According to he, the workers often only clean certain roads. In her ward it’s mostly London Way and Keerom Street. “Then they are gone. Inside the area very little work gets done,” Brady added. She said EPWP workers get paid to work at the end of each month but contractors “dry out” the subcouncil. “EPWP workers only have one set of bags to work with per day. I am not saying they should fill 100 bags, but we’ve had several meetings and we’re not getting anywhere,” Brady said. Councillors were discussing the jobseekers report and EPWP projects when the matter was raised. Rina Simons, proportional councillor, shared Brady’s sentiments. “I often drive through wards 14 and 17 and it’s never clean. “These workers do not do the programme justice. The residents are complaining. What’s worse is that the EPWP people who clean the area often live there themselves,” Si- mons said. Themba Honono, councillor for ward 108 which includes Mfuleni, Fountain Village and Fairdale, also had a list of issues. “In my area the streets are very dirty, espe- cially with construction going on in the ward. This is a health risk and I want to call on those responsible to clean it up to do so,” Honono said. Majidie Abrahams, proportional council- lor, said if the City of Cape Town manages to minimise illegal dumping, it will be easier to clean up these areas.     The first batch of matriculants at Soneike

    High School were recently motivated to

    reach for their dreams and encouraged to

    pursue what they set their minds on.

    The motivational talk was done by mem-

    bers of a Cape Town based organisation,

    Dream Factory.

    Co-founder Laurian Nortje said Dream

    Factory specifically visited SoneikeHigh as

    its a brand new school and because the

    school is celebrating their first year having

    matriculants in its five-year existence.

    Dream Factory went to visit the school

    andmotivate the learners for thenewyear,

    Laurian said.

    Dream Factory was founded in 2011 by

    Laurian and her partner, Lusanda Gwayi.

    We started in 2011 and reached just over

    30 000 youth in the Western Cape as well as

    in KwaZulu-Natal.

    The organisation also has a bursary fund

    which currently sends four children to

    school. We are so excited about our brand

    new partnership project launching in

    March in collaboration with Google, called

    CS Clubs, where 10 schools will be intro-

    duced to coding workshops for free, Lauri-

    an said.

    ous and the Tour de France a distant

    dream, but for now learners at a spe-

    cial school in Kuils River are taking on an

    equally satisfying cycling challenge a

    spin-off against their principal.

    Several learners at the Alta du Toit

    School took to their cycling seats and start-

    ed peddling last week, challenging school

    principal Marius Erasmus to a marathon

    cycle.

    The challenge between Erasmus and the

    schools physically disabled cycling team

    and other learners is also a fundraising ef-

    fort to help raise money to have a tartan

    track constructed at the school.

    The learners will be cycling on bicycle

    rollers to see if they can cover the distance

    of 647kmwithin the weeks prior to the Cape

    Epic, challenging the distance Erasmus

    must cover during this competition this

    year. The Epic takes place from 13 to 20

    March. Erasmus is part of the USN team

    competing in it.

    The competition between the learners

    and Erasmus will also coincide with the cy-

    clists preparation for the Nedbank Nation-

    al Games for the Physically Disabled.

    By Friday 19 February the learners had

    already covered 254km.

    The Alta du Toit School offers tuition to

    learners with special educational needs.

    All of our learners are intellectually

    challenged. They followanadapted curricu-

    lumwhich focuses on life skills. A large per-

    centage of the learners have multiple disa-

    bilities including physical disabilities, ce-

    rebral palsy, epilepsy and visual and

    hearing impairments.

    Sport is one of themost important activi-

    ties at the school as it addresses many life

    skills areas and in many instances gives

    purpose to life, Erasmus said. The school

    has 360 learners aged 6 to 18 years.

    A large number of our learners reach

    great heights in their sporting endeavours,

    including provincial and national colours,

    saidErasmus. To this end, the funds raised

    through the Epic project will be allocated to

    the development of the school grounds for

    sport purposes, for example a 3 to 4 lane tar-

    tan track for training purposes.

    n an attempt to help curb cases of assault

    especially on women and children

    Kuils River police are planning to take

    more action against illegal shebeens operat-

    ing in the area.

    It is believed that shebeens and taverns

    selling liquor late into the night contribute

    significantly towards these crimes.

    Last week Constable Tshepang Hoffman,

    sector 2 commander, assured residents of

    Kalkfontein and Sarepta that more will be

    done to stop assaults taking place.

    He was addressing a group of about 25

    people at the sector 2 crime forum meeting

    held at Kalkfontein Primary School last

    week Thursday when he spoke of more

    raids planned for these illegal establish-

    ments.

    Assault cases are still amajor concern for

    the police who received a reported 32 cases

    in January.

    Assault with the intent to do grievous

    bodily harm of which there were 19 report-

    ed cases for January, Hoffman said, mostly

    occur in Kalkfontein followed by Sarepta.

    Most assaults occur over weekends and

    are mostly caused by an abuse of liquor,

    Hoffman said.

    He said the police are now looking at in-

    creasing their raids at shebeens and closing

    them over weekends.

    We are looking at overcoming this is-

    sue, he said.

    Someresidents also complainedabout the

    drug houses in Kalkfontein and gangs oper-

    ating in the area while others complained

    about thugs harassing and robbing people

    especially when on their way to work.

    Other issues highlighted at the meeting

    was once again the lack of police visibility

    and shortage of staff on duty during shifts.

    In hismonthly crime report Hoffman also

    gave an overviewof crime, the commonare-

    as in which it occurs and the days it occurs

    most.

    In it, he mentioned that just one murder

    was reported in the sector for January as

    well as one incident of rape and attempted

    rape.

    A total of 19 robberies were reported

    along with 13 cases of malicious damage to

    property and 19 housebreakings in sector 2,

    which includes Kalkfontein, Sarepta, Ma-

    bille Park and Brantwood.

    Sector chairman Martin Burke encour-

    aged residents to attend the sectormeetings

    held each month.

    The next sector meeting takes place on

    Thursday 17 March and all residents are

    welcome to attend.

    Miss Earth South Africa ambassador

    Andrea von Gunten, originally from

    Durbanville, is planning to cycle 109km in

    the upcoming Cape Town Cycle Tour to col-

    lect one tree per kilometre covered.

    Andrea, who attended primary and high

    school in Durbanville, now lives in Kenil-

    worth and challenges cyclists and support-

    ers to donate or sponsor a tree for this cause.

    Thiswill bemy third Argus that Im rid-

    ing and I thought instead of just riding it,

    why not ride it for a cause, she says.

    All the trees will be planted at schools in

    underprivileged communities, community

    centres, old age homes or any place in the

    Western Cape that needs greening and up-

    liftment.

    This project is about bringing communi-

    ties and people together and I want to be an

    example that you can take any ordinary

    event and turn it into something extraordi-

    nary. Small initiatives like this can turn into

    something great and thats what I hope to

    achieve with this, she says.

    She will be cycling with her father, Peter

    von Gunten, and her sister, Melanie. My

    dad has always been my inspiration as this

    is his 15th Cape Town Cycle Tour. He is the

    reason my sister and I are cycling today.

    Only indigenous trees such as Wild Olive,

    Grevias, Virgilia Oroboides and fruit trees

    will be suitable. Suggestions of schools or or-

    ganisations that are in need of greening are

    also welcome.

    esidents in the Esibaneni informal

    settlement in Mfuleni have been

    warned not to take the law into their

    ownhands, but rather report criminal cases

    to the police.

    A public participation meeting was held

    in the area last week where residents were

    warned not to participate in mob justice.

    Captain Nomathemba Muavha, Mfuleni

    police spokesperson who chaired the meet-

    ing, said about 85 people attended the meet-

    ing on Wednesday which was held on an

    open piece of land in Ntendane Street.

    Theywere informed that the policewere

    there to hear how they experience our ser-

    vice and also to find out how the police can

    serve them better, Muavha said.

    A crime overview for the area for Janu-

    ary and February was also given.

    The residents made mention that they

    have a problem with crime in their area.

    From 02:00 in the morning their houses

    are broken into and their belongings are

    stolen. They complained about poor re-

    sponse time by the police and urged us to

    patrol the area, Muavha said.

    The community was urged to continue to

    report criminal activity in their area, and

    not take matters into their own hands.

    They were made aware that when they

    report cases, those statistics speak to the

    province, national office and the govern-

    ment. They were warned against taking the

    law into their hands, as that is a crime in

    itself. The residents were also told that two

    wrongs never make a right, Muavha said.

    Muavha gave the assurance that, should

    there be sufficient evidence against a per-

    son for having a hand in the mob justice

    which led to the death of another person,

    that personwill be arrestedandwill face the

    wrath of the law.

    Public warned

    againstmob justice

    Parents of small children in Mfuleni have

    been encouraged to enrol their children in

    daycare centres rather than locking them

    up and leaving them alone at home.

    This word of advice was given to parents

    by the local police during a visit to one of

    the daycare centres in the area last week.

    Mfuleni police officials were addressing

    parents at the Jabulani Daycare Centre in

    the Bardale informal settlement on Friday

    where they alsowarned parents not to leave

    the children in the care of their siblings.

    When the children are at crche, it mini-

    mises the risks of themgoingmissing, said

    police spokesperson Captain Nomathemba

    Muavha.

    The Jabulani Daycare Centre has 44 chil-

    dren aged three months to five years.

    Ntombekhaya Sifuba, owner of the new

    crche, said she noticed many children on

    the streets who are left unattended and de-

    cided to use her home and start a crche.

    Sifuba, who loves children, went on to

    study Early Childhood Development which

    made it easier for her to start the crche.

    She also often helps mothers who have to

    leave their children for a day when they

    have to attend job interviews.

    The police visited her (Sifuba) and hand-

    ed over some toys, books to read, puzzles

    and blankets. We also had a talk on safety,

    Muavha said.

    The daycare centre is still in need of cots,

    tables and chairs.

    es last week when she visited the Sto-

    dels Garden Centre in Kenilworth she de-

    manded water wisdom.

    There was a buzz at the busy centre last

    Wednesdaywhen she arrived and customers

    welcomed her by singing happy birthday

    with gusto, but there was a serious side to

    her visit.

    The visit in Kenilworth was to promote

    water wise gardening, an initiative by the

    City that will see water saving ambassa-

    dors employed in all garden centres around

    theWestern Cape to help customers learn to

    save water and reduce their water bills.

    With dams currently at 42%, environmen-

    tal awareness is at the top of the mayors

    agenda in terms of water saving after the an-

    nouncement of Level 2 water restrictions in

    December last year with a concomitant 20%

    increase in the water price.

    De Lille feels now is the time to kick-start

    anactionplan to savewater, startingby talk-

    ing to gardeners about waterwise garden-

    ing. During this informal visit she chatted

    to customers about water wise gardening

    and promoted ways to save water not just

    for the Western Cape and South Africa, but

    also for the planet.

    This waterwise initiative is considered a

    partnership between the City of Cape Town

    and Stodels Nurseries.

    The mayor also used her visit to highlight

    some important strategies.

    It is vital that we start changing peoples

    behaviour in terms of water usage and edu-

    cating themabout globalwarming, the rami-

    fications of water shortages such as in-

    creased food and water prices and the very

    real possibility that if we dont reduce water

    consumption, this resource could run out.

    People must be informed of the current

    water restrictions, the reasons they have

    been put in place and the importance of ad-

    hering to them, she said.

    Nick Stodel, MD of Stodels Nurseries, was

    delighted the mayor chose Stodels as the

    venue for this drive about water saving and

    waterwise gardening, which is also high on

    his agenda.

    As part of this water saving programme

    the Expanded Public Works Programme

    (EPWP) at the City is utilising unemployed

    citizens to act as water saving ambassadors

    within various garden centres in the West-

    ern Cape.

    The EPWP has a large database of unem-

    ployed people and any subcouncil can enlist

    them to carry out short term work.

    Stodels Nurseries has been running a

    campaign since the beginning of February

    to educate gardeners about waterwise gar-

    dening including the use of waterwise

    plants, water saving granules, mulching to

    stop evaporation, adaptinggardens to the ex-

    istingwater restrictions and generally offer-

    ing tips about savingwater andmaintaining

    a beautiful garden.

    Thewater restrictions are set to continue

    and it is up to each of us to contribute to a

    reduction in consumption not only to save

    on water bills, but to save this precious re-

    source and our planet, explained De Lille.

    Kuils River women invited to join soccer club

    he police are investigating an explo-

    sion in Blackheath which rocked a su-

    permarket last week.

    The explosion at the Austinville Super-

    market in Vineyard Road, was the second

    similar incident to hit the store.

    Last year the FNB ATM inside the store

    was targeted. The ATM was replaced by a

    Capitec ATM.

    On Monday Kleinvlei police spokesper-

    son Captain Florina Muller said this ma-

    chinewas also destroyed in the latest explo-

    sion during a suspected burglary. The inci-

    dent occurred in the early hours of Friday

    19 February at about 02:00.

    Four unknown suspects fled from the

    scene moments before the police arrived,

    Muller said. An unknown amount of cash

    was stolen as well as cash from the tills.

    The ATM machine inside the store was

    bombed. The suspects gained access

    through the front door using a crow bar,

    Muller said.No suspects have been arrested

    and a case of burglary and malicious dam-

    age to property has been opened.

    The case has been transferred to the Di-

    rectorate for Priority Crime Investigation

    (DPCI) for further investigation. In Septem-

    ber 2014 the same store was also robbed by

    six armed men.

    TygerBurger reported on the event in

    whichanundisclosed amount ofmoneywas

    stolen from the premises.

    No shots were fired during the attack and

    no one was injured.

    A Wesbank teenager was arrested over the

    weekend after the police found a home-

    made gun in his possession.

    Mfuleni police spokesperson Captain No-

    mathemba Muavha said on Monday the

    teenager (19) was arrested after he started

    acting suspiciously.

    A black home-made firearm with two

    live rounds was found in possession of the

    teenager who started to act strangely when

    the police approached him in Westering

    Street, Wesbank.

    The suspect was arrested and charged

    with the possession of a prohibited firearm

    and illegal ammunition, Muavha said.

    The police requested the community to

    come forward with information that could

    assist them in apprehending suspects that

    have illegal or unlicensed firearms in their

    possession, Muavha said.

    There will be a monetary reward should

    the police find the firearm and successfully

    arrest the suspect, Muavha explains.

    Apart from this arrest the police also

    managed to arrest a further 26 suspects on

    various other charges.

    Muavha said several operations were

    held to apprehend these suspects. The char-

    ges vary between theft, assault, drunk driv-

    ing, the possession of dangerous weapons,

    the possession of prohibited firearms, do-

    mestic violence and the possession of drugs.

    n Monday morning seven robust cy-

    clists took to the road in Brackenfell

    to end in Oudtshoorn next week after

    a gruelling 470km journey.

    Joining the cyclists from the Mountain

    View Cycling Club from Goodwood Correc-

    tional Services is Jody Adams, a youngman

    with Down Syndrome.

    Their mission: to raise money for the

    cause and celebrate 40 years of awareness of

    this condition in the Western Cape.

    Cape (DSAWC) was formed in 1976 to pro-

    vide support and services to people with

    Down Syndrome (DS) and other similar in-

    tellectual disabilities, and their families.

    Our programmes are aimed at improving

    their quality of life in order to help them find

    their purpose in life. We want people with

    DS to develop to their full potential to take

    their rightful place in society as independ-

    ent and valued citizens, says organisation

    spokesperson Liza Rossouw.

    For the past 16 years DSAWC has been the

    beneficiary of the money raised by the

    Mountain View Cycling Club on their annu-

    al cycle tour to Oudtshoorn.

    The group of 10, which includes support

    staff, will stop at various towns along the

    route to create awareness for DS.

    This is done through visits to schools,

    churches and corporates along theway,who

    all participate and support this event.

    An aspiring singer in his own right, Jody

    will be singing at some of the schools they

    visit.

    This year is a very special year for

    DSAWCaswe are celebrating our 40th birth-

    day. The cycle tour will be the first of many

    events during the year.Wewant to thank all

    the schools, businesses and individuals who

    have participated over the past 16 years.

    This manhole cover is part of

    the main sewerage system in

    the area. During the removal

    not much care was taken to

    prevent pieces of brick and

    mortar from falling into the

    pipe system.

    My main concern is the

    manner in which the heavy

    cast-iron manhole frame was

    reinstalled. The frame was

    precariously balanced on lumps

    of asphalt to maintain the final

    finished height for the final

    finished road level. The new

    asphalt was cast around the

    cast-iron manhole frame and

    tamped into place to hold the

    manhole in place. No cement,

    concrete or brick was used at

    any time.

    It is my opinion, with the

    continuous use of the road by

    much traffic, both heavy and

    light, the pieces of asphalt

    holding the manhole cover in

    place will soon crumble and the

    manhole will collapse, creating

    a hazardous road surface. Also

    the amount of debris now

    constantly falling into the

    system will lead to complicated

    blockages of the sewerage

    system.

    I have not directed this letter

    to the municipality or the City

    of Cape Town, but am airing

    this concern publicly as a form

    of protest as to the quality of

    subcontractors that are render-

    ing a service to the municipali-

    ty.

    here seems to be no satisfactory an-

    swers when it comes to money simply

    disappearing from the accounts of Sas-

    sa beneficiaries.

    Every week TygerBurger and our sister

    publications receive numerous complaints

    from the public about money that mysteri-

    ously finds its way out of their accounts.

    While the amounts that disappear might

    not sound likemuch, they are certainly a big

    chunk out of the budgets of the elderly and

    other vulnerable people who receive these

    grants.

    In one of themost recent cases, R280 disap-

    peared from the account of an elderly man

    from Bellville. He and his wife are in their

    70s. Hiswife phonedTygerBurger in a panic,

    as this amount was part of their meagre

    monthly grocery budget.

    The woman complained that, not only

    were they treated poorly by the staff at the

    Sassa branch in Bellville, but they were also

    questioned about the probability that the

    money might have gone to airtime purchas-

    es. The couple do not own cellphones.

    My husband sat there from 08:00 that

    morning until 15:00, but they could not give

    him any answers. They treated him like a

    pig as if he were uneducated and poverty-

    stricken, she said.

    The woman behind the counter asked

    him if he had bought airtime. He said no, he

    didnt own a cellphone. Then she wanted to

    know if he had bought electricity, and he

    said no. We do not buy electricity using our

    Sassa cards.

    Every month we draw our full pension

    and put the money into a little bag. Then we

    work from that bag as we needmoney. I can-

    not believe people would steal from us like

    this.

    Bellville police confirmed fraud cases

    were being opened against Sassa.

    Yes, there is money disappearing from

    Sassa accounts. Yesterday (last Thursday) we

    opened three cases of fraud made by elderly

    people, said Bellville police spokesperson

    Major Fienie Nimb.

    The allegation is that money had been tak-

    en from their Sassa account that they had not

    given permission for, such as for airtime,

    she said.

    Any person who has received confirma-

    tion from Sassa that money had been taken

    from their account, without their permission,

    can open a case at their nearest police station

    for investigation.

    No control

    Sassa Western Cape spokesperson Shivani

    Wahab said they were aware of money being

    taken via electronic fund transfers (EFTs),

    but that they had no control over what hap-

    pens to grants once deposited.

    Contractor Cash Paymaster Services (CPS)

    handles these deposits.

    Once themoney is deposited into the card,

    Sassa has no control over how the money is

    utilised.

    She said that the card system meant EFT

    debits could take place, but that these could

    technically only take place after the money

    has left Sassas hands, and payment has al-

    ready occurred.

    The only deduction which can take place

    before the social grant is paid, is a deduction

    for funeral policy premiums, on request of the

    beneficiary, in terms of Regulation 26A of the

    Social Assistance Act, 2004, she said.

    Sassa is aware of the numerousEFTdebits

    which are taking place, and has instituted a

    number of actions, together with the Depart-

    ment of Social Development (DSD), she said.

    This includes a task team to investigate

    how to protect beneficiaries from being ex-

    ploited.

    Many of the EFT debits are in fact not ille-

    gal if itwere so, itwouldbe relatively easy

    to stop the activity. However, the actions

    are certainly immoral andnot supported in

    any way by either the DSD or Sassa, Wa-

    hab said.

    She added there was a dispute resolution

    mechanism in place to deal with the proc-

    esses Sassa staff can follow to help grantees

    when unauthorised EFT debits occur.

    All social grant beneficiaries are sus-

    ceptible to ... marketing of financial prod-

    ucts, not only the elderly.Wehave received

    numerous complaints fromcaregiverswho

    receive the child support grant who have

    also experienced this challenge, she said.

    Sassa is doing everything it can to en-

    sure that any social grant beneficiary who

    complains about EFT debits off their social

    grant is promptly assisted.

    She said beneficiaries should not make

    any financial commitments by responding

    to cellphone marketing that encourages

    them to key in numbers, or to agree tele-

    phonically for the purchase of products.

    Beneficiaries should also avoid taking

    loans or policies, especially where they do

    not understand the terms of the repay-

    ments, she said.

    Call Sassa helpline

    She added beneficiaries should not use

    their Sassa card as security to loans, re-

    spond to cellphone SMSes offering prod-

    ucts such as airtime, electricity and other

    financial products, or authorise any deduc-

    tions except for the single legislative and

    Sassa approved funeral policy that

    shouldnt exceed 10% of the entire grant

    value.

    To see the money being eroded through

    financial service providers whose purpose

    is financial gain, is extremely concerning.

    V Beneficiaries can call the Sassa helpline on

    0800 60 10 11, and should not go directly to CPS

    or Grindrod Bank.

    DVDs and CDs were de-

    stroyed in Brackenfell on

    Friday by the Films and Publica-

    tion Board (FPB).

    The confiscated goods, con-

    nected to 46 criminal cases, were

    accumulated in the Western

    Cape over a period of about four

    months. Piles and piles of coun-

    terfeit goods were manually fed

    into a heavy-duty shredder in

    Brackengate Industrial Park.

    In an interview with Tyger-

    Burger, the FPB regional coordi-

    nator for Cape Town, Clive Bor-

    man, explained the detrimental

    affect the counterfeitmarket has

    on the film and entertainment

    industry.

    The industry losesmillionsof

    rand annually. The goods being

    destroyedhere today account for

    a R5 million loss; we do this

    quarterly, he said.

    Take for instance the latest Le-

    on Schuster film, Schuks! Pay

    Before the movie was re-

    leased in 2015, there were literal-

    ly hundreds of pirated copies

    available on street corners in

    Cape Town for between R10 and

    R20 a copy. Due to the extent of

    the big scale piracy, local pro-

    ducers, actors, artists and em-

    ployees involved in the produc-

    tion of this film suffered losses,

    he says.

    Why would consumers pay

    R200 for themovie at sayMusica

    or up to R55 to view the movie

    only once at the cinema? And

    therein lies the problem, says

    Borman.

    As long as there is a demand,

    the unending supply will con-

    tinue, costing the industry bil-

    lions. The same applies to the

    countless video shops that have

    closed down in Cape Town in

    recent years. Consumers

    wont pay to hire it if they can

    own it for half the price.

    Sadly, the economic ramifi-

    cations on the country in terms

    of job losses are devastating.

    In recent years, says Bor-

    man, the majority of perpetra-

    tors selling pirated material

    were foreigners coming into

    South Africa looking to make a

    quick buck.

    Although the FPB has its

    own compliance unit, they

    dont have arresting rights,

    saysBorman, and therefor they

    have to work in joint opera-

    tions with the police and Cape

    Town law enforcement units.

    Counterfeiters will down-

    load the movie from the inter-

    net and go into mass produc-

    tion at so-called counterfeit

    production houses around the

    city.

    Its during clampdownoper-

    ations at these houses where

    the counterfeit items are con-

    fiscated.

    In terms of the Counterfeit

    Goods Act perpetrators are

    fined up to R5000 per item or a

    prison term for three years, or

    both. In the case of second or

    third convictions, the fine in re-

    spect of each item can be up to

    R10 000 or five years imprison-

    ment.

    roperty owners will now

    be able to view the latest

    valuation for 2015 of their

    property.

    The City of Cape Town has

    completed the General Valua-

    tion Roll (GVR) for 2015 and it

    was published on its website

    last Friday.

    According to a media release

    by the City, property owners

    will soon receive an official no-

    tice in the post or via email, ad-

    vising them of the 2015 valua-

    tion of their property or proper-

    ties.

    The City produces a GVR

    once every three years.

    The percentage increase or

    decreaseon thevalueof apartic-

    ular property or properties

    does, however, not necessarily

    equate to the percentage in-

    crease or decrease in future

    rates payments, IanNeilson, the

    Citys executive deputy mayor

    said.

    The Citys GVR is based en-

    tirely on the market value on 1

    August 2015. The City Valuer

    makes use of a computer model-

    ling programme called Comput-

    erAssistedMassAppraisal (CA-

    MA), which uses sales data, aer-

    ial imagery and other property

    information such as the proper-

    tys location, size, number of

    rooms, outbuildings, general

    quality and property view to de-

    termine the market value of a

    property.

    The results are then reviewed

    by professional property valu-

    ers and adjusted if necessary.

    There is no involvement bypoli-

    ticians in the determination of

    property values, nor may they

    be involved in dealing with any

    objection to a valuation, wrote

    Neilson.

    Market value or not?

    As the Citys GVR is based en-

    tirely on the market value on

    1 August 2015, for the purposes

    of any objection to a valuation,

    the percentage change from the

    last valuation is not relevant,

    nor is the impact on the rates

    bill. The only consideration is

    whether it is the market value

    or not, Neilson continued.

    The rates adjustment will be

    tabled at the end ofMarch at the

    start of the public participation

    process on the Citys budget.

    Property rates based on the

    GVR for 2015 will be billed from

    1 July.

    As soon as the rate-in-the-

    rand has been tabled, property

    owners will be able to use the

    rates calculator on the website

    to determine the rates payable

    on their property as from 1 July

    this year.

    Property valuations are car-

    ried out regularly to ensure that

    property owners pay a fair

    share of the total rates income

    required to operate the City,

    wrote Neilson.

    Property rates contribute to

    various municipal services

    which are for the benefit of all

    residents. This includes disas-

    ter management services,

    roads, traffic and street lights,

    and themaintenance of commu-

    nity facilities and public spaces.

    Property valuations are not

    done to chase a surplus or to

    make money out of ratepayers.

    The budget needed for thesemu-

    nicipal services is carefully cal-

    culated and property rates con-

    tribute to the budget, he wrote.

    If a property owner disputes

    the valuation of their property,

    a well motivated objection in

    which the property owner must

    prove that themarket valuation

    is incorrect, may be submitted

    by no later than 29 April to the

    City Valuer.

    Objectionsmay also be lodged

    via the Citys e-services or resi-

    dents portal.

    Property owners can view the

    latest GVR for 2015 by visiting

    www.capetown.gov.za/proper-

    tyvaluations. They are also en-

    couraged to visit the Citys pub-

    lic inspection venues to view

    their property valuation and to

    engage with staff on the infor-

    mation that the City has at its

    disposal, which includes the

    sales data for a particular area.

    The public inspection venues

    in the northern suburbs are the

    conference room at the Bellville

    municipal building (next to

    Northlink College, opposite

    Sanlam), the Brackenfell coun-

    cil chambers and theminor hall

    at the Parow Civic Centre.

    Police have appealed to firearm

    owners to apply for renewal at least

    90 days before the expiry date.

    According to a statement from

    national police, the purpose of re-

    newing a firearm licence or permit

    is todetermine if a person still com-

    plies with the provisions of the

    Firearms Control Act of 2000 and

    the Firearms Control Regulations

    in order to ensure effective control

    and responsible firearm and am-

    munition ownership.

    All applications for the renewal

    of a licence or permit to possess a

    firearm are subject to the provi-

    sion that the applicant must be in

    possession of a valid and relevant

    competency certificate. Any per-

    son who wishes to renew their li-

    cence to possess a firearm, to deal

    in firearms, to manufacture fire-

    arms or to conduct business as a

    gunsmith, must at least 90 days

    before the expirydate of the licence

    apply for the renewal of the appli-

    cable licence as well as a renewal

    of the competency certificate.

    Whereas some of the require-

    ments are that the applicant must

    be a South African citizen or a per-

    manent resident, be above 21

    years, be gainfully employed, and

    more, it is advisable for the appli-

    cant to get in touch with the desig-

    nated firearm officer at their near-

    est police station for clarity on any

    part of the information or to visit

    the SAPS website. All applicants

    are required to produce a compe-

    tency certificate for that category,

    identity document or proof of per-

    manent residency, and proof spe-

    cific for that category of licence/s.

    Renewal process starts

    Voters participating in the upcom-

    ing municipal elections will be

    able to register to vote on theweek-

    end of 5 and 6 March at their local

    voting station between 08:00 and

    17:00. The election is set to take

    place between May and August.
