Issues/questions from last workshopIssue Update

Publish applications anonymously via LTDS We have taken this into account for possible inclusion in future updates to the mapping tool

Consistency of people approving designs. Publication of design standards and dedicated design assurance team implemented

Acknowledgement of application would be nice From 1st October an acknowledgement email will be sent from our new gateway email address

On‐going visibility/engagement Our DG surgeries have proven very popular and allow you to meet and discuss your project with our teams.

Staged payments We have introduced staged payments for schemes with a value less than £250K

If you ask for a 10 MVa connection and only 8 MVa is available you should be able to change your request accordingly and keep you place in the queue

Our interactivity framework does not permit this currently but we are considering the introduction of a feasibility study type approach that may allow this to happen

Connections for dummies booklet Significant improvements made to website and DG Q&A mailbox introduced to assist new applicants

Internet – portal service that tracks where application is by distribution line

This will be delivered as part of our Business Transformation Process during 2014

2 – stage application: Key is really to improve the relationship so efforts are efficiently managed

Feedback from 2013

“the service your department is “the service your department is providing is excellent and totally

refreshing. You and your colleagues have taken the initiative to engage with

generation developers and this approach has de‐mystified grid availability and undoubtedly made the process more clear,

efficient and cost effective.  Well done.”

Why is it so hard to get UKPN to agree to a meeting?

Actions from meetings often unaddressed typically because this is another part of UKPN

I would like to say having dealt with other DNOs it really is a breath of fresh air to speak to a DNO who (on the most part) is very willing to communicate with their customers; this week we had a very interesting and useful meeting

Wow Wow ‐ for me this was the best use of 90 minutes this year! Your guys did a fantastic job in reviewing sites with me, their assistance, knowledge and customer friendly approach is much appreciated

What would be really useful would be to know where we are in the "interactive" process i.e. what position we are and when the other applicants' 30 days expire.

Commitment to agreed timescale, how is it shared with UKPN, does anyone actually care about the date we want to connect ?

Very beneficial, Very beneficial, would be keen to come again

Workshops are an excellent innovation

Feedback from previous session

• Most DG connections were not at 11kV• DG community interested at viewing 33kV and 132kV• Some concerns over fuzzing of cable routes• Desire for the dataset to be online and regularly updated

15

What we did next

• Formed a rapid project team from our Information Systems, Asset Management and Connections directorates

• Explored current and alternative dataset options• Obtained a Google Maps for Business API license• Worked with our Enterprise Content Management team

on producing a website with authentication to host the new solution

16

Issues During Analysis Phase

• Found that the point to point data for the 33kV and 132kV routes fuzzed the actual route

• Needed to switch data source from our Control System (PowerOn) to our Asset Management system (Ellipse)

• No underground cable data from new data source

17

Development of Tool

• Redeveloped tool to use the JavaScript API (Advanced Programming Interface) from Google to use the internet as the presentation layer

• Worked with Asset Management to extract pole and tower data from our asset management database (Ellipse)

• Processed Ellipse data and integrated output into the final design

Application for connection in EPN

• Even with a low acceptance rate, there is over 1700MWof generation to be connected to the EPN distributionnetwork in particular:

• Bramford: 461MW

• Walpole: 280MW

• Norwich Main: 174MW

• Eaton Socon: 136MW

• Burwell: 134MW

Distribution network constraints

• Further generation connection to the EPN electricity distribution network is restricted:• Thermal Constraints • Fault level Increase

– Synchronous generators contribution of 6 to 7x rated output– Inverter connected generators contribution of 1.2 to 2.6 x rated output

• Operation of Protective Devices– Directional overcurrent limitation on transformers (typical 50%)

• Load Masking• Islanded Networks• Voltage and frequency control Issues • System Automation Issues• Generation Intertripping/Turn Down Schemes

• Network constraintsare reflected in thegeneration capacitymap;

• Multiple and complexlevels of interactivitybetween generationapplications.

Overcoming the challenge

• Provision of firm connections to the 11kV or 33kVnetwork in the amber and red areas is limited;

• Most generation applications are being offered 33kVconnection via new 132/33kV Grid substations. Thesecan be costly and time-consuming, therefore lessappealing to smaller generators;

• In the short to medium term such solutions would enablemultiple generators to connect to the network, openingthe possibility for consortium type applications;

45

Page 46: UK Power Networks – 3 October 2013 · Gateway automatic acknowledgement email from 1 October 2013 Distribution list to replace newsletter –timely updates to distribution group

2011. UK Power Networks. All rights reserved

Overcoming the challenge

• UK Power Networks are working in conjunction withNational Grid to understand the impact of acceptedgeneration on the transmission network;

• UK Power Networks are also working with developerslooking for alternative solutions such as:

• Increase efficiency of existing network assets such as overhead lines;• Commercial alternatives such as provision of non-firm connections;• Implementation of new control and network monitoring technologies;• New Telecommunications platform to pave the way for regional active

network managment;

46

Page 47: UK Power Networks – 3 October 2013 · Gateway automatic acknowledgement email from 1 October 2013 Distribution list to replace newsletter –timely updates to distribution group

Overcoming the challenge

• Discuss potential for developers to form a consortium• Feasibility study funding• UKPN need time to identify and obtain resources to carry

out feasibility studies• Could release up to 100MW capacity in selected areas• Likely to be a 132kV multi-million pound solution to

reinforce the existing network• Additional cost for network extension as required• Possible 3-5 year time frame depending on

solution/scale

Page 49: UK Power Networks – 3 October 2013 · Gateway automatic acknowledgement email from 1 October 2013 Distribution list to replace newsletter –timely updates to distribution group

2011. UK Power Networks. All rights reserved

Interactivity

Interactivity occurs where UK Power Networks receives two or moreapplications for connection, which could make use of the same part of thedistribution system but where there is insufficient spare capacity or othernetwork constraints on the distribution system that will prevent allapplications being connected.

Interaction can be caused by restrictions at a different level in thedistribution system to the proposed point of connection i.e. a connection at11kV can be interactivity due to an issue at 33kV or even 132kV level.

Position in an interactive queue is determined by the date of the application(subject to the receipt of full and final information).

Generation Standards

Progress to date, specifically for generation connections:• EDS 08‐0051 ‐ Guidance on 6.6kV‐ 33kV new demand and

generation connections, plus associated block diagrams. • EDS 07‐0020 – Civil requirements for HV supply and generator

connections, plus associated drawings. Additional standards under development:• Further diagrams to support 33kV standards (distance

protection on looped circuits)• 132kV standards for generation connections

Generation Standards

Issues we are investigating and seeking to resolve:• Network capacity – what are the limiting factors on maximum

export level (circuit/transformer capacity, protection settings)? How should these be dealt with?

• Alternatives to pilot wire intertripping for islanding and thermal overloads.

As new issues arise we will deal with them as quickly as practicable and where appropriate produce/modify standards to suit.

At the one to one discussions there is the opportunity for you to put your ideas forward.
