NEWS : Gujarat anti-terror Bill gets President’s nod

Context : Gujarat finally got the presidential approval for its controversial law aimed at fighting

“terrorism and organised crime” as President Ram Nath Kovind gave his assent to Gujarat Control

of Terrorism and Organised Crime Bill, passed by the state assembly in 2015.

The bill was first framed after the Akshardham

attack in 2002 and was sent for approval to the

Union government in April 2003 during the

tenure of APJ Abdul Kalam.

Backround :

Given the vulnerability due to 1600 Km coastline and 3000-odd Km border, Gujarat assembly

introduced the Gujarat Control of Organised Crime Bill in 2003 on the lines Maharashtra Control of

Organised Crime Act (MCOCA).It is directed at crimes relating to terrorism and organised crimes

such as contract killing, ponzi schemes, narcotics trade and extortion rackets.

Regulation :

Special Courts to deal with cases under this law.

The legislation puts the onus of proving innocence on the accused (against the legal

principle of presumption of innocence).

The bill extends the police’s investigation period from 90 days to 180 days and

imposes restrictions on the grant of bail.

The bill provides immunity to government officers from legal action for an action that

is “done or intended to be done in good faith in pursuance of the Act”.

The act also provides for death penalty as maximum punishment.

As per Article 200, state bills on sensitive and important issues are sent forthe consideration of

the President.Accordingly states bills seeking to deal with organized crimes, terrorism, disruptive

activities, public security etc are sent to President for his assent.

Students created Guinness Record for the Largest Astrophysics lesson: The first day of India International Science Festival

(IISF) 2019 created the Guinness World Records for the

largest astrophysics lesson, with a time duration of 45

minutes, and assembly of spectroscopes with the

participation of over 1,598 students. A session was

organized by the Inter-University Centre for Astronomy

and Astrophysics. A memento was presented to the

organizers on behalf of the Guinness Book of World

Records.

Assembly of spectroscopes: ♦ The astronomers use spectroscopes to know

various details like temperature, the chemical composition of celestial objects hundreds, or millions of light-years away from the earth.

♦ A small personal model of advanced spectroscopes can be easily made by anyone by using a box made of cardboard. Voyager 2 sent back its first message from ISM: The US space agency reported that

NASA's Voyager 2 spacecraft had crossed the

boundary that marks the edge of the Sun's

realm and the start of the interstellar space. By

achieving this feat, Voyager 2 became the second

human-made object to journey out of the Sun's

influence after Voyager 1's solar exit in 2012.

Voyager 2 has sent the most detailed look at the edge of the solar system. Voyager 2's passage into the interstellar medium (ISM) was confirmed by the researchers at the University of Iowa in the US.

Voyager 2 spacecraft's leap: The noted increase in plasma density is the evidence that Voyager 2 journeyed from the hot and lower-density plasma characteristic of the solar wind to the cool and higher-density plasma of interstellar space. The change that occurred after the spacecraft traveled beyond the heliosphere is similar to the plasma density jump experienced by Voyager 1 when it crossed into interstellar space.

Solar wind: The solar wind is referred to a stream of charged particles that are released from the upper atmosphere of the Sun which is the corona. The plasma consists of electrons, protons, and alpha particles.

Centre plans to adopt several measures to tackle stubble burning

incidents ICAR’s Creams Laboratory recorded a reduction of 12.01% in

incidents of Stubble burning compared to the year 2018 as of 4

November 2019.

Government's measure:

Scheme implementation: As per the recommendations by the committee, the Ministry of

Agriculture & Farmers Welfare has formulated a "Promotion of

Benefits of the scheme: Under the scheme, the Central government allocated Rs.1151.80 crores for the period from

2018-19 to 2019-20. The scheme aims to combat air pollution. The scheme will provide financial

assistance of 50% of the cost to the farmers who purchase the in-situ crop residue management

machines on an individual ownership basis.

Report Highlights: ♦ Despite various global issues, the mergers and acquisitions in India are expected to remain stable in the next few years, with private investments that will revive the backdrop of a more favorable business environment. ♦ The reports said India's Gross Domestic Product (GDP) would grow by 7% through 2019-2022, whereas the global GDP average growth rate will be 2.8% for the same period. ♦ In Initial public offerings (IPOs), the total proceeds are expected to reduce from $3.4 billion in 2019 to $2.7 billion in 2020. It might increase to $4.3 billion in 2021.

Mergers and acquisitions (M&A): Mergers and acquisitions (M&A) referred to the transactions in which the ownership of companies are consolidated or transferred with other entities. In the view of strategic management, M&Awill help the enterprises to grow and change the nature of their business or competitive position.
