STF: TRP Volunteer Mileage Support

This project specifically supports the TRP rides that are provided by volunteer drivers transporting clients in their ownpersonal vehicle. The project provides funding specific to the mileage reimbursement to volunteer driver of the TRPprogram. Transportation is provided Monday through Friday. Riders simply call TRP to schedule a ride. Marketing is not done the traditional sense. Information about the service is regularly distributed to Community Partners.

2. Explain how your project is planned, designed, and carried out to meet the special needs of seniors and people with disabilities. Describe how the service need is determined and why is this project the best method to address the service need? (500 characters or less) When the existing TriMet services were reduced, or eliminated, Social Services was contacted to provide rides to the riders along the South End Loop lost their "JARC" service. The need remains for this area.

Clackamas County undertook a county-wide transportation needs assessment during 2013 to determine community transportation needs and priorities. This process identified "access to transportation" as an essential need in both our small rural communities and unincorporated areas of the county but in the urban/suburban areas as well. This need, county-wide, remains unchanged.

3. What percent of the population using this project are seniors and/or people with disabilities?

100% of the riders using the project are people with disabilities.

4. Does this project increase access or opportunity to people of color, low-income individuals or an underserved population? Please describe. (500 characters or less) By having both a Title VI and LEP Plan all providers are held to the mandate that no person shall be denied the benefits of, or be subjected to discrimination on the grounds of race, color, national origin, limited English proficiency, age, disability, religion, marital status, familial status, sex, gender, gender identity, sexual orientation, or source of income. Program information is available in Spanish, and Russian. For callers with limited English, if a native speaker is not staffing the phone lines then a “language-line” interpretation services are used to remove language barriers.

5. How does your project address the principles, strategic initiatives, and/or service gaps listed in the Coordinated Transportation Plan? (500 Characters or less) We continue to provide increased options for older adults and people with disabilities by providing a cost-effective, collaborative, attractive service where limited options exist. The Consortium provides an alternative option to paratransit, or inaccessible fix-route service, to older adults and persons with disabilities in the areas that have public transit as well as those in unserved areas of the County outside the TriMet service district. This also improves safety for seniors and adults with disabilities who typically would not have access to transportation for basic needs.

6. Describe how you collaborated or coordinated with other partner agencies or service providers to ensure that duplication of services is avoided? (500 Characters or less) TRP has worked together with the centers and local small transits since 1992 to address gaps in transportation services for the seniors and adults with disabilities. The Consortium is the designated coordinating council for Clackamas County and providers meet regularly to discuss ongoing issues and works together to assure the best use of limited STF funds. Duplication of service is avoided as providers have set service boundaries to ensure no overlap and regular coordination occurs between all providers with TRP filling in the gaps where the Centers or Transits can’t provide service.

7. Describe how you measure cost-effectiveness and how this project improves the cost-effectiveness of services. (500 Characters or less) Cost effectiveness is measured against paratransit service costs, currently more than $37/ride. TRP’s cost per ride in FY17/18 for the Paid Driver Service was $21.25/ride. Putting costs well below that of paratransit service. By leveraging other funds and services we are able to keep the costs of our base service well below the regional average for paratransit. Rides are grouped when possible, which increases the cost-effectiveness of transportation and provides a means of socialization to persons who may otherwise be socially isolated.

Currently, volunteer drivers are only used under the Volunteer Transportation Program portion in which volunteers provide rides in their own vehicle. As part of TRP’s ongoing commitment to transportation services the option of finding volunteers to operate our lift equipped vehicles will be explored.

(500 characters or less) This project is part of the community-based transportation services offered by the Consortium that provides riders vital links to other supportive services from the County and State. Any portion of this project, or our other projects, not being funded would have a detrimental impact on service delivery, as well as access to other vital self-sufficiency services for older adult and disabled households; many of whom are also low-income.

16. Please provide any additional information for consideration below. (500 characters or less) Since most of the riders receiving this service live in areas with no LIFT or other paratransit service, we anticipate that riders will continue need school/work transportation. Loosing this service would severely impact these riders, many of whom are developmentally disabled and living in group settings. Transportation options are severely limited and it may reduce their ability to maintain regular employment and engage in other activities that allow them to be fully integrated into their communities. Continuation of this funding is essential to maintaining service.

These drivers are dispatched by either the TRP staff at the Oregon City office or the Staff at the local Community Center where they live. All riders receive Door to Door service. Transportation is provided Monday through Friday. Riders simply call the local provider, or TRP, to schedule a ride.

Social Services conducts Community Listening Sessions to reach a diverse cross-section of residents. Information learned during these sessions not only informs how the Social Services Division plans/delivers a broad range of programs/services that support both low-income, disabled and older adult households but also how transportation services are planned/delivered. This project continues to be one of the few of its kind in the region, providing a vital transportation option to residents that have either limited low-cost/no cost options or no transportation service.

3. What percent of the population using this project are seniors and/or people with disabilities?

100% of the riders using the project are seniors and/or people with disabilities. This service truly acts as a life-line for older adults and people with disabilities who typically would not have access to transportation for basic needs. While this program prioritizes medical rides; additional ride purposes include personal business, and shopping/nutrition as capacity allows for the additional ride types.

4. Does this project increase access or opportunity to people of color, low-income individuals or an underserved population? Please describe. (500 Characters or less) The funding requested in this application would provide support to the Volunteer Driver program operated by TRP. Volunteer drivers are currently reimbursed at $0.545/mile. This grant replaces the past funding received from Ride Connection (BETC funds) to cover this cost so that Social Services was able to increase the volunteer rate.

Continued funding allows Social Services to maintain the mileage reimbursement rate at the Federal rate. Many of our volunteers are low-income themselves without the continued funding we would need to decrease our reimbursement rate back to the $0.46/mile rate. This lower mileage reimbursement rate contributes to issues around volunteer recruitment and retention.

15. Is this project part of a group of activities or projects that are dependent on each other (for example, another project must receive funding first)? Please describe. (500 characters or less) This project is part of the community-based transportation services offered by the Consortium that provides riders vital links to other supportive services from the County and State. Any portion of this project, or our other projects, not being funded would have a detrimental impact on service delivery, as well as access to other vital self-sufficiency services for older adult and disabled households; many of whom are also low-income.

Older adult residents increased by 87 percent, 32,710 additional people, between 2000 and 2016. For the same period the 15 to 64-year-old age group increased by 11 percent. This has placed additional demand on transportation services for older adults and adults with disabilities. By coordinating services with other transportation programs and utilizing a variety of funding sources this program helps to meet the increased demands on transportation. Continuation of this funding is essential to maintaining service.

Rides are provided using both paid and volunteer drivers. Hoodland, Molalla and Sandy also use taxis on a limited basis. This service is frequently the only option available to riders as most are outside paratransit boundaries. Providers: Hoodland Sr. Ctr., NCPRD-Milwaukie Center, Molalla Adult Comm. Ctr., and Sandy Sr. & Comm. Ctr.; all members of the Clackamas County Transportation Consortium. The majority of the rides provided under this project by the rural Centers are for medical appointments and personal business many of these rides require recurring appointments in the metro area. The Consortium meets regularly to discuss the ever-changing transportation needs of the community. Information learned not only informs how transportation services are planned/delivered but also how the Centers, small transit providers and Social Services Division plan/deliver a broad range of programs/services that support both low-income and older adult households. This particular project continues to be the only of its kind in the region, providing a vital transportation option to residents that have either limited low-cost/no cost options or no transportation service.

3. What percent of the population using this project are seniors and/or people with disabilities? 100% of the riders using the project are seniors and/or people with disabilities. This service truly acts as a life-line for older adults and people with disabilities who typically would not have access to transportation for basic needs.

Program information is available in Spanish, and Russian. The Consortium provides an alternative option to paratransit, or inaccessible fix-route service, to older adults and persons with disabilities in the areas that have public transit as well as those in unserved areas of the County outside the TriMet service district. This also improves safety for seniors and adults with disabilities who typically would not have access to transportation for basic needs.

6. Describe how you collaborated or coordinated with other partner agencies or service providers to ensure that duplication of services is avoided? (500 Characters or less) Providers are members of the Clackamas County Transportation Consortium, including local small transits, and have worked together since 1992 to address gaps in transportation for the seniors and adults with disabilities. The Consortium is the designated Coordinating Council for the County. Consortium Service providers meet regularly to discuss ongoing issues and works together to assure the best use of limited STF funds. Duplication of service is avoided as each provider has set service boundaries to ensure no overlaps and regular coordination occurs between all providers.

7. Describe how you measure cost-effectiveness and how this project improves the cost-effectiveness of services. (500 Characters or less) Cost effectiveness is measured against paratransit service costs, currently at more than $37/ride. Community partners receive a flat rate ranging from $9/ride to $18.41/ride for rides provided in the buses. The taxi rides range from $39/ride to $56.28/ride. The averaged per ride costs for this project are $22.30/ride which is still below that of paratransit service.

Rides are grouped as often as possible, this increases the cost-effectiveness of transportation and provides a means of socialization to persons who may otherwise be socially isolated.

No volunteer drivers are used by the other Centers.

By leveraging other funds and services we are able to keep the costs of our base service well below the regional average for paratransit. Volunteers are dispatched through the TRP central office and/or the local rural Senior Center. FY20-21 Special Transportation Fund Formula and Section 5310 Supplemental Questions Applicants must submit a copy of this Supplemental Questions document per project and attach it to ODOT’s online Special Transportation Fund Subrecipient Application or Section 5310 Application by using the “Upload” feature below the “Additional Supporting Documents” section. Applicant: Clackamas County Social Services Division – Transportation Consortium Project Title: STF: TRP Paid Driver Services ($222,285) Project Description

1. Provide a brief summary describing the project. (e.g., geographic area served by the project, who it serves, the level of service this project provides to customers, if it is the only option for seniors and/or people with disabilities in the service area, how customers request and receive rides (i.e., scheduling and dispatching), how the project is marketed, and if it improves physical access to transit.) (1000 characters or less) Services are provided to all Clackamas County resident who are either 60 plus or have a disability. Rides are provided using paid drivers as well as taxis on a limited basis. The ride must originate within the service area, anywhere in Clackamas County, but can go to a destination outside the service area. This service is frequently the only option available to riders as most live outside paratransit boundaries. These TRP rides are provided using two wheelchair accessible vans, two wheelchair accessible buses and, on a limited basis, a non-wheelchair accessible sedan with paid drivers operating all vehicles. This grant provides funding specific to the operation of this portion of the TRP transportation services. All riders receive Door to Door service. Clients with additional mobility needs are encouraged to have a Personal Attendant ride with them. All riders receive door to door service. Transportation is provided Monday through Friday. Riders simply call TRP to schedule a ride.

2. Explain how your project is planned, designed, and carried out to meet the special needs of seniors and people with disabilities. Describe how the service need is determined and why is this project the best method to address the service need? (500 characters or less) Social Services conducts Community Listening Sessions to reach a diverse cross-section of residents. Information learned during these sessions not only informs how the Social Services Division plans/delivers a broad range of programs/services that support both low-income, disabled and older adult households but also how transportation services are planned/delivered. This particular project continues to be a vital transportation option to residents that have either limited low-cost/no cost options or no transportation service available.

3. What percent of the population using this project are seniors and/or people with disabilities?

100% of the riders using the project are seniors and/or people with disabilities. This service truly acts as a life-line for older adults and people with disabilities who typically would not have access to transportation for basic needs. While this program prioritizes medical rides; additional ride purposes include personal business, and shopping/nutrition as capacity allows for the additional rides.

Included under the personal business and shopping/nutrition purpose are rides to the two Community Food Basket sites in Clackamas County and transportation services to clients of Community Health’s Behavioral Health program.

4. Does this project increase access or opportunity to people of color, low-income individuals or an underserved population? Please describe. (500 characters or less) By having both a Title VI and LEP Plan all providers are held to the mandate that no person shall be denied the benefits of, or be subjected to discrimination on the grounds of race, color, national origin, limited English proficiency, age, disability, religion, marital status, familial status, sex, gender, gender identity, sexual orientation, or source of income. Program information is available in Spanish, and Russian. For callers with limited English, if a native speaker is not staffing the phone lines

then a “language-line” interpretation services are used to remove language barriers.

5. How does your project address the principles, strategic initiatives, and/or service gaps listed in the Coordinated Transportation Plan? (500 Characters or less) We continue to provide increased options for older adults and people with disabilities by providing a cost-effective, collaborative, attractive service where limited options exist. The Consortium provides an alternative option to paratransit, or inaccessible fix-route service, to older adults and persons with disabilities in the areas that have public transit as well as those in unserved areas of the County outside the TriMet service district. This also improves safety for seniors and adults with disabilities who typically would not have access to transportation for basic needs.

6. Describe how you collaborated or coordinated with other partner agencies or service providers to ensure that duplication of services is avoided? (500 Characters or less) TRP has worked together with the centers and local small transits since 1992 to address gaps in transportation services for the seniors and adults with disabilities. The Consortium is the designated coordinating council for Clackamas County and providers meet regularly to discuss ongoing issues and works together to assure the best use of limited STF funds. Duplication of service is avoided as providers have set service boundaries to ensure no overlap and regular coordination occurs between all providers with TRP filling in the gaps where the Centers or Transits can’t provide service.

7. Describe how you measure cost-effectiveness and how this project improves the cost-effectiveness of services. (500 Characters or less) Cost effectiveness is measured against paratransit service costs, currently more than $37/ride. TRP’s cost per ride in FY17/18 for the Paid Driver Service was $20.86/ride. Putting costs well below that of paratransit service. By leveraging other funds and services we are able to keep the costs of our base service well below the regional average for paratransit.

Rides are frequently grouped, this increases the cost-effectiveness of transportation and provides a means of socialization to persons who may otherwise be socially isolated.

8. Describe if and how volunteers are utilized to provide service. Indicate if you are providing a mileage reimbursement rate to volunteers using their own vehicles. (500 Characters or less) At this time no volunteer drivers are utilized to provide services under this portion of the TRP transportation services program. Currently, volunteer drivers are only used under the Volunteer Transportation Program portion in which volunteers provide rides in their own vehicle. As part of TRP’s ongoing commitment to transportation services the option of finding volunteers to operate our lift equipped vehicles will be explored.

14. Is this request a one-time need or continual request in future STF and 5310 funding cycles? This is a continual request for STF funding to maintain core transportation services.

15. Is this project part of a group of activities or projects that are dependent on each other (for example, another project must receive funding first)? Please describe. (500 characters or less) This project is part of the community-based transportation services offered by the Consortium that provides riders vital links to other supportive services from the County and State. Any portion of this project, or our other projects, not being funded would have a detrimental impact on service delivery, as well as access to other vital self-sufficiency services for older adult and disabled households; many of whom are also low-income.

16. Please provide any additional information for consideration below. (500 characters or less) The aging population in Clackamas County continues to grow rapidly. Older adult residents increased by 87 percent, 32,710 additional people, between 2000 and 2016. For the same period the 15 to 64-year-old age group increased by 11 percent. This has placed additional demand on transportation services for older adults and adults with disabilities. By coordinating services with other transportation programs and utilizing a variety of funding sources this program helps to meet the increased demands on transportation. Continuation of this funding is essential to maintaining service.
