The City does not participate in Social Security.Health Insurance – medical, dental, and vision benefits are available under the Cafeteria 125 Plan. The City will contribute $1,718 / month. Santa Barbara has 1,062 full-time equivalent employees, a $342.4 million operating budget and a combined capital budget totaling $53.4 million for fiscal year 2020. The seven-member City Council is elected by district, except the Mayor, who is elected at-large.

The City provides a full scope of services to the community, including public safety (fire and police), library, parks, recreation, planning, engineering, water, storm drain, refuse, and waste-water; and includes a municipal airport, golf course, and harbor. Santa Barbara serves

THE POSITIONUnder general direction of the City Administrator, the Assistant City Admin-istrator provides direction to several major City departments and operations; initiates and leads City-wide programs and initiatives having the highest level of City Council and community visibility; and, in their absence, acts as the City Administrator.

Essential duties of the Assistant City Administrator may include, but are not limited to: assisting the City Administrator and City Council in developing the City’s short- and long-range goals; auditing operations, performance benchmarks, manage-ment reports, budgetary allocations, organization of functions and surveying satisfaction levels; analyzing contract and staff services; negotiating complex contracts, franchises, multi-agency coordination initiatives, and joint powers agreements; providing direction and oversight to interdisciplinary project teams; and participating as a member of the City’s executive management team, engaging in decision-making involving policy option, programs, and use of City resources.

THE IDEAL CANDIDATEThe City of Santa Barbara is seeking a smart, savvy, experienced generalist to serve as its new Assistant City Administrator. The ideal candidate will be politically astute, yet apo-litical, and possess a strong background in city operations. As a representative of the City, the Assistant City Administrator will ensure that a high level of customer service is provided to internal and external stakeholders in a positive, collaborative, and professional manner. A strategic thinker and solution-oriented individual who serves as an organizational asset and team-player is sought. The successful candidate will have a passion for delivering high quality services, strengthening community connections, and leading by example. The incoming Assistant City Administrator will act as a safe and trustworthy sounding board and resource for exploring new ideas and different business practices that will benefit the organization and community.

The ideal candidate is a collaborative and team-oriented candidate who has a proven record as an innovative leader, possessing excellent communication and presentation skills, with the ability to establish and maintain effective working relationships with internal and external customers. Candidates should have a demonstrated history of identifying and responding to community and City Council issues, concerns, and needs. An Assistant City Administrator with a high level of emotional intelligence will be valued, along with advanced leadership and management skills and a proven ability to lead teams of executive, managerial, and professional staff. An active listener and open communicator who understands the value of serving as both a coach and mentor to staff is sought. The selected candidate will be approachable, engaging, and committed to creating an open atmosphere where ideas and feedback are encouraged, supported, and valued.

The successful candidate will have knowledge of municipality management of city activities and services; principles and practices of public admin-istration; management theory and practice; city organization, structure, operations, policies, and objectives; community and public relations; applicable City ordinances; budget preparation and management; principles and practices of administration, supervision, and

training; applicable laws, codes, regula-tions, policies, and procedures; and principles and techniques of public speaking and public relations. A strong commitment to public service is highly desirable.

Candidates must possess the equivalent to a Bachelor’s degree from an accred-ited college or university with major coursework in Public Administration or a related field and ten (10) or more years of broad and progressively responsible experience in a managerial and profes-sional capacity within local government, preferably including planning, project management, personnel leadership, and budgeting accountabilities. Additional education equivalent to a Master’s degree from an accredited college or university with major coursework in public or business administration or a closely related field is preferred.

THE COMPENSATION

The annual salary for the Assistant City Administrator position is

$187,510.44 - $227,920.68; placement within this

range is dependent upon qualifications and expe-rience. The City also offers an attractive ben-efits package including:
