On Saturday at 18:00 police were summo- ned to an accident in Symphony Way at the N2 Gateway housing complex. There witnes- ses described how a driver lost control of his vehicle, ramped over an embankment and hit two children playing near their homes. When officers arrived at the scene they found the injured children and a dark green Daewoo motor vehicle which had been aban- doned. Police called for medical help but the mi- nors died as a result of their injuries. Witnesses identified the driver and, after being phoned by a detective, he handed him- self over to police a few hours later. Culpable homicide The driver was arrested and appeared in the Bellville Magistrate’s Court yesterday to face charges of culpable homicide, driving without a valid license, failing to report an accident in which people were seriously in- jured, and leaving an accident scene. The driver alleges that he fled for home in Mfule- ni because the crowd on the scene threate- ned to assault him. Police later identified the children as Siy- amthanda Madlans (6) and Andakhe Qoyi (8).     On Saturday at 18:00 police were summo-

    ned to an accident in Symphony Way at the

    N2Gatewayhousing complex. Therewitnes-

    ses described how a driver lost control of his

    When officers arrived at the scene they

    the assistance of the public in finding

    36yearold Priscilla Arendse, last seen

    on Saturday 29 March in Fourie Street,

    Bellville South. Priscilla has brown eyes,

    black frizzy hair, is 1.5 meters tall and

    weighs about 50kg. At the time of her

    disappearance she was wearing a grey

    hooded top, blue Levi jeans and Nike

    takkies. Anyone with information on the

    whereabouts of Priscilla can contact

    A couple who care about their community

    has inspired a young man in Bonteheuwel

    to motivate others to follow their lead and

    beautify their neighbourhood.

    Dean Jates, already well-known for his

    youth empowerment projects in the area,

    has launched a new initiative called Maak-

    MikaSterk.

    He said he got this initiative going becau-

    se of his admiration for a couplewho started

    a garden in their surrounding neighbour-

    hood.

    Laan and even though they are unemploy-

    ed, decided that they are going tomake a dif-

    ference where they live, he says.

    I am currently enrolled in a three year

    programme called Activate Leadership

    ChangeDriver andoneofmy studymodules

    is to organise a one-day volunteer event,

    which in this case will be on-going for the

    participants.

    Dawood and Radias initiative inspired

    me because everyday I would walk past

    their garden, an area that was a dumping

    site andhot spot for gang activities, but they

    transformed it into a garden where you felt

    safe.

    Inspired by their work, Dean decided to

    create a concept that would call onmore pe-

    ople to volunteer their time, expertise, re-

    sources, ideas and positive spirit for the

    beautification of their surroundings.

    I drew up a proposal for the community

    to support their initiative, comprising three

    options in which they can assist gardening

    in the area, he says.

    Practical approach

    Firstly its to call on people to provide 10

    litres of water permonth for the project, vo-

    lunteer four hours of their time per month,

    and also to donate R5 per week towards the

    initiative.

    The concept of MaakMikaSterk is to

    function alongside formal and informal ide-

    as or initiatives, to create practical approa-

    ches for people to practice and become acti-

    ve citizens in their neighbourhoods.

    Its not just about making a place look ni-

    ce, but with this project people will start le-

    arning to know their neighbours and their

    community.

    This approach will translate into recon-

    ciliation, reconstruction and transformati-

    on of our social conditions, with each other

    and our environment.

    Dean also pointed out the Activate Chan-

    ge Driver programme is a network of young

    leaders or activators equipped to drive

    change for the public good across South Af-

    rica.

    We are a network of young change-ma-

    kers across SouthAfricawho are finding in-

    novative ways to transform our communi-

    ties and the country as a whole.

    We are doing this by thinking outside

    the box for innovative and effective soluti-

    ons to some of our toughest challenges.

    What makes the programme different is

    a strong research basis examining the psy-

    che of youngpeople in SouthAfrica, helping

    them to get in touch with themselves, and

    the drive for innovation and structural

    change.

    In April, South Africa will celebrate 20 years

    of democracy and freedom.

    To mark this occasion, international non-

    profit Stop Hunger Now and CapeGate Shop-

    pingCentre are inviting 120 volunteers to pac-

    kage 20 000 nourishing meals.

    The event will take place on Monday 28

    April andwill be for distribution toneedypre-

    schools in and around the Cape Metropole.

    Says David Jacobs, Cape Town branch ma-

    nager of Stop Hunger Now: While we have

    much to celebrate as a nation these 20 years,

    there is a lot still to do to ensure that South

    Africas most vulnerable citizens, our child-

    ren, can enjoy the benefits of our freedom.

    The event takes place in CapeGate Centre

    centre court (opposite House & Home) over

    two sessions beginning at 09:00 and 11:30.

    As the event is limited to 120 volunteers,

    anyone wishing to give of their time needs to

    The Athlone School for the Blind is celebra-

    ting another accolade with recognition for

    a learner in a major essay competition.

    Soraya Eckleton was in grade 7 last year

    when she entered the Lions International

    Essay Contest for Visually Impaired youth.

    This competition comprised entries from

    the Lions District South Africa and Nami-

    bia and she did the school proud by achie-

    ving second place for her essay, OurWorld

    Our Future.

    We are very proud of Soraya, says Bar-

    bary Davis, cultural co-ordinator at the

    school.

    This is a fantastic achievement and

    through it we hope to encourage other lear-

    ners at the school to take part in this years

    competition.

    Were just waiting for them to announce

    the theme for this year.

    Davis added that some of the learners ha-

    ve had an exciting time lately, when they

    went camping earlier this month.

    I would like to thank the principal and

    transport staff who made it possible for me

    to give our learners theopportunity to enjoy

    an awesome fun-filled and enriching camp

    at the beginning of April.

    It was held at Camp Hope in Glencairn

    and sponsored by the Rainbow Dreams

    Trust.

    I believe that through cultural activities

    children are able to build their self-esteem

    and confidence. They can develop their ta-

    lents from their own strengths and this gi-

    ves them hope and faith and teaches them

    how to dream and reach their dreams.

    TheDepartment of Science andTechnolo-

    gy (DST) and the National Research Foun-

    dation (NRF) last Tuesday launched a new

    Centre of Excellence inFoodSecurity at the

    UWC.

    This centre of excellence is the first to

    be co-hosted by a historic black universi-

    ty, science and technologyminister Derek

    Hanekom said.

    He said UWChadmade great strides over

    the last 13 years and he emphasised that

    food securitywas high on the governments

    list of priorities.

    Acute poverty

    Hanekomnoted that despite SouthAfrica

    being relatively wealthy, almost 25% of the

    population was food insecure.

    This is largely in the deep rural areas

    or former bantustans wherever poverty

    is at its most acute, Hanekom said.

    The centre will run in conjunction with

    the University of Pretoria and is headed by

    Prof Julian May and Prof Stephanie Bur-

    ton.

    May said: Food security means all peo-

    ple need to have physical and economic ac-

    cess to sufficient, safe and nutritious food

    to meet their dietary needs and food prefe-

    rences for a healthy and active lifestyle.

    This centre of excellence (CoE) became

    the fourteenth of its kind since the incepti-

    on of the CoE programme 10 years ago, and

    aims to make food readily available natio-

    nally and locally so all people have access

    to it, Hanekom said.

    Obviously, food security is a subject that

    requires comprehensive treatment...it in-

    volves questions of agricultural production

    systems, market dynamics, nutrition, peo-

    ples habits and preferences, our social se-

    curity system, and so on.

    This is one reason why achieving food

    security is such a challenge, and why the

    centre of excellence approach is particular-

    ly appropriate in this case, Hanekom said.

    Overarching questions

    Dr Albert van Jaarsveld, chief executive

    officer of theNRF, said: According to a stu-

    dy released in 2013 by the Human Sciences

    Research Council, more than half of South

    Africas population does not have regular

    access to enough food.

    UWC stated the new CoE will investigate

    three overarching questions:

    VHow global and national food systems

    are changing and how this affects the sus-

    tainability, availability, access and attribu-

    tes of food.

    VDetermining who the food insecure

    are:where theyare located,what their choi-

    ces, strategies and opportunities are, their

    health and well-being, and how these as-

    pects change in response to changing food

    systems.

    VWhat policies, technologies, interventi-

    ons and products enable access to afforda-

    ble and nutritious food in ecological, econo-

    mic, social and politically sustainable

    ways.

    Hanekom added that the new CoE would

    be bringing together experts and resear-

    chers from19 SouthAfrican and internatio-

    nal institutions.

    It will not look at agricultural producti-

    vity in isolation, but will take a farm to

    fork approach to the food system.

    Some youngsters in Delft had a delicious

    Easter treat when a local church hosted a

    special Easter egg hunt for them.

    The Hearts of Compassion Ministry, run-

    ning under the auspices of the Emmanuel

    Worship Centre in Mitchells Plain, is a

    group of volunteers who serve their com-

    munity in various capacities.

    For their special event they were assisted

    by the Consular General of the Peoples Re-

    public of China in Cape Town, as well as

    various Chinese businesses who helped

    them provide the afternoon of fun for the

    children.

    With financial help fromtheir congregati-

    on and donations provided by various com-

    panies, they are also able to run a feeding

    scheme, initiate toy drives, clothing drives,

    and senior citizens pamper days, as well as

    spoil children at organised childrens

    A part of the citys draft budget proposal

    currently under review is the restructuring

    of policies suchas relief offered to its poorer

    residents.

    Johan van der Merwe, head of the citys

    finance portfolio committee, said such poli-

    cies would be administered in the next fis-

    cal year starting 1 July, provided the provi-

    sional budget was accepted.

    Part of the concept budget is the concept

    policy on indigent relief. When the concept

    budget is approved at the end of May, we

    will have concrete figures to consider for

    approval regarding policy for poverty alle-

    viation, he said.

    The figures in the draft policy reflect

    that which can be revised after public parti-

    cipation process have been completed, and

    will be effective as of the new financial boo-

    kyear.

    He said the financial form this care

    would take, once theprovisional budget and

    policies were accepted, was as follows:

    VFree basic services to those with proper-

    ties valued at less than R400 000.

    VFree basic services to those with a gross

    monthly household income of R3 500.

    VSenior citizens qualify for rates rebates

    if their gross monthly household income is

    less than R12 000 per month.

    VInidgent grants provide a 100% rates re-

    bate, an additional 4,5 kl of water and a free

    240 litre refuse bin for all households with

    a gross monthly income of R3 500 or less.

    V75% rates rebate for residents with an

    income between R3 500 and R4 000.

    V50% rates rebates for residents with an

    income between R4 000 and R4 500.

    V25% rates rebate for residents with an

    income between R4 500 and R5 000 for

    2013/2014.

    Van der Merwe said in genereal the elec-

    tricity tariff blocks apply per calendar

    month and not per purchase. He advised

    pre-paid electricity consumers to only pur-

    chase the necessary amount of energy they

    need in a month.

    This will keep the amount paid as low

    as possible.

    We have a small business. We

    work day and night to keep

    our business going. Most

    months we earn enough for a

    basic living, but sometimes we

    do not have food on our table.

    I just read in a local newspa-

    per about a company a small

    business like ours that was

    sued by a client for not doing

    the work the way the client

    wanted it done. The client says

    within 24 hours the owner of

    the business was there to do

    the job. But after it was done,

    he struggled to get the busi-

    ness owner back to fix minor

    things.

    As customers we are told to

    complain about everything.

    But, we are forced to start

    small businesses because we

    are unable to find work in our

    country.

    We have to jump at every

    work opportunity that comes

    our way. We do not always

    have money to go back to

    completed jobs, as we have to

    jump to the next job to sur-

    vive.

    The business owner I men-

    tioned had to pay a large sum

    back to the client. He did not

    pay until the client threatened

    with further legal action.

    I bet he did not have the

    cash to pay straight away. We

    also live from one job to the

    other, with no cash in between.

    Please consider small busi-

    ness owners positions. Do not

    fight and threaten legal action

    on every little aspect. We want

    to make you happy, but

    sometimes things go wrong.

    Help us grow and do not try

    your utmost to break us down.

    Our economy is bad and, as

    small business owners, we are

    the first to feel the impact.

    I have been fortunate to live in

    paradise opposite Amandel

    Close and Fynbos dams for the

    past 22 years. Lately, a lot of

    people who do not live in the

    area have discovered the

    beautiful spot. They live in

    Protea Valley, Riebeeckshof or

    Oude Westhof to name a few.

    There is no problem with that.

    They come here with their

    dogs also no problem, but

    they let their dogs use the place

    as a public toilet and do not

    clean up after them. We never

    had a problem with flies, but

    now we have flies throughout

    the year.

    I take walks there and have

    only seen one woman with a

    plastic bag in her hand. She

    ties the bag over her hand and

    picks up what her dog leaves

    behind.

    I spoke to her and she was

    also upset that people just leave

    the dog mess behind. She said

    in the country she came from,

    people would never think of

    being so careless.

    If they did, they would get a

    fine.

    If your dog gets sick, you take

    him to the vet because you love

    your dog. So why not clean

    after him?

    If you dont like to take

    droppings in the bag home,

    throw it in the bins provided.

    Come on people, bring back the

    magic to the Magic Forest.

    was well attended. We even had

    animals, which was something

    my daughter will never forget.

    We are in full support of the

    circus and will always welcome

    them back to Parow.

    Maybe the people at the

    robots should have taken 10

    minutes to see for themselves.

    This circus is nothing but

    amazing and made me think of

    my childhood, when we also

    visited the circus. Those years

    it was a huge event at the old

    Goodwood Showgrounds.

    A champion disabled athlete is motivating

    young people to appreciate the advantages

    they have in life.

    FabianMichaels (29) from Elsies River is

    following his dream to become a world

    champ by recently participating in the

    South African Games for the Disabled held

    in Stellenbosch. Competing in the F35 class

    forCerebral Palsy athletes, he broke the all-

    Africa records for discus, javelin and shot-

    put.

    In fact, I broke the shotput record four

    times already, he says with an infectious

    smile. When it comes to the international

    scene in this class in javelin I am second

    in theworld rankings, third for shotput and

    fourth in discus, but that will be improving

    shortly.

    International achievement

    Fabian is no stranger to international

    achievement. As a junior he was a world

    champion in javelin and won medals at the

    Paralympics in Athens and Sydney.

    His recent achievements have motivated

    him to concentrate on his sport and partici-

    pation in more international events.

    My coaches in Stellenbosch have been

    part of thismotivation forme to aimhigher,

    but I am going to need more sponsorship to

    take part in those events more regularly,

    he says.

    People must see disabled sport in a new

    light, especially here in SouthAfricawhere

    we can play a big part in encouraging the

    able-bodied to achieve beyond any disad-

    vantages. If people start realising how

    much harder we must work to become the

    best at what we do it will inspire them to

    be the best with all their talents.

    Part of this hard work towards olympics

    in 2016 is travelling to Stellenbosch during

    the week for intense training.

    I have to use public transport every day,

    which is very difficult, he says.

    Positive goals

    Fabian also wants to make a difference

    in his community by motivating youth to

    work toward positive goals.

    I amdisappointedwith all the crime that

    attracts the youth in our areas. They are he-

    althy and able yet they cant look beyond

    their social circumstances to achieve in li-

    fe.

    Part of what want to do is to go out there

    and show children how I have made a diffe-

    rence, tell them howmuch harder I have to

    work and hopefully they will see a way to

    a brighter future.

    In conclusion the athlete feels very stron-

    gly about the nickname for the para-olym-

    pic team.

    Whymust we be called ama-kroko-kro-

    ko, we are not broken, we train just as

    hard as the able-bodied athletes if not har-

    der.

    home composting pilot study has, in

    just eightmonths, kept 40 tons ofwas-

    te out of city landfill sites.

    According to James Vos, chairperson of

    subcouncil 3, whose household is taking

    part in the study, home composting is a no-

    cost and rewarding excercise.

    Maintaining a garden can be costly and

    home-composting is a self-sustaining in-

    vestment. Furthermore, rich and healthy

    soil is required for the cultivation of our ve-

    getable garden, which saves us even more

    money in the long term, he says.

    The Vos household is one of nearly 650

    households takingpart in theongoing study

    conducted by the City of Cape Town.

    Feedback

    Each household has been provided with

    composting containers and instructions.

    They have agreed to provide the city with

    monthly feedback on the progress of their

    composting efforts, with the data being re-

    corded in notebooks issued to them.

    My wife and I are excited to be part of

    the pilot project Vos says. Many people

    start composting for practical reasons.

    Composting your leaves, grass clippings,

    garden waste and food scraps reduces the

    amount of garbage you generate.

    Our food scraps and yard waste current-

    ly make up 20 % to 30 % of what we throw

    away. Making compost keeps these materi-

    als out of landfills where they take up space

    and release methane, a potent greenhouse

    gas, says Vos.

    Ernest Sonnenberg, the citys mayoral

    committee member for utility ervices, says

    the study is being conducted as a result of

    the overuse of the citys landfill sites.

    The research is geared towards the citys

    goal of being a waste-wise society and our

    commitment to being a caring and well-run

    city. Composting has numerous environ-

    mental benefits: it reduces water use by up

    to 70% and reduces erosion and pollution,

    he says.

    Waste diversion

    According to the studys preliminary sta-

    tistics, of the 1,6 million tons of waste direc-

    ted to the citys landfills each year, approx-

    imately 6 % consists of garden and house-

    hold organic waste (95 000 tons per annum),

    while approximately 5 %ismadeupof orga-

    nic kitchen waste (80 000 tons per annum).

    This is equivalent to a possible average of

    11 kg per household per month of garden

    waste, as well as 10 kg per household per

    month of organic kitchen waste, Vos says.

    When organicmaterial is composted, car-

    bon is returned to the soil. Mulching (the

    placement of organic waste over soil to lock

    inmoisture and improve the soil condition)

    reduces water use by up to 70 %. Compost

    improves the garden soils water-holding

    capacity, thus reducing water needs, and it

    improves the resistance of plants to drought

    or dry spells. Mulches and compost reduce

    run-off, erosion and pollution, while com-

    post also improves the condition of roses

    and vegetables in the garden.

    Sonnenburg is encouraging all residents

    to make compost for their gardens. He says

    bins can be bought at garden centres and

    hardware stores, but if you do not want to

    spend money you can simply make a com-

    post heap in the corner of your garden.

    wat misdadigers kan help om oor nmuur

    of heining te kom. Dit kan ook n weg-

    kruipplek vir skelms wees.

    Justus het inwoners gemaan om vullis-

    drommenet op dae uit te sit wanneer vuil-

    goed verwyder word en dit dan so gou as

    moontlik weer buite sig te bre.

    Hy s vullisdrommewat rondstaan, kan

    leeglers lok en die indruk wek dat nie-

    mand tuis is nie.

    Some schools in the community have joined

    forces to get their learners involved in the

    fight against crime.

    In February this year four primary

    schoolsmetwith theWesternCapeEducati-

    on Department to outline a programme to

    combat crime and gangsterism in the area.

    Last week it all came together when Ty-

    gersig, Uitsig and Holy Trinity primary

    schools hosted the first of these interventi-

    on programmes presented by the Metro Po-

    lice Social Crime Prevention Unit.

    Guest speakers talked about the ills of

    gangsterism and there was lots of excite-

    ment and interest in demonstrations by the

    Metro Polices K9 unit, as well as the eques-

    trian units horse show.

    Margaret Johannes, SocialCrimepreven-

    tion Coordinator for the Cape Town Metro-

    politan Police Department, said in addition

    to this initiative it was also decided at the

    meeting that they wantd the learners to ta-

    ke part in a school play on the challenges

    they face.

    We want them to show us these challen-

    ges like bullying, peer pressure, gangste-

    rism, crime and drug abuse, she said.

    The school play is scheduled for the

    middle of May in the Cravenby Community

    Hall and rehearsals have already started.

    Our hope is that this type of initiative

    will grow and spread to other schools to te-

    ach learners that crime does not pay.

    Die Ravensmead-atletiekklub het onlangs

    sy jaarlikse prysuitdelingsaand gehou en

    by di rooitapyt-geleentheid in die SA-

    SNEV-sentrum, Pinelands het verskeie

    van die klub se voorste atlete met arms vol

    pryse weggestap.

    Fundiswa Sandi, wat bykans 1200 km in

    een kalenderjaar gehardloop het, was die

    klub se sportpersoonlikheid, asook sport-

    vrou van die jaar. Willem Fransman jr.,

    wat net oor die 900 km afgel het, is as

    sportman van die jaar aangewys.

    Sandi, soos Fransman en sy vrou, Edwi-

    na, het ook WP-atletiek in verlede jaar se

    nasionale stapbyeenkomsverteenwoordig.

    Daar het Willem n silwermedalje in die

    10 km en Fundi n bronsmedalje in die

    20 km verwerf.

    Di onwikkelingsklub, wat by Florida-

    park, Ravensmead bymekaarkom, het in

    2013 derde in dieWP-atletiek se klubliga ge-

    eindig. Tans is die klub reeds in die tweede

    posisie na ses ligabyeenkomste.

    Op Saterdag 26 April hou die klub vanaf

    07:00 sy jaarlikse gewilde wedloop oor

    15 km deur die strate van Ravensmead.

    Terselfdertyd sal ook n 10 km-stapwed-

    loop (07:15) en n pretloop oor 5 km (07:30)

    plaasvind.

    Klubatlete betaal R50 en lede van die pu-

    bliek R75 ( ongelisensieerde atlete).Vir die

    10 km-stap word R35 vir klubatlete en R55

    vir ongelisensieerdes gehef.

    n Pretloop vir die nie-so-vinnige atlete

    en kinders is R30.

    Verskeie pryse en n gelukkige trekking

    word ook n die wedlope gedoen.

    Registrasie begin reeds Vrydagaand van

    wo exciting prospects in Luke Michael

    (19) and Nathan Fredericks (28) will

    make their EFC debut on 5 June at EFC

    Africa 30 at GrandWest.

    They fight out of REPS Fitness powering

    Rico Hattinghs MMA academy in Bellville.

    Luke (lightweight) from Goodwood and

    Nathan (featherweight) from Kuils River

    are both excited about entering the hexagon

    for what is their first step towards glory.

    According to their trainer Rico Hattingh,

    both these guys have what it takes to make

    it to the top.

    Massive future

    I am so excited about these guys. Luke

    has amassive future aheadof him.He is only

    19-years-old and he puts his heart and soul

    into this. I sometimes have to tell him to stop

    to prevent him fromburnout. His dedication

    is phenomenal.

    Luke trains three times a day for six days

    a week. I simply love what I do. Besides my

    busy training schedule I help Rico with the

    training of children at schools, said Luke.

    Nathan reckons having the experience of

    Rico in his cornerwill have a calming effect.

    Rico brings a lot of experience and experti-

    se. For now, we are conditioning and prep-

    ping for anyone. When it gets announced

    who we will face, then we will sit down and

    look at the opponents strong and weak

    points. But themindset is thatwewill be rea-

    dy for anyone come 5 June, said Nathan de-

    terminedly.

    Underestimated

    Nathan gets underestimated a lot, when

    you stand in front of himhedoesnt look inti-

    midating. But let me tell you he is as hard

    as nails. He has the rightmindset, he is hum-

    ble and a helluva all-round fighter.

    So far I am happy with our preperation,

    the guys are looking good, they are fit and

    dont have any niggling injuries. We should

    know early May who their opponents will

    be. The gameplan for now is to strengthen

    their weak points and to improve their

    strong points even further, said a confident

    Rico.
