Town Jetty delayed again The new Walpole Town Jetty is now expected to be open in the second half of August. This is the second time the jetty has been delayed. The original opening date was to be July 4 (Walpole Weekly, April 22, 2015, page 1). This was revised to ―late July‖ after a change to the jetty‘s design (Weekly, June 24, 2015, page 6). A source close to the build said that the new jetty will be worth the wait; ―it‘ll be awesome!‖ Department of Parks & Wildlife (DPaW) acting Frankland district manager Michael Murphy on July 29 offered the following explanation for the second delay: ―[DPaW] provides universal access wherever possible to ensure that all members of the community can access and enjoy park facilities. ―In the case of the new Walpole town jetty, this means that we will have a longer than normal pedestrian access ramp connecting the floating jetty to the car park […] ―Because of the large variation in the water levels near the jetty, this puts the start of the jetty further from shore than most floating jetties. ―Following a recent on-ground survey it was determined that modifications to the original design needed to be made in order to ensure the jetty is still easily accessed by those launching and retrieving their boats while still meeting universal access standards. ―The new design will have a lower landing on either side [to] allow boaters to easily step from the boat ramp onto the jetty. DPaW acting Frankland district manager Michael Murphy confirmed July 29 that the role of Walpole & Nornalup Marine Park coordinator, which has been occupied by Shaun Ossinger (pictured),

has been abolished. ―The position no longer exists in the [Frankland] district‘s management structure,‖ he said. ―The Frankland district coordinators for science and conservation and parks and visitor services, along with the district manager, will have a greater day-to-day role

Dear Editor, Well done to the Walpole Weekly for its reporting of

environmental matters.

I noticed comment by local member Terry Redman MLA (―Response re: Container Legislation‖, July 22) saying he‘s not in favour of a 10 cent refund for drink containers. In Parliament, WA

Labor has tried to bring in a container deposit scheme (CDS) by amending the Litter Act, by bringing in standalone legislation, and by

pointing out that the Waste Avoidance and Resource Recovery Act gives a legislative framework. Sadly, Terry Redman and the Lib-Nats have either

voted against or shown no support for any of these options. Published research shows that the WA community overwhelmingly supports a CDS. Unfortunately the Lib-Nats either do not support CDS or they are incapable of standing up to the soft drink industry on behalf of the community. In government, WA Labor will determine the most popular model for WA.

An incentive-based scheme will reduce waste, increase recycling, reduce litter and spare our roads of

A neutral rainfall outlook for most of the country but a wetter-than-average season more likely in the west. Warmer nights are very likely for most of Australia, along with warmer days for much of the east and the southern coastline.

The current outlook reflects the much warmer-than-average sea surface temperatures (SSTs) in the Indian Ocean, and El Niño in the Pacific.

Influences El Niño persists in the tropical Pacific Ocean. SSTs in the Indian Ocean remain significantly

warmer than average, while SSTs around Australia are average to above average. These influences are tending to increase the chances of above-average rainfall across WA, while producing roughly equal chances of a wetter or drier three months for the eastern half of the country. The combination of a warm Pacific (generally associated with drier conditions for Australia) and

warm Indian Ocean (generally associated with wetter conditions) represents an unusual set of circumstances, and has been in place for a number of months.

Currently, the Indian Ocean Dipole (IOD) is neutral. Three out of five international models suggest an increased chance of a positive IOD event developing later in 2015, which is typically associated with decreased winter-spring rainfall over southern and

central Australia.

months over central and

southern WA, as well as adjacent areas over the WA border. Outlook accuracy for central and southwest parts of WA is low.

Temperatures August to October days are likely to be warmer

than average along the southern coastline. Overnight temperatures are likely to be warmer than normal for

most of Australia except for the far north due to significantly warmer-than-average SSTs. Maximum temperature accuracy is moderate to high over most of Australia. Minimum temperature accuracy is low to very low. More info at www.bom.gov.au/climate/outlooks

By Jodie Whitfield, Manager, DAFWA SLIS August is the calm before plants and animals spring into life. The days are getting longer and the day time

temperatures will soon start to lift. Plants which have been dormant during winter will be starting to look for nutrients to aid them in growing new leaves and producing flowers. Use a ‗complete fertiliser‘ with trace elements. If relying on rain to

incorporate fertiliser into the soil, apply in late August. Avoid fertilising before heavy rain. Don‘t rely solely on animal fertiliser as it will be deficient in some nutrients. Monitor your soil moisture as rainfall may not be

sufficient to prevent crop stress. If you have an irrigation system, check to see that it works properly so you are able to use it when needed. Continue to monitor weeds on your property and undertake any spot spraying of weeds missed in earlier spraying. Weeds growing in pastures which are allowed to grow unchecked will compete with pasture

plants for moisture and nutrients. Is your property up to scratch for safety? Having

first aid kits in your vehicles, shed and house can save valuable time in the event of an accident. Fires can move quickly so being able to locate and use a fire extinguisher within minutes could save lives, valuable infrastructure or vehicles. If you own chickens it is important to know what is healthy and normal. Chickens should have bright, shiny and wide open eyes. Their feathers should be glossy and lie flat against their bodies. A healthy chicken‘s

comb will be vivid red and their droppings will be

The clearing of Shire land south of Walpole Street is still taking place according to local Manjimup Shire Councillor David Tapley who spoke to the Weekly. The Shire of Manjimup has confirmed this.

Shire President Wade DeCampo told the Weekly: ―Vegetation in the public reserve has been illegally damaged and removed.‖ The removal of vegetation without a permit is illegal under the Environmental Protection (Clearing

of Native Vegetation) Regulations 2004. Cr DeCampo said: ―The Shire of Manjimup is

working with local police to try and resolve the matter.

―A $1,000 reward is being offered to anybody who provides information that leads to a conviction.‖

Mr Tapley also reckons that over the past two or

three years ―about three metres‖ of Walpole Inlet‘s northern foreshore had eroded, which has caused and is causing the loss of ―paperbarks‖ that line that section of Shire reserve. The Weekly asked the Department of Parks & Wildlife (DPaW) whether they have data to back up Mr Tapley‘s observation of the erosion.

In response DPaW said that it had already been contacted by the by Shire of Manjimup about the erosion and is ―looking into the matter‖. DPaW has jurisdiction over the Walpole & Nornalup Inlets Marine Park up to the high water mark.

Cr DeCampo says the Shire will work closely with DPaW on the erosion issue. ―Unfortunately the Shire doesn‘t have any statistics regarding the erosion, however we are eager to

investigate further and develop a solution to prevent it from moving any further up the reserve.‖ Asked what the Shire had planned for the reserve, Cr DeCampo said it would seek funding for the design and construction of a boardwalk.

Three career firefighters have made successful compensation claims under provisions introduced by the passing of the Workers’ Compensation and Injury Management Amendment Bill 2013.

This was revealed during questions asked by Agricultural Region MP Martin Aldridge MLC at an Estimates & Financial Operations Committee hearing on June 25. Mr Aldridge, a former career and volunteer firefighter, wants protections to be extended to

volunteer, retired, and Department of Parks and Wildlife (DPaW) firefighters. Drafting instructions approved by Cabinet in September 2014 will do this, however WA Volunteer Fire and Rescue Services Association (VFRSA) Executive Officer Max Osborn said the proposal ―is

once again back with the Department of Fire and Emergency Services (DFES) for further changes‖. ―All of this just further leads to our frustration [as] at one stage we [WA] were first on the list after Canberra to recognise VFRS members,‖ he told the Weekly.

A leading advocate for presumptive legislation for volunteers, Mr Osborn said: ―We have been dealing with Minister Joe Francis and Commissioner Wayne Gregson for the past three years since our key supporter Troy Buswell retired.‖

He added: ―From day

one the DFES Commissioner has fully supported this extremely

important legislation to cover our members.‖ Mr Aldridge said it was imperative that Government immediately progress the extension of legislation. ―Rapid introduction of

this legislation is

important so volunteer, former, and DPaW firefighters can expect similar levels of protection as their career firefighter colleagues. ―I would like to see this a priority when Parliament resumes [in

August],‖ he said.

The 2013 amendment bill covering career firefighters brought WA into line with Commonwealth legislation passed in late 2011. Mr Aldridge said: ―The presumptive legislation gives greater legal protection to firefighters who

―This has reversed the burden of proof onto the appropriate fire agency, meaning that if a firefighter

contracts cancer it will now be assumed to have been as a result of his or her work, unless the agency or their insurer can prove otherwise.‖ Mr Aldridge said extensive medical and scientific research points to a clear link in increased instances of certain cancers and exposure of firefighters to harmful smoke and chemicals in the line of duty. ―Cancers contracted through firefighting are real,‖ he said. DPaW‘s Frankland district headquartered in

Walpole has five dedicated fire management officers and approximately 30 conservation employees—all of whom play a major role in fire management—while other staff also contribute to fire activities. The Weekly asked DPaW what it was doing to advocate for the swift passage of the legislation and what compensation assurances or provisions are already in place for their firefighters.

In response DPaW said these were ―legislative matters for Government‖. Minister for the Environment Albert Jacob told the

Weekly: ―Through the Minister for Fire and Emergency Services, the State Government is drafting legislation to

provide former and volunteer firefighters with the protection of presumptive legislation with respect to 12 prescribed cancers; identical to the protection provided

to career firefighters within the Workers' Compensation

and Injury Management Amendment Act 2013. ―As a Minister in the State Government, I support this process,‖ he said. ―In addition, Parks and Wildlife holds extended cover, beyond the provisions of the Workers Compensation and Injury Management Act 1981, for those engaged in fire control duties.‖

Presumptive legislation for career firefighters currently involves 12 prescribed cancers, each of which has a specific qualifying service period as follows (source: frsvols.asn.au/presumptive-legislation-for-

A serious problem In the evening after visiting a number of farms Mr Toop

addressed a meeting of farmers in the Walpole Hall and

gave an explanation of the use of Strain 19 vaccine for the control of contagious abortion. He said that he realised that the present visit was to some extent unexpected, but to carry out a large-scale programme of vaccination the full co-operation of stockowners would be necessary. He suggested that large numbers of heifers could be effectively treated about May of each year in view of the fact that mating usually commenced in June.

He explained that the Department‘s policy was to carry out an annual vaccination of unmated heifers throughout the dairying districts of the State as with the

small staff available this method was likely to give the best results.

Brucellosis or contagious abortion he explained was a source of loss to the dairying industry second only in importance to mastitis. Apart from the losses of calves, it was responsible for a considerable reduction of milk yield and in addition sterility resulting from

inflammation of the womb was a common sequel to the disease.

Co-operation needed He pointed out that the vaccinations were being carried

out at a cost of 1/ per head of cattle treated, a fee which

barely covered the cost of obtaining the vaccine from the Commonwealth Serum Laboratories. The co-operation of stockowners in the direction of constructing suitable races and forcing pens at central points would not entail very much labour but would greatly facilitate the work of veterinary officers. On the following morning Pat Burton guided us to other farms in the district. The heavy gales had blown down a number of trees across some of the bush roads

and Pat gave a neat exhibition of log chopping in disposing of one of these en route to Butler Bros‘

property. Con Butler is a Dutchman and showed me a number of photographs of his home farm in Holland which had been badly damaged by flooding during the German occupation. Some solidly constructed stockyards made our task a comparatively simple one and a number of heifers were treated before we moved on to Sep Sweeney‘s farm. Sep, looking somewhat

piratical in a red woollen cap, proved most co-operative and we were soon on the road again heading for North Walpole. We paused for a ―cuppatea‖ with Mr and Mrs Joe Lown. Joe is an ex-wheatbelt farmer from Xantippe and

asked me to send along a cheerio to his old friend ―Scrub Sciolist‖ a well-known contributor to these pages. At our next port of call I was able to renew acquaintance with Mr and Mrs S Hatfield who staged a field day on their property during my last visit to

Walpole four years ago. Syd Hatfield hails from Broome and he and Cyril Troop, who was stationed in

the North-West for some years, were soon exchanging reminiscences of picturesque identities of the north

country. There had been quite a severe blow through this property a few days before and a large tank had been carried about 400 yards into a creek while some enormous karris had crashed down on the pastures.

Production records We called in at Mr Bill Wilde‘s property at Hazelwood and saw a farm with an amazing production record. Over eight seasons an average of 303lb of butterfat per cow has been obtained on this property and in response

to the appeal for more butterfat in 1944-45 Mr Wilde achieved the amazing output of 313lb per cow and 121lb per acre from his herd of Jersey-Guernsey cross cows which usually number about 24 milkers. After the corrugated iron shacks of the Walpole district, the

―group house‖ on his property appeared quite a palatial residence.

And that’s where this story appears to end; rather abruptly! Thank you to Lee Hunter and the Walpole, Nornalup & Districts Historical Society who are busily

The Walpole Community Resource Centre (CRC) raised $419.20 last month for Dry July.

Dry July is a fundraiser that challenges participants to go alcohol-free for a month to

support adults with cancer. Organisers say Dry July helps participants get healthy and clear their heads while also raising funds for an important cause.

The total raised in 2015 by 21,443 registered mid-winter teetotallers throughout

Australia was $3,636,309.11.

As one of 42 cancer service organisations across the country that will benefit, the Albany Health Campus Cancer Centre said it was ―delighted to have been supported by the Dry July Campaign again this year [and] grateful to all residents of the region and staff of the Health Service who have supported our campaign. ―The fantastic amount of funds raised will allow us to provide equipment and services that make a huge

difference to the comfort of our patients who are going

through difficult cancer journeys.‖

A ―wonderful‖ new playground area has been established at Peaceful Bay that includes a gazebo, seating and motion equipment for multi-age use. According to the Peaceful Bay Progress Association (PBPA) it is already a hit with kids and parents.

The new playground is located on the oval at Peaceful Bay and replaces the old playground that was found unserviceable after many years of use. The project was a community effort led by PBPA

with support from the Shire of Denmark. Local contractors and organisations, including the Walpole Work Camp, provided guidance and labour for the project. Tim Palmer, Leif Lebbing and Luke Renkema were major contributors.

The PBPA has been successful in securing a grant from Lotterywest for additional playground equipment, including a second gazebo, more seating, and a second bicycle rack. These will be installed over the winter months. Later this year the PBPA hopes to install shade sails

over the new playground with the assistance of the Shire of Denmark.
