Appeals Committee: Before the commencement of the tournament, a five - member committee of appeals with two reserves shall be formed by the organizers. All members and the reserves shall be from the different states. No member of the committee can vote on dispute in which a player from his own state is involved and such in cases the reserve(s) shall take his place in the committee. The decision of the Appeals Committee is FINAL and BINDING on all players concerned.
