MEETING THE NEED FOR WORKFORCE EDUCATION

The Sarasota Manatee Area Manufacturers Association recognizes the critical need for a viable technically skilled workforce for manufacturers now and in the long term. Our concern for a future workforce led to the following:

BANNER Center – SAMA partnered with FL-ATE, other regional manufacturers associations and community colleges to successfully pursue a workforce education initiative called the BANNER Center. Workforce Florida awarded a $500,000.00 performance contract to fund the BANNER CENTER which will design relevant curriculum and certifications for manufacturing employees. Focus groups of manufacturers have been conducted at five Community Colleges. Manufacturers will soon be able to provide input via an online survey.

CARRER PATHWAYS – SAMA Sponsors touch screen monitors in local schools. Students view screens with actual manufacturing job descriptions, educational requirements and sal-ary potential.

NEXT MAG – Published by Florida Trend, this publication is seen by 750,000 students in Florida. SAMA member, Tropicana purchased a four page feature for manufacturing. There have been more than 1,400 student inquiries about manufacturing careers since publica-tion. To view go to www.FloridaNEXT.com

SCIENCE FAIR – SAMA will once again be a major sponsor of the Science, Engineering and Technology Fair in 2007.

SAMA SCHOLARSHIP FUND provides financial support for continuing education for individual manufacturing employees. The Scholarship Fund is benefited by our annual golf tournament.

We urge all area manufacturers to support workforce education. For information, contact Peter D. Straw [email protected] or call 376 4272.

BANNER CENTER TO PROVIDE EMPLOYEE EDUCATION

Focus groups conducted around the state garnered insights from manufacturers and educators to create relevant curriculum for technical education. Certification programs for entry level employees will be available in 2007. The goal is create skills training that allows students to attain certifications in standard manufacturing related fields. Courses will be tailored for regional industry. Incumbent worker continuing education will be developed in the coming year. Soon manufacturers will have the opportunity to provide their input via an online survey.

Peter Straw facilitates discussion of manufacturing trends at Community College of Jacksonville.

GOOD NEWS - INSURANCE COST GOING DOWNMCCARTY ORDERS INCREASED DROP ON

RATES FILED FOR WORKERS’ COMPENSATION INSURANCE

TALLAHASSEE (10/17/2006) – Florida Insurance Commissioner Kevin McCarty today disapproved the recent rate filing submitted by the National Council on Compensation Insurance (NCCI). NCCI’s filing called for a statewide average rate decrease in workers’ compensation insurance rates of 13.3 percent, which was primarily due to a significant drop in claims frequency and a reduction in the cost of claims.

McCarty has ordered NCCI to amend its filing to bring about a rate reduction of 15.7 percent. McCarty cited disagreements with the methodology NCCI used to project losses and with the trend factors used in the filing. Trend factors incorporate changes in wages, paid losses, and claims frequency.

The overall average rate decrease of 15.7 percent would produce a savings of over $400 million for Florida employers, and would constitute the fourth consecutive drop since Gov. Bush and the Legislature passed sweeping reforms to the state’s workers’ compensation system in 2003. The cumulative overall statewide average rate decrease for the period would total over 40 percent.

“This will provide a significant boost to Florida businesses and to our state’s economy,” said McCarty. “Not only has the 2003 law produced hundreds of millions of dollars in reduced premiums, it is also delivering benefits to employees more efficiently and fairly and has sharply reduced fraud and abuse in the system.”

A rate hearing on the filing was held by the Office of Insurance Regulation on October 9, 2006. Prior to the 2003 reforms, Florida’s workers’ compensation system was weighed down with high liability coverage costs for employers and few benefits for injured employees. Workers’ compensation rate changes in Florida following the reforms were:

NCCI OIR Proposed Approved Date Change Change 10-1-2003 -14.0% -14.0% 1-1-2005 -2.3% -5.1% 1-1-2006 -7.2% -13.5% 1-1-2007 -13.3% -15.7% A copy of the NCCI order can be found at:

http://www.floir.com/pdf/NCCI_87569-06-CO.pdf

The reduction in Workers Compensation Rates is the result of efforts by SAMA on behalf of all employers to reform the system and make it less attractive to abusive practices.

STRAW ADDRESSES LEADERSHIP MANAGERS

In addition to serving as Executive Director of SAMA, Peter Straw operates Performance Development Strategies, a consulting firm that helps individuals and businesses to achieve new levels of success. The Florida Academy for Management Executives 2006 Florida Leadership Summit recently asked Straw to deliver the key note address. The conference leaders scheduled Straw’s presentation “eBusiness We Are All In It” for the third day of the summit…9:00 AM, Oct. 6 in the Hyatt House Ballroom.

A political appearance by Vice President Cheney on the same day caused the entire facility to be subjected to Secret Service security procedures. “When they finally got through the metal detectors and past the armed security forces the Summit participants were an appreciative audience” said Straw. “As we discussed the qualities that lead to success, like energy, enthusiasm, endurance and ethics; I kept checking the door… but I guess the Vice President just didn’t have the time stop by.”Florida Academy for Management Executives has invited Straw to join their faculty and present at future conferences.
