• Through volumes are high enough to be noticeable,
residents may experience some noise, visual impacts
• Roads are operating within City’s parameters
• Nonetheless, we reviewed potential measures to
reduce through traffic and benefit

• Benefits – would eliminate through traffic, lower traffic volumes
• Drawbacks
– Reduced accessibility
– Diversion to Greenwood Drive
– Other local streets also impacted
– A penalty to emergency services, travel times
– Fraser Drive and Forman Avenue would no longer provide a
through function for traffic

Traffic Calming on Forman Avenue or Fraser Drive
• Can be used to lower traffic speeds, reduce volumes
• Various physical measures (curb extensions, speed humps)
• Not recommended on Fraser Drive as traffic is already moving slow
through 90-degree turns

By-Laws and Enforcement
• Concept: Sign Fraser Drive and/or Greenwood Drive as Local
Traffic Only
• Drawbacks:
– Fraser Drive’s planned function
– Difficult to enforce
– Police prefer to focus on safety-related enforcement
– Frequent violations

Mitigation Measures Evaluation Summary
• None of the measures provide an ideal solution
• Fraser Drive is operating within its classification as a collector road
• Closure of Fraser Drive would result in further infiltration of other roads
• Volumes along these roads are well within City guidelines, thus do not
pose a significant problem
• However, temporary signage and/or public education could be
considered during special events

Recommendations
• Keep Fraser Drive open
• McCarthy Road extension can be deferred and implemented
when developments require it for access
• City to investigate signage and other options to reduce through
traffic on Fraser Drive and Greenwood Drive during special
events
