Truck and Bus Fleet Calculator Data Upload Instructions Revised 11/23/2016 Introduction The Truck and Bus Fleet Calculator (Calculator) is a spreadsheet compliance tool designed to allow fleet owners to model potential compliance pathways. The fleet calculator is not a replacement for understanding the regulation nor is it a substitute for reporting in the Truck Regulation Upload Compliance and Reporting System (TRUCRS), if required. The Calculator has been updated to allow fleets to explore compliance options using the data input into TRUCRS by the vehicle owner. Fleets may also continue to use this tool as originally designed and enter information into a blank fleet calculator if desired. Truck and Bus Fleet Calculator Data Upload Instructions

Introduction

The Truck and Bus Fleet Calculator (Calculator) is a spreadsheet compliance tool designed to allow fleet owners to model potential compliance pathways. The fleet calculator is not a replacement for understanding the regulation nor is it a substitute for reporting in the Truck Regulation Upload Compliance and Reporting System (TRUCRS), if required.

The Calculator has been updated to allow fleets to explore compliance options using the data input into TRUCRS by the vehicle owner. Fleets may also continue to use this tool as originally designed and enter information into a blank fleet calculator if desired. The following document contains detailed step by step instructions on how to use the updated Calculator.

Download and Open the Calculator

Download the Fleet Calculator and save the file to a known location, such as your desktop, at https://www.arb.ca.gov/msprog/onrdiesel/compliancetool.htm

If after opening the file you get a warning message stating the file is in protected view, click “Enable Editing” and then click the green “HERE” button to proceed. Note that the calculator is compatible with Microsoft Excel and requires Macros to be enabled. If you have issues enabling the Macros, review the “How to Enable Macro” document located at the link referenced above.

The Instruction page of the fleet calculator provides an overview of the various compliance options available.

If you receive an error message close the file and re-open it.

The Calculator provides offers two ways to assess data:

Explore Various Compliance Strategies – Provides a blank spreadsheet and allows the manual addition of fleet information to assess compliance using different strategies.

Import Reported Fleet Information – Allows data to be imported based on a specific fleet that is reported in TRUCRS. This option is newly available.

The following section shows how to download and add the data file from TRUCRS. If you chose “Explore Various Compliance Strategies”, skip the next section (Option 1).

Option 1: Download Fleet Data for Analysis

Log into your TRUCRS account and navigate to the “Vehicle Info” tab. Click the button “Download for Fleet Calculator.” Save the file in a location you will remember such as your desktop. Do not modify the name of the .fcf file.

Return to the Calculator and click “Here” to begin using the tool. Select the “Import Reported Fleet Information” and enter the TRUCRS ID. Click on the “Load Fleet” button (do not hit enter) and select “Agree and Proceed” after reading the message.

Next you will need to open the file you downloaded from TRUCRS and saved. The system will take a moment to process the data. If you have multiple fleets (identified as having a parent-child relationship) select “Yes” to add the fleets. Most users only have one fleet and would select “No” to complete the upload process.

In the completed spreadsheet you will be able to see a list of your vehicles, engine model years, and the selected compliance path.

Under “Action Selection” you will be shown a list of compliance options in a drop-down menu by hovering your pointer over the right side of the cell in the action selection column. A down arrow will appear which will display a drop down menu listing available compliance options. Your vehicle may not be eligible for all of the options displayed. You may select various compliance options in this column to help develop a future compliance path for the fleet. By changing the compliance option selected in the action section, the fleet calculator will help you determine how to stay in compliance year after year.

The only way to delay installing a retrofit Particulate Matter (PM) filter, upgrading your engine, or retiring your vehicle, is to report annually for a flexibility option. If you choose to use a flexibility option, you may be asked to submit proof of eligibility before you will be able to claim the desired option.

Changes made in the fleet calculator are not automatically reflected in your TRUCRS account. The fleet calculator does not connect to and is not a substitute for reporting in TRUCRS. Be sure to make any changes in the TRUCRS system by January 31 of each reporting year!

Option 2: Explore Various Compliance Strategies

Once “Explore Various Compliance Strategies” is selected, a blank spreadsheet is provided that allows the manual addition of fleet information to assess compliance using different strategies.

A pop-up window will appear listing three different compliance options available in the Truck and Bus Regulation. Please note that the Phase-In Option, Small Fleet Option, and all Agricultural Extensions are closed to fleet owners newly reporting. These options are included to assist fleet owners that opted into various options by the applicable deadline to model their upcoming requirements.

“Model Year Schedule – No Reporting” - In this option the choices are to retrofit, replace, or retire a vehicle following the standard compliance schedules. Users will also need to review and agree to the “Usage Agreement” before proceeding. Reporting is not required if you are using the Engine Model Year Schedule to comply.

Enter the following vehicle information into the spreadsheet: Gross Vehicle Weight Rating (GVWR) over 26,000 pounds (yes or no), engine model year, and compliance path if any.

If you select a compliance option that requires reporting, a pop-up window will remind you to report your fleet in TRUCRS. This window also has a button that will allow you to be taken directly to TRUCRS by clicking “Portal to TRUCRS Log-In.” Vehicles cannot claim an option that requires reporting unless it is open reporting. Reporting is open annually during the month of January.

“Model Year Schedule - Reporting” – Allows you to select various compliance options to see which one will work best for your fleet. Each compliance option has its own unique eligibility, compliance, and reporting requirement, which the Fleet Calculator does not check. It is the responsibility of the fleet owner to know the requirements of the Truck and Bus regulation and to report appropriately.

For vehicles that are eligible to use the Agriculture Vehicle extension or the Log Truck Phase-in Option, input the number of approved vehicles or “slots” you have. This number can be found on the Compliance Status tab in TRUCRS. The deadline to newly claim these options was January 31, 2015.

“Phase-In Option (Closed)” – The phase-in option is closed to fleets newly wishing to claim it. Only existing fleets that reported by the deadline show eligibility for this option in their TRUCRS account on the compliance status page. Credits for the Phase-In Option let you delay upgrade or purchase requirements and any credits you may have will be calculated by the TRUCRS system itself.

If your fleet has AG or Log slots, you will need to select yes to have compliance evaluated using the applicable option, as shown below.

There are a number of credits that can be used with the Phase-In Option and are listed below. Since these credits are already calculated in each specific TRUCRS the values that are found in the TRUCRS “Compliance Status” tab account be used to accurately reflect the current status using.

• Off-road transfer credit (expires January 1, 2017) • Fleet Downsizing Credit (expires January 1, 2018) • Early PM filter installation credit (expires January 1, 2018) Early OEM filter

credit(expires January 1, 2018)Alternative Fuel & Advanced Technology Truck credit(expires January 1, 2020)

Note: the entire column turns green when the fleet is compliant. Almost all credits expire by January 1, 2018.

Troubleshooting and Error Messages

You may get an error message when attempting to import your TRUCRS data. If the message states “TRUCRS ID entered does not match the file,” you may have mistyped your TRUCRS ID or the information you reported in TRUCRS is incomplete/incorrect. To correct this, please make sure all fields in your TRUCRS account are properly filled out and do not modify the default name of the .fcf file when saving. If you still have problems, please email [email protected].

If you are told “your fleet data file is more than a week old,” go back to your TRUCRS account and download the data again. Always make sure you are using the most recent version of the Fleet Calculator.

Compliance requirements become more stringent in later years. Vehicle owners should review the fact sheets with detailed eligibility information for applicable flexibility options at https://www.arb.ca.gov/msprog/onrdiesel/documents.php
