household chores, practise crafts or hobbies, relax and entertain one another as well as visitors. Most of the local festivals and ceremonies also fall on rest days. A market sytem thus found a ready-made institutional framework, each village controlling the market developed on its land - usually in the village square - and held on its rest day. Most village groups have a central market, usually claimed to date from the origin of the settlement, having being 'carried over' from the abandoned settlement, and located in and controlled by the senior village. Not all markets are, of course, associated with the traditional rest days. But the habit of allocating visiting days on the basis of fairness has been transferred to that of fixing the periodicity of the market, which must take into consideration the periodicity of existing mar- kets in the area of authority of the group. The location and periodicity of trad- itional group markets in each village group thus depend on factors internal to that village group. Hence the group market constitutes independent sets of markets, and we may consider traditional Iboland as covered by a basic order of independent marketing rings more or less as numerous as there are village groups.

    Although the group marketing rings were independent of each other in organisation and control, they were not independent in function. As has been shown there was considerable trade between village groups. Typically no new markets were created to cater for the inter-group trade, but through general competition or special advantages certain markets in each village group emerged as inter-group markets serving not only their village group but large numbers of persons from outside it. Usually the senior market in the village group, the market at the centre of the group and controlled by the senior village, would emerge as the inter-group market, but it need not do so. The senior markets of two contiguous village groups might be held on the same day and a minor market in one of them might well take up the inter-group role. Also where a village group sprawled over a wide area, no one market might be central enough to act as inter-group market for trade with all the neighbouring districts; several markets in one group might then emerge as inter-group markets, each specialising in trade with different communities. Thus the status of inter-group markets was not institutionalised; nor was their emergence consciously planned for. Markets waxed and waned with the state of external trade.

    Some qualifications may be made to the pattern outlined above. Firstly, under conditions of unstable relations between village groups, markets owned and

  • controlled by rival groups were deemed too dangerous to visit, and new markets had to be created between them, or at their outskirts, in order to increase the chances of escape from attack. This would appear to be the case among a number of communities in parts of Onitsha, Awka and Nsukka Divisions. Secondly, in the pioneer fringes of Ibo settlement - mainly in Abakaliki and Aba Divisions - few settlements were large enough to support a market. Markets were typically located between rather than within settlements, so as to be as central as possible to the communities using them, and so that they might be seen by all to be common property. A particular type of inter-group trade, that between the mainland agricultural communities and the people of the creeks and riverain areas, deserves special mention. The location of markets was necessarily linear, on the banks of the waterways, and was particularly unsuited to the operation of the ring system. Secondly, the perishable nature of fish, the principal water- side commodity, necessitated their daily disposal by fishermen. Thus in the con- tact zone the Ogwunabiri , an early morning daily market, took the place of the periodic inter-group market.

    Both intra-group and inter-group trade depended mainly on mass movements of peasants whilst long distance trade depended on the movements of specialist groups and individuals. The long-distance trades relied on covenants at the personal level, Igbandu , as the principal means of guaranteeing freedom of movement across the country and safety among strangers. By this the traveller established a ritual kinship with an influential member of the village group he was visiting or passing through. The parties were bound to do no harm to each other and the host protected his guest and generally acted as his agent vis-a-vis other members of the community. It was also his duty to have the departing guest escorted to the Ogbugbandu with the next village group and formally handed over to the contact there. Thus the traveller was shuttled across the country by a relay of hosts.

    As long as trade was mainly internal long distance goods traffic in a largely similar environment, though well established, was not voluminous; the main exception being the already mentioned trade between the riverain and inland communities. It was concerned largely with non-bulky or luxury items; salt, beads, ivory and other ornaments, dyes, cloths, carvings - religious and secular - charms, ironmongery and such. It was for the most part irregular and scarcely created new markets within an area. Two systems, however, reached a very high level of organisation; the Awka and the Arochuku systems. The Awka system conforms to a more general pattern. The Arochuku system was better integrated and reached its apogee when the greater demands of European trade enabled it to make full use of its organisation.

    The prestige of the Awka people in Iboland derived from the repute of their 'Agbala' deity and from their skill as physicians. They travelled first and fore- most as priests, diviners and doctors. The contacts made in these capacities were useful in establishing markets for their wares and services as skilled craftsmen - blacksmiths and carvers - and as pedlars of luxury items, notably ivory and coral beads from the Anambra and Igala country. The Awka people did not abandon agriculture, but integrated it with their specialist activities. The village

  • group was divided into two parts between which the monopoly of going on the road alternated annually. In the eighth or ninth agricultural month, shortly after the new yam festival, the travellers whose turn it was would leave. There was no formal division of territory. They travelled in troupes of ten to twenty adults, each of whom had with him two to four apprentices aged between five and twelve years. The area of operation of a troupe would depend on earlier contacts and on the ability of the leaders to open new territory and negotiate new covenants. The tour normally lasted about nine months but travellers were not obliged to return until the seventh month of the next year, about five Izus (20 days) from the new yam festival. From the nature of their organisation the Awka people did not create any permanent settlements or markets, although the Awka man's presence in an area enhanced, for the duration, the importance of the local markets. None- theless several markets were very strongly associated with Awka activity.

    The Aro Trade System Like the Awka people the Arochuku owed their success as traders to their

    position as agents of a great oracle, the Ebinokpabi. The development of the Aro system was stimulated by the overseas trade with Europe, which began with the arrival of the Portuguese traders on the Bight of Biafra in the 15th century. The establishment of the Arochuku system marked a new phase in the development of trade and markets in Iboland. The distinctive feature was the setting up of a consciously co-ordinated trading network based on trading settlements, trade routes and fairs. Its operation led to the further differentiation of existing markets, the creation of new ones and the development of new patterns of regional orient- ation.

    Arochuku lies at the end of a ridge running east and south-south-east from the Central Ibo upland region, a continuation of the Awka-Orlu-Okigwi escarpment. The main Arochuku trade route lay along the ridge as far as Awka and thence north and north-eastwards to Nike. Another route from Arochuku went north- wards to the north-eastern lbo areas through Afikpo and Uburu to the Ezza and Izzi country. From Bende and Uzuakoli on the main route other routes linked up the southern parts of Iboland and from Uzuakoli a northerly route joined up with the Arochuku-Uburu route. The Arochuku colonies were clustered along these routes. Iboland was carved up by the Arochuku villages into spheres of influence so that the various colonies were usually associated with particular Arochuku villages. Arochuku colonies continued to be founded until well into the 20th century. In the absence of written records it is difficult to be precise about the dates of their establishment. Kamu Umo lists 98 settlements and suggests that most of them were founded in the seventeenth century.1 The most important colony was Aro Ndizuogu, situated in the heart of the Ibo country with easy access from this broken country to the uplands in the west and north, through gaps in the escarpment to the Cross River basin in the east, as well as to the southern coastal plains. Other large colonies included Ajalli, Isuochi andOkporo- enyi and their satellite colonies, all in the stretch of country between Bende and

    Awka. In this area the Arochuku people formed self-contained communities. In other areas while retaining their identity they usually sought to be adopted by and eventually to dominate the local groups. The functional links between the colonies and Arochuku were very strong. The colonists acted locally as agents of the oracle and took instructions from the authorities at home. They relayed intelligence from their territories back to Arochuku. They conducted clients, litigants and ritual offenders to Arochuku and brought back pronouncements and charms and medicines to local peoples.

    A certain amount of commerce was always associated with the Arochuku system, but at first this did not necessarily give rise to markets. Much of it was administered trade in luxury items - slaves, horses and cattle for ritual purposes, and beads - and did not command a mass market. Hence the colonies them- selves rather than the local markets were the main venues for long distance trade. The group and inter-group markets, where they existed, operated largely outside the Arochuku network. Naturally the presence of an Arochuku colony and the attendant commerce enhanced the importance of nearby markets. The rise

  • of the great markets had to do with the development of the overseas trade, the range and volume of which far surpassed what could be dealt with by private contact at the colonies.

    The first European traders established themselves on the coast in 1486. But for nearly four centuries, in some places until 1912, Europeans did not penetrate into the interior of Iboland. Rather they depended on exchange with the coastal communities who in turn organised trade with the inland peoples. The coastal communities did not concern themselves with collecting produce or selling merchandise directly in the interior. They relied on water transport and on the strings of posts and buying depots which they established along the numerous creeks and rivers. At these posts they corresponded with the inland trading communities, notably the Arochuku, the Awka and the Nkwerre people, who organised the trade in the interior. The Arochuku people, with their wide and well-established network, became their principal customers. The demands of the new trade imposed some modifications on the Arochuku system. The house- to-house system could not cope with the expanded volume of business and was supplemented by increasing recourse to market-place exchange, particularly for the retail of imported goods - tobacco, spirits, gun powder and textiles. The traffic in slaves tended to keep within the old system so that some markets, like the Nkwo Ndoro market in Oboro (Bende Division), although becoming important Arochuku trade centres, were never noted for the slave traffic.1 Nevertheless, considerable market development was associated with the activities of Aro traders. As the map shows (Fig.l), the location of the principal markets did not exactly correspond with the Aro colonies. Rather Aro traders adopted the princi- pal markets in various areas. These markets remained under local administration and control although the Aro people wielded much influence. In areas where there were no markets or where market development was inadequate, particularly among the Ikwerre and Ogu Ukwu peoples, the Aro established new markets.

    Most important of the Aro markets were two fairs set up, not at Aro Ndizuogu, the premier Aro colony, but at nodal points in the main area of Aro influence. The first fair rotated between Uzuakoli and Bende, and served mainly the southern part of the country. The second, alternating between OkposiandUburu, two village groups four miles apart in the Ogu-uku country, served mainly the northern parts of Iboland. The alternation between pairs of sites was for purely strategic reasons. The Aro traders wanted to retain effective control of the fairs and competition between rival sites for their very profitable patronage ensured that they obtained the most favourable conditions. The operation of the two fairs was functionally integrated. Each was opened at 24-day intervals and during the period of the system's highest development, in the nineteenth century, lasted for four major days. Their periodicty was dovetailed so that traders could move from one fair Agbagwu to the other (Fig. 2).

  • The fairs served primarily to co-ordinate the activities of two groups of Aro traders, the Aro Ulo (home-based Aro) and the Aro Uzo (Aro abroad). The Aro Ulo acted as middlemen between the coastal traders and the Aro Uzo who organised the local trade. The fairs were famous throughout Iboland attracting thousands of traders from all over the surrounding country-side. Because of the interconnection between the two fairs there was considerable overlap in their hinterlands. Thus a local history of Uzuakoli records that traders came to its market from "Akaka Elugu, Elugwu Ngwo, Agbaja, Mgbogho, Nnewi, Okaiuga, Obowo, Ibeku, Lekwe, Ndi Okpara, Bende, Osuitem, and even as far as Ibibio and Onitsha." In addition to the trade in slaves the main items of trade in the fairs were salt, pigs, horses and cattle at Uburu and Akwette cloth and tobacco at Uzuakoli.1

    The Coastal Trade and the European Contact Phase

    By the time the first European traders appeared on the coast a regular pattern of trade between the coastal and inland communities was well established and flourishing. There was also an interflow of craftsmen and specialists. Awka and Nkwere blacksmiths were employed for the ironwork of the huge trade canoes. There were ritual links between such coastal shrines as those of Bonny and the priests of the interior. Certain communities like the Kalahari specialised in the carrying trade, operating from markets along the banks of the waterways.

    Like most Ibo groups the Arochuku people were essentially landlubbers. Although the Aro trade system was perfected during the period of the European slave trade and was based on the large-scale exchange of slaves and tropical produce with sea-borne European goods, the Arochuku people were never in control of either the ports or the creeks and rivers leading to them. Rather, they communicated with riverain and coastal communities such as the Efik, the Opobo and Bonny people who in turn traded with the European ships. The Aro Ulo took most of their merchandise to Itu, at the mouth of the Enyong tributary of the Cross River some eighteen miles from Arochuku, and sold to Efik traders who had come up from Calabar. Some of the bigger Aro traders, however, went direct to the coast to sell to Calabar, Bonny and Opobo middlemen. Similarly some of the bigger Aro Uzo (colonial) traders bye-passed the fairs and took their goods direct to the coast. This was particularly true of traders operating in the Ikwere, Etche and Ngwa country near the coast.

    As long as the European traders were confined to the coast the general pattern of traffic persisted irrespective of whichever European nation, Portuguese, Dutch and English, was dominant. But by the time of British ascendancy, in the later seventeenth century, structural changes were taking place within the trading communities. At first the effect of the European trade was to set the pattern of trade more firmly. Its much greater volume and regularity required permanent posts on the old routes. Here stocks in trade were maintained and produce pur- chased, from here inland buyers were financed and produce sent down to the

  • coast. Among the more important colonies were those at Azumini, Ohambele, Akwete, Ndoni, Eleme, Asa, Urantta, Usemodu, Elele, Omoku, Oguta, Obigbo and Owerrinta. Unlike the Arochuku system there was no centralised co-ordin- ation operations and competition was as fierce between segments of one trading community as it was between rival communities.1 The introduction of gunpowder in the mid-seventeenth century was a key event in the evolution of the delta communities. It enabled the rich and the efficient to fight their way to the top of the trade. The communities themselves evolved into oligarchic city states with the heads of the pre-eminent trading firms as the heads of the ruling houses.2 From the point of view of efficiency there was a great advantage in the system. In between periods of inter-House warfare the organisation of each House made for speedy and co-ordinated large-scale trade. The colonies and their associated markets waxed and waned with the strength of their Houses.

    By the beginning of the nineteenth century the British, who were now virtually the only European trading group in the area, were beginning to turn from the slave trade to trade in vegetable oils; a change related to the beginnings of the industrial revolution in Britain and the need for industrial lubricants as well as new markets for industrial products.3 One of the immediate effects of the shift in emphasis was to enhance the position of the coastal communities nearer the mainland. The supply market for palm produce, the chief attraction in Iboland, is ubiquitous while that for slaves depended on a high degree of organisation and co-ordination between the coastal communities and the inland agents, such as existed between the Bonny or Calabar and the Arochuku people. Masses of producers and small traders outside the Aro system could and did take their palm produce direct to the waterside posts. Trading states such as Abonnema and Aboh took on increased importance and new settlements proliferated, particularly on the Imo River (Imo River Station, Owerrinta, Ife, Udoh). The old Aro trade route continued to flourish but the new trade did not use it. Developments in the nineteenth and twentieth centuries further modified the patterns. The nineteenth century saw the penetration of Europeans into the inland waterways and the establishment of direct contact between them and the inland waterways as well as between them and the inland peoples, while in the twentieth century the traffic shifted from the waterways to the railway and later on to the road system. Each change had implications for the patterns of com- modity flow, regional orientations and the development of markets.

    The effects of European Penetration The voyage of John and Richard Lander down the Niger through the delta to

    the coast marked the beginning of a new phase in the history of the development of Ibo-European trade and was the precursor of numerous expeditions which were to culminate in the British control of, first, the waterways and then the interior.4 At first British official interest in the interior was sporadic, being

  • confined to giving occasional gun-boat support to British traders who took the initiative for penetration. The major British trading interests were amalgamated into the United African Company in 1879, by which time many European trad- ing stations had already been established up-river, the most important being those at Aboh, Oguta and Onitsha.

    In 1885 the British Government declared a protectorate over the Niger Districts. The area was defined to include "the territories on the line of coast between the British Protectorate of Lagos and the right or western banks of Rio del Rey, and the territories on both banks of the Niger from its confluence up to and including Ibi!" The action, which marked the beginning of nominal political control of the Niger Delta by the British, was followed in 1886 by the grant of a royal charter to the National African Company to administer the part of the new territory where its main interests lay: the area bordering the lower Niger for some 280 miles from the sea up to Lokoja.1 The new authority strengthened the hands of the British traders in securing a foothold on the inland stations. The company, now renamed the Royal Niger Company, proceeded by several devices to exclude the coastal peoples from the river trade, choosing to regard them as 'foreigners' in the company's area of authority and thus liable to buy licenses for trade, pay tax as well as import and export duties on their merchandise.2 The effect of all this was to increase the rate at which the centre of gravity of the trade shifted from the coastal ports to the creek and river stations now controlled by the company.

    From the official point of view the system of indirect control proved unsatis- factory and after a period of indecision Britain introduced consular adminis- tration in 1891 and began to pursue a deliberate policy for the direct control of the interior. The attack was two-pronged. Firstly European activity on the known waterways was urged and encouraged. Government offered to trading companies leases of land at nominal rents (60 years at annual rentals) varying between 40 and 60 according to the volume of trade established. The great problem was the Cross River district. Here European activity had been much slower than on the Niger.3 Until the first decade of the twentieth century "the trade of the district (was) conducted by down-river people: Efiks, Akunakunas, Inokus and natives of Umon" who came up to Calabar in their big canoes. Contrary to the pattern on the Niger, trade followed the flag. The energetic British High Commissioner, Sir Ralph Moor set up a station at Itu, the great river port for Aro trade, made surveys and canvassed firms for location at suitable points - Itu, Afikpo, Atani, Obrikom. The fear of possible German acquisition of the hinterland lent urgency to these efforts.4

  • The second prong of the attack was mainland penetration. A series of expedit- ions were sent inland from the Oil River bases. The policy was to make as many journeys inland as possible each dry season, making treaties and surveying; to establish stations whence these places could be revisited; and then to make further advance the following year.1 Only the two main rivers were navigable far inland, but the heads of navigation of the rivers and creeks provided starting points for the inland treks. Official bases were established at Akwete 30 miles up the Imo river from Opobo, at Degema, the same distance up the Sombreiro river from the coast, as well as at Warri and Sapele in the Western Delta. The spirit and aims of the exercise are illustrated by the memorandum to the officers of the 'Aquettah Opobo' expedition, which instructed that

    "in moving about the country you should keep your eyes open to see if there are any rubber trees or you can discern any economic indigenous plants or products. The direction from which trade comes should be noted and in- quiry made if the trade routes are free ... It must be distinctly laid down (to the natives) that all the roads and waterways of the country are free for trade and no tolls must be levied on those using them because they don't happen to belong to the country through which they pass".2

    The incursions were strenuously resisted by coastal interests but by the turn of the century the British had succeeded in concluding 'treaties' with numerous Ibo communities guaranteeing freedom of trade, guarantees which, however, were not always respected.

    The twentieth century saw a shift in British official interest from exploration to 'pacification'. The great military expeditions were started in 1901 and reached their high mark with the destruction of the Ibini Ukpabi shrine at Arochuku, an act which it was hoped would bring down Arochuku influence.3 By the end of 1906 much of Iboland had come under effective British occupation. The British regime provided a new context for the development of trade and marketing. One of the first tasks was the extension of the system of waterways by clearing the yet unnavigable stretches. The new and expanded markets on the waterways drew in palm produce from their immediate hinterland and distributed a wide range of imported merchandise. The further inland an area, the greater was the influence of the Old Arochuku network which, contrary to British expectation, the destruc- tion of the Ibina Ukpabi had left largely unimpaired. For the inland peoples the European factories represented a new experience. They were permanent centres and offered daily opportunities for exchange, in contrast to the traditional periodic markets. Business fluctuated with the days, since the people had to fit in

  • marketing at the 'beach' with the local periodic system. But with their great advantages of opportunity and frequency these centres and their associated markets grew rapidly at the expense of the traditional markets. This was the hey day of such trading centres as Ogruru, Aguleri, Oguta, Osomari. The old net- work was used more exclusively for luxury items and the clandestine trade in slaves. On the coast the effect of the new developments was to enhance the posi- tion of the ports where the British firms had their warehouses, at the expense of the other ports.

    In the course of the subjugation of the interior several operating bases were set up some of which eventually became headquarters of administrative districts - Owerri, Bende, Awka, Okigwi, Aba, Afikpo, Abakaliki, Udi and Orlu. Some, like Okpoga and Umuduru were later abandoned in favour of other sites. The chief criteria for siting a Government station seem to have been as follows: (1) reasonable proximity to the next post. The usual day's march for Government troops was about 40 miles and this is the average distance between stations; (2) nodality and ease of access to the surrounding country ; (3) proximity to a large market; (4) where possible, high ground well above the surrounding coun- try to provide a strategic, well-drained, airy and pleasant site for the official residences and barracks.1 The establishment of administrative centres was a significant development for trade and marketing. It did not greatly affect the external trade nor the old markets and routes associated with the coastal trade. But it increased the scope for trade in local produce in the interior, particularly food-crops. The garrisons and the administrative personnel constituted a nucleus of a non-rural based population dependent on the countryside for food. Traders and persons engaged in other service occupations as well as men who came in originally as conscripted labour all settled near the Government station.2

    The post-war period has seen an accentuation of the trends already evident between the two World Wars, an accentuation due in part to the exigencies of war and in part to the new economic conditions of the post-war era. Up to the Second World War British official interest was focussed on encouraging export crop production and trade with the metropolitan country. The disruption of normal trade during the war years and the need for increased local produce for the war effort created high food prices and led to the entry of numerous specialist traders and producers into the local food market. War conditions also high- lighted regional differences in food production and food prices, differences arising partly from the as yet fragmented nature of the market. Price control measures introduced for the principal food crops and abandoned after the war had the long-term effect of reducing abnormal price gradients for locally prod- uced foods and thus facilitating the creation of a regional market for foodstuffs. The war also accelerated urbanisation. Most of the "demobbed" soldiers returned with capital, new skills and a determination not to return to the rural life. They tended to remain in the towns, going into trade, or business. Some of them set

    up their relations as well, as did some of the beneficiaries of the post-war boom in tropical agricultural produce.

    The most significant post-war development was the revolution in transport. The railway, constructed between 1914 and 1917, cut through the heart of the Ibo country to the new-found coal mines at Enugu (later to become the capital of Eastern Nigeria) and gave this area for the first time direct access to the coast at the Port Harcourt railhead. Eventually it linked northwards with the grain- and meat-producing savanah country of Northern Nigeria. From the point of view of the external trade the most important result of railway construction was the establishment along the route of European firms after the manner of the riverain and coastal stations. Indeed so close was the similarity that the stations were known locally as 'beaches' (and still are). These firms rapidly attracted markets and trading communities around them and formed the nucleus of new commerical towns. Where, as at Aba, both administrative and commercial centres coincided, the two functions helped each other out and the urban com- munity flourished. Where there was competition between a commercial and an

  • administrative centre, as between Enugu and Udi or between Umuahia and Bende, the commercial centre prevailed, eventually taking over the political functions of the vanquished town.

    Up to the end of the twenties, the waterways and the railway line bore the bulk of the long distance traffic. In 1926 the Government was still considering the practicability of building feeder railway lines from Oguta to Aba or Port Harcourt.1 By the beginning of the thirties, however, it had become evident that improvement in road transport was necessary to increase production and trade, the bulk of the population being concentrated away from both the water- ways and the railway. Plans for road development were prepared but had to be shelved during the war. The post-war era saw a huge road building programme, the road mileage more than doubling between 1937 and I960.2 At the same time the number of motor vehicles registered annually increased more than eleven times. Road development led not only to a greater integration of the region but also to a change in orientation of the interior areas from the water- ways and railway to the road system. The motor road network today reflects the weakness of centralising links in Iboland. The principal nodes are at the chief urban administrative centres, the nuclei of the system. In addition to these a number of rural cross roads have become important as transportation centres on the more heavily used roads. Most of these are found in the Central Ibo upland areas. There is also a relatively high concentration of road junctions on the Udi plateau between Enugu Ngwo, Nwollo, Oji River and Ozalla, where the east- west routes on the dip slope cross the north-south plateau routes, but elsewhere road junctions are fewer and more widely spaced. Where the density of the road network is low and road junctions few the location of road junctions - usually determined by topographic considerations, the head of a valley, a pass or inter- section of ridges - tends to develop into a rural centre. But the relationship is not always that a road junction develops into a rural centre. Thus Inyi is the focus of a great many routes from the Awgu plateau as well as from across the Mamu valley largely because it already was an important rural market. On the other hand Ngwo, Angara and Akeze are examples of centres developing because of the cross-roads. In places where the road alignment is dominantly linear - particularly in the riverain and coastal plains area - cross-roads are few and far between and are not necessarily significant as centres. The new road alignment is often transverse to the traditional routes so that there are two main types of movement existing side by side: the traditional trade between nearby regions using the traditional routes and the long distance trade focussed on the main road. The important locations are thus at the crossing points of the two systems of routes.

    The pull of the road has meant local changes in orientation. In areas of dis- persed settlement where there is greater freedom to build the tendency for new buildings to be built on to the main road has been much more pronounced than

  • in areas of nucleated settlement where social pressures oblige most people to put up their fine new edifices alongside the humbler huts of their relations. But the overall trend is towards concentration along the road. Irrespective of the settlement pattern all the new amenities - schools, hospitals, dispensaries, post offices and so on are built on the main roads. Where the traditional market is located away from the new road, market development has often meant a move to a new site on the road.

    The present economic landscape of Iboland derives from various traditional elements and historical processes which have been described. The broad patterns of development in so far as it affects marketing institutions may be summarised briefly. The basic framework was the traditional pattern of small village groups with internal marketing systems based on periodic group markets and, in a largely undifferentiated economy, concerned mainly with exchanges between masses of peasant producers-cum-consumers. Intergroup exchange led to differentiation of certain markets within the group systems. Through these intergroup markets the various marketing chains were interlocked. The resulting chains did not have the social recognition and stability of the group systems, but changed with competition between markets. For long-distance trade traditional society depended on specialist trading communities, notably the Arochuku people, whose activities took on new importance with the establishment of com- mercial contacts with European merchants trading on the coast. Rural periodic markets became further differentiated in relation to the long distance and their proximity to the trade routes. In certain areas new markets were founded. The creation of the Agbagwu fairs introduced a third order into the rural marketing hierarchy. With European penetration into and the subsequent control of the interior, the system of specialist traders declined, the old trade routes giving way to new trade centres on the waterways which fringe Iboland, and eventually on the railway and motor roads. The creation of administrative centres, urban development and the closer internal integration of the entire area stimulated the growth of specialised local production of food and increases in inter-regional trade. The European trade introduced a new type of institution - the daily shop or warehouse - into the marketing landscape. Most of these are located in the towns, but some are now to be found in rural centres not always on the site of existing markets. On the other hand market places became established on the new urban and trade centres.

    These developments are part of a continuing process in the re-ordering of the spatial structure of the Ibo economy, a process which is paralleled in other parts of the developing world in the course of the transformation from a trad- itional to a modern society and economy.
