KARAKTERISTIKA TË PËRGJITHSHME TË TREGUT TË PUNËS NË SHQIPËRI, 2013

Gjatë vitit 2013 sipas vlerësimeve të marra ngaAnketaeForcavetëPunës:

• Forca e punës ishte 1.175.919 persona, dheshkallaepapunësisëishtë15,6%.

• Shkalla e pjesëmarrjes në forcat e punës përpopullsinë15-64vjeç ishte59,9%(70,2%përmeshkujtdhe50,4%përfemrat).

• Nëvitin2013krahasuarmevitinemëparshëmnumriitëpunësuarvegjithsejuulme11,2%.

• Pothuajse3në7tëpunësuarmepagëpunuannënjënga5sektorëtkryesorëtëekonomisësindërtimi, administrata publike, industria për-punuese, arsimidhe tregtiameshumicë dhepakicë.

• Punësimi gjithsej dominohej nga sektoribujqësor(44,6%),dhengasektoriishërbimeve(37,9%).

Struktura e punësimit sipas statusit në punësimtregon se të punësuarit kundrejt një page për-bënin 40,2% të punësimit total në vitin 2013,ndërsatëvetëpunësuarit(medhepatëpunësuartëtjerë)përbënin25,6%tëpunësimittotal.Punë-torët pa pagesë të familjes përbënin rreth një tëtretën e punësimit total (34,2%). Ndër punëtorëtpa pagesë të familjes, femrat kanë pothuajse 1,8herëmëshumëgjasasesameshkujtpër tëqenëpunëtorëpapagesënëbiznesinefamiljes.45,3%efemravetëpunësuaradhe24,7%emeshkujvetëpunësuarjanëpunëtorëpapagesëtëfamiljes.

GENERAL CHARACTERISTICS OF THE LABOR MARKET IN ALBANIA, 2013

Over the year 2013, based on the Labour ForceSurveyestimates:

• Labour force was 1,175,919 persons, and theunemploymentwas15.6%.

• The labour force participation rate for thepopulationofage15-64was59.9%(70.2%formalesand50.4%forfemales).

• In 2013 employment has decreased by 11.2%comparedtothepreviousyear.

• Almost three out of every seven employeesworkedinoneoffivesectorssuchas:construc-tion,publicadministration,manufacturing,ed-ucation,andwholesaleandretail.

• Totalemploymentwasdominatedbytheagri-culturalsector(44.6%),andtheservicessector(37.9%).

The structure of employment by status showsthat employees accounted for 40.2 % of the totalemployment in 2013, while the self-employed(with and without employees) accounted for 25.6%.The contributing family workers accounted forabout one-third of the total employment (34 %).Among the contributing family workers femaleswere 1.8 times more likely than males to work ascontributing family workers. 45.3 % of femalesemployed and 24.7 % of male employed werefamilycontributingworkers.

The high proportion of the contributing familyworkers,inparticularamongfemales,indicatesthatinformal employment corresponds to a high per-centageofthetotalemployment.Accordingtothelabourforcesurvey2013,theinformalemploymentaccountedfor43%ofthetotalemploymentinnon-agriculturalsectors.

Unemployment

• Theaveragerateofunemploymentfortheyear2013 was 15.6 %. Compared to the previousyear there was an increase of 2.2 percentagepoints.

• The unemployment rate for the youth 15-24yearoldswas30.2%,(32.5%formaleand26.1%forfemales).Theyouthunemploymentratein-creasedby2.3percentagepointscomparedtothepreviousyear.

• Male unemployment rate was higher than fe-male unemployment rate with respectively17.5%and13.2%.

• Unemployed persons for more than one yearaccounted for 72.8% of the total unemploy-ment.Comparedtothepreviousyearthepro-portionof longtermunemployedtototalun-employmenthasdecreasedby4.5percentagepoints.

• Amongtheunemployed,62.2%ofunemployedpersonswereseekingtheirfirstjob.Comparedto the year 2012, the number of unemployedseekingfortheirfirstjobhasincreasedby7.2%.

Përqindjae lartëe tëpunësuarvesipunëtorë papagesënëbiznesinefamiljesnëpunësimintotal,veçanërisht në rradhët e femrave tregon se pu-nësimiinformalpërfaqësonnjëpërqindjetëlartëtëpunësimitnëtotal.SipasAnketëssëForcavetëPunës2013,punësimi informalpërbënte43%tëpunësimitgjithsejpapërfshirëpunësiminnësek-torinbujqësor.

Papunësia

• Shkallamesatareepapunësisëpërvitin2013ishte15,6%.Krahasuarmevitinemëparshëmpatinjërritjetëshkallëssëpapunësisëme2,2pikëpërqindje.

• Shkallaepapunësisëpërtërinjtëemoshës15-24vjeçishte30,2%,(32,5%përmeshkujtdhe26,1%përfemrat). Krahasuarmevitinparar-endës,shkallaepapunësisësëtërinjvepësoinjërritjeprej2,3pikëpërqindje.

• Shkalla e papunësisë për meshkujt ishte mëelartësesapërfemratmepërkatësisht17,5%dhe13,2%.

• Personat e papunë prej një viti a më shumëpërbënin 72,8% të të papunëve gjithsej. Kra-hasuarmevitinemëparshëmpeshaqëzënëtëpapunëtafatgjatënëpapunësinëgjithsejuulme4,5pikëpërqindje.

• Ndërtëpapunët,62,2%pokërkoninpunëpërherëtëparë.Krahasurmevitin2012,numriitëpapunëveqëpokërkoninpërpunëpërherëtëparëurritme7,2%.

Gjatë vitit 2013 pati një rënie të shkallës sëpapunësisë për personat me arsim të lartë me1,8 pikë përqindje krahasuar me vitin 2012,ndërsa u rrit përqindja e të papunëve mespersonave me arsim fillor, 8/9 vjeçar dhe përpersonatmearsimtëmesëm(ShihGrafikun3).

Duke analizuar shkallën e papunësisë sipasnivelit arsimor, në tregun e punës në Shqipërivihet re që shkalla e papunësisë është më elartë për personat me arsim të lartë (14,7%)sesapërpersonatmearsimbazëapo8/9vjeçar(përkatësisht10,2%dhe14,2%).

Gjatëvitit2013popullsiaekonomikishtaktivepër-bënte47,3%tëpopullsisë15vjeçelart.Njëtjetërtipardallues i tregutshqiptartëpunësështë pjesa relativisht e lartë e të papunëve tëdekurajuar(tëmoshës15-64vjeç),tëcilëtnëvitin2013 përbënin 23 % të të gjithë individëve eko-nomikisht jo-aktivë (20,8 % meshkuj dhe 24,2 %femra).

Tëpapunëtedekurajuarjanëatapersonatëcilëtnuk po kërkojnë punë pasi besojnë që nuk kapunëtëdisponueshmepërta.Ataklasifikohennëgrupinepopullsisëekonomikishtjo-aktive.

Ndër personat ekonomikisht jo aktivë, më tëekspozuarndajdekurajimitjanëfemratsidhein-dividëtegrup-moshës25-54vjeç.Nëvitin2013,tëpapunëtedekurajuartëmoshës25-54 vjeç përbënin 39% të individëve të kësajgrupmosheekonomikishtjo-aktivë.

Overtheyear2013therewasadecreaseintheun-employment rate of people with university edu-cationby1.8percentagepointscomparedtothepreviousyear,whiletherewasan increaseoftheproportion of unemployed among persons withprimary and lower secondary education, and forthosewithuppersecondaryeducation(SeeFigure3).

Analysisoftheunemploymentratebyeducation-al attainment shows that in the Albanian labourmarkettheunemploymentrateishigherforthosewith university education (14.7%) compared tothose with primary and lower secondary educa-tion(respectively10.2%and14.2%).

Over the year 2013 the inactive population ac-counted for 47.3% of the population of age 15yearsandabove.AdistinctfeatureoftheAlbanianlabour market is the relatively high proportion ofthe discouraged workers of age 15-64 year olds,whoovertheyear2013accountedfor23%ofallnon-economically active individuals (males 20.8%andfemales24.2%).

Discouraged workers are those individuals whowerenotlookingforajobbecausetheybelievenojobsareavailable.Theyareclassifiedinthegroupofnon-economicallyactivepopulation.

Amongthediscouragedworkersthemostexposedto discouragement are females, and adults of theage 25-64. Over the year 2013, the discouragedworkersaged25-64yearsaccountedfor39%ofthenon-economically active population of this age-group.

Pjesae të rinjve15-24vjeçqënuk ishteasepu-nësuar, dhe as po ndiqte shkollën apo ndonjëformimprofesionalgjatëvitit2013ishte30,5%.

Pagat

Sipas të dhënave administrative, paga mesataremujorebrutopërnjëtëpunësuarmepagënësek-torinshtetërorgjatëvitit2013ishte52.150lekë.Nisurngaklasatepagave34,3%etëpunësuarvenësektorinshtetërorpaguhetmenjëpagëmbi60mijëlekënëmuaj.

Gjatëvitit2013,ndryshiminëtermavjetorëipagësmesataremujorebrutopërnjëtëpunësuarnësek-torin shtetëror ishte 4,1%. Në terma realë rritja epagësmesataremujorebrutopërnjëtëpunësuarnësektorinshtetërorishte2%.

Numriitëpunësuarvenësektorinshtetërorishte163.900personangatëcilët3.224personaishintëpunësuarnëadministratënqëndrore.

Over the year 2013, the share of youth aged 15-24 years not in employment not in education ortraining(NEET)was30.5%.

Wages Accordingtotheadministrativedata, in2013, thegross average monthly wage for an employee inthepublicsectorwas52,150AlbanianLeks.Based on the wage classes, 34.4% of enployeesthe public sector reseive a wage greater than 60thousendlekspermonth.

Overtheyear2013,theannualchangeofthegrossaverage monthly wage/salary for a public sectoremployee was 4.1%. In real terms, the growth ofthegrossaveragemonthlywageforanemployeeinthepublicsectorwas2%.

Thenumberofemployeesinthepublicsectorwas163,900personsofwhich3,224wereemployedincentraladministrationinstitutions.

AnketaTremujoreeForcavetëPunës(ATFP)ështënjë vrojtim statistikor që kryhet pranë familjeve.Subjektianketëssëforcavetëpunësjanëtëgjithëindividët15vjeçelarttëfamiljessëzgjedhurpërt’uintervistuar.

Zgjedhja e kampionit bëhet sipas një proceduredy-hapëshe ku në hapin e parë zgjidhen zonatgjeografike me probabilitet përpjesëtimor memadhësinë e zonës së numërimit. Në hapin edytë, brenda secilës prej zonave gjeografike(të zgjedhura në hapin e parë) zgjidhen sipasmetodëssëzgjedhjessistematikemeprobabilitettëbarabartënjënumërfiksprej8familjesh.

Për realizimin e anketës tremujore të forcave tëpunës përdoret një strukturë panel e alternuarzgjedhjeje,përmessëcilësnjëfamiljeezgjedhurpër t’u intervistuar njëherë, mbahet në kampionpër pesë tremujorë të njëpasnjëshëm. Intervistatpër të njëjtën familje janë planifikuar të kryhenpas 13 javëve, kështu intervista e pestë kryhetnjëvitmëpasintervistëssëparë.Sipasstrukturëspanel tëpërdorur,nëçdotremujornjëepestaefamiljevetëzgjedhurajanëtërejadhe80përqindefamiljevejanëtënjëjta.Pra,nëçdotremujornëkampioninezgjedhurpëranketënshtohen1.008familjetërejadhehiqetpoinjëjtinumërfamiljeshpasi janë intervistuar në 5 tremujorë të njëpasn-jëshëm. Masa e kampionit të zgjedhur për anke-timështë5.040familjepërçdotremujor.

Mbledhja e të dhënave në terren bëhet përgjatëgjithë muajve të vitit. Të dhënat e mbledhura ireferohennjëperiudhetëcaktuarqënjihetsijavëreference.Java e referencës është java kalendarike nga ehënanëtëdielëparadatëssëintervistës.

Për procedurën e peshimit të të dhënave të an-ketës së forcave të punës u përdor popullsia ellogaritur mbi bazën e rezultateve të censusit tëPopullsisë dhe Banesave 2011 dhe eventeve de-mografike(lindjedhevdekje)qëvijnëngaDrejto-riaePërgjithshmeeGjendjesCivile.

METHODOLOGY NOTE

The Quarterly Labour Force Survey (QLFS) is ahousehold based survey. All individuals aged 15yearsandoverintheselectedhouseholdaresub-jectofthelabourforcesurvey.

The sample is based in a two-stage samplingprocedure.Inthefirststageareselectedthegeo-graphicalareaswithaproportionalprobabilitytothe size of the enumeration area. In the secondstagewithineachofthegeographicalareas(onceselectedinthefirststage)areselectedafixnum-berof8householdsbyequalprobabilitysystem-aticsamplingmethod.

FortheQLFSisusedarotationalsamplingdesign,whereby a household once initially selected forinterview, is retained in thesample fora totaloffive consecutive quarters. The same householdis scheduled to be interviewed, exactly after 13weeksapart,sothatthefifthinterviewtakesplaceoneyearonafterthefirst.Accordingtotherota-tionalsamplingdesign,eachquarteronefifthoftheselectedhouseholdsarenewand80percentofthemareincommon.So,ineachquarter,intheselected sample, 1008 new households are add-edandthesamenumberofhouseholdsthathasbeeninterviewedforfiveconsecutivequartersisdroppedoutfromthesample.ThesamplesizeforQLFSis5040householdsforeachcalendarquarter.

Datacollection in thefieldwork is spreadduringallmonthsoftheyear.Thegathereddatareferstoaspecificreferenceperiodnamedreferenceweek.

The reference week is the calendar week whichstartsonMondayandfinishesonSundaybeforetheinterviewdate.

Yearlyresultsareobtainedasannualaveragesofquarterlyresults.

FortheLFSdataweightingprocedureisusedthepopulationcalculatedbasedonthe2011Censusof Population and Housing and on the demo-graphic events (births and deaths) provided bytheGeneralDirectoryofCivilStatus.

Të punësuar janë konsideruar personat që kanëkryer një punë qoftë dhe një orë kundrejt njëpageosepërfitimigjatëjavëssëreferencës.Janëkonsideruarsitëpunësuaredhepersonatqëmarrinpagëpërtrajnimingjatëpunës.Të punësuar janë konsideruar edhe personat qëkanëmunguarpërkohësishtnëpunënetyregjatëjavës së referencës për arësye: (1) leje lindje, së-mundje lëndim apo paaftësi e përkoshme dhepresintëkthehennëpunë,nëshkollim/trainimtëlidhurdirektmepunënaktuale; (2)tëpunësuaritme pagë që kanë munguar në punë për arësyetë tjera nga të mësipërmet që (a) kohëzgjatja emungesësështëtremuajosemëpakdhepersoninukështëpunëtorsezonalose(b)personimerr50përqindosemëshumëtëpagës;(3)tëvetëpunë-suarit që kanë ndërmend të rikthehen në bizne-sin/fermën/praktikën profesionale; (4) punëtoretpa pagesë që presin të kthehen në punë në tremuajosemëpak.

Personattëcilëtpunojnënëfermënetyretëvogël,tëcilëtnukshesinproduktetetyre,porprodhojnëvetëm për vetëkonsum, janë konsideruar tëpunësuar.

Të papunëkonsiderohenpersonatqëgjatëjavëssëreferencësishin:1. pa punë gjatë javës së referencës (as nuk

kishin një punë dhe as kryen ndonjë punë(përnjëorëosemëshumë)kundrejtnjëpageosepërfitimi;

2. aktualisht të disponueshëm për të punuar(brenda dy javëve që pasojnë javën ereferencës);

3. dukekërkuarpunënëmënyrëaktive(gjatëperiudhës katër javore që përfundon mejavën e referencës kishin ndërmarrë hapaspecifike për të kërkuar punë me pagë osepër tëngriturnjëbiznes të tyrin)osekishingjetur një punë që do ta fillonin së shpejti(brendanjëperiudheprejtëshumtëntremuaj).

Sihapaspecifikëpërtëkërkuarpunëkonsiderohen:• Kontaktmenjëzyrëpublikepunësimipër të

gjeturpunë;• Kontaktmenjëagjensiprivatepunësimipërtë

gjeturpunë;• Aplikimdirektpranëndonjëpunëdhënësi;• Kërkuar miqve/shokëve, të afërmve, sindikat-

aveetj;• Vendosur ose përgjigjur lajmërimeve në

Employed are considered all the persons whohaveworkedevenforonehourwitharespectivesalaryorprofitduringthereferenceweek.Asem-ployedareconsideredalsoallpersonswhowerereceivingasalaryorwagewhiletheywereintrain-ingduringtheirwork.Employed are also considered all personstemporarilynotatworkduringthereferenceweekforsomereasons:(1)maternityleave,illness,injuryor temporary disability and expect to return towork, education / training directly related to theactual work; (2) salaried employees absent fromworkforsomereasonsotherthantheabovethat(a)lackofthedurationisthreemonthsorless,and the person is not a seasonal worker or (b)thepersontakes50%ormoresalary;(3)theself-employed who intend to return to the business/ farm / or professional practice; (4) workers notbeingpaidwhoexpecttoreturntoworkinthreemonthsorless.

Peoplewhoworkontheirsmallfarm,whodonotselltheirproducts,butproduceonlyforself-con-sumption,areconsideredasemployed.

Unemployed comprise persons who during thereferenceweekwere:1. withoutwork, i.e.neitherhada jobnorwere

atwork(foronehourormore)inpaidemploy-mentorself-employment;

2. currently available for work, (were availablebeforetheendofthetwoweeksfollowingthereferenceweek;

3. actively seeking work, (had taken specificstepsinthefourweekperiodendingwiththereference week to seek paid employment orself-employment)orwhofoundajobtostartlater,(withinaperiodofatmostthreemonths).

Thefollowingareconsideredasspecificsteps:• Havingbeenincontactwithapublicemploy-

mentofficetofindwork;• Havingbeenincontactwithaprivateemploy-
