EEPOET OF SCHOOL BOAED.
It was the purpose of the School board in the spring to
visit each school at the beginning and close of each term,
so we would be able to report at the close of the year just the
condition of the schools. We did so the first term and must
say they were all very satisfactory. The teachers were all
good, conscientious workers and tried to do their best.
Owing to severe illness in the family we were unable to
visit all the schools in the fall and winter, but we believe the
good work continued through the year.
Our schools were shoi'tened a little this year by the full
payment of a debt contracted last year. We hope next year
we may have thirty weeks of schooling, and that the parents
will see that their children are in the schoolroom every day,
so they may get the benefit of all the money expended.
EMMA G. SLEEPER,Chairman.
REPORT OF SUPERINTENDENT.
To the School Board and Citizens of Fremont
:
I do not feel that I can make much of a report concerning
your schools, thus early, for my term of service began so
recently that I have been unable to learn the condition of the
schools or the work being done.
I have thought, however, that it would not be out of place
for me to give expression to a few thoughts that have been
suggested as I have had opportunity to study the condition.
It is gratifying, indeed, to note the interest manifested in
our school work by all with whom I have come in contact.
It is a fact which you well appreciate, I feel sure, that our
" public schools" are of greatest importance. There is no
enterprise in our town (or in any town) that deserves the
hearty support and sympathy of our citizens so much as the
training and education of our children and young people.
This being true, the question arises, are we doing all that weought to, and all that our children are entitled to in Fremont.?
24
It is evident that you have been putting faithful effort into
the management of your school affairs. Your school build-
ings show faithful attention. Your choice of text-books has
been wisely made, and in the selection and pay of your
teachers I believe that you have made no mistake. While
these favorable conditions are true and gratifying, I do not
wish to imply that we ought to feel satisfied with present
attainments. There are many ways in which our schools
can be improved.
The most pressing need that presents itself to me is the
lengthening of the school year. There should be three
terms of at least ten weeks each, in every district.
Why should not Fremont provide as good school facilities
as our neighboring towns?
We must all agree that our children are just a?, g'ood as
other children, and should be provided with the means for an
education without going to other towns for further schooling.
I feel sure if this matter was looked at in the right light,
and duly considei'ed, money would be appropriated to enable
our school board to make the school year at least thirty
weeks.
Again, I believe much of the energy ofboth teacher and pupil
is wasted because not well directed ; there should be a well
arranged course of study adopted, and as soon as possible each
child should be assigned to his proper grade. An outline of
work in each study for each year, covering a period of nine
years, would systematize the school work to the advantage of
both teacher and pupils, and place our schools on a footing to
compare favorably with the best country schools of the state.
I wish to express my appreciation of the cordial way you
have welcomed me to Fremont, both officially and socially.
I sincerely hope that our relations may be as congenial for
the remainder of my term of ofiSce.
Respectfully submitted,
EDGAR E. HULSE,Supe7'intendent of Schools.
