1.01.01.01.0 INTRODUCTIONINTRODUCTIONINTRODUCTIONINTRODUCTION

The subject site is located off the N7 close to the M50 and is approximately 6.32 Ha in size. It is situated to the East of the village of Kill and represents an extension of the existing Earls Court residential estate. The site is currently zoned residential. A total of 130 residential units are proposed for the site provided in a mixture detached, semi-detached, and terraced dwellings. This report should be read in conjunction with Pat O’Gorman & Associates drawings and all other Consultants’ reports and drawings.

The proposed development is bounded to the North by Kill Main St, to the West by Earls Court Housing development, and to the South and East by agricultural lands. The access to the site is from a new junction onto the Slí Na Naomh road which then links with the Main Street. The development is also linked to the Earls Court Development to the West. The site is 0.4km from Junction 7 on the N7 and can be accessed via the main link from Junction 7. N7: The N7 is National Pliminary route that links Dublin via the M50 and Limerick. The road currently has 3 lanes in both directions between the Naas to the east of Kill and the M50. The works of widening the section between Junction 9, Naas North, and M7/M9 interchange at Junction 11, is due to go to site shortly and is due for completion by 2020. The TII traffic counter West of Junction 7 recoded an Annual Average Daily Traffic (AADT) of 83,524 for 2017. The traffic counters east of Junction 6 recorded a AADT of 87,969 for 2017. The N7 operates with posted speed limit of 100km/h over this section. Kill Main St; The main road through Kill links the “dumbbell” grade separated interchange junction 7 with junction 8, Johnstown.

PEDESTRIAN & CYCLE NETWORKS In general all roads in vicinity of the subject site consist of good pedestrian facilities with a well-maintained shared footpath and cycle track to the West of the site as far as the Earl Court Entrance, and to the East as far as the Junction 6 interchange. The footpath continues East to Earls court to the village centre.

PUBLIC TRANSPORT The subject site is currently served directly by bus Éireann 126 route which links Dublin and Kildare town. The closest bus stop to the proposed development is at Kill Church, this is a 8 minute walk from the site. Refer to Figure 3.2 for bus timetables below.

ACCESSIBILITY It is proposed the scheme will have three vehicular entrances. One entrance will access the Kill Road via an upgrade of an existing entrance to the Sli Na Naomh Road. Two further routes connect onto the existing Earl’s Court housing estate which ultimately leads to a second entrance onto the Kill Road closer to the village. To ensure adequate permeability for cyclist and pedestrians all the entrances onto the site will also cater for pedestrians and cyclists linking up with the segregated path and cycle track along Kill Road. There is also an additional dedicated pedestrian link with the existing Earls Court estate making the route to the main entrance close to the Kill village more accessible. These will provide direct access to Kill village, schools, bus stops and local shops. Refer to Figure 4.1 below for details of these entrances.

PARKING Each of the units has two spaces either on curtilage perpendicular or parallel parking located adjacent the unit they serve. All parking spaces are at grade and no basement or multi-level parking is proposed. A further 24 parallel visitor spaces are proposed distributed throughout the site. The on curtilage and perpendicular spaces are 5.0m deep and 2.5m wide with the parallel space 6m deep and 2.5m wide. Parking spaces will be constructed using a permeable paving and at a grade of 1 in 20 or less to comply with Part M of the Building Regulations.

A multidisciplinary approach was adopted in the design and layout of the roads and street network. The principle designers are JFOC Architects with input from Ronan MacDiarmada & Associates, Landscape Architect and POGA as Civil & Structural Engineers. As part of the design process the design team met with the Planning Authority Roads Department and with An Board Plannala.

The scheme layout has been designed with reference to the ease of pedestrian movement, limiting vehicular speeds and priority. Please refer to the design statement prepared by JFOC Architects for further details. The internal junctions have been designed with 3m corner radii kerb to limit vehicular speeds and aid pedestrian desire lines. The horizontal alignment has been designed in such a way to limit speeds and prevent long straight runs. The junction sightlines for a design speed of 30kpH are shown on the Engineering layout Plans, enclosed.

ImplementationImplementationImplementationImplementation The street layout has been designed by JFOC Architects in consultation with the Local Authority and An Board Plannala, following the KCC development plan objectives for the area and the principals set out in the Urban Design Manual – A best Practice Guide (2009) In our opinion, this scheme does not warrant a Road Safety Audit, and this was not requested by the Local Authority Roads Department or An Board Plannala at our Pre Planning meetings.

In overall terms the parking is at an appropriate level that will promote access by sustainable transport modes whilst accommodating a reasonable level of car trips and associated parking requirements. In the context of the existing and proposed public transport, walking and cycling infrastructure and services that are provided around the proposed development, access to Kill, and the proposed development type and target market, this report concludes that the impacts of the proposed development in the context of parking and the local and strategic road network are both acceptable and sustainable.
