I. Introduction:

This report presents the results of a traffic analysis performed for the intersection of StateRoute 2(SR-2) and Willow Street in the community of Wrightwood, County of SanBernardino, California.

The intersection of SR-2 and Willow Street is an un-signalized intersection with four legsand currently has Two Way Stop Control and configured with a shared left/through/rightlane for both approaches of SR-2 and Willow Street. This intersection is surrounded bybusinesses such as Post Office, U-haul store, auto service, restaurants, residential andother retail outlets. There is also a parking lot on Willow Street, north of SR-2. Part ofthe residential community is also located along Willow Street on the south side of SR-2.

The highway segment of SR-2 at the study intersection is a two lane undivided highwaywith double yellow center stripe and reflective recessed pavement makers. It is located inthe high desert region of northern San Bernardino County and is approximately 5 mileswest of SR-138. SR-2 runs in the east-west direction with one lane in each direction.

At the study intersection, the project proposes to change the Two Way Traffic Control toan All Way Traffic Control, hi addition, a cross-walk will be added at the intersection.

II. TRAFFIC ANALYSIS:

1. Project Purpose:

The purpose of this study is to determine the effects of an All Way Stop Control (AWSC)at the intersection of SR-2 and Willow Street when heavy winter traffic is expected.When heavy snowfall occurs in the mountains, the community of Wrightwood and SR-2experiences traffic congestion during the weekend due to visitors. The traffic impactreport was prepared to determine the Level of Service (LOS) and delay at the studyintersection.

There are two alternatives studied in this report:

Alternative 1: Existing - Two Way Stop Control (TWSC) at study intersectionAlternative 2: All Way Stop Control (AWSC) at study intersection withimprovements

2. Methodology:

The LOS at the intersection of SR-2 and Willow Street was analyzed by using HighwayCapacity Manual HCM 2000 methodology (Transportation Research Board, Washington,D.C., 2000). Table 2.1 shows the level of service and performance criteria for signalizedand un-signalized intersections.

EXCELLENT: No vehicle wait is longer than onered light, and no approach phase is fully used

VERY GOOD: An occasional approach phase isfully utilized; many drivers begin to feelsomewhat restricted within groups of vehicles

GOOD: Occasionally drivers may have to waitthrough more than one red light; backups maydevelop behind turning vehicles

FAIR: Delays may be substantial during portionsof the rush hours, but enough lower volumeperiods occur to permit clearing of developinglines, preventing excessive backupsPOOR: Represents the most vehicles intersectionapproaches can accommodate; may be long linesof waiting vehicles through several signal cycles

FAILURE: Backups from nearby locations or oncross streets may restrict or prevent movement ofvehicles out of the intersection approaches.Potentially very long delays

3. Traffic Data:

Existing condition traffic volume data are based on counts conducted on Saturday,December 12, 2009 and February 13, 2010 from 6:00 AM to 6:00 PM. The weekend PMpeak hour occurred from 1:30 PM to 2:30 PM on both count days. Counts were taken onthese dates since a large amount traffic was expected due to heavy snowfall experiencedpreceding the weekend.

Table 3.1 shows the peak hour turning movement volume for SR-2 and Willow Streetintersection. The Peak Hour Factor varied depending on each movement and it is shownin Appendix A Traffic Counts. The heavy vehicle traffic has been assumed to be 2% in

5. Traffic analysis:

The traffic analysis for this study was performed using traffic engineering software,Synchro. The analysis indicated that the intersection of SR-2 and Willow Street operatedat Level of Service "A" for TWSC and Level of Service of "C" for the AWSCalternative, using traffic data collected on December 12, 2009. For the traffic datacollected on February 13, 2010, the analysis indicated that the intersection would operateat a Level of Service "A" for TWSC alternative and level of Service "F" for AWSCalternative. The result of the traffic analyses are presented in Table 4.1

III. CONCLUSIONS:

The study found that the intersection of SR-2 and Willow Street would operate at a goodlevel of service for most of the year under an All Way Stop Control condition. However,on a few weekends in a year, the intersection would fail when there is a surge in trafficdemand due to visitors traveling to Wrightwood. These conditions can be mitigated byusing the services of law enforcement officers and providing real time travel informationto the motorists.
