When the League Conference is in town, I had

to spend some time visiting with participants at

the 2018 Annual Conference & Expo of the

League of California Cities (on 9-13-2018). While

sitting in the lobby of the Long Beach Hyatt

Regency checking text messages and the news

of the day, Pismo Beach City Manager Jim Lewis

sat down with me to chat. Jim is one of the good

guys. He is the current President of the City

Managers’ Department of the League, and up

to his neck in conference activities, so we feel

fortunate to have had the opportunity to talk to

him up close and personal. Jim is an old friend

and a long-time supporter of the City Manager

she moved to the City Manager's Office in a Management Analyst post. Deborah

earned a BA in social work from California State University, Chico, and an MS in law

from Champlain College.

A League Conference Visit and

Ruminations of the Past

It was just a few years ago when I

sat in the same Hyatt Regency

lobby and talked to former

Martinez City Manager Phil Vince.

The lobby seating has been

modified and improved but it is

the same lobby. Phil worked in

Novato starting in July 1986 and was selected to

be the Town Manager in Moraga in 2004. Phil

became the Martinez City Manager in 2008 and

served in that post for more than 10-years. Phil

took the Point Arena City Manager job in 2014

but left the position in 2015, and relocated

across the country to Old Orchard Beach,

Maine. Phil is a past President of the Municipal

Management Association of Northern California

(MMANC). He served as President in 2004. Phil

earned a BA from Saint Mary’s College of

California and an MPA from San Francisco State

University.

Ruminations of the Past

While stepping off the escalator exiting from the

Expo area, we ran into Laguna Hills City

Manager Don White. Don is the new City

Manager following the retirement of longtime

Laguna Hills City Manager Bruce Channing. He

said that Bruce will attend the 2018 ICMA

Conference to finish out his term as Vice

President on the Executive Board. Bruce is also

a past President of the City Managers’

Department of the League, and he was a

longtime member of the CCMF Board. Don

served as the Assistant City Manager in Laguna

Hills from 1991 to 2018. He previously worked as

a member of the La Mirada city staff.

Lomita City Manager Ryan C. Smoot stopped by

to chat for a time. Ryan got his start in municipal

government as a volunteer analyst in the City of

Bellflower. He has now served as the Lomita City

Manager for about two and a half years. Ryan

is a graduate of California State University, Long

Beach. It was enjoyable to have a “young gun”

like Ryan walk up to this “old guy” and say

“Hello.”

After returning to the lobby of the Long Beach

Hyatt Regency, old friend Randy Pestor stopped

by to visit. I met Randy many years ago when he

worked for the Assembly Local Government

Committee, and I was a City Manager. Randy

said that Sam Farr invited a group of former

Local Government Committee staff members to

get together soon. I asked that he say “Hello”

to longtime friend Casey Sparks Kaneko.

Pam Newcomb and Janees Williams of the

woman owned Newcomb Williams Financial

Group, Inc. sat for a while. Pam began her

public sector career as the Housing Finance

Officer in the County of San Bernardino. She

worked as the Deputy Director of the

Department of Economic and Community

Development, prior to her start in the investment

banking industry in 1984. She is a FINRA Principal,

and she earned a BA in economics and urban

geography from

California State University,

San Bernardino. Pam also

complete graduated

work at the University of

California, Santa Barbara.

Janees worked in the

banking industry with

Union Bank of California. In

2013 she and Pam formed

Wes worked as the City Administrator in

Hawaiian Gardens when the construction of the

City’s City Hall was completed. Designed by

Black and O’Dowd of Rolling Hills Estates, the

building was a show place when it opened. Tom

Black and Bill O’Dowd were proud of the

finished product as was the city.

After Wade and Peter wondered off, longtime

Westlake Village City Manager Ray Taylor

stopped for a time. After serving as City

Manager in Ojai, Rolling Hills Estates and Malibu,

Ray was appointed City Manager in Westlake

Village in 1993. He is retiring but staying with the

city until a new City Manager is recruited. We

spoke about our mutual friend Doug Prichard,

City Manager in the City of Rolling Hills Estates

since 1990. Doug was dubbed the “Swimming

City Manager” following his completion of the

Alcatraz Island swim…from the shore, out and

around Alcatraz Island and return to the shore.

The water in the San Francisco Bay is know to be

quite cold. Doug completed the swim without

a wetsuit. He is also known for his excellence on

the ukulele. All this and Doug is a highly

professional City Manager to boot.

sat down to chat for a while. It seems that Julio

has reinvented himself. He obtained his real

estate license and has joined former City

Manager Larry Kosmont at the Kosmont

Companies. He seems to be having a good

time. We wish him every success.

After Paramount City Manager John Moreno

stopped by and Willdan Financial Services

President and CEO Mark Risco, one of the good-

guys, stopped to talk, I meandered over to the

lounge area and sat down with longtime friend

Bill Pagett, Senior Vice President with Willdan

Engineering. Bill is a longtime City Engineer in the

City of Paramount, and in several other

communities. I may have been the only former

boat racing fan in the crowd, and I enjoyed

talking to Bill; a boat racing living legend. Also,

at the table were Adel Freij, Chris Fisher (a huge

Philadelphia fan, Phillies and Eagles) and

Francesca Fuentes among others; all people I

enjoyed working with during my time with

Willdan.

spelled Bill’s name wrong. These boats are the

fastest sprint-boats on the water. In addition to

being a long-time City Engineer, Bill Pagett is a

former K-Boat National Champion.

It was very enjoyable to see so many old friends

at the Willdan/Stifel reception. Wade McKinney

and I found a couple of seats at a table where

we could enjoy sipping an adult beverage. It

was nice to see Mike Busch at the reception.

Mike has turned a successful municipal

government career into a successful municipal

consultant effort.

It is always nice to run into “family.” Anthony and

Evelyn Gonsalves were there with Paul and

Jamie Gonsalves and their two boys.

Calabasas Chief Financial Officer Dr. Gary Lysik is the

new Calabasas City Manager. Gary was appointed

in August, 2018. He served as the CFO starting in

December, 2003. Gary takes the City Manager post

from the retiring City Manager Tony Coroalles. Tony is

relocating to Georgia. Pasadena Water and Power

Planning and Analysis Manager Eric Campbell is the

new Santa Clarita Valley Water Agency Chief

Financial and Administrative Officer. Eric previously

worked with the Los Angeles Department of Water

and Power, Seattle City Light, and Glendale Water

and Power. Lori Gentles has been selected by Santa

Monica City Manager Rick Cole to serve as the Chief

People Officer – Human Resources for the City of

Santa Monica. Since 2016 Lori has worked as the

Human Resources Director for the County of Santa

Barbara, and prior to that she was the Vice President

of Human Resources, Diversity and Inclusion for

California State University, Fullerton in the California

State University System. Lori earned a BA from Arizona

State University and an MBA from Saint Mary’s

College of California. Interim City Manager Lori

Waterman was hired as the Atwater City Manager at

the end of August, 2018. She was hired on a 3-2 vote.

Lori joined the Atwater city staff in 2006. She was

appointed Deputy City Manager in March, and she

became Interim City Manager in April. The city

waived its educational requirement in order to hire

Lori. Roseville City Manager Dominick Casey has

appointed Development Services Director Kevin

Payne to serve as Assistant City Manager. Kevin

served as the Acting Assistant City Manager for the

past four months. Stacey Peterson has joined the City

of Roseville as the new Human Resources Director.

She most recently worked as the Human Resources

Director for the City of San Rafael. She has worked in

human resources for Yolo County, Rancho Cordova

and Sacramento County. Retired El Cajon City

Manager Doug Williford and ICMA’s West Coast

Regional Director Kevin Duggan received 45-years

ICMA Services Awards at the 2018 ICMA Conference

More Pieces Picked Up: Nancy Weiss

was selected to serve as the Napa

Interim City Manager in 2017 while

City Manager Mike Parness was on

medical leave. Nancy was the Assistant City

Manager prior to the interim appointment. Police

Chief Steve Potter served as the Interim Assistant City

Manager, and was appointed City Manager when

Nancy retired in October, 2017. Nancy worked as the

Assistant to the City Manager in Healdsburg from

1983 to1987. She was the Benicia Assistant City

Manager (1987-1993), and she was the Town

Administrator in Yountville (1993-2001). She went to

work as the Assistant City Manager in Napa in 2003.

We hope that Nancy is have an enjoyable

retirement. Selma’s Finance Director Isaac Moreno

worked as the Selma Interim City Manager until new

City Manager Teresa Gallavan reported. Teresa

previously served as the Interim City Manager in

Lompoc where she was the Assistant City Manager.

Prior to joining the Lompoc city staff as the Economic

Development Director in 2011. Teresa worked with

the Riverside County Economic Development

Agency for 15-years prior to her Lompoc service.

Jennifer Quan is the Executive Director of the Los

Angeles County Division of the League of California

Cities. The Division includes a population of more

than 11 million people in its 4,500 square miles. Palos

Verdes Estates Council Member Jennifer Kin is the

current Los Angeles County Division President. The

late Willdan founder Dan W. Heil, who was a resident

of La Habra Heights, is a former President, Chief

Executive Officer and Chairman of the Board of the

Willdan Group of Companies, Inc. Dan passed away

at the age of 73 on May 15, 2006 after a short battle

with leukemia. Prior to organizing his own company,

Dan was an engineering staff member with the City

of Fullerton. Dan earned a BS in civil engineering from

Stanford University. He was a past President of the

Kiwanis Club of Greater Anaheim.

Keene Wilson (Passed September 15, 2018)

Former Lomita and Bradbury City Manager Keene Wilson,

husband of former Alameda City Manager Debbie Kurita

died suddenly of a heart attack on Saturday, September

15, 2018 at his home. Keene served as a First Lieutenant is

Special Forces and was deployed in Vietnam. He was an

Airbourne Ranger, serving from 1969 to 1972. He earned a

BS in psychology from Auburn University, and an MPA and

MA from the University of Kansas. His wife Debbie is currently

working with the Executive Office of the Orange County

Local Agency Formation Commission (LAFCO). She may be
