    Still, many of the lessons learned before it was decommissioned in 2011 proved to bequite valuable in the design of the first deep cities almost a century later.The technologies that truly opened the oceans to permanent habitation came from space.Many of the same physical and psychological challenges facing the inhabitants of Lunatransportation difficulties, environmental control, isolation, resource conservation andrecycling, defense, atmospheric integrity, social privation translate directly to undersea

    habitats. With the development and testing of these technologies on Luna, the isolationistNihonjin turned that technology Earthward. The Nihonjin government and the zaibatsudeveloped a ring of such undersea stations cooperatively, both to exploit the resourcesthat surrounded their Home Islands and to build a defensive "screen" to protect them fromAberrants and other invaders during the Aberrant War. With the end of the self-imposedQuarantine in 2103, Nippon's technology was made available to other world governmentsand corporations, and the seas were opened to all.We hope the enclosed information is helpful in giving you a perspective on these mostunique human habitations. Be warned, though, that some of it comes from commercialsources, and some elements may not be completely accurate.Oh, and beware of the dragons. Some of them are real.

    of whom were confirmed psions(mostly former Legionnaires andOrgotek employees of Nihonjinextraction). At present, the group hasover 20,000 members, includingnearly 100 psions of every aptitude.For the most part, Psi Nippon'smembers live and work in the de-militarized Makaro-shima station,though the group maintains officesand latency testing stations in theTokyo, Kobe, Kitakyushu and Sapporoarcologies.Okada and his wife Mieko still run thenonprofit group. More than half of itsmembers are involved in the group'soriginal PR mission: lobbyingmembers of the Nihonjin Assembly,making public speeches, writingletters to the editor and making pro-psion holo productions. A subgroup,the Psion Aid Society, providesfinancial, legal and psychological

    assistance to psions in Nippon,whether they belong to Psi Nippon ornot. While Psi Nippon's Giftedmembers may be involved in either ofthese missions, many promote thegroup's agenda simply by livingamong the public and doing goodworks on a local scale. The Nihonjinmilitary has called on Psi Nippon incases of Aberrant incursion, and eventhe police have grudgingly accepted

    their help in several cases.The Nihonjin government made theseovertures with the requirement thatpsion involvement be kept as quiet aspossible. Psi Nippon agreed; even abehind-the-scenes relationshipbetween Gifted and Nihonjin

    authorities still improves thegovernment's opinion of psions.Additionally, Psi Nippon isn't aboveleaking information to the public fromtime to time.Pursuing all of these operations canget quite expensive. Psi Nippon getsthe majority of its operating fundsfrom membership dues anddonations. A large number ofcompanies with an interest inopening Nippon to bioware areamong the largest donors to PsiNippon (for example, BioSystems,TechnoDyne, Taggac Corporation andBiocraft Incorporated). Orgotek is

    notably absent from that list.

    Behind the ScenesBehind the ScenesBehind the ScenesBehind the ScenesAfter only a few days in Atlantis Deep, Iheard mention of some sort ofclandestine action group. I did not havetime to gain enough trust before myabrupt departure to be told what it'sreally all about. I didn't even find out ifthis cell has a formal name. I've onlyheard it referred to as "the crew" or "thegroup." From what I've gleaned fromconversations in the mess hall, pumproom and refinery, this group engages insabotage, work slowdowns, intimidationand beatings in an attempt to push CRMiout and to keep disgruntled workers in

    line.I am reluctant to ascribe the group'sactions to either of the major Greek laborunions. While neither leaderacknowledges "the crew's" existencedirectly, they each publicly and privatelydecry its actions as contemptible(Ontiveros' view) or counterproductive(Laskaris'). Even so, there is a significantamount of quiet sympathy for the groupamong Turks as well as Greeks.I must point out that the stationadministration is far from blamelessregarding the strife in Atlantis Deep. Thecompany store soaks the workers byselling necessities like work boots andcoveralls at exorbitant prices on credit.The cafeterias are the same. Workersoften get so indebted to CRMi that itwould take years of 16-hour workdays atsubsistence-level living to get clear. As aresult, there's quite a brisk trade in black-market necessities and luxuries, whichthe station security staff does its best tostop.

    Speaking of the station's "security staff,"which is all Turkish and three times thenumber than is necessary in a facility this

    size. This thinly veiled goon squad relieson many of the same tactics "the group"uses to keep the workers in line. Sevenworkers were sent to the sickbay in threeseparate melees with security during mytime there. One of these beatings, I

    learned later, was spurred by a unionworker raucously insulting the foodprepared by one of the cafeteria cooks.One of the beating victims had to betransferred to a mainland hospital fortreatment since the sickbay lacked theproper equipment. It seems no systemwithin Atlantis Deep is immune tosabotage and theft. I was just asunfortunate. Sixteen days after my arrival,an unknown attacker paralyzed me whileI trailed a suspicious member of thepump room crew. I was subsequentlybeaten, waking up two days later in asmall sculapian hospice in Athens. I dida news archive search and found that onthe day of my attack, three people hadbeen killed by an explosion in the pumproom. The perpetrators could have useda taser on me and disabled thecomputerized safety systems by normalmeans. Still, we should not overlook thepossibility that we have a rogueelectrokinetic on our hands.Considering the station's strategic

    position near the Dardanelles Strait andthe recent reappearance of "Poseidon,"the Aberrant who claimed responsibilityfor the destruction of Castor Deep, wemust establish some sort of outpost onAtlantis Deep. But despite the necessityof our involvement, I fear that arming itagainst possible Aberrant activity will justput deadly weapons in the hands of twowarring camps. Until and unless the heartof the terrorist cell on Atlantis Deep canbe rooted out, and mutually beneficial

    contracts can be negotiated for theunions, I strongly recommend againstpursuing on's current plans.

The currentprince, David II, has his father's businesssavvy, but he has reversed the policy ofnot harboring Troomer refugees from theFSA. Bribes or no bribes, the FSM onlylooks the other way for so long.

    New TampaNew TampaNew TampaNew TampaWith the Aberrant Poseidon's bizarreflooding of Florida in 2058, the FederatedStates Military found itself with a new,undefended coastline and without aheadquarters for its Southern Command,which was previously situated in Miami.When it became clear that much of thearea surrounding the former peninsulawas too shallow to be patrolled bysubcarrier, and that the inland militaryinstallations were not up to the task, the

    military-corporate complex moved intoaction.The result, 22 years later and 7.7 billiondollars over budget, was New Tampa. Itwas an aerosub base built on stilts on anundersea rise approximately 20kilometers northeast of the former city ofTampa. Its 130,000 residents are mostlymembers or civilian employees of the

    FSM, though a significant number ofprivate entrepreneurs have securedcontracts to supply luxury, entertainmentand other goods to the personnel.Several of the FSM's corporate partners(notably, L-K Arms) have opened top-

    secret R&D and light manufacturingfacilities in New Tampa in the past fewyears. You can't beat 52,000 armed FSMtroops when it comes to corporatesecurity.But in the shadow of the city's massiveplatforms, tethered to their concrete andorbital steel legs, another city has grown."Undertown," a lashed-together collectionof derelict seacraft, is home to severalthousand squatters, refugees andhardscrabble entrepreneurs many ofthem descendants of survivors of thedisaster that destroyed the state. The FSAdoesn't acknowledge Undertown'sexistence officially. Privately, though,General Jocasta Reed has allowedUndertown's inhabitants to take refuge inthe station during the more severestorms that lash the area. And he haseven looked the other way when surplusresources "fall through the cracks" to helpthem rebuild afterward.

Variety in food andentertainment were likewise at apremium.Due to the lengthy isolation,

    monotonous routine, and sleepdisruption resulting from the lack of day/night cycles, personality disorderscropped up at an alarming rate. Some ofthe scientists became aggressive andargumentative, making unreasonabledemands on themselves and others untilthey collapsed from exhaustion. Others
